The opportunity to work with the quality faculty, staff, and alumni at U-M and to be connected with one of the Nation’s premier departments of industrial engineering is truly exciting. Your department has a wonderfully bright future, and I will do all I can to make it even brighter. I have inherited a remarkably well-orga nized and well-run department from Steve Pollock, who stepped down this summer as Chairman after 9 years of holding, in his words “one of the best jobs in academia.” The Department’s bright future is in large part due to Steve’s superlative leadership. Let me also invite each of you to visit us when you are in the Ann Arbor area and find out about the many accomplishments of the Department’s students and faculty. Alumni (both current and future) are playing an increasingly important role in the health and vibrancy of educational institutions and their component adminis trative units. One of our departmental goals is to enhance the quantity and qual ity of our interactions with you. Your ideas as to how we can better accomplish this goal would be welcomed and appreciated. I look forward to the opportunity to hear from you and to have a chance to meet as many of you as possible. This is my first chance to communicatewith most of you since becoming the newchairman of the JOE Department. IOE Department was ranked 3rd amongindustrial engineering departments(behind Georgia Tech and Purdue andahead of Stanford and U.C. Berkeley). Thecriteria on which the departmental rankings were based tended to favor largerdepartments over smaller ones; it is worthyto note that both Georgia Tech’s andPurdue’s departments are significantlylarger than IOE.

I think a confident conclusion that can bedrawn from the above rankings is that JOEis clearly one of the two or three premierdepartments of industrial engineering inthe Nation. Given continued faculty andresearch staff success in attracting R&Dsupport from private and public sourcesand sufficient support from the College anddonors, I am confident that theDepartment will continue to enjoy an enviable level of success.

It is also important to remark that theDepartment has continued to exhibit leadership in the national engineering policyarena over the past year through Tony Wooand Jack Lohmann, both JOE faculty whohave been on assignment in Washington,D.C., at the National Science Foundation.

A few comments regarding the relevanceand future of engineering education, and inparticular industrial engineering, areappropriate at this point. The engineeringdisciplines are meant to address technological issues that are of importance to society, and as these issues change, so mustthe focus of engineering in order to remainrelevant. One goal of engineering educationmust be to ensure that the Nation’s systemof engineering education producesengineers capable of successfully challenging our economic and technological competitors in the 21st century.

Although crystal ball gazing is dangerous,there are some things that can be confidently said about the future. Certainly,information science and technology will beplaying increasingly larger roles in tomor

row’s world, and our students will be competing in a world, not just a national, economy. We are expanding from an economybased largely on production of energy, foodand goods to one critically dependent onhigh-speed computer-based creation, organization, flow and control of information.Emerging technologies are presentingopportunities and problems of increasingscale and complexity. Many problems thathave a large technological aspect areinvariably linked inextricably with economic, environmental, political, and socialconcerns.

Perhaps the key to improved productivity,economic growth, social stability, andenhancement of the global environment istechnologically enlightened leadership. Wewill indeed need individuals who have abroad understanding of both current andemerging technologies and of the socioeconomic factors that affect and are affectedby them, individuals who can successfullywork in groups and are capable of communicating with more than just a technologically trained audience.

As we look to our current product (our students) and we examine the process whichtransforms them from entering student tograduate (primarily our curriculum), JOEis particularly well-positioned, perhapsuniquely so, to contribute to the pool ofbroadly-trained, technologically-competentleaders who will be well-equipped to facetomorrow’s complex problems and theirconcomitant opportunities.

The current IOE undergraduate curriculum is a very flexible and broadly basedcurriculum, relative to other engineeringcurricula; to use Steve Pollock’s phrase, “aliberal arts curriculum for a technologicalage.” I might remark that we are embarking on a re-examination of the undergraduate curriculum (we intend to look at thegraduate curricula in the near future) withthe intent of increasing its efficiency andrelevance in order to prepare our studentsto better meet tomorrow’s challenges.

We are hoping and expecting to receivecomments that will be useful in givingdirection to this curricular revision fromthe JOE alumni who attended theDepartment’s very successful 35thAnniversary Celebration (which took placeon 19 October). I also look forward toreceiving comments from any of you in thisregard.

