Please find enclosed some useful and practical information on the Interinstitutional children's centre

(CPE) in Bertrange/Mamer for the school year 2019/2020.

Please carefully read and take note of the information in this brochure. It serves to ensure the best

conditions for your child and that the days in the CPE are spent in total security and safety.

For further information, please refer to the administration of the CPE or the Rules on admission to

and operation of the CPE establishments and to their implementing rules. All information on the CPE

1) INTERINSTITUTIONAL CHILDREN'S CENTRE (CPE)

The Interinstitutional Children's Centre (CPE) aims to provide parents from the various European Union member states who are officials and agents of the European institutions with access to after-school care facilities for their children.

The European Commission is the managing service of the Garderie and the Study and recreation centre. Units OIL.05 (CPE Kirchberg) and OIL.07 (CPE Mamer) of the Office for Infrastructures and Logistics manage these two structures.

SITE

The CPE 5 building in Bertrange/Mamer can be found at the following address:

6 rue Gaston Thorn, L-8268 Bertrange

It is located in a separate building on the campus of the European School 2 and houses the Crèche1, the Garderie and the Study and recreation centre.

Please note that any mail for the CPE should be sent to the secretariat of the CPE (ARIA 04/A093).

2) OPENING HOURS

The CPE follows the calendars of the European Institutions and bodies in Luxembourg and of the European School. The Garderie and the Study centre are open throughout the year from Monday to Friday inclusive, except on holidays of the European Institutions and bodies.

In the event of differing holidays in the Institutions and bodies, a calendar with the closing days of the CPE is sent to parents at the beginning of the school year. For more information, please refer to page 6 of this brochure as well as to the CPE calendar on the myintracomm site.

GARDERIE

For pre-school children (aged 3 to 4), the Kindergarten of the Garderie is open as follows:

Monday to Thursday, 8.00 a.m. to 7.00 p.m.

Friday, 8.00 a.m. to 6.30 p.m.

Children attending the nursery school ("maternelle") are collected after school from their classrooms by the CPE educators who accompany them to the CPE. The closing times are as follows:

Monday to Friday, 7.00 p.m.

Friday, 6.30 p.m.

For security reasons, it is important that parents write down every morning the name of their child on the follow-up sheet named "Inscription des enfants vers la Garderie". These sheets are available in each classroom and confirm that the child should be taken care of by a CPE educator (taking into account absences, after-school activities, leaving with parents after the lessons, etc.).

STUDY AND RECREATION CENTRE

The Study and recreation centre welcomes children after school. The educators collect children after class at the meeting points in the courtyard of the European School, have lunch with them at the school canteen and accompany them to the CPE afterwards. Children who attend the secondary section can arrive and leave alone, except those for whom their parents have asked for an accompaniment to the CPE.

The Study and recreation centre is open at the following times:

Monday to Friday, until 7.00 p.m.

Friday, until 6.30 p.m.

From 6.30 p.m. (6.00 p.m. on Fridays), a permanence is organised and children are grouped together in one room. In case of exceptional delays, parents are asked to contact the educational team at the following numbers:

Garderie :

HOLIDAYS AND PEDAGOGICAL DAYS OF THE EUROPEAN SCHOOL

The CPE is open during all school holiday periods, including the general Pedagogical Day of the European School. Children have thus the possibility to attend the CPE in the morning and in the afternoon.

However, the CPE is organised differently during the holiday periods, with specific groups set up according to the number of children enrolled for the period in question.

In line with the provisions of the CPE rules and for the well-being of

their children, we ask parents to adhere strictly to the opening and

closing hours of the CPE.

ENROLMENTS For each holiday period, parents must enrol their children using an electronic form in e-KidReg https://webgate.ec.europa.eu/ekidreg/?lang=EN). Online enrolments open

approximately one month before the holidays in question. Both parents receive an e-mail announcing the opening and closing of the online enrolment. In addition, this information is displayed in the CPE buildings (parents' information board, classroom doors, calendar on the CPE website, etc.).

3) EDUCATIONAL TEAM

The CPE is a facility of considerable size, counting more than a hundred childcare workers and nearly 2 000 children, distributed between the sites of Kirchberg and Bertrange/Mamer.

The number of children per group is around 14 for the Garderie and around 18 for the Study and recreation centre.

A qualified, bilingual childcare worker looks after each group of children, with the role to respect the individual pace of each child's development whilst pursuing the objectives defined in the pedagogical project.

