1. Introduction of the Topic:
Importance of Labour human rights and Economic development in the Ready made
garments (RMG) industry in Bangladesh.
2. Statement of the Problem
The RMG industry is the only multi-billion-dollar manufacturing and export industry in
Bangladesh. The industry has contributed to economic development; export earnings,
foreign exchange earnings, employment creation, poverty alleviation and the
empowerment of women. At present there are about 5300 (4200 for woven garments
and 1050 for knitwear) factories in operation, employing approximately 2.4 million
people, which is about 40% of the total manufacturing field. These sector account for
78% of Bangladesh exports earnings and 10% of countrys GDP. Of the 2.4 million
employees 85%, are women workers of various levels and virtually close to 10 million
people of Bangladesh directly and indirectly on the RMG sectors for their livehoods.the
growth rates of the industry over last three years 64% that has encouraged the RMG
owners to set a target of reaching USD 18 billion 2010 and USD 25 billion by 2013.
Despite the encouraging figure the hard reality is that workers in the garments factories
mostly work for a very low ages and often do not receive any additional benefit from
their employers. At present the law states that minimum monthly wages should be in
the range of taka 1662.50 (USD 23.96 and EURO 18.21 per month. but it is still
inadequate to ensure a minimum standard of living as the price of consumer goods are
leaps and bound. most of the RMG workers are not fully aware of their legal rights and
entitlements. female workers are majority in the RMG industry and they become
victims of various kinds of violence including sexual harassments. the labour act 2006
is not followed properly in the RMG industry. The failure of the law to bring about
lasting change in the lives of workers is due to lack of enforcement of its key provisions. The Bangladesh Ministry of Labour and Employment has primary
responsibility for monitoring enforcement of the Labour Law and protect labour human
rights in the RMG industry.

3. Rationale of the Study
Reconciling economic development and human rights is a difficult task that is challenging
countries all over the world. Labor rights have always been very controversial because they are
at the center of the clashes between strong political, economic and ideological interests.
Developing countries are committed to protect labour rights; the reason why, in general, they
are unable to implement many of these forthwith and much more widely is not because of the
wickedness or perversity of the their governments but essentially their economic circumstances
and the structure of their economies. Building consensus on labor rights therefore could help
improve the rules governing an open and expanding economic development. I believe
protecting and improving labor rights in the RMG industries in Bangladesh and associated
economic and social development can cause globalization to do more than it has to benefit people everywhere. This paper will discuss the nature and importance of labour human rights,
present labour rights situation in the RMG industries in Bangladesh. Linkages, and the
rationale for making core international labor standards a part of the rules governing the
economy of Bangladesh, and evaluate some of the criticisms of those rationales.
4. Objectives of the Report
Broad Objective
The broad objective of the study is to conceptualize and understand Labour rights Scenario
in the Ready Made Garment (RMG) Industry in Bangladesh. The paper covers multiple
dimensions such as economy, gender, labour standards,trade union policies and practices.
The paper also discusses theories related to labour rights and garment Industries, division
of labour, globalization and its impacts on the Garment industry in Bangladesh. The study
intends to critically analyze theories associated with the study and an interpretation of those
theories in the real life scenario and search for a framework to set competing ideas and
different visions and putting them into practice. Finally, the study recommends some
suggestions for the benefits of the garment workers rights as well as the garment industry
as a whole.

Analyses the global RMG industry and growth and Economic development of
Bangladeshi RMG industry.
To investigate and examine the legal provisions with an explicit aim to assess the
Adequacy/inadequacy of the laws in addressing the Human rights of the RMG
workers.
To provide a proposition as to how can labour rights be incorporated into the Ready
Made Garment Industry?
5.Scope of the Report
The report will be conducted through self-finance so the scope of the study is limited. The
duration of the internship will be from 20 June to 31 July 2011. I will try my best to learn mostof the functions as a professional employee and prepare this report based on the knowledge
acquired through the internship program. The contents of the term paper will be the best
possible information available thus preserving the confidentiality of the organizations policies
and procedures.
6.Methodology: Data Sources & Activity Schedule
The paper will conducted through a economically -oriented and coherent Analysis of the
following literatures: historical materials; trade and labour policy reports of Bangladesh;
journals, research reports, scholarly reports; newspaper and magazine reports; documents
published by Human rights organizations, NGOs on labour issues; and Bangladesh
Garment Manufacturers and Exporters Association (BGMEA) activity report, project
reports etc.

7.Limitations:
To produce the report I may face lots of limitations and obstacles. But I am confident that I will
submit the report on time. The following limitations I may face
The report may not be more informative and acceptable if I wouldnt
have the proper cooperation from the stuff and managers of the organization.
Lake of research will be also one of the main obstacles to prepare the
report properly.
Non-Availability of some preceding and latest data.
Time limitation and the busyness of the organization are also the part of
our limitations.
Organization may not have sufficient collection of related books,
journals, manual etc.
7.Visionary Recommendations
My study motivates me to extend my interests in the relationship between economic developmentand Labour human rights in Third World countries. In other words, I will aspire to find whether the
results from my research are applicable to developing country like Bangladesh. Throughout my
study, I will explain that violation of labour rights has a negative impact on economic development.
In future research, I will tackle not only countries that have accomplished economic development
but also those that have not.

9.Conclusion
The absence of good governance causes a major problem for protecting labor rights. These
problems are creates Ideological and political opposition and resistance by many
companies, as well as the challenge of adapting standards to diverse conditions creates
problems. Now the most urgent and important task for the Bangladesh RMG industry is to
implement the proper labour act within the industries to achieve economic development. A
good balance between labour human rights and economic development will sustain and
enhance Bangladeshs position in the world market.