In general, we are interested to hear fromyou on all subjects of interest and to printobservations that you wish to share withyour fellow alumni. When you write, wewould appreciate your continued support ofthe Department by lending your financialsupport to the Department.

If you wish to donate in response to mail orphone solicitations from the College, weurge you to specify that you wish your giftto go to JOE. These gifts are important tothe Department’s scholarship and fellowship funds, special projects, seminar series,undergraduate student society support,etc., and will be deeply appreciated.

Let me thank all of you for your continuedinterest in, and support of, theDepartment. The welcome mat is outwhenever you are in the Ann Arbor area,and I look forward to working with you inthe years ahead to continue the excellenttradition of engineering education in IOEand at the U-M.

The Alumni Academy Report

The past year has been the most active yetfor the IOE Alumni Academy. At the semiannual meeting held in May 1990,Academy members reviewed the futuredirection of the organization and summarized its mission with three underlyingpurposes:1. To represent alumni and business-industry views to the department;2. To provide a direct link to the studentsthrough alumni participation in academics;3. To provide a link to the departmentfaculty and chairman for all alumni.

This focus on communications resulted inthe formation of several subcommittees, toinitiate interactions with each of these IOEgroups. Members of the Academy’s AlumniSubcommittee worked closely with the JOEDepartment representatives in planningand execution of the JOE 35th AnniversaryCelebration which took place October 19.This event was an important first step inproviding the Department with a link tothe entire alumni, and we look forward tobeing involved in similar activities again inthe future.

The Academy continues to support theSenior Projects Course (JOE 424) by pro-

viding project sites for the students.Students taking this course must workwith their site sponsor to define and makerecommendations for solving a “real world”manufacturing problem. Sponsorshipinvolves coming up with a challengingproblem that is manageable within a singlesemester and then providing students withaccess to data and ongoing guidance. Atthe end of the course, the students make aformal presentation. This type of designand practicum experience will be arequirement for graduation beginning Fallsemester 1990. Anyone wishing to providea project site should contact PamLinderman (313-764-3297) for furtherinformation.

The next meeting of the Alumni Academyis Saturday, May 11, 1991 at the JOEBuilding on North Campus. The Student Organizations

Alpha Pi Mu

Alpha Pi Mu has been very active this yearin sponsoring events focused on improvingthe image and understanding of industrialengineering as a discipline. As the nationalIE honor society, APM has held two important annual events intended to inform IEstudents and prospective IE students ofoptions in both undergraduate and graduate studies. The first of these was the“MBA vs. MSIOE” night. Professor JamesBean of the IOE department and NatalieGrinblatt, assistant director of Admissionsand Student Services from the MichiganBusiness School each presented the advantages and requirements of pursuing a master’s degree in their respective schools. Theother event, “JOE Options Night”, was targeted towards informing first year JOE andundeclared engineering students. In thispresentation, five JOE professors wereinvited to talk about their areas of specialization including topics such as types ofjobs, job prospects, and specific classes that

are applicable to the field. The areas covered included operations research, humanfactors/ergonomics, manufacturing, management, and information processing. Also,APM co-sponsored a booth with lIE in theEngineering College’s “Tech Day”, in whichhigh school seniors were invited to NorthCampus to explore options in each of theengineering disciplines.

An important activity that APM hasundertaken in order to help the communityof Ann Arbor is the “Cans for Kids” project.Members devoted considerable time andenergy this semester to the building andmaintaining of a box in the EECS Atriumto collect returnable cans. Proceeds aredonated to the Ozone House, and the AnnArbor orphanage. A major philanthropicevent is also being planned for WinterTerm.

Other activities planned for next semesterinclude the “Resume Drop” service. This isdesigned to help APM members get summer internships that provide experiencecritical to helping them both make career

decisions and also make themselves moreattractive in today’s competitive job market. APM will also continue to bring inguest speakers to discuss a wide variety oftopics pertinent to TOEs.

The American Society ofSafety Engineers

In 1989, the American Society of SafetyEngineers student group was added to theTOE department. The group was formedunder the sponsorship of the GreaterDetroit Chapter of ASSE, which is a national professional society for peopleworking in safety and health fields andrelated disciplines. The focus of the studentgroup, sponsored by Professors JamesMiller and Monroe Keyserling, has been toexpose students interested in a career insafety to the many facets that the field hasto offer. This has been accomplishedthrough plant tours and guest speakersdealing with topics ranging fromergonomics to product safety and liability.