Some groups have only one language (French, German, etc.) while others are mixed (French and Italian, English and Spanish, etc.) The allocation to a language group depends on the language section attended at the European School, the availability of places at the CPE as well as different organisational and pedagogical factors, which ensure that groups are well balanced. Given the size of our facility, it is unfortunately not always possible to take the individual preferences of parents into account.

4) OFF-SITE ACTIVITIES

As described in the pedagogical project, the CPE organises a great number of off-site activities for the children throughout the year (except, in principle, during the month of September) such as bowling, climbing, mini golf, visits to museums, farms, parks, swimming pools, zoos, etc.).

Generally, in the Garderie, each group has one off-site activity per month. The educators individually

inform the parents of the planning of those activities for their group. The educator of the group and

additional staff always accompany the children to ensure optimum security and safety. Children who

do not take part in the activity must be looked after by their parents, as it is not possible to admit

them to another group.

At the Study and recreation centre, activities take place on Fridays. Parents enrol their child with an electronic form in e-KidReg. According to availability of places, children can participate in up to three activities per month.

The list of websites of the places visited, as well as all essential information, is published on the CPE

website.

When off-site activities take place, children must leave from the CPE and be collected at the end of the activity from the CPE. For safety and security reasons, children must not be collected directly from the bus but only from the responsible member of staff inside the CPE building.

Please note that, when excursions are organised children must leave and be collected only from the

CPE (article 9.4 of the CPE rules).

IMPORTANT: No nurse is accompanying the children during off-site activities. The decision to register

a child for an off-site activity is entirely the responsibility of the parents, who must make sure that the

activity does not present a risk for the child.

5) EXTRA-CURRICULAR ACTIVITIES

Extracurricular activities are not organised by the CPE but by the Parents Association (APEEEL2) of the European School II. Children enrolled in the CPE may take part in these activities if their parents authorised them to leave the CPE (only for the Study and recreation centre - see point 7). Otherwise, parents need to accompany the children to the activity and back themselves, or make sure that a third authorised person is authorised to do this. Participation in an afterschool activity might have an impact on the service provided in the CPE. Parents should check if the activity does not take place during the lunchtime (reimbursement of meals is not possible) and be aware that homework and snack in the CPE might not be guaranteed.

6) AUTHORISATION TO LEAVE

Children attending the secondary section of the school may travel to and from the CPE alone. In case parents would like their child to be accompanied to the CPE by the educators, they need to inform the CPE by filling in the relevant form available in e-KidReg.

Children attending the primary section of the school can be authorised by their parents to leave on

their own from the study and recreation centre in order to:

go to an extra-curricular activity.

go to a remedial class at school.

leave for the day.

The authorisation is given for the ongoing school year via the electronic form in e-KidReg.

REMINDER : it takes 48 hours for the authorisation to become effective; it is important to give permissions well in advance and not only on the day it should already be in force.

7) CATERING SERVICE

The catering service in Bertrange/Mamer is provided by an external contractor which supplies both the European school and the CPE. In 2019/2020, this is Eurest.

Children attending the Garderie eat their meals in the CPE canteen and children attending the Study and recreation centre eat in the school canteen. The weekly menus are displayed in the CPE building, on the Eurest website as well as on the website of the European school.

In addition to the standard menu, a vegetarian menu and a hypoallergenic menu are available. Parents interested in the vegetarian or hypoallergenic menu should e-mail the CPE ([email protected]) and Eurest ([email protected]). The hypoallergenic menu is served on the basis of an individualised support plan (PAI – projet d’accueil individualisé) which needs to be handed over to the paramedical service of the CPE.

Invoicing is semi-annual. Eurest sends invoices at the end of October for meals concerning the first semester and at the beginning of March for meals concerning the second semester.

8) MEDICAL AND PARAMEDICAL TEAM

A nurse is on duty to provide a medical service for the children. The nurse's task is prevention-based through monitoring the health of children enrolled in the CPE and intervention-based in case of emergencies where first-aid is provided to ill or injured children. When necessary, the nurse is responsible for transferring children to the nearest hospital and contacting their parents.

Educators are also supported by an educational psychologist who can provide advice, suggest a new approach, examine specific situations etc. The contact with the members of the medical and paramedical team may help to determine particular difficulties and ensure early screening in order to direct a child and the family towards possible solutions, where necessary.

