Security
• The ISPS Code is an excellent instrument of National Security.
• Mexico has signed special Agreements in this matter, with the US. Coast Guard and Canada.
• In 2007, the Government acknowledges the Maritime Administration, as a leader in National Security.
Security The National Maritime Administration (Dirección General de Marina Mercante) is responsible for the safety of human life at sea, vessels, traffic, and the protection of the marine environment.
Actions
• 2007. An Agreement between the Maritime Administration and the Navy is signed. Local Centers were set up in different ports for the Assistance in case of maritime and port events.
• Huge investment is made to implement security plans in ports.
• New technological equipment was installed in all ports. 800 millions

Guidelines
• Update the general guidelines for the operation of the Local Center for the assistance of Port and Maritime events. (with the Navy and Customs Department)
• Legislation on Maritime Security.
• Ammendments to the Mexican Standards.
• Implementation of the Long Range Identification and Tracking Systems of Ships (LRIT).
• Open more Traffic Control Centers (TCC) at main ports.
• Improve training and certification for offshore personnel.
Security The government and the Ministry of Communications and Transport enforces the National Security Law.

Salvatage The National Maritime Administration is responsible for the safety of human life at sea and vessels.
COZUMEL II
In 2005, Hurricane Wilma hit Caribbean coastlines.On October 21, 2005, that the M/V "Cozumel II" stranded on the shores of Mexico.Affecting the West Bank Chinchorro Reef.
Actions Salvatage
Status of the ship: non conformities were detected.Damage quantification.Urgency of vessel removal.Towing of the vessel to a port facility A bail of $ 6 millions was obtained to
guarantee the salvatage.
A dredge was used to remove the sand accumulated on the site.80 tons of water were removed from the after peak tank.Two 8,000 HP tugs assisted the salvatage.A cleanup was done at the place of the accident.
Other procedures
"Cozumel II" is ready for tow-sailing.vessel was moved to safe port.
The Harbour Master supervised:Certification statusThe salvatage payment.Scrapping.

Maritime accident on April, 2008vessel was grounded by weather conditions.Stranded in the reef on Punta Nizuc Q. Roo., Damage to a large reef.
Actions
Many inspections were carried out fordetermining the enviromental damage.And some other procedures had to be complied regarding to restore the shipdamagesWe determined a fine of 800,000 dollars.
Salvatage
The vessel was towed to a port facility. Unable to manouvre.Hull was in very bad conditions.Urgency for repair at a shipyard.
Status
After shipyard works, ship will be able tosail again

Maritime Education The Maritime Administration is responsible for Maritime Education and Training and Certification.
Antecedent
The maritime education and Training System has its Headquarters in Mexico CityThere are four Maritime Academies located in Mazatlan, Tampico, Veracruz and Ciudad del Carmen.Mexico is in the STCW-IMO “White List”1.

Maritime Education The Maritime Authority try to foment the training and the updating of the professional seamen in the specialties that requires the maritime sector.
General Information
Training of new officers raised 6.4%, 637 students in 2000 to 980 at 2007.Specialized courses for officers and ratings for 9,355 people in 2007.2,250 fishermen were trained in 2007

Buildings:Regarding Campus facilities, some areas were built; as new classrooms, workshops, laboratories, dormitories, Simulator and sport areas.

Actions for near future
STCW new Amendments regarding the 2009 general review. Study Plan Contents of Deck Officers and Engineer Officers , and new teaching material, methods and objectives. A new Training Ship.A new English Language Program New teaching techniques will be implemented to increase the fluency and understanding of the English Language.More Technical Cooperation Programs at a national and international level.
