EUROPEAN POLICY-MAKING Lisanne Groen, 2011 PhD Researcher THE SUMMER SCHOOL Every year in July, the Institute for European Studies (IES) joins forces with the University of Vienna and the Diplomatic Academy of Vienna to organise the inter- university Summer School on European Policy-making. The first week of the intensive two-week programme is held in the dynamic and diverse city of Brussels. The interactive teaching takes place at IES, a top research institute in the heart of Europe, including study visits to EU institutions. The second week takes place in the beautiful city of Vienna, the historical centre of European diplomacy. The Summer School concludes with two simulation exercises, enabling all students to experience a taste of policy-making in practice. THE SUMMER SCHOOL

Every year in July, the Institute for European Studies (IES) joins forces with the

University of Vienna and the Diplomatic Academy of Vienna to organise the inter-

university Summer School on European Policy-making.

The first week of the intensive two-week programme is held in the dynamic and

diverse city of Brussels. The interactive teaching takes place at IES, a top research

institute in the heart of Europe, including study visits to EU institutions.

The second week takes place in the beautiful city of Vienna, the historical centre

of European diplomacy. The Summer School concludes with two simulation exercises,

THE INSTITUTE FOR EUROPEAN STUDIES

The Institute for European Studies (IES), a Jean Monnet Centre of Excellence in Brussels, offers an outstanding research-focused environment in the heart of Europe. Close to the main EU institutions, and in proximity to international organisations, the IES is ideally located for its field of expertise. The IES boasts excellent teaching facilities and a modern working space, right next to the amenities of the Vrije Universiteit Brussel (VUB) Etterbeek campus.

COURSE CONTENTS

The first week in Brussels emphasises the various decision-making actors and also looks at the implementation process at national level. Study visits are complemented by lectures from senior academics and by high-level officials from the Brussels based European institutions. The lectures include the following topics:

• The EU treaties and their evolution • The functioning of the European institutions • The European decision-making process• Structural diplomacy• Governance mechanism and soft instruments of policy-making• The EU and its lobby groups• Visits to the European institutions

The second week takes place in Vienna, where a team of experts offer in-depth knowledge of European policy-making in various fields such as:

• Constitutional and legal issues• European Foreign and Security Policy• Monetary policy

The Institute for European Studies grants a number of scholarships in the form of tuition waivers. Tuition waivers are awarded on the basis of academic merit and financial need.

The tuition fee is divided into three categories: €1395, €1695, €1995• €1395: students from CEE, CIS and EU-applicant countries• €1695: current students from the EU or EHEA• €1695: applicants from the EU and EHEA graduated after 2011• €1995: students outside the EU or EHEA• €1995: all applicants graduated before 2011• The tuition fee includes: daily breakfast and lunch in Brussels and Vienna, travel arrangements from Brussels to Vienna and study visits. The IES can provide good quality accommodation in Brussels and Vienna at a cost of €350 per week.

In addition to the Summer School, the IES also offers you the possibility of obtaining a Postgraduate Certificate in EU Policy-making. This offers the unique flexibility provided by the blended learning approach. The Certificate combines the EU-modules and the Summer School and is equivalent to 25 ECTS.
