Summer Programme 2019 - 1 -

INTRODUCTION The EU Centre together with its partners namely Universitas Indonesia (UI), University of Malaya (UM) and Maastricht University (MU) have been awarded the Jean Monet Network Grant by the European Union for a three-year period, starting from 2016 to 2019, to carry out a networking program under the title “Challenges to Multiculturalism and Multilateralism in Asia and Europe” (JMN-CMM: bit.ly/eucentresg-jmncmm). Under this scheme, we are organising a 2-week Summer Programme in Singapore and Maastricht in June 2019 under the theme “How ASEAN and the EU confront challenges to security and prosperity”. The Summer Programme aims: (1) to introduce students to the European Union (EU) and the Association of Southeast Asian Nations (ASEAN), (2) to explore how ASEAN and the EU relate to each other, and (3) to examine how these two regional organisations confront the challenges to security and prosperity. The Summer Programme (from 15 – 29 June 2019) will be held in two places: first week of the Summer Programme from 15 – 22 June will be held at the National University of Singapore. Participants will get to learn about ASEAN, go on educational and cultural excursions, and have dialogue with ASEAN ambassadors and experts. From Singapore, participants will then travel to Maastricht and spend a week from 23 – 29 June at the Maastricht University to discuss with academics and policy experts the key issues confronting the EU. Also included in the programme are visits to the EU institutions and other cultural excursions. This year, the Summer Programme commences a day earlier in Singapore, and the EU Centre has arranged ice-breaking games as well as city tour to welcome the students. We worked with Sneakpeek Singapore for the city tour, to bring the students on a day of exploration around Empress Place, Singapore River, China Square, Telok Ayer, Ann Siang, and Kreta Ayer.

LECTURERS Mr Han Aarts (The Netherlands) is director of the Maastricht University centre for international cooperation in academic development (MUNDO). Mundo facilitates cooperation between Maastricht University and educational institutions in the developing world with the aim of strengthening their capacity to offer higher education in innovative ways. He holds a Master in Human Geography, with specializations in Development Studies and Urban Planning, from the Free University in Amsterdam (1984). After starting working with the Dutch organisation for internationalisation in education Nuffic (1984-87), he moved to Maastricht where he worked as international policy

advisor and directed for almost ten years the international office of Maastricht University (1987-96). In 1997 he started with the support of a group of dedicated colleagues Mundo, where he has been working until today. Han Aarts is also (founding) member of various professional associations, among others the Platform for International Education (PIE) in the Netherlands and the European Association of International Education (EAIE). Among his current interests are the implications of the sustainable development agenda for higher education anywhere. In 2007 Han was awarded the EAIE Constance Meldrum Award for vision and leadership in international education.

Dr Johan Adriaensen is assistant professor at Maastricht University. His research interests cover international political economy, inter-institutional politics, and regulatory governance. Policy-wise he studies international trade, a domain where all his research interests find fertile ground. He also has an interest in the Scholarship on Teaching and Learning where he primarily writes on skills training. He is the author of National administrations in EU trade policy (Palgrave, 2016) and the co-editor of The Principal-Agent model and the European Union (Palgrave, 2017). His work has been published by the Journal of Common Market Studies, Regulation & Governance, Politics, and European Political Science.

Dr Chheang Vannarith has over a decade of work experience as a geopolitical and geo-economic analyst, with a focus on Southeast Asia. He was honoured a Young Global Leader by the World Economic Forum in 2013. He is currently the President of Asian Vision Institute (AVI) where he leads projects on geopolitical risk analysis, governance innovation, inclusive digital economy, and Sustainable Development Goals No. 16 and No. 17 (SDGs). He was the Executive Director of the Cambodian Institute for Cooperation and Peace (CICP) from 2009 to 2013 and a lecturer of Asia Pacific studies at the University of Leeds (UK) from 2013 to 2016, and a Southeast Asia Consultant at the Nippon

Foundation (Tokyo) from 2016 to 2018. He was also a visiting fellow at IDE-JETRO (Japan), East West Center (US), China Institute of International Relations (China), and ISEAS-Yusof Ishak Institute (Singapore). Chheang got his BA in International Relations from the Diplomatic Academy of Vietnam in 2002, MA in International Relations from the International University of Japan in 2006, Graduate in Leadership from the East West Center in 2008, and PhD in Asia Pacific Studies from the Ritsumeikan Asia Pacific University in 2009.

