Abstract

Dutch fishing is very individualistic. Most shipping-companies are family businesses.That's why a great diversity of equipment is found in a wheelhouse of a Dutchbeamtrawler. The large amount of equipment and all the noise of it can confuse thesteersman, which with safety interferes. Investigation proves that more and more fishingvessels are involved in collisions on the North Sea. Astate of the an of a modernbeamtrawler is given. Studies in the merchant marine prove that an integrated whee1houseis much safer. In collaboration with the Technical University at Delft a new design for abetter wheelhouse is being developed.

In Holland fishing is an old and traditional indusuy.Yet tradition the introduetion ofmodem techniques has not stopped.Ships grew larger and modem technology is used.The shipowner is iri most eases the skipper. . .In the wheelhouse it is full of sophistieated electronies for navigation and alsogerirhandling. The amount of eleetronie equipment eauses eonfusion to the steersman,which with safety interferes. Reports and analyses of the last years eontribute to the faetthat fishing-vesselsare involved in more eollisions at sea. Studies dOll{~ for thewheelhouse in Merehant vessels are claiming a new wheelhouse concept with integratednavigation-functioris. ,With a view tO ergonomie prineiples, and safety RIVO isinvestigating the possibility to integrate equipment on Duteh beamtrawlers.· .Iri collaboration with the University of Delft, a new design of an integrated navigationunit is in development.Also a total redesign ofbridge layout will be done in the future. . .The state of the art of modem wheelhouse eleetronie interfacing is presenied here.

The modern beamtrawler wheelhouse

The skipper, in eonsultation with the shipyard has a wide range of the equipment toehoose from. Shipyards specialize in meehanical engineering and have less knowledgeabout electronics, which means that the choise is made by the future skipper. In spite ofthe almost standard beamtrawlcr design, no two wheelhouses arethe same. .A great diversity of equipment is found in the wheelhouse. Choice of equipment is basedon experienee with the previous equipmerit. Time to visit a fishcryexhibition was notavailable. Laek of expericnee which modem electronics often makes skippers opt forwell-tried equipment. Modern equipment is not always understood: 'My seri alwaysprogrnms this piece of equipment'. A "paekage deal" with a supplier is the most commonway to install a wheelhouse. So most of the equipment is from a single manufaeturer.This is an advantage, when it means that equipment ean be interconnected (interfaced).All equipment must have a carefully selected position in the wheelhouse allowing a goodview. Equipment is often grouped by type and function.

The layout o"f modern beamtrawler wheelhouses has been studied by RIVO, and theoutcome recorded in areport. Several beamtrawlers of 2000 hp or more were visited soas to obtain a representative picture of this fleet. An inventory was made of theirelectronic equipment and the layout of the wheelhouse recorded in a layout drawing. Agreat diversity of layouts was found to exist. .Despite considerable differences, there also are similarities. A front console and two side '.consoles are found in all wheelhouses. The front console may take vanous fonns. Thereare types with cut away at thecentre, on the wings, to allow access to the windows, ornot at alI. This is necessary because operating the winches requires a good view on deck.Every skipper I owner has his own ideas on this point. Single handed navigation whileoperating the winches still presents a problem. Judging by the diversity of wheelhouselayouts, the ideal solution has not yet been found. . .Yet the report reveals that there is a tendency towards a standardised layout. .Anexamples is shown in Figure I.The front console is cut away in the middle.

•Most equipment is in duplicate. as an older arid a recent model (e.g. a paper trackplotterand video trackplotter) or with overlapping functions (e.g. X-band radar and S-band.radar). Oe advent ofelectronic sea chart ( calleet ECDIS = Electronic Chart and DisplayInstrument) also plays arole. Almost all beamtrawlers still havea chart-table beside amodem video trackplotter. Position-finding equipment used to be found in doseproximity to the Sea-chart. Nowadays this equipment is found near the video trackplotterand autopilot. The video trackplotter receives the position data from the position-findingequipment. On one beamtrawler the chart-table has already been abandoned. Theintroduction of the fully electronic chart still awaits govemment regulations regardingsarety and standardisation. Consultations on this point are still taking place. On onebeamtrawler an ARPA has been instalIed. The obligatory watch-alarm is not fullyfunctiona1: it is easily switched off or rendered useless with a foot or secret switch.

The repori remarks:

- Latest modem bearntrawlers have a similar wheelhouse layout.- Simultaneous winch operation and navigation is a problem.

Equipment is in duplicate. As a safety precaution .Equipment is grouped according to function. with maximum interfacing.

- Navigation is done by rrieans of a video t.r3ckplotter: the sea-chart is becomingredundant.

- The obligatory watch-alarm is not fully functional.· . .'A better watch-schedule in the wheelhouse will reduce problems of drowsiness.

