Institute News Appointment of Director General at AIGGPA

Shri R. Parasuram has assumed the charge of Director General of the Institute with effect from 1st January 2019.

An IAS officer of the 1978 batch, he has served with distinction as Collector of districts Sidhi, Satna and Bastar. From 1988 to 2004, he served the Government of Madhya Pradesh and the Government of India in several implementation and policy level functions in sectors as diverse as agriculture, rural development, food and public distribution, information technology, dairy development, technical education, skills development and broadcasting. As Minister (Agriculture) at the Indian Embassy in Rome, Italy in 2006-2009, he represented India at the Food and Agriculture Organisation, the International Fund for Agriculture Development, and the World Food Programme. After returning from his posting abroad, he served in senior positions in

the Madhya Pradesh government, including as the Development Commissioner, and the Agriculture Production Commissioner. He was appointed as Chief Secretary, Government of Madhya Pradesh in 2012. As Chief Secretary, he anchored the design and implementation of a large number of programs across sectors. Before retiring from government service on 30th September 2013, he led the initiative to prepare “Madhya Pradesh Vision 2018”, which was adopted by the state government as its basic policy document for development. On superannuation from government service, he was appointed to the constitutional position of the State Election Commissioner, charged with the responsibility of conducting elections to all Municipal and Panchayat bodies in Madhya Pradesh. For work in the agriculture and rural development sector, the Jawaharlal Nehru Agriculture University (JNKVV) has conferred on him an Honorary Doctorate.

Building human resource capacity as per needs of administrative departments has been an area of focus for us. We are working on a comprehensive programme for building capacities of the newly recruited Chief Municipal Officers. Material produced and experience gained shall help us do a similar exercise for the newly elected Mayors and Presidents of Municipalities. A similar and equally relevant programme is under preparation for the elected representatives of Panchayats, whose state wide elections are expected in the earlier part of 2020. A third HR initiative is in working with the Health Department in strengthening the capacities of the State Health Institute at Gwalior.

The main strength of a knowledge institution like ours is the human resource. To appreciate and motivate our faculty to do better and better, the Executive Body in its last meeting has not only revised the remuneration package for our faculty and staff but has also agreed to an innovative framework which will reward good work through opportunities for career progression, perhaps a first of its kind in an institution where the nature of employment is contractual.

This newsletter tries to capture some of the noteworthy developments of the last six months. I am confident Team@AIGGPA through their work in the remaining months of 2019 shall come up with many meaningful outcomes.

New Faculty

Shri Girish SharmaShri Girish Sharma joined AIGGPA as Principal Advisor, Centre for Urban Governance in March 2019. He is an IAS officer of 2011 batch having 23 years of experience in the field of revenue administration, urban governance, poverty alleviation and livelihood, elections etc. He got President’s silver medal for the work done in Census 2011. He is an alumnus of IIM Banglore and Lal Bahadur Shastri National Academy of Administration, Mussoorie. His hobbies are varied, prominent being learning languages, travelling, reading and photography. He is a believer in the motto “ Zindagi na milegi doobara”.

Shri Peeyush Khare He is an Indian Telecom Services (ITS-1983) officer, with bacheler’s degree in engineering (Electronics and Telecommunication) & MBA. He has over 35 years Pan India experience in telecommunications, IT, ICT & ITeS, in both rural and urban sectors. He served as head of the largest state of Maharshtra (& Goa) before being appointed as Principal Advisor in the Centre for Knowledge Management & e-Governance. He has received trainning in advanced switching systems in USA, S. Korea, China, Netherlands. For innovative, exemplary role in steering the policy changes as a trend setter and the way forward for the telcom sector. He was conferred with the prestigious “Sanchar Sewa Padak” besides felicitation by H.E. Governor of M.P.

Shri Jai Vardhan RaiHe is an architect (2008 batch, alumnus of Maulana Azad National Institute of Technology, Bhopal). He was appointed as Assistant Director (Planning) in the Department of Town and Country Planning through Madhya Pradesh Public Service Commission in 2012. He also has P.G. Dip. in Environment and Sustainable Development, P.G Dip. in Urban Planning and Development, a Certificate in Urban Planning from CEPT University, Ahmedabad. He joined AIGGPA as Advisor in the Centre for Urban Governance on deputation in March, 2019. During his past 7 years of government service, he made several master plans for cities and towns. He had wide experience in the field of urban planning and land use planning. During his tenure, he received an ISO certificate for the office which was the first in state among rest of the Town and Country Planning offices.