Dr Thomas Christiansen is professor of European Institutional Politics at Maastricht University and Co-Director of the Centre for European Research in Maastricht (CERiM). He is Executive Editor of the Journal of European Integration (with Simon Duke), co-editor of the ‘European Administrative Governance’ book series at Palgrave Macmillan (with Sophie Vanhoonacker), and member of the steering committee of the Standing Group of the European Union of the European Consortium of Political Research (ECPR). He has published widely on different aspects of the institutional politics and foreign relations of the EU and has held visiting position in various institutions globally (e.g. EUI, Florence; ARENA, Oslo; Renmin University, Beijing). From 2011-2014, he

coordinated the Observatory for Parliaments After Lisbon (OPAL), a large multinational research network studying the role of national parliaments in the EU, funded by the research councils of Germany, France, UK and the Netherlands. He previously participated in several Erasmus+ projects such as EUSC (coordinated by Essex University; 2013-2016); PADEMIA (Cologne University, 2013-2016); PACO (Catholic University of Leuven; 2014-2017).

Dr Alistair D. B. Cook is Coordinator of the Humanitarian Assistance and Disaster Relief Programme and Research Fellow at the Centre for Non-Traditional Security Studies (NTS Centre), S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University (NTU) in Singapore. His research interests focus on the Asia-Pacific, and Myanmar in particular on the issues of humanitarian assistance and disaster relief (HADR), foreign policy and regional cooperation. He has taught undergraduate, graduate and professional development courses at Purdue University, University of Melbourne, Deakin University, Nanyang Technological University, Australian National University, Singapore Civil

Defence Academy and SAFTI. He has recently authored or co-authored Achieving the ASEAN 2025 Vision for Disaster Management: Lessons from a Worthy Journey (ASEAN Risk Monitor and Disaster Management Review, 2019) Integrating disaster governance in Timor-Leste: Opportunities and challenges (International Journal of Disaster Risk Reduction, 2019), Negotiating Access to Populations of Concern in Southeast Asia (Pacific Review, 2018), An Assessment of International Emergency Disaster Response to the 2015 Nepal Earthquakes (International Journal of Disaster Risk Reduction, 2018), Humanitarian Technology Survey (RSIS Policy Report, 2017), and co-edited Irregular Migration and Human Security in East Asia (Routledge, 2017), Civilian Protection in the Twenty-First Century: Governance and Responsibility in a Fragmented World (Oxford University Press, 2016) and Non-Traditional Security in Asia: Issues, Challenges and Framework for Action (ISEAS, 2013).

Dr Evi Fitriani is a senior lecturer of the International Relations Department, Faculty of Social and Political Sciences, University of Indonesia (Dept. HI FISIP UI) and the Head of the Department from 2012 to 2016. Currently, she is the Head of Miriam Budiardjo Resource Center of FISIP UI. She is co-founder of the ASEAN Study Center of FISIP UI. She is also the Indonesian Country Coordinator of the Network of East Asian Think Tanks (NEAT), a second tract of the ASEAN Plus Three. She was educated and trained in Indonesia, the United Kingdom, the United States, Japan, Sweden, the Netherlands and Hungary before completing her doctorate program in Political Science and International

Relations at the Australian National University (ANU) in 2011. Evi wrote books, book chapters, journal articles and newspaper articles on Indonesian foreign policy, ASEAN, Asian regionalism, Australia and Pacific countries and Asia-Europe relations. Evi’s book includes Southeast Asians and the Asia-Europe Meeting (ASEM): State’s interests and institution’s longevity (ISEAS Singapore 2014). Her latest publications are “Regionalism and Global Powers” (ISEAS, 2017), "The Trump Presidency and Indonesia: Challenges and Opportunities", Contemporary Southeast Asia (2017), “President Widodo’s Foreign Policy and its impacts on Indonesia-Australia relations” (Bloomberg, 2018) and “Indonesian Perceptions of the rise of China: dare you, dare you not”, the Pacific Review (2018).

