T a i w a n E - G o v e r n a n c e Research Center (TEG) was established in 2008 according to the Outsourcing Services Program of the E-Governance R e s e a r c h C e n t e r u n d e r commission by the National Development Council1. Towards the development of an international think-tank concerning E-Governance research and practice issues, TEG has been operating since 2008 by the Dept. of Public Administration, National Chengchi University.

The TEG team is mainly composed of the faculty members from across universities in Taiwan with a variety of research interests such as political science, public administration, public policy and management, E-Government, survey statistics, and laws. In addition, the members of the advisory board, experts in their respective fields, from academia, industry, and non-governmental organizations also contribute to TEG operation and development.

Research on Prospective Policies and Administration for E-Governance

Research on prospective policies and administration for e-governance integrating practice and theory aims for quality research results to ensure high-performing e-governance in Taiwan by better planning, implementation, and evaluation.

International Networking and Collaboration

Greater international visibility of Taiwan can be achieved through sharing research findings and experience on e-governance, which also enables international col laboration with more international think tanks. The TEG fellows attend international conferences, visit and cooperate with international e-governance organizations on a regular basis.

Knowledge Platform of E-Governance

TEG advances the index and methodologies for e-governance impact assessment by maintaining a database for the e-governance literature and survey data. The database serves as a knowledge platform for easy access by both domestic and global communities and for facilitating knowledge exchange and share.

Promotion of E-Governance Best Practices

Seek ing the greatest synergy, TEG also attempts to promote the best practices related to e -governance by hosting domestic and international events and activities, as well as by TEG websites and newsletters.

Taiwan’s E-Government Programs

Since Taiwan launched its first e-government program in 1998, the development of E-Government in Taiwan has undergone four phases. Knowledge Platform of E-governanceE-Governance Indicators

Online Database

Government in Taiwan has developed its unique set of citizen-centric and service-oriented e-governance indicators by integrating relevant e-governance indicators of the major international e-governance performance evaluation schemes. Government uses these e-governance indicators for its annual evaluation of e-governance performance in Taiwan and utilizes the evaluation results for continuously tracking and improving e-governance performance. TEG advances E-Governance indicators based on the stakeholders that include the following six types:

TEG provides a comprehensive online database that includes (a) the collection important E-Government and E-Governance literatures in English and Chinese and (b) the reports and data from TEG-sponsored research. This database is available online on the TEG website for search and download. The goals of this open searchable online database are to provide a knowledge base for e-governance research and promote knowledge exchange on e-governance between relevant disciplines and to increase the momentum, quality, and quantity of e-governance research in our country.

Annual International Conference

The TEG has been utilizing various approaches to promote innovative research and best practices regarding E-Governance. These activities provide an open platform for the domestic public agencies, private enterprises, academia, and even young citizens and mass media for them to promote cross fertilization of E-Governance research and practice. Through the preceding activities, TEG benefits a wider audience with better understanding of E-Governance for the present and future development.

TEG has hosted a ser ies of e - gover nance international conferences annually to promote the sharing of knowledge and experience among the public sector, academia and industry. These major international academic events showcased Taiwan’s achievements in e-government and e-governance and increased the interactions among international

organizations and scholars. Most importantly, these international conferences contribute to Taiwan’s growing international influence on e-governance policy research and investigation.

ICA was founded in 1968 by the central government IT authorities. There are 24 members in ICA. The semiannual are hold to take turns in members. The National Development Council (NDC) is the representative of Taiwan to attend the conference.

WIP was founded in 1999 by the UCLA Center for Communication Policy in the United States, WIP is a cross-national collaboration with 39 member states. Taiwan E-Governance Research Center (TEG) is representative of Taiwan to attend the conference.

ICEGOV was founded in 2007, it’s a major international forum o n e - g o v e r n a n c e r e s e a r c h . The organization aims to use i n n o v a t i v e i n f o r m a t i o n a n d communications technology to assist government’s operations and development in the hope to achieve sustainable national d e v e l o p m e n t t h r o u g h g o o d governance and forward-looking planning.

ASPA was founded in 1939, it ‘s the largest and most prominent p ro fe s s i o n a l a s s o c i a t i o n fo r public administration, The Public Administration Review (PAR) is ASPA’s premier publication, and the best of public administration journals in Social Science Citation Index(SSCI ).