Dr Yogesh KumarAn expert in the field of decentralized planning and capacity building of PRI representatives, he is associated with the Institute as consultant in the project titled “Planning and Implementing Trainings for the Next Round of Elected Representatives of the Panchayati Raj Institutions in MP.” Shri Yugandhar Mandavkar He is associated with the Institute as consultant in the project named “Strategy for Revival of Traditional Water Bodies in the Bundelkhand Region in MP”.

Prof. H. M. MishraHe is a Senior Consultant in the Centre for Urban Governance in AIGGPA with experience of 30 years working in government and a distinguished career as a trainer. He worked as professor HUDCO chair, Executive Director of “Centre for Knowledge Management and Good Governance” in Noronha Academy and Professor, Social Management in LBSNAA Mussoorie. Apart from these, he has worked in various states, national and international organisations. Shri Sanjiv J Phansalkar He had been associated with Tata Trusts since 2007 as Programme Director. He received his Ph.D. from the Indian Institute of Management, Ahmedabad, and taught for a number of years at the Institute for Rural Management Anand (IRMA). He has worked as a freelance consultant with, inter alia, International Development Enterprises – India (IDEI), Swiss Agency for Development and Cooperation (SDC) among others. He had led the International Water Management Institute – Tata (IWMI-Tata) Water Policy Programme during 2005-07. He is currently a visiting faculty at IIM-Udaipur and part of advisory boards of various organizations. He has authored seven books till date and several papers in national and international journals.

The Institute has launched an effort, commencing 1st January2019, to evaluate and reset its work to strengthen its alignment with the priorities of the Government of Madhya Pradesh. This is proposed to be achieved by strengthening its in-house competencies and skills and by expanding opportunities for outside experts to work with it.

A new Vision- mission statement and Objectives for the Institute have recently been developed through a participatory exercise by the faculty of the Institute.

The Institute has recently launched a lecture series titled Transformative Change, Sustainable Outcomes in an endeavour to keep broadening the knowledge horizon of its faculty members and deepen understanding of sectoral issues by inviting eminent persons, and practitioners and implementers of public policy to deliver lectures. The lecture series has commenced from the month of May 2019 and is organized on every first Saturday of the month.

The first lecture was held on 6th May 2019, in which the guest speaker Shri Manish Singh, Managing Director, Swachh Bharat Mission, Bhopal shared his experiences in spearheading the Swachh Bharat Mission in Indore. In his view, there is a need for more awareness rather than the imposition of penalties in efforts to keep cities clean. The second lecture was delivered on 1st June 2019 by Shri Prasanna

AIGGPA Lecture Series

Asardaar Parivartan, Tikau Parinaam (Transformative Change, Sustainable Outcomes)

Khemaria, CEO, SRIJAN, New Delhi on learnings and challenges from down-sizing horticulture models in Madhya Pradesh. In his lecture, Shri Khemaria highlighted the role of small-scale horticulture farming (particularly fruit orchards) in augmenting the income of farmers in the drought-prone areas of the state. The 3rd lecture in the series was delivered on 12th July 2019 by Dr Raman Kataria on the topic “Comprehensive Healthcare for the Rural Poor: Lessons from the Field.”

Urban Planning and Governance has assumed vital importance in recent times as a valuable force to city leaders in achieving the goal of sustainable development. Growth in urban India in the past two decades has been dynamic and requires administering of responsibilities of city leaders and proper implementation of urban policies and schemes. There is a need to have effective research and knowledge sharing to understand these dynamics of urban growth.

AIGGPA, Bhopal, represented by its Principal Advisor and the Department of Urban Development & Housing, Government of Madhya Pradesh, represented by its Secretary, signed a Memorandum

New Centre for Urban Governance at the Institute

of Understanding on 21st February 2019 to the effect of establishing at AIGGPA, a Centre for Urban Governance, to carry out research and extend knowledge-based support to the Department in urban governance for an initial period of 3 years, renewable for a further period of 3 years with mutual consent. The Centre facilitates the provisioning of technical assistance and studies pertaining to implementation level reforms for efficiency gains and effectiveness, undertakes capacity development of stakeholders and implementing agencies. Evidence-based gap analysis and evaluation is an intrinsic part of the Centre. It involves and partners with institutions engaged in urban development to achieve the above objectives. The major areas of work of the Centre include human resource policy, integrated urban planning, developing standards for service delivery, capacity building and service level benchmarking of ULBs.