Mr Mark Gallagher has been responsible for EU-ASEAN inter-institutional relations at the European External Action Service in Brussels since September 2018. He joined the European Commission in 1995. In 2000-2001 he was seconded to the United Nations Mission in Kosovo, returning to the European Commission's Directorate-General for Enlargement as a member of the Turkey team. Following the European Commission recommendation that EU accession negotiations be opened with Turkey he was then posted to the European Commission Technical Assistance Office in East Jerusalem (2004-2010), responsible for managing the Commission's institution building programmes for the Palestinian Authority, with a particular focus on governance, the rule of

law, public financial management and private sector development. In 2010 he returned to Brussels and was transferred to the European External Action Service upon its establishment on 1 January 2011. He worked in the EEAS Democracy Support and Elections Division with responsibility for managing EU election observation missions. In 2012 he became deputy head of the division responsible for Israel, the Palestinian territories and the Middle East Peace Process. He was then appointed Deputy Head of the EU Delegation to Israel (2013-18). He graduated from The Queen's College, Oxford, with a bachelor's degree in Philosophy, Politics and Economics.

Dr Roberta N. Haar is Professor of Foreign Policy Analysis and Transatlantic Relations, Research Director, University College Maastricht, Faculty of Science and Engineering, Maastricht University. She also writes a column entitled Across the Atlantic with Elsevier Weekblad. Her research focuses on the analysis of European and American foreign policy as well as Transatlantic Relations.

Mr Chris Humphrey is Executive Director at the EU-ASEAN Business Council. He is a Business Development and Government Relations professional with more than a decade of experience running business units throughout Asia, and over 20 years of experience of either working for or dealing with Governments and regulatory authorities. Chris began his varied professional career as a UK Civil Servant where, amongst other things, he was a Private Secretary to a Minister and an Air

Services Trade Negotiator covering the Asia Pacific Region. After leaving Government, Chris moved to the private sector working initially in the Government and external relations teams at two British airlines, before moving to Shanghai, China with Virgin Atlantic where he headed up the airline’s China operation and oversaw the rapid expansion of their business in China. Whilst in Shanghai, Chris also sat on the Executive Committee of the British Chamber of Commerce. After a short spell in Hong Kong with Virgin, Chris then joined a UK based security and defence group where he led their Asia Pacific team for over five years and was instrumental in them getting contracts with the Japanese and Singapore Governments and also with SOEs in China. More recently Chris has been acting as a consultant assisting start-ups in Asia with their business and corporate development before joining the EU-ASEAN Business Council in June 2014 as Executive Director where he has been instrumental in growing membership and the visibility of the Business Council around the ASEAN region.

Dr Kei Koga is Assistant Professor at the Public Policy and Global Affairs Programme, School of Social Sciences, Nanyang Technological University (NTU). Previously, he was visiting fellow at Center for Strategic and International Studies (CSIS) and Postdoctoral Fellow in the International Studies Program, The Belfer Center for Science and International Affairs, Harvard Kennedy School, among others. His ASEAN/Southeast Asia-related recent publication includes a book "Reinventing Regional Security Institutions in Asia and Africa" (Routledge 2017); and articles such as "Japan's 'Free and Open Indo-Pacfiic' Strategy: Tokyo's Tactical Hedging and the Implications for

ASEAN" (Contemporary Southeast Asia, forthcoming), and "ASEAN’s Evolving Institutional Strategy: Managing Great Power Politics in South China Sea Disputes" (Chinese Journal of International Politics, 2018). His current book project is "Managing Great Power Politics: ASEAN, Institutional Strategy, and South China Sea." He received his Ph.D. in International Relations at the Fletcher School of Law and Diplomacy, Tufts University.