Next semester, in order to diversifyA.S.S.E.’s outlook on the field of safety,joint meetings and presentations are beingplanned with the Industrial HygieneSociety, the Environmental Law Society,and other similar student groups. Thesemeetings and tours have proven quitepopular with student members of A.S.S.E.,not only for their interesting subject matter, but as a source of careers in the field.Several students have received job offersthrough the society. As a professional society, A.S.S.E. continues to offer valuableresources to its student members.

Institute of Industrial Engineers

The student chapter of the Institute ofIndustrial Engineers (TIE) grows strongerand more alive each day. The officers havededicated this year to gaining active membership, as well as providing many activities and events for the entire JOE department. We have been very pleased with oursuccesses thus far.

At least thirty student members are veryactive in TIE, an increase of about twentypeople from last year. New committees andchairpersonships have encouraged thisinvolvement. Responsibilities are diverse,ranging from attending IOE curriculumcommittee meetings to submitting an article for the RAG, the JOE student newsletter.

A service that TIE provides JOE undergraduates is information about possiblecareers. Luncheons and other gatheringsare an almost weekly function to providefuture job information for students. Newthis year will be an “TOE Career Fair”where U of M Industrial Engineeringalumni will talk about the career theirdegree led to. In our “Summer Job File” wecompiled information on many students’internships. This file also serves as a complement to our job description guide, a collection of the entry level position and contacts at every TOE recruiting company thatcomes to the Engineering Placement Office.A “plant trip” to the U.S. Post Office inDetroit gave insight into another way ourIndustrial Engineering skills may beapplied.

Faculty/student relations and social gatherings are other priorities for the organization. In order to instill better communication between the faculty and students, wewill be holding an “TOE Curriculum andUndergraduate Program Luncheon” duringthe winter term, where faculty and students may discuss issues of concern. Wealso would like to put together an TOE stu

dent yearbook, with pictures, which willpromote recognition of fellow classmates(or students), as well as spread the JOEname around campus. T-shirts sales haveserved as a fund raiser to support ourHappy Hours and other social events.

We are always open to ideas, speakers, andnew members. Our new “office” in room225 JOE Building, as well as the undergraduate office (240 JOE), has posted flyersand membership forms. Please feel free tovisit or write to me in care of the JOEDepartment.

Operations Research Society

The University of Michigan’s student chapter of the Operations Research Society ofAmerica (ORSA), is a diverse group of bothgraduate and undergraduate students.Since our re-establishment at theUniversity of Michigan last year, we haveconcentrated on solving OR related projects, and promoting interactions betweenstudents, faculty, and staff

Presently, we are working on an optimization problem concerning the scheduling ofclasses in the JOE department and areinvestigating the use of expert systems tosolve this problem. On a more social level,last month we held our 2nd Annual Putt-Putt golf tournament with the ElectricalEngineering and Computer Science HonorSociety. For next semester we are planningour 2nd Annual bowling tournament. Bysponsoring both of these activities we hopeto acquaint students with faculty and staffThe society meets weekly on Friday afternoons and always welcomes new studentsand their ideas. The faculty adviser isProfessor Srinivasan.

Note: The student groups are always interested in having alums return to campusand present a short luncheon topic abouttheir company or current topic in the area.

Program in OccupationalSafety Engineering

The JOE graduate program in Occupational Safety Engineering has received twogrants from the National Institute forOccupational Safety and Health (NIOSH)totaling $150,000 for the 1990-9 1 academicyear. While funding for these competitivegrants has been reduced by the government in recent years, the JOE departmentcontinues to receive the largest award inthe nation among all competing safetyengineering programs.

NJOSH grants are used to support thetraining of Masters, Ph.D., and postDoctoral students who plan professional orresearch careers in Occupational Safetyand ergonomics. Trainees receive fulltuition and a monthly stipend to partiallyoffset educational and living costs. In addition, the grant supports library and laboratory facilities in the JOE Building. FiveJOE graduate students are appointed asNIOSH trainees this year.