9) COMMUNICATION OF INFORMATION

Parents must notify the absence of their child every day before 11.00 a.m. at the following address:

with copy to the educator detailing :

the name of the child and the group

For children attending school, it is useful to put the secretariat of the school and the class teacher in copy.

For security and organisational reasons, all information concerning the CPE must be sent by e-mail to the following address: [email protected] . The administrative team constantly monitors this mailbox and transfers each information to the person in charge.

Parents need to inform the CPE via E-KidReg of any changes in their administrative details: change of address or telephone number (personal or professional).

All other changes (work contract, family situation, etc.) should be notified within 10 working days by e-mail to [email protected].

The CPE often sends communications to parents by e-mail from the [email protected] address. We advise parents to add this address to their contacts to avoid messages get lost in a "spam" folder. Further please carefully read these messages as they contain important information (holiday enrolment periods, etc.). All messages are sent to both parents, provided that both e-mail addresses have been communicated.

Messages to parents are also displayed in the CPE buildings on the parents' information board in the entrance of each CPE building. We invite you to have a look at it regularly.

If a child does not come to the CPE every day but only on certain days of the week,

it is very important to inform the CPE ([email protected] ) about any specific arrangements. For

security and safety reasons, our educators (and their possible replacements) need to know the

actual attendance of the child in the CPE.

10) TRANSPORT

The main purpose of the CPE is to look after children, we do not organise transport services.

Shuttle buses to and from the site of the European School II are organised by the School transport association (ATSEEE). Detailed information on this subject is available on the European School website and on the ATSEEE website.

All children attending the CPE in Bertrange/Mamer may use the shuttle from the CPE :

to the European School on Kirchberg (at 4.45 p.m. or 6.15 p.m.), to the Publications Office or to Gasperich (at 4.45 p.m.),

provided that parents have registered for this service with the ATSEEE and have released the CPE from all responsibility concerning the journey using the electronic form in e-KidReg. The

responsibility of the CPE ends as soon as the children are handed over to the person who will accompany them on the bus.

REMINDER : children take shuttle buses according to the schedule indicated by the parents in E-KidReg. This schedule is valid for the entire school year, except for school holidays (specific shuttle service organised by ATSEEE), and should in principle not be changed. If a change is necessary, exceptionally, please sent an e-mail request to [email protected], for 11 a.m. at the latest. Any change requested for the same day after this deadline cannot be accepted anymore.

In the morning, there is no shuttle for the pre-school children who attend the CPE and no

accompaniment to the CPE is organised from the European School bus stops.

11) CHILD PICKED UP BY A THIRD-PARTY

In order to authorise a third-party to pick-up their children, parents have to provide the details of this person during the (re)enrollement in e-KidReg. They can also add additional persons using e-KidReg at a later stage.

Please note that it takes 48 hours for the authorisation to become effective; it is important to give permissions well in advance and not on the day of the desired pick-up.

Authorisation is always given for the entire school year. Permissions given by email are not accepted.

12) INVOICING AND PARENTAL CONTRIBUTION

Parents of children attending the Garderie and the Study and recreation centre receive a monthly note for the calculation of their flat-rate parental contribution.

13) HOMEWORK AT THE CPE

Study and Recreation Centre – Primary Cycle

During their presence at the CPE, we provide an opportunity for children to do their homework, but

also to take part in leisure activities. In general, a period of 1 to 1.5 hours is dedicated to homework

(except on Fridays).

The role of the educators is to ensure a peaceful atmosphere conducive to study and concentration.

Although educators may adopt a personalised approach when a child is facing difficulties, it should

be pointed out that educators are not private tutors and do not repeat the lessons given in school.

Moreover, as specifically requested by the school, they intentionally do not correct the homework

so that the teachers and the parents can identify if the child has difficulties.

Please note that the amount of homework and the time required to complete it, might vary

depending on the language section of the European School and the age of the children. Moreover,

many children participate in after-school activities. It may therefore be possible that not all the

homework is finished at the CPE by the time when parents come to pick up the child or by the time

the leisure activities start.

Please note that the work carried out at the CPE is essentially written work. Specific homework,

requiring the use of a computer for example, cannot be done at the CPE. Similarly, the surrounding

conditions do not always allow children to revise their lessons. In this case, parents are invited to

take over at home.

14) MISCELLANEOUS

REMINDER : use of electronic devices in the CPE:

During their stay at the CPE, children shall not use any electronic devices (mobile phones, tablets,

etc.). The use of a mobile phone is possible to call the parents, but recreational use (games, photos,

videos) is not allowed.