Visit of the Australian Deputy High Commissioner

The Australian Deputy High Commissioner, Mr. Rod Hilton, posted in Delhi, visited AIGGPA on10th May2019. Welcoming him to the Institute, Shri R.Parasuram, Director General, AIGGPA discussed with him at great length the challenges and possibilities in Madhya Pradesh. His Excellency expressed Australia’s interest in investing in various sectors in India to which Shri Parasuram suggested the possibility of capacity building and consultancy as the key sectors for investment. Other major areas in Madhya Pradesh which were discussed included health, drinking water, food processing and agricultural growth.The potential for students in Australia pursuing internship or research at AIGGPA was also discussed.

AIGGPA signed an MoU with the School of Planning & Architecture, Bhopal on 25th June 2019 for knowledge sharing and collaboration for the International Conference on ‘Peri-Urban Areas’. The MoU also envisages collaborative studies in the urban sector with a focus on issues specific to Madhya Pradesh. Shri R.Parasuram, Director General, AIGGPA highlighted the need to work on ‘urban biodiversity’ and ‘informal spaces in a city’ which shall be taken up as part of studio exercise in SPA. SPA shall also help in developing teaching modules to meet emerging curricular needs at AIGGPA along with the exchange of faculty.

MoU with the School of Planning and Architecture (SPA),Bhopal

AIGGPA entered into a formal partnership via an MoU with the Public Health Foundation of India (PHFI), New Delhi, on 29th June, 2019. This collaboration will prove to be a symbiotic relationship for both the organizations, as it aims to cover diverse areas of partnership in research in the health sector which ipso facto will translate into informed decision-making pertaining to health systems strengthening. PHFI is a leading public-private initiative which has been set up to enhance the institutional capacity for strengthening training, research and policy development in the area of public health.

BIWAL (Bundelkhand Initiative for Water, Agriculture and Livelihood) is an initiative by a consortium of NGOs to revive traditional water bodies of the Bundelkhand region of MP by engaging local communities.The initiative has received institutional support from the Department of Panchayat and Rural Development & funding support from CSR of private organizations. Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis (AIGGPA) is conducting a diagnostic study “Strategy for Revival of Traditional Water bodies in the Bundelkhand Region, MP” with the support of Bundelkhand Development Authority with the objective of developing guidelines for developing strategic approach of tank rehabilitation.

19th July, 2019 to learn from the experiences of the BIWAL Initiative and explore the scope for scaling up. There were about 80 participants in the workshop representing various agencies from civil society organizations, government, funding partners and academia.

Shri R. Parasuram, Director General, AIGGPA in his keynote address, appreciated efforts made by the consortium of NGOs for executing the idea of BIWAL and he emphasized on the need for the creation of systems and defining the processes to make this initiative sustainable. Chief Guest of the event, Mrs. Gauri Singh, Additional Chief Secretary, Department of Panchayat & Rural development hailed the work done under this initiative and emphasized that a systematic collaboration between the government agencies and different stakeholders is key for sustainability of the initiative.

Training on Research MethodologyWith research being a core function of the Institute, the faculty members of the Institute need to keep

abreast of the latest concepts and techniques in the field of research and data analysis. Hence, a capacity building program on research methodology was organized at the Institute on 12-15th March 2019 with a focus on both theoretical and practical aspects of qualitative and quantitative research.

Dr Neetu Purohit, Associate Professor, IIHMR University, Jaipur elaborated upon the types of qualitative research, different tools used in qualitative research and their applications while Dr Girish K. Jha, Principal Scientist in the Division of Agricultural Economics, Indian Agricultural Research Institute (IARI), New Delhi provided trained on the basic quantitative tools of research with due emphasis on scientific methods of sampling. The lectures were followed by open discussions and practical sessions with hands- on practice in MS-Excel.

The Centre for Urban Governance organized a workshop on 29th June 2019 at the institute premises to identify the training and learning needs of newly appointed Chief Municipal Officers (CMOs) of the state. The workshop was conducted as part of a project on capacity building of newly recruited CMOs taken up by the Centre at the behest of the Department of Urban Development & Housing.

The workshop was inaugurated by Shri R.Parasuram, Director General, AIGGPA and Shri Sanjay Dubey, Principal Secretary, Department of

Urban Development & Housing. It was organized under the guidance of Prof. B L Gupta, Dean, National Institute of Technical Teachers Training & Research; Mr Girish Sharma, Principal Advisor and Mr H M Mishra, Consultant, Centre for Urban Governance. Using a ‘multi-constituency’ approach involving the use of discussions, group exercise and brainstorming techniques, the workshop helped to capture and assess the training needs of CMOs from the perspective of all the key stakeholders.

