We have audited the accompanying financial statements comprising of the statement
of Cash Receipts and Payments by category of the Iraq Extractive Industry
Transparency Initiative (IEITI) Project period from September 17, 2013 to April
30, 2016.this financial statement is the responsibility of the project implementation
unit (PIU). Our responsibility is to express an opinion on this financial statement
based on our audit.
We have also audited compliance with the laws, regulations, guidelines and
provisions governed by the Grant Agreement for the period from inception ended
April 30, 2016.
We conducted our audits in accordance with International Standards on Auditing.
Those standards require that we plan and perform the audits to obtain reasonable
assurance about whether the (IEITI) Project has complied with the laws, regulations,
guidelines and provisions governed by the grant agreement. An audit also includes
assessing the accounting principles used, as well as evaluating the overall financial
statement presentation .We believe that our audits provide a reasonable basis for our
opinion.

In our opinion:
(a) The (IEITI) project financial statement (PFS) presents fairly, in all material
respects, the cash receipts and payments for the period from September 17,2013 to
April 30, 2016 and showing as at April 30, 2016 in accordance with the international
Public Sector Accounting Standards (IPSAS) , under the cash basis of accounting .
(b) Internal control over financial reporting involved in the preparation of direct
payments, and reimbursements i.e. expenditures reimbursed on the basis of statement
of expenditures can be relied upon to support the related withdrawals from September
17, 2013 to April 30, 2016.
(c) The project was, in all material respects, in compliance with the laws, regulations,
guidelines and provisions governed by the Grant Agreement.

Notes to Financial Statements
For the periods from September 17,2013 to April 30, 2016
Note 1- project background
1. Ministry Of Oil (MOO) in Iraq which will temporarily host the project
implementation unit (PIU) until having its own premises , all key ministries and
agencies relevant to the will engage through a project steering committee (PSC) . the
project aims to support the PIU in implementing Iraq EITI with capacity building and
outreach, beside this, the prime objective of delivering the first EITI report and
making the country EITI compliant before the end of the project .
2. The project is partially financed by an MDTF Grant, the Accumulated payment till
April 30,2016 is US $ 1,604,914 from totaling US $ 1,640,000. An amount of USD
35,086 was cancelled .
* Component1: goods and consultants' services including the preparation of the first
EITI report and enable PIU staff effectively contribute to this effort (estimated total
cost US $ 1,220,000)
* Component2: Project Management (estimated total cost US $420,000).
3. The projects will be implemented by MOO acting as the governing body through a
Project Implementation Unit (PIU) reporting directly to the chairman /. The legally
binding terms and conditions of the IEITI grant are in the legal agreement no.
TF097358.

4. The IEITI Grant will finance project management, and operating expenses as
incurred by the governing body through PIU, the total amount of consultancy contract
is US $ 1,604,914 ,and the rest amount of project (35,086 $) paid after 30th of April,
part of the project will be financed from other resources including from bilateral
donors and the Iraqi government budget.
Note 2- Basis of Accounting
The project cash receipt and payments are prepared and presented under the cash basis
of accounting as defined in the international public sector accounting standards
(IPSAS) issued by international federation of accounts (IFAC) . Under this method,
revenues are recorded when received and expenditures are recorded when paid.
The PIU is using the internal unified accounting process in recording the accounting
transactions including the normal journal records, ledger and statements and
vouchers.
The accounting policy adopted by PIU is based on the central accounting laws
And instructions issued by the Ministry of Finance and the guidelines and Regulations
of the WB in relation to the accounting transaction
