home country is rapidly increasing, due to
advances in technology and transport.

raising revenue and are focusing more than
ever on employers of short-term business
travellers.
• This is leading to tighter regulations
regarding this category of employee and
higher penalties for non-compliance.

1. Identification
The main challenge can be raising awareness
of the issue internally and identifying who the
relevant employees are. In our experience,
employers have found the following useful in
helping to address these challenges:
Internal communications for HR, business
line managers, payroll etc. to raise
awareness of the compliance obligations for
the business;
Briefings/communications with the relevant
employees to help them understand what
the potential issues are and why it is
important they track their workdays and
travel;
Regular review of relevant data to identify
travelling employees.

2. Tracking
We see employers using a variety of methods
to understand the whereabouts of their
business travellers:
Internal reports such as a travel expenses;
reception ‘sign in books’ etc.
Employee expense reports;

3. Review
In our experience, many employers find it
useful to do a periodic review (monthly,
quarterly or annually) to identify possible
compliance risks;
A ‘traffic light’ type report can help identify
key risk areas and countries which may be
exposed.
• Is tax due?
• What are the reporting obligations?
• What about social security taxes?
• Other taxes and issues such as work
permit/visa related

4. Report
The employer may need to complete and file
employer reporting obligations including
payroll and social security;
In some locations it may be possible to
apply for available concessions to obtain
agreement for payroll reporting obligations
to be relaxed – for example the UK has a
‘Short Term Business Visitors Agreement’
regime;
The employee may need to file an income
tax return in the business trip location, the
employer may like to have a policy in place
to support with this.
