Caltrans IT Hardware and Software Standards

Introduction

Purpose

The IT Hardware and Software Standards document specifies the approved IT products, and applications that are currently supported by Caltrans. These hardware and software standards were established based on current technology, and Caltrans business needs. Conformance to these standards will ensure that a reliable and efficient computing environment is available to all Caltrans employees. Adherence to these hardware and software standards will:

• Optimize the level of support through shared infrastructure, services, and expertise • Manage the cost of procurement, refresh, and support of technology • Ensure the compatibility and interoperability of products • Improve security and network manageability

Intended Audience

All Caltrans Programs, Districts, Divisions, Traffic Management Centers (TMC), and Projects, are required to comply with these IT Standards. The Department Chief Information Officer (CIO) is responsible for establishing IT policy, and enforcing these standards.

Exceptions to these standards must be approved by the Department’s Chief Technology Officer (CTO) prior to procurement, and are granted on a case-by-case basis. The Exception Process is detailed in Appendix B.

Categorization of Standards

IT hardware and software components are categorized as Standard, Emerging, or Sunset.

Standard Emerging Sunset

These technologies are approved for use within Caltrans.

These are new technologies that have not yet been approved for use within Caltrans, but are being reviewed for possible future adoption.

These are older technologies that are in use within Caltrans, and will continue to be supported by Caltrans IT. However, these will not be used for new implementations, unless approved through the standards exception process.



Desktop, Laptop, Printer, and Mobile Computing1 There are typically three levels of desktop, laptop, and mobile computing users:

• Tier 1 Users • Tier 2 Users • Tier 3 Users

Tier 1 Users is the default compute level generally applicable to most Caltrans employees. Tier 1 Users use typical office automation applications such as the Microsoft Office Suite, Adobe Acrobat products, web browsers, etc. Tier 2 Users use all of the Tier 1 User applications, in addition, they use Computer Aided Design and Drafting (CADD) applications such as AutoCAD Civil 3D, Bentley Microstation and associated plugins. Tier 3 Users is an advanced compute level intended to support TMC users, video editing, application developers, application administrators, research efforts, advanced 3-D modeling, and similar use cases otherwise exceeding basic compute needs. It also supports the needs of advanced engineering requirements specifying high-end graphics – e.g. Geographic Information System (GIS), 3-D mapping and imagery, etc.

APPENDIX A - Standards Management Process

To address changes in technology and/or business needs, the Caltrans IT Hardware and Software Standards will be updated on an annual basis.

Ongoing review of this document will ensure accuracy and compatibility with business objectives. The following items may drive changes to the standards:

• Changes in technology • Security requirements • New business needs • Exception request trends • Specific requests



APPENDIX B – Standards Exception Process

Exception requests may be submitted to the Service Desk of the IT Infrastructure Division. The Service Desk Manager shall coordinate with the appropriate IT functional areas including the Information Security Services Division to review and make the recommendation to the CTO. The CTO will review, approve or deny exception requests. Approval of exceptions will be tracked by the Service Desk.

Exception Process for Maintenance & Operation/ Break Fix

In the event of an issue with maintenance and operation and/or break fix issues, and it becomes necessary to purchase legacy/sunset equipment, the CIO or CTO may direct the acquisition unit to make essential purchases to maintain business continuity.

Architecture A systematic approach that organizes and guides design, analysis, planning, and documentation activities.

Artifact An EA artifact is a documentation product, such as a text document, diagram, spreadsheet, briefing slides, or video clip. EA artifacts document EA components.

Business Case A collection of descriptive and analytic information about an investment in resource(s) and/or capabilities.

Change Management

The process of managing updates to EA components and artifacts, ensuring that standards are being followed.

Culture The beliefs, customs, values, structure, normative rules, and material traits of a social organization. Culture is evident in many aspects of how an organization functions.

Data Data items refer to an elementary description of things, events, activities, and transactions that are recorded, classified, and stored, but not organized to convey any specific meaning. Data items can be numeric, alphabetic, figures, sounds, or images. A database consists of stored data items organized for retrieval

Database Structured or organized collection of information, which may be accessed by the computer.

Desktop Printer

A printing resource (printer) attached directly to the user's desktop computer with a local connection.

Enterprise An organization or sub-activity whose boundary is defined by commonly-held goals, processes, and resources. This includes whole organizations in the public, private, or non-profit sectors, part(s) of an organization such as business units, programs, and systems, or part(s) of multiple organizations such as consortia and supply chains.

Enterprise Architecture

The analysis and documentation of an enterprise in its current and future states from an integrated strategy, business, and technology perspective.

Framework The EA framework is a structure for organizing information that defines the scope of the architecture – what the EA program will document and the relationship of various areas of the architecture.

Governance A group of policies, decision-making procedures, and management processes that work together to enable the effective planning and oversight of activities and resources.

Information Technology

A type of resource that supports the creation, analysis, sharing, archiving, and/or deletion of data and information throughout an enterprise.

ISO International Organization of Standardization. When the large majority of products or services in a particular business or industry sector conform to International Standards, a state of industry-wide standardization can be said to exist. This is achieved through consensus agreements between national delegations representing all the economic stakeholders concerned - suppliers, users and, often, governments. They agree on specifications and criteria to be applied consistently in the classification of materials, the manufacture of products and the provision of services.