Developing a Dedicated Web-Portal for Bundelkhand’s Heritage, Culture and Tourism

A dedicated web-portal for the promotion of Bundelkhand’s rich heritage, culture and tourism will be developed with the objective of providing a one-stop,comprehensive gateway to Bundelkhand’s culture, heritage and tourism, in both Hindi and English. It will provide access to information relating to Bundelkhand directly and through dynamic hyperlinksas well as ensure search engine optimization for information related to prominent cultural sitesand protected areas. For extending the reach of information access, a smartphone application will also be developed under the project.

Bundelkhand Initiatives

AIGGPA has recently been assigned a number of projects focussed on the holistic development of the Bundelkhand region funded by the Bundelkhand Vikas Pradhikaran which are as below:

Strategy for Revival of Traditional Water Bodies in the

Bundelkhand region

There are more than 1000 traditional water bodies in the Bundelkhand region created centuries ago by the erstwhile rulers of the state and have served as a lifeline for the people, both in times of acute scarcity as well as in years of normal rainfall. Maintenance of these tanks has been largely neglected and has severely impacted their storage capacity and rendered many of them ineffective driving the region becoming water deficient. Understanding the significant role that rehabilitation and restoration of these traditional water bodies can play in augmenting water security and drought proofing across hundreds

of villages in Bundelkhand, a consortium of NGOs have been engaged in efforts to revive these water bodies with the support of local communities, district administration and the Department of Panchayat and Rural Development, Government of Madhya Pradesh. AIGGPA is associated with this Bundelkhand Initiative for Water, Agriculture and Livelihoods (BIWAL) as a knowledge partner and is taking up a diagnostic study to propose a strategic plan for revival of the traditional water bodies in the Bundelkhand region over a period of 5 years as well as undertake the process documentation of the BIWAL project.

Development of a Communication Strategy for Improving Low

Health Literacy of Communities and Delivery of Services in Sagar

Division, Madhya Pradesh

In recognition of the global and national acceptance of the “Right to Health” as a fundamental construct of development, it is vital that health communication becomes an integral part of the whole development process and strategy. Also, for such a right to translate into reality, it is imperative that access to preventive and therapeutic health care services is ensured. This study is an attempt to explore the aforementioned via a communication strategy for Sagar division to improve the health literacy of the community and delivery of services by informing the key stakeholder I.e. residents of the region, about the range of health services available to them and their entitlements thereunder.

An Overarching Socio-Economic Assessment of Bundelkhand (Sagar

Division) to Identify Felt Needs and Opportunities for Employment Generation in Rural & Urban Areas

Focusing on the urban youth, the primary objectives of the study are to assess stake holder’s perceptions and observed challenges for employment in the region (Sagar division), flag the skilling challenges, identify major employment opportunities

and openings available in Bundelkhand and make recommendations to address the employment challenges.The study will focus particularly on the informal sector considering its role as the major employment providing sector. The study will use the principal-component analysis method for identifying the key operational challenges and measures needed to improve the business output for the entrepreneurs. The study will also look for alignment/process changes required in the different schemes/programs executed by various departments for entrepreneurship development in the Bundelkhand region. It will explore both strategic level changes (like the rollout of skilling program, self-employment support steps etc.) and implementation changes (like changes in counseling set-up, better tools for job search etc.) for pushing improvement in the employment scenario.

Identifying Avenues for Employment Generation through Sustainable

Heritage Management in Bundelkhand

There is abundant literature on Bundelkhand. Most of them have brought out nuances of the regional history and culture. There are many websites offering a bird’s eye view on the important destinations in the region. The climatic conditions, subsistence economy and livelihood patterns have also been captured in many studies. But studies connecting the heritage and cultural potential with the economy of the region are less in number. This study intends to undertake a situation analysis of the heritage economy and explore the cultural potential of the region so that a sustainable economic model for heritage management plan which would create multiple opportunities for employment generation could be suggested. The study will be conducted in the 6 districts of Sagar division. Multiple methodologies will be used for the study which will comprise of in-depth interviews, discussions, observation and review of secondary literature.

Recommendations for Human Resource Development for the Department of Health and Family Welfare, Madhya Pradesh

The human resource recommendations are being designed to acquaint employees of the Department with their employer organization, informing them about rules and practices, working conditions and benefits affecting employment. The Recommendations deal with the need for a human resource unit within the department, recruitment rules, posting and transfer procedures, promotion, training and capacity building actions, performance appraisal procedures, allowances and incentives, grievance redressal system, code of conduct and termination of services.The draft is being prepared through a rigorous literature review of available policy documents from other states and a series of primary consultations with health staff across cadres in Madhya Pradesh.