Woo Receives FuibrightScholar Award

Professor Tony C. Woo, is a recipient of theFulbright Scholar Award for 1990-1991. Hewill be conducting research on PrecisionEngineering and Mechanical Tolerancingat the Norwegian Institute of Technology,in Trondheim, Norway next summer. As aFuibright Scholar, he will also be visitingother research centers in Europe and Asia

to assess their capabilities in manufacturing research.

The Fuibright Program invites competitionfrom fields such as American History,American Literature, Journalism,Education , Engineering, Linguistics, Law,Music and Political Science. Each application is reviewed by a national panel thenby an international panel. Awards aregiven in lecturing or research.

The Department is proud to have Dr. Wooas the first Fulbright Scholar in theCollege of Engineering in the past fifteenyears. We wish him every success in hisfuture endeavors.

Grant From Ford Motor Co.Has Goal of Controlling

Physical Stress in Plants

The Center for Ergonomics is beginning itssecond year of a four year grant from FordMotor Company. The 1990-9 1 funds willsupport six ergonomics research projectsgeared toward minimizing physical stresson the job.—Creating design guidelines for workstations where hand tools are used.—Developing faster, more accurate methods of entering worker postures into CAD(computer-aided design) systems.—Refining methods to measure hand forcein the use of material handling devices andanalyzing the biomechanics, energyexpenditure and time required by the different devices.—Evaluating and measuring a variety ofpostures in manufacturing operations.—Studying the effects of poor ergonomicdesign on product quality.—Developing and evaluating job analysisprocedures to identify ergonomic problemsin the workplace.

“The grant from Ford Motor Co. provides ameans by which U-M faculty and studentscan focus their intellectual energies on

manufacturing problems that are critical tothe automotive industry,” says Don B.Chaffin, director of the Center. “We havehad a long and successful collaborationwith Ford Motor Co.,” he adds, “and arepleased that they are continuing their generous support of our research.”

John H. Triebwasser, Ford’s director ofoccupational health and safety said that:“We recognize The University of Michiganas a research leader in the field of occupational ergonomics and want to encouragethe University to continue and broaden itswork”.

“In association with the University, Fordand the United Auto Workers have alreadyconducted several pilot projects in the1980s, and have been working together tomake ergonomic changes called ‘fitting jobsto people’ in our plants,” he added. “Webelieve such changes not only will helpreduce employee injury and illness, but willserve as models for all of Americanindustry. This work with the Universitywill facilitate the movement of ergonomicsfrom the plant floor to the engineering processes involving the future designs of ourfacilities and products.”

Chaffin noted that application ofergonomics principles can reduce the stooping, bending, twisting and reaching thatcan lead to cumulative trauma injuriessuch as tendonitis, carpal tunnel syndromeand back strain, and an effectiveergonomics program can reduce the costs ofworker injury, illness and absenteeism byat least one-third.

James Bean continues to direct a largegrant from the U.S. Department ofEducation to provide fellowships for students in all areas of the department.

John Birge was a Visiting Fellow in theSchool of Mathematics at the University ofNew South Wales, Sydney, Australia,during the summer of 1990. He and KattaMurty have proposed to host the 1994International Mathematical ProgrammingSymposium in Ann Arbor. The site selection committee for this event will eitherchoose Michigan or Georgia Tech sometimein early 1991.

Yavuz A. Bozer continued his work onmaterial flow systems through his NSFPrincipal Young Investigator’s grant, andtwo grants from the General Electric Co.and General Motors. The GE project is concerned with multi-floor layout and location-allocation models for vertical handlingdevices such as reciprocating conveyers.The GM project is concerned with developing good participations for tandem AGVsystems. He continues to serve on theCollege-Industry Council on MaterialHandling Education (CIC-MHE).

Don Chaffin was honored with the veryprestigious Paul M. Fitts Award by theHuman Factors Society. The award waspresented at its October 1990 annualmeeting in Orlando and is given in recognition of outstanding contributions to theeducation and training of human factorsspecialists. During his 22 years in the fieldof industrial ergonomics and biomechanicsChaffin has directed more than 24 studentsin their doctoral studies, 17 of whom havepursued academic careers on the facultiesof universities in the United States andabroad.