Example i: Bridge 90 (1985~1987)

The Dutch TNO Institute "for Perception designed a 'Wheeihouse for the Nineties'according to ergonomie principles. An improved wheelhoüse resülts not only from theuse of better equipmem but also from the integration andäütomation of equipment andtaskS (H. Schuffe! et al, 1985-1986). This prompted the design of a new wheelhousewhere most functionswere presented on screens. With recent few years collisions at seain mind, scenarios were made arid tested in the new wheelhouse environment. It emergedthat some of this collisions could have been prevented. Also track-keeping simulations,with additional tasks for the steersman, were perfonned in an old and a riew wheelhouse.There was far less route deviation in the new wheelhouse., ,The wheelhoüse design features an M-shaped console, with holds all the presentatiorisand contToling equipment.( Figure 2) This console comprises a navigatiori display, amotor monitoririg system, a panel for telecomrriunication, manoeuvre operatiori controlsand a semi automatie sea chart. "

The semi automatie sea chan is desigried before the development öfelectronic seachärt (ECDIS ). Nowadays electronic chariirig, based on computers, is available but not

allowed by govermnent. This console is designed for one operator but a secondworkspot is provided for a pilot or second officer in difficult waters. The navigationdisplay presents ARPA functions and all shipsmanoeuvre data (Figure 3).

Example 2: 'Schifr der Zukunft '(1981-1983)

Commissioned by the "Bundesminister für Forsung und Tech.nologie" several Germanresearch institutes have designed a "Schiff der Zukunft". In this project some wheelhousedesigns were produced. One especially draws attention because of its unusual form. Abenefit of this wheelhouse's asymmetrical shape is the availability of good lines of visionin all directions especially to Starboard. Navigation data is presented on screens. In the

. navigation panel an ARPA is included for the man on duty. An engine room monitorsystem is also available. There is a panel which contains all telecommunicationequipment. A semi automatic chart table is also found in this wheelhouse (Figure 4). Thiswheelhouse design is already a liule bit outdated. but it is implemented in some merchantvessels and also in the German research vessel 'Meteor'•

Example 3: Commercially available integrated navigation system;

Navigation equipment manufacturers are also developillg new. wheelhouse systems.Integratiorimade possible by modem electronics is in vogue. The performance of thevideo trackplotter is more powerfull. The standard radar is transfonried to a powerfulARPA. An example of a commercially available bridge is in Appendix 3. The ships'scontrol ceritre is again an M-shaped console with screens.

Interfacing and integratiOn Qf Bridge. eguipment

Problem caused by intelfricing is that different uriits dispiay arid operate the same data.. .Different alarms due to the same data can emerge. Confusiori can occur. Problems occur

because manufacturers develop there orie interface protocols. Interconnect equipment ofdifferent manufacturers will be a problem then. To interface most of the units a user hasto use equipment of the same mariufacture or use some extra inteiface units. So forfiriding the bestequipmerit for a new vessel interfacing requires attention. One integrationor iriterfacing problem is still not adequaieIysolved. Merging radar data arid plotter datacari cause shadow images due to bad position data. In the nearfurther will this be solvedby better position data through the use of aps and fast computers; providirig tmeposition calculation.

A fuIiy iniegrated video plotter is found in Appendix 1. It integfate~and simultaneouslydisplay data from aSounder, ARPA, navigator, while also providirig telexcommunicadon, data logging and plouing functioris. A test at the Dutch MARIN Instituteshowed it to be not yet satisfactory.

l\1:arine Eledroriic Interfacestandards.

The call für an interface standard is obvious. Sirice 1980 mamifacturers.of Loran-Cequiprrient have hiunched the NMEA-180 staridard; the NMEA-182 standard and theNMEA-183 standard (NMEA = National Maritirile Electronic Association). The last orieis nowadays gerierally used by manufacturers, but not always compatible. NMEA-183protOcol provides hardware and software protocols. Software protocol must been seen asa telegram, with an deviCe address arid data siring. The addressed unit will extract thedata.·. ." ., ". ',', . " . . , '. . ", , .' ' .' .Other accepted interface standards are: Furuno CIF, RS-232 and swttched or puls-.driven. Furuno's interüicing Possibilities are shown on Appendix 2. .

ConcluSion sind follow up

In the merchant marine an integrated bridge is a fact. Tbe merchant marine, of course, isa large market for these kind of products. Fishing industry is not. Nevertheless fishingcan have benefit of the new developments in the merchant marine. Special arrangementmust be created for implementation in fishing vesseIs. .

Regarding the Dutch beamtrawler wheelhouse the following can be summarised:

- Todays beamtrawler bridge is fitted with dedicated imits, with maximuminterfacing. .Iriterfacing of biidge equipment creates not a better wheelhouse. .

- From the point of view of safety an integrated wheelhouse can have his benefits.- Integration of units and presentation of data can be done by use of CfR-screens.

1. Central Navigation Display, with all the data of navigation, ships movementsand sounder data. ,

2. Engirie room monitor system. (Already on the market).3. A redesign ofthe wheelhouse layout will be needed to facilitate

simultaneously Winch-operation and navigation. .

Running projects:

In cooperation with the Technical University at Delft, a user interface is beingdeveloped for the Central Navigation Display. . .In cooperation with the Technical University at Delft and the school for fishery,Urk, a layout redesign will be made.