Feasibility Study of Identified Public Health Facilities for

Up-gradation in Madhya Pradesh

A feasibility study is being conducted by the Institute to validate public health facilities identified for up-gradation. The Department of Health and Family Welfare has proposed a list of 23 maternity wings, 308 Sub Health Centres, 329 Primary Health Centres, 70 Community Health Centres and 6 Civil Hospitals to be validated through scientific data- driven approach. The Madhya Pradesh Council of Science and Technology and the Madhya Pradesh Agency for Promotion of Information Technology are technical partners in this study.

Social Protection Schemes for Children and Adolescents in Madhya Pradesh:

Systematic Review and Analysis

AIGGPA in partnership with UNICEF is conducting a systematic review and analysis of social protection schemes relating to children and adolescents (0-18 age group). The purpose of the study is to develop a resource book for stakeholders in the state. A status report on social protection for children and adolescents covering the existing social protection schemes for addressing life cycle vulnerabilities is also proposed.

Formulation of Block Level IMR

A pilot study is being conducted by the Institute in Obedullaganj block of Raisen district to address the challenges related to infant mortality.

The documentation of the causes of infant death is another feature of this study. The mobile based data capture technique is being used to collect birth and infant death notificationson a real time basis where AADHAR of the mother is being used as the unique ID.

Situation Analysis of State Institute of Health and Family Welfare,

Madhya Pradesh

The aim of this study is to develop a roadmap for strengthening and improvement of the training centres of the Department of Health and Family Welfare, Madhya Pradesh. The assessment of the State Institute of Health Management and Communication would mainly focus on key inputs, processes and output indicators which includes physical infrastructure, manpower, adequacy and competency of faculty, hostel/stay facilities, training curriculum, trainers’ capacities, teaching material and teaching aids etc. This study is conducted by AIGGPA- State Health Resource Centre in collaboration with the Public Health Foundation of India.

A Roadmap for Improving the Health Status of Women belonging to the Scheduled Tribes in the 89 Tribal

Development Blocks of MP

The objective of this initiative is to make a systematic study of health status of women belonging to the Scheduled Tribes, their ability to demand, and reach of healthcare services as per standard norms of the Government of India. The study seeks

to provide an evidence-based road map for effective gender-sensitive health services for the 89 Tribal Development Blocks in Madhya Pradesh. The study is conducted by AIGGPA- State Health Resource Centre in collaboration with the Public Health Foundation of India.

Preparation of Detailed Project Report for Upcoming Urban Development Institute, India

The MoU signed between AIGGPA, Bhopal and the Department of Urban Development and Housing has assigned the responsibility to the Centre for Urban Governance to act as the mentoring institute for the upcoming Urban Development Institute, India. The Centre is working on the preparation of the D.P.R of the Institute under the guidance of a core group of experts comprising of Shri Anthony De Sa as chairperson and Shri R.Parasuram, Director General, AIGGPA as ex-officio member. The Centre has conducted two Core Group of Experts meetings in AIGGPA for the formulation of the structural framework of the Institute on 9th march and on 11th April 2019 respectively. It is estimated that the Institute will start working from June 2020.

Module Preparation for Capacity Building of the Newly Appointed

Chief Municipal Officers and Elected Representatives in Madhya Pradesh

The Centre for Urban Governance has received an assignment for preparation of training modules for capacity building of the newly appointed Chief Municipal Officers and elected representatives in Madhya Pradesh from the Department of Urban Development & Housing, Government of Madhya Pradesh (GoMP). The objectives are to facilitate the Chief Municipal Officers and elected representatives to develop a comprehensive understanding of different aspects of municipal administration and its importance in the citizen’s daily life and to familiarize themwith the various rules, regulations and procedures that govern the functioning of the elected governing bodies of the Municipal Councils. The assignment mandate is to make them

managers of municipal administration, and also to develop a familiarity with the use of Communication and Information Technology interface in urban administration.

Real Estate Policy Formulation for Madhya Pradesh

Formulation of Real Estate Policy for Madhya Pradesh has come as a mandate from the Department of Urban Development and Housing, Government of Madhya Pradesh as this sector has the second largest ‘employment elasticity’. The prospective Policy envisages giving an impetus to the real estate sector in the state, which has witnessed a slump in the past few years. The sector demands disentangling and simplifying procedures, prioritizing the time and aspirations of all stakeholders and unlocking the potential of the sector.

