General objective

• Support the implementation of the Commission'sNAIADES II Communication, which aims for inland navigation transport to become a quality mode of transport: well-governed, efficient, safe, integrated into the intermodal chain, with quality jobs occupied by a skilled workforce, and adhering to high environmental standards.

Inland waterway/inland ports general provisions as regards infrastructure (NAIADES II)• Priority for filling missing links, clearing important bottlenecks, deploying innovative technology, improving intermodal connections and developing smart infrastructure.

• Sea and inland ports should receive particular attention as regards inland waterway-friendly access and facilities.

• The ports are encouraged to strengthen cooperation and coordinate investment across TEN-T corridors 3

TEN-T requirements – Inland ports –comprehensive network (Article 15)

• Inland ports are connected with the road or rail infrastructure.

• Inland ports offer at least one freight terminalopen to all operators in a non-discriminatoryway and apply transparent charges.

TEN-T requirements – Inlandwaterways network (Articles 15 and 39)

• Rivers, canals and lakes comply with the minimum requirements for class IV waterways as laid down in the ECMT classification of inland waterways and have continuous bridge clearance

• Rivers, canals and lakes are maintained so as to preserve good navigation status, while respecting the applicable environmental law;

• Rivers, canals and lakes are equipped with RIS;• Availability of alternative clean fuels

What is a waterside inland port development?

Development projects that enhance the capacity or improve the multimodal connection of waterbornetransport operations! Inland port rail infrastructure development locatednext to the waterway but not meant to facilitaterail/water intermodality is not a waterside inlandport development !

What if my project is not on the TEN-T core network?

The Annual programme allows to support:

-studies or works to upgrade inland waterwaysnot on the network to reach core network threshold, Class IV or above

-studies on the creation of new waterways15

Are non-waterside comprehensiveinland ports supported?

-The Annual programme under priority A2 allowssupport to inland port developments which are not exclusively dedicated to waterside infrastructure and waterborne operations

- These developments will cover the same areas as under the MAP Call but will be focused on the improvement of the port’s general infrastructure, functioning and multi-modal connections

GENERAL REMARKS (1)

• Fixed infrastructure for alternative energy and facilities for ice-breaking, dredging, hydrological and loading/transhipment to be proposed only as part of a wider project focused on IWT basic infrastructure upgrading and/or waterside terminals.

• Projects focused on the creation/improvement of multimodal logistics platforms should be submitted under the dedicated priority under MAP and AP calls.

GENERAL REMARKS (2)

• Infrastructure and facilities must be accessible for use by all operators on a non-discriminatory basis

• Financial support for terminals/platforms and for loading and transhipment facilities must be dulyjustified

• The use of financial instruments should beconsidered where appropriate

• Maintenance operations cannot be supported