Walton Hancock has completed histenure as Associate Dean and director ofthe College’s Center for Research on Integrated Manufacturing. This year he isserving in the William Clay Ford Professorship of Product Manufacturing.

Monroe Keyserling is on sabbaticalduring Fall 1990 and will return to thedepartment in January. He is spending thesabbatical at the School of Public Health

where he is collaborating with faculty andstudents in the preparation of severalmanuscripts in the area of occupationalsafety and ergonomics. He is presentlyinvolved in two research projects sponsoredby Ford Motor Company; one is concernedwith evaluating ergonomic stresses in theworkplace and the second is concernedwith predicting posture during materialshandling tasks such as lifting, carrying andpushing. He continues to serve as theDirector of the Occupational SafetyEngineering Program which received twofive-year training grants from the NationalInstitute for Occupational Safety andHealth effective July 1, 1990.

Bernard Martin is a new assistant professor in the department, joning us fromFrance where he recently completed a“Doctor of Science”. His research interest isis focussed on the study of human sensory-motor control systems. Vibration-inducedperturbations are used to analyze the functional aspects of the different neurologicalsystems involved in movement control. Theoccupational aspect of vibration exposure isalso of concern in these investigations.Another area of investigation is the quantification of visual fatigue. ProfessorMartin is teaching JOE 533 Fall term.

James Miller has followed up his bookInstructions and Warnings (1990) withresearch in product information systems.This involved the design and user testingof warnings and consumer instructions ona diversity of products such as alcoholicbeverages, soft drinks, flammable adhesives, recreational boating equipment andindustrial cleaners. The research is supported by private companies and manufacturing organizations. He has also been lecturing in Europe and the US on hisrecently released scholarly art history bookVincent and Theo Van Gogh: A DualBiography.. This book has been reviewed inseveral publications, including a front pagefeature in the New York Times BookReview (August 12, 1990).

Katta Murty has been working on iterative methods for large systems of linearinequalities, with graduate student KaiYang, who is expected to graduate soon.Such systems arise in image reconstructionand several other applications. They developed new methods called surrogate constraint methods that have the advantage ofbeing amenable to massively parallelimplementations, which seem to work verywell.

Steve Pollock is back to a regular routineof teaching and research. He and PhDalum Jeff Alden are excited about a methodthey are developing for GM which usesmachine monitoring in a “predictivemaintenance” strategy. He is also co-investigator, with Tony Woo, on an NSF pursued project that is combining the fundamentals of statistical deviation theory withgeometric modelling in order to analyzeand synthesize tolerance-assignment decisions.

Medini Siugh is a new assistant professorin the production and operational systemsarea. He received an M.S. and a PhD inindustrial administration from CarnegieMellon University. His research focuses onplanning and control decisions in manufacturing systems. He is examining issuesranging from cell control and design tomulti-plant coordination and logistics. Hiscurrent research activities include the economic analysis of investment decisions inflexible manufacturing systems, job prioritization and release control in VLSI fabrication lines, and production policies formulti-stage system with uncertain yields.

Robert L. Smith is leading the TrafficModeling group of the Intelligent VehicleHighway Systems Program at theUniversity of Michigan. They are developing models and algorithms to assist inAdvanced Driver Information Systems.These are technologies to provide routeguidance for drivers to reduce congestionand delays using existing freeways andsurface streets. He is also directing a pro-

ject under contract with the GeneralMotors Systems Engineering Center tohelp with vehicle design through global optimization.

Tony Woo has returned to theDepartment after having served for threeyears as Program Director at the NationalScience Foundation (NSF) in Washington,D.C. where he was also awarded forOutstanding Performance for each of thethree years there. While he was with theNSF, he has maintained his duties at theDepartment by offering a course each ofthe six terms and counseling undergraduates and Ph.D. students.

Candace Yano is continuing research onscheduling and inventory problems, focusing on issues of coordinating schedulesacross multiple departments or plants.This work is being supported by a gift fromFord Motor Company. She is also continuing work on several other topics, includingproduction control under random production yields, models for analyzing the cost ofproduct diversity, and transportationplanning for just-in-time systems.

Dr. Carison has served as Kmart’s Senior Vice President of CorporateInformation Systems since early ‘89.