Causal Analysis of Low Institutional Deliveries in Select

Districts of Madhya Pradesh

Though Madhya Pradesh has made significant progress in the area of institutional deliveries in the past, yet, there are certain blocks in the state where progress on this front is lacking. The project aims to analyse the community level barriers including socio-cultural factors inaccessing institutional delivery in specific blocks as well as understand the gaps in the health care delivery system with respect to institutional delivery.

Analysis of Janani Express and 108 Emergency Medical Services in

Select districts of Madhya Pradesh

The study aims to study the awareness at the community level about the services provided by Janani Express and 108 ambulances as well as study the average response time, the mechanism of activation of the facility and the nature of medical treatment and facility availed during transit of the patient. The pattern of usage of 108 and Janani Express ambulances will be analysed and suggestions will be given for improvementsin the service chain.

Developing a State Advocacy and Communication Strategy to Address

Specific Adolescence Issues in the StateThis project is a joint venture between AIGGPA

and UNICEF, Bhopal aiming to give the centre stage to adolescent empowerment and streamline the key messages delivered to the adolescents in the state.

Assessing the Usage of Non-Communicable Disease Clinics for

Carcinoma Breast Screening in Select Districts of Madhya Pradesh

This exploratory study seeks to gain insights into the breast cancer screening behavior of women in urban and rural districts of the state. The study extrapolates the constructs of Health Belief Model viz. perceived susceptibility, perceived severity, perceived benefits, perceived barriers, cues to action and self-efficacy to understand the adoption of health-seeking behavior by women in the vulnerable age groups.

Dastak Abhiyaan : The Number Mismatch Conundrum

An initiative of the Government of Madhya Pradesh to alleviate the under-5 mortality rates in children, Dastak Abhiyaan ensures 11 services to every child aged under-5 years in the state. As per the calculations/estimations, the total number of under 5 children in the state is 1.04 crores but when the field functionaries were deployed to deliver the services under the Abhiyaan, only 67 lacs were reported. This study aims to elucidate the causes of this observed mismatch.

Developing a Model for Improved Hospital Security, Housekeeping

Services and Free Patient Diet in Tertiary Care Institutions in Madhya Pradesh

This cross-sectional study aims to conduct an evidence-based comparative analysis for various models pertaining to the three components i.e. hospital security, housekeeping services and patient diet, used in public and private hospitals across the country and then suggest a feasible and sustainable model that can be implemented in the state.

Development of a Manual for the Department of Medical Education

The objective of the project is to prepare a manual for the Department of Medical Education, Government of Madhya Pradesh for guiding personnel who have administrative and financial responsibilities to ensure a common understanding on all administrative, technical, managerial and operational issues inter alia. The manual will also serve as a reference guide for effective management of the Department by creating a uniform understanding across all personnel in the health system.

Impact Assessment of Subsidised Food Facilities to Farmers, Hammal

and Tulawati Scheme

Implemented by the Madhya Pradesh State Agricultural Marketing Board through the local agriculture produce market committees, the scheme provides subsidized food facility to the farmers, tulawati (workers) and hammal (porters) at local mandis (farmers’ markets). The objectives of the study are to assess the implementation process and effectiveness of the scheme, analyse the available infrastructure of the canteens, assess the quality of food provided to the beneficiaries, suggest measures to make the scheme more effective, and determine ways to implement the scheme in seasonal markets.

Vision Document for Agricultural Mechanization

The need for intensive use of mechanical power in agriculture is growing in the state owing to a multitude of reasons such as the non-availability of farm labour and draft animals while catering to the demands of a growing population from limited cultivable land. Upon the request of the Directorate of Agricultural Engineering, Government of Madhya Pradesh, a vision document is being prepared for the fulfillment of requirements of agricultural mechanization in the state with a road map for the coming five years. This initiative is unique in nature not attempted by any other state so far and, therefore, this document may be the first of its kind in the country.

Analysis of Health Records Maintained at Government Health Facilities in M.P.At all levels in a health department be it a Sub Centre, Primary Health Centre, Community Health Centre,

District Hospital or the State /National Office, there is a need for information on a regular basis not only to monitor the health status of the population they serve but also to track progress towards achievement of targets under different health programmes. The study aims to look into the various records /registers/online HMIS maintained by government health facilities at all levels and understand the mechanisms for maintenance. The study also aims to analyse the frequency of submission of reports, the process flow of such reports and the mechanism for verification of the records and validation of the data.

