We live in really exciting times of transformation. The whole world is part ofan all-embracing transformation process and almost nothing is

excluded. Just to mention some of the major processes that affectus day by day: world climate is changing slowly but constantly;political systems are changing nearly continuously, sometimeseven abruptly and radically; and technology, especially in thefield of communications and information, is developing on the

fast track and with breathtaking consequences for us all.

So, NATO – the world’s most successful peacekeeping and peace enforcing alliance – is undertaking one of the largest reorganization efforts

ever and has changed the command and agency landscape dramatically. In thefields of logistics and C4ISR future activities will be shaped by only two agencies: theNATO Support Agency (NSPA) and the NATO Communications and Information (NCI)Agency.

The industrial sector is characterized by an increasing number of mergers. Large companies are incorporating small and medium businesses and even large companies are pooling their efforts on a national and supranational level.

Ongoing changes in the defence and security sectors are also leading to increasingtasks and simultaneously decreasing budgets. “Smart Defence” has become a guiding theme “Smart procurement” or "Pooling and Sharing" become more and morea must. This year’s umbrella theme “Go Connected + Go smart = Zero Distance”picks up on these consequences and will expand on them in the areas of “EnterpriseMobility”, “Secure Networks”, “Situational Awareness” and “Real-time Warfighting”.

Profit and non-profit associations that set up conferences and exhibitions are strivingfor the remaining resources, but most of them are still shy of concentrating their effortsdespite achieving adequate participation from government and industry side becoming tougher and tougher. However, intensive exchange of information between users and producers of modern C4ISR hard- and software on an ethicalbasis remains indispensable.

That's why the NCI Agency and AFCEA, two "Number One" in communications and information technologies, decided on a close

cooperation in bringing together government, industry and academia in ajoint and resources-saving effort for future conferences and expositions.

"Smart Conferencing" and "Smart Exchange of Information" might be thecatchwords for the common way ahead of NCI Agency and AFCEA Europe,

for the next three years based on a Strategic Cooperation Arrangement thatwas signed on July 17 this year.

While TechNet International 2013, still based on a case-by-case cooperationagreement with the NCI Agency, will follow the highly successful format of theTechNet International events in Heidelberg, Germany in 2011 and in Rome, Italy in

2012 the next three events will be based on a formalized strategic partnership.Preparation and execution of the upcoming events will guarantee a new and uniquequality in addressing today’s strategic and technical issues and showcasing the mostdiverse range of new and innovative products and services in a “truly joint” effort.

I would like to express my gratitude to all our partners on the Government, Agency andIndustry side for their support. I would also like to thank the AFCEA Portugal Chapter forthe excellent work and to extend very warm congratulations to all their members asthey celebrate their 25th anniversary on the occasion of TechNet International 2013.