Dr Rahul Mishra is a Senior Lecturer, and coordinator (2019-2020) Jean Monnet Centre for Excellence, at the Asia-Europe Institute, University of Malaya, Kuala Lumpur. Prior to that he was a Consultant with the Foreign Service Institute, Ministry of External Affairs, Government of India. Dr Mishra worked with the Indian Council of World Affairs (ICWA), a Delhi-based think-tank as a Research Fellow for more than four years. Recipient of the 2015 Asia Fellowship of the East-West Center in Washington D.C., Dr Mishra was a Researcher at Institute for Defence

Studies & Analyses (IDSA), New Delhi for more than four years. In 2012-13, Dr Mishra was a Visiting Research Fellow at S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University (Singapore). Prior to that, he was affiliated with National University of Singapore. He has been a recipient of the Australian and Korean government fellowships also. Dr. Mishra specialises on politico-security affairs of the Asia-Pacific region. His latest publications include India’s Eastward Engagement - From Antiquity to Act East (Sage Publications, 2018) (with Prof. S.D. Muni), and One Belt, One Road - Mapping China’s Strategy for Shaping the International Order (Palgrave Macmillan, 2020).

Ambassador Ong Keng Yong is Executive Deputy Chairman of the S. Rajaratnam School of International Studies (RSIS) at the Nanyang Technological University in Singapore. Concurrently, he is Director of the Institute of Defence and Strategic Studies (IDSS) and Head of the International Centre for Political Violence and Terrorism Research (ICPVTR) in RSIS. Mr Ong continues to hold the position of Ambassador-at-Large at the Singapore Ministry of Foreign Affairs. He is also Singapore’s non-resident High Commissioner to Pakistan and non-resident Ambassador to Iran. Mr Ong has been the Chairman of the Singapore International Foundation

(SIF) since 2015. Mr Ong was High Commissioner of Singapore to Malaysia from 2011 to 2014. He served as High Commissioner of Singapore to India and concurrently Singapore’s Ambassador to Nepal from 1996 to 1998. Mr Ong served as 11th Secretary-General of ASEAN (Association of Southeast Asian Nations), based in Jakarta, Indonesia from January 2003 to January 2008. Mr Ong started his diplomatic career in 1979 and was posted to the Singapore Embassies in Saudi Arabia, Malaysia and the United States of America between 1984 and 1994. From September 1998 to December 2002, he was Press Secretary to the then Prime Minister of Singapore, Mr Goh Chok Tong, while holding senior appointments in the Ministry of Information, Communications and the Arts, and the People’s Association in Singapore. From 2008 to 2011, he served as Director of the Institute of Policy Studies (IPS) in the Lee Kuan Yew School of Public Policy at the National University of Singapore. Mr Ong graduated from the then University of Singapore with a LLB (Hons). He studied at Georgetown University in Washington D.C., USA, and graduated with a MA in Arab Studies.

Dr Tom van Veen studied economics in Rotterdam and Groningen and he received his PhD from Maastricht University. Tom van Veen has published on European economic policy, European monetary integration, labour markets, exchange rates and international education. In Maastricht, he has fulfilled a large number of management tasks, such as Associate Dean of education and Associate Dean for internationalization and strategic development at the School of Business and Economics of Maastricht University and Dean of internationalization of education at Maastricht University. In January 2011 Tom van Veen was appointed as full professor in economics, in particular in The Economics of International Education. His current

research is about the development of macroeconomic theory and on the effects of school quality on the performance of immigrants and their integration in the labour market. Since 2010, Tom van Veen has been affiliated to Nyenrode Business University as well, as professor in economics and to the CESifo institute in Munich as research fellow.

Dr Yeo Lay Hwee is Director of the European Union Centre in Singapore. She is also Council Secretary at the Singapore Institute of International Affairs, Adjunct Fellow at the S Rajaratnam School of International Studies, Adjunct Faculty at the Singapore Management University and Co-Editor for the Asia Europe Journal. Lay Hwee sits on several Academic Advisory Boards including Centre for European Studies at the Australian National University; KU Leuven’s Master in European Studies Programme; Centre for Asia-Pacific Studies, Tallinn University of Technology; and the Leiden Asia Centre in Leiden

University. She is also a member of the Scientific Advisory Board of a multi-year Research Project on “Trends in Global Governance and Europe’s Role” led by the Centre of European Policy Studies. An international relations expert, her research interests revolve around comparative regionalism, multilateralism and governance networks. She has written extensively on issues pertaining to Asia-Europe relations in general, and in particular, the ASEM process and EU-ASEAN relations. She participates actively in both policy dialogues and academic conferences and is plugged into developments across Southeast Asia and Europe through various academic, research and policy networks.