Evaluation Study of Start-up Village Entrepreneurship Programme (SVEP) in Three Pilot Districts of Madhya Pradesh

This study aims to review & evaluate the implementation of the Startup Village Entrepreneurship Programme (SVEP) being implemented in three blocks Rajpur, Samnapur and Karahal of Madhya Pradesh under the National Rural Livelihoods Mission. The main objectives of the evaluation study are to assess the identification and strengthening of CRP-EPs at village level, to assess the impact on entrepreneurs, the extent of contribution of individual enterprises towards the livelihoods of the beneficiaries, whether these enterprises have attained sustainability, and what further monetary and non-monetary support is required to strengthen these activities.

On the eve of the next round of forthcoming elections for the Panchayats by early next year, more than 3.5 lakh Gram Panchayat representatives, 7000 Janpad Panchayat members and 1000 Zila Panchayat members are expected to join the three-tier Panchayats to run the local governments. In the last round of elections in 2015, more than half the elected representatives (ERs) were first timers, having either very limited knowledge regarding their roles and responsibilities, as well as of the functions and procedures for running local governments. A Project on Capacity Building of Elected Representatives of Panchayti Raj Institutions the Institute to take up a project for planning and implementing trainings for the next round of elected representatives of the Panchayati Raj Institutions in M.P.

The study will come up with a roadmap for assisting the government in assessing the training needs of ERs, and match it with an assessment of the existing capacities of MGSIRD, P&RD’s apex-training institution and its satellite training centres for carrying out the task at the institutional level and in the field. It will also include the designing of course content, training design and training of state level Master Trainers.

centres (PHCs) in Madhya Pradesh in the context of human resources and provision of health care. In this cross-section study, health facility survey and Health Management Information System (HMIS) records related to human resource and out- patient load of last one year were analysed. Identification of Locations for Establishment of New Sub Health Centres in M.P. Comprehensive primary health care reduces

mortality and morbidity at much lower costs and significantly reduces the need for secondary and tertiary care. The Health and Family Welfare Department is making constant attempts to promote access to primary health care by establishing new Sub HealthCenters in the state. This study was taken up to identify appropriate geographic locations for establishing the new Sub Health Centers in all the developmental blocks using the scientific data-driven approach. Hence, the Geographic Information System (GIS) based location-allocation analysis model has been applied to assess the geographic coverage of

existing public health facilities in the State. Under this project, all the existing (11,264) Sub Health Centres of 313 blocks in 51 districts of Madhya Pradesh were plotted on the road networks using ArcMap 10.5.1 format. Candidate locations (best suitable locations) for future facilities (number estimated according to current population demand) were identified after performing multiple reiterations of network analysis in ArcMap 10.5.1. The candidate locations (best suitable locations) for future facilities were identified and loaded in the block map for all the 313 blocks in the state.

Emotional Wellbeing of State Government Employees of Madhya Pradesh

According to the National Mental Health Survey (2016) in India, the prevalence of mental disorders was found among 13.7% of the population. Considering the importance of mental well being, this study was initiated with the aim of diagnosing the emotional wellbeing of public sector employees in Madhya Pradesh. This cross-sectional study was conducted in October 2018 among employees of 5 different departments including Health, Education,

Police, Municipal Corporation and the Banking sector. The survey was conducted by doctors in alternative medicine using a mobile-based psychiatric assessment tool called the Global Mental Health Assessment Tool – Primary Care Version (GMHAT/PC).Out of a total of 1,391 study participants, the most common diagnosis was anxiety (17%) followed by depression (12%). A correlation was observed between longer working hours and mental disorders.

Taking Stock and Identifying Challenges in Implementation of the Forest Rights Act (FRA) in Madhya Pradesh

This study was taken up to take stock of the implementation of the FRA in Madhya Pradesh almost ten years after its enforcement while also identifying the challenges and impediments in its effective implementation. The findings indicate that despite many challenges, the implementation of FRA in the state has been able to secure a number of rights including right to cultivation and/ or habitation and others at the individual level and a

host of community rights to the claimants. Apart from tangible material benefits (including easier access to benefits of government schemes), the conferment of such rights has also contributed to intangible gains such community mobilization, better access to and management of natural resources, socio-religious gains etc. The tremendous effort at awareness generation and facilitating claims (including through technological solutions) needs to be acknowledged

It was found that the facilities lacked in basic infrastructure, laboratory services, limited or non-availability of necessary equipment, gender-sensitive provision for privacy/confidentiality, separate toilets and safe drinking water though availability of basic drugs was quite good at the facilities.

and the state needs to keep us this good work. It also needs to be applauded that with few exceptions, titles have been mostly conferred in cases of accepted individual and community claims and in quite a reasonable timeframe. At the same time, a thorough

overview of rejected claims indicates that rejections are in large part owing to the inability to provide the necessary documentary evidence along with invalid claims compounded by the illiteracy of a significantly huge percentage of claimants.

