Introduction In 2007, the three governments of Brunei Darussalam, Indonesia and Malaysia agreed to the vision for conservation and sustainable development of the Heart of Borneo (HoB) Initiative. The three governments also launched the HoB’s sustainable financial report at the UNCBD COP10 Nagoya in October 2010. In addition to the identification of various sources of funding to be explored to increase conservation efforts and green investments, the report also highlights that financial sustainability of the HoB landscape will only happen when the natural capital is valued and main-streamed in economic planning and decision making i.e. internalising externalities. This calls for intervention that is not business as usual. Any development plan, programme and or business proposition, must internalise natural capital such as; clean water, production of oxygen, carbon emission reduction, and other ecosystem services provided by forests. The ultimate aim is a Green Economy that pushes for development that encompasses sustainable and inclusive development which are beneficial to both the people’s well being and the environment. The Strategic Plan of Action (SPA) for Sabah HoB initiative is supposedly moving towards this endeavour whereby a number of priority actions were identified for implementation under the nine (9) sectors, and were grouped following the five (5) core programmes under the agreed joint Tri-National SPA. In retrospect, how much have these efforts prepare the state for the Green Economy pathway in the HoB landscape? This will be the question to be addressed in this 2-day Conference. 9 General Sectors for Sabah HoB Priorities Protected Areas Biological Resources Natural Resources Forestry Plantations Agriculture Tourism Infrastructure Capacity Building 5 Core Programmes of HoB Tri-National SPA Transboundary Management Protected Areas Sustainable Natural Re- source Management Ecotourism Development Capacity Building Objectives The specific objectives are:- To gain a common understanding on the real meaning of Green Economy as against business as usual; To better understand the economic contribution of HoB’s natural capital to the State Development agenda; To share knowledge on the Green Economy initiatives and the requirements (e.g. policy, mechanism, incentives or disincentives etc.); and To map out strategy or road map for a consolidated front towards realising a Green Economy in the HoB landscape. Introduction In 2007, the three governments of Brunei Darussalam, Indonesia and Malaysia agreed to

the vision for conservation and sustainable development of the Heart of Borneo (HoB) Initiative. The three governments also launched the HoB’s sustainable financial report at the UNCBD COP10 Nagoya in October 2010. In addition to the identification of various sources of funding to be explored to increase conservation efforts and green investments, the report also highlights that financial sustainability of the HoB landscape will only happen when the natural capital is valued and main-streamed

in economic planning and decision making i.e. internalising externalities.

The Strategic Plan of Action (SPA) for

Sabah HoB initiative is supposedly moving towards this endeavour whereby a number of priority actions were identified for implementation under the nine (9) sectors, and were grouped following the five (5) core programmes under the agreed joint Tri-National SPA. In retrospect, how much have these efforts prepare the state for the Green Economy pathway in the HoB landscape? This will be the question to be addressed in this 2-day Conference.
