ICT R&D and innovation: Global figures

• ICT: a market of around 2000 Billion Euro– Driven by “more for less”– Performance doubling every 18 months

• High research intensity – ~15 % of turn over – reaching more than 20% in some areas

• ICT accounts for ~30 % of total R&D effort World Wide

ICT R&D&Innovation in Europe

• A market of more than 660 Billion Euro – Largest market World wide, ~34% of world market

• EU produces 23% of the world ICT value added– ICT, one of the largest exports sectors of the EU (10%); – ICT a large part of our imports (14,5 %).

• More than 30% of research workforce is in ICT

• Around 40 B€ in total spending on ICT R&D, – 85% in the private sector

Europe’s technological strengths in a nutshell

• Networks and services– communication equipment, services and business sofware– EU ICT based companies: ~40% of world market share

• Components and embedded systems– Strong presence in vertical markets

• Automotive, medical, telecom …– Low power consumption processors, real time systems..

• A strong academic research community– in core ICT fields and in other disciplines relevant for ICT:

biotech, materials, cognitive sciences …

Opportunities ahead: Technology driven

• Future Internet: services, network, access devices

• Alternative paths to ICT components– Photonics, organic electronics, biochips

• Cognition, robotics, adaptive and learning systems

• Technology convergence – ICT + bio + cogno

Opportunities ahead The user drive

• Energy efficiency and low carbon economy– Green ICT and ICT for greening, green transport, fully electric

vehicles,..

• Health– Personalised health systems, implants, imaging..

• Ageing, inclusion– Active ageing, social interaction, health monitoring

• Content: – user generated, social networking, games..

• Manufacturing and production systems – Smart manufacturing, virtual manufacturing, etc..

Significance of the intervention

• Private investment in ICT research: 30-35 B€/year– > 90% on “development”. – Mid to long term R&D less than 3.5 B€

• Total public investment in ICT RTD : ~5 B€/year

• ICT in FP7: ~1,3 B€/year. – ~25% of total public,~ 30% of private mid to long term

• Community funding logic– medium to long term collaborative research requiring risk

sharing with industry and the academic research community.

The Drivers

1. Globalisation of RTD activities and production

2. RTD in ICT becomes multidisciplinary

3. Lack and/or imbalance of skills on a global scale

4. The cost of RTD

Stephan Pascall - “Asian Rise in ICT R&D – Looking for evidence” – 16.02.2011, Brussels

Page 16: International Cooperation in ICT RTD A luxury or a necessity?is.jrc.ec.europa.eu/pages/ISG/PREDICT/documents/1.StephanPascall... · V. Conclusion VI. Questions and Answers ... –

••• 16

The Results

1. Natural drive towards research teams spanning borders and continents as companies become more and more global

2. Harvesting talent from a global skill pool to create multidisciplinary teams to solve complex problems

3. The coupling of research activities to market opportunities

4. Reduction of the increasing cost of ICT RTD by utilising the most cost effective skilled research capacity worldwide

Conclusions

1. International cooperation is not a luxury but a need.

2. Asian countries are developing fast their RTD Capabilities in ICT, particularly South Korea and Taiwan.

3. The increased spending in ICT RTD particularly by companies is reflected in their increasing export volumes in related products.

4. For effective international cooperation, barriers related to IPR, reciprocity, balance and language need to be addressed.