A Review of the Public Prosecution System in Madhya Pradesh

A study titled “A Review of the Public Prosecution System in Madhya Pradesh” was taken up with the goal of reviewing the existing system in Madhya Pradesh in terms of the requirements of effectiveness, institutional capabilities and independence/autonomy.

The study has found that the Directorate of Prosecution fares quite well in terms of independence/ autonomy, performance as well as institutional capabilities. Madhya Pradesh was one of the first states to constitute an independent Directorate of Prosecution separate from the police. Also, through the state level amendments, the state has ensured a regular cadre of prosecuting officials which is believed to be central to ensuring ‘independence’ as well as quality. Further, in interviews with prosecutors at different levels, it could be understood that prosecutors in the state have a reasonable measure of autonomy/ independence and lack of interference in taking up the cases in the way in which justice demands. They, however, have a very heavy case load owing to pendencies from before as well as a large

number of cases taken up for prosecution every year. Despite the heavy burden, there is a constant focus to have as many cases disposed off in a particular year. The Directorate of Prosecution, Government of Madhya Pradesh is at par with the international guidelines ensuring direct recruitment of well qualified professionals at entry level and filling up the posts at the higher level through promotion; also equipping the public prosecutors through basic foundational course and training throughout their careers particularly focused on equipping them to handle technology related and other crimes better in tune with the latest developments. However, with the Directorate as a whole and District Prosecution Offices not working at full sanctioned strength further compounded by an increasing case load particularly in some districts, the existing staff find themselves stretched way beyond. Also, duties in multiple courts, inadequate infrastructure and facilities and other challenges act as impediments to optimum performance.

Impact Assessment of Electronic Payment Order (e-PO) System of Gram Panchayats of Madhya Pradesh

In Madhya Pradesh, as per the Census of 2011, 22816 Gram Panchayats typically undertake 4 lakhs developmental works for which payments are made to approximately 12 lakhs vendors. It was very cumbersome to monitor all these expenses and maintain transparency in the traditional payment system. To address this issue, the Electronic Payment Order (e-PO) system was introduced in Madhya Pradesh. This study was taken up to review all stages of e-Payment Order (EPO) system in meeting the process objectives of better cash flow, process

transparency and ease of operations in payments to GPs; to identify the capacity issues, technical challenges and procedural hassles causing time lag in the payment process. The study has found that though almost all the Panchayats are using the system of e-PO; the users are not properly trained. The study found that the implementation of the e-PO system has been done without making appropriate changes in the Panchayat Act and Rules regulating the accounts of Gram Panchayats. In many cases, the issue of time lag was observed.

Amendment to the MP Housing & Infrastructure Development Board Act, 1972 and Framing the Rules (Management & Disposal of Assets)

The Madhya Pradesh Housing Board was established as a body corporate under the Madhya Pradesh Griha Nirman Mandal Adhiniyam, 1972. As per this Act, land for housing projects will be allotted by the government to the Board on lease rent basis and the Board will lease the same to the customers. In line with these provisions, the Board has 3.5 lakhs clients till date. Recovery of lease rent from 3.5 lakhs customers is one of the biggest operational issues faced by the Board and the management and disposal of the projects (lease) have all been done by successive office orders with conflicting, confusing and to some extent through arbitrary processes. This

has led to a very large number of cases in various courts. Realizing the untenability of this process, at the behest of the Board, this project has framed the “Rules (Disposal &Management of Assets)” in accordance to the provisions available in the Madhya Pradesh GrihaNirman Mandal Adhiniyam, 1972. Based on the existing schemes and circulars, the Rules have been framed for disposal and management of these assets under several categories namely, self-finance, sealed offer or electronic action invitation, rent purchase, single premium, lease rent and special purpose.

Assessment of Role of Community and Behavioural Change under the Swachh Bharat Mission (SBM) (Grameen), Madhya Pradesh

The study was taken up with the objectives of assessing the broad behavioral changes towards ODF in the community as a result of implementation of SBM and to assess the role of the village water & sanitation committees & other similar institutions for sustaining ODF villages. The findings strongly suggest that the behavior of people has changed after the intervention with a number of indicators showing behavioural change such as agreeing to construct toilets themselves, spending money from their own pockets in making the toilets better, high level of use even after shortage of water, regular cleaning of the toilets and the data on use of hand wash. The study indicates that the institutions involved in the planning, execution and monitoring of ODF are, however, merely following the guidelines and are more concerned about the completion of the construction work without appreciation for the local realities.
