    21st Century Fuelling Station for Townsville Motorists

    Economic Development Queensland (EDQ) is seeking expressions of interest from the market for the development of an innovative concept for retailing traditional and alternative forms of transport energy to motorists.

    The concept proposes the co-location of electric vehicle (EV) recharging infrastructure with traditional petrol and convenience services. Specifically, the site is intended to support EV charging (including fast Tier 3 charging) of fully electric and plug-in hybrid vehicles together with traditional fuel and convenience retail operation.

    EDQ, supported by Ergon Energy, are providing the site for the market for an innovative business as a demonstration for wider adoption by the traditional fuels industry - in the face of the growing availability of plug-in hybrid and fully electric vehicles.

    Key requirements of the site include, but are not limited to, the following:

    Traditional fuel pumps (and LPG dispensers) in accordance with an estimated liquid fuels

    demand of between 1.4M and 1.6M litres per annum

    Convenience facilities and café facilities in line with contemporary petrol convenience outlet

    operation

    Fast charger (Tier 3 electric vehicle charger) to support the charging of electric vehicles with

    an average charging time (i.e. forecourt dwell time of 15-30 minutes). It is envisaged that

    these facilities will allow vehicle owners to recharge quickly and these facilities will be

    25kV of solar PV panels ideally located on the forecourt canopy - for powering both the

    electric vehicle recharging infrastructure and supporting the power requirements of the site

    vided to the successful bidder through Ergon Energy

    and EDQ in terms of support for the leasing of the EV fast charger unit. . Ergon Energy

    Retail will provide a 25 kW Solar Service with zero upfront costs under a 10 year contract.

    Area Classification (Zoning)

    The Village, Oonoonba development site has been declared by the State Government as a Priority Development Area, and falls under the jurisdiction of Economic Development

    facilitate economic development and development for community purposes.

    Land that is declared a PDA is controlled under the Economic Development Act 2012, and the planning and development processes under that act. As such, the area is no longer controlled by the planning and development processes under the Sustainable Planning Act 2009 (the key legislatthe relevant regional and local planning schemes for the surrounding area.

    Development Applications are assessed by the Economic Development Queensland Development Assessment Team against the Oonoonba Development Scheme. This planning process provides opportunity for fast tracked DA process (40 days). A copy of the relevant development scheme is attached to this submission

    Title Allocation Process

    The lot subject of this Expression of Interest falls within The Village residential development site.

    A Development Application is currently under consideration with the relevant State Planning Department for creation of this lot; as this site falls under a Priority Development Area (PDA), a

    40 day approval period applies.

    Plan sealing and registration of title will coincide with Practical Completion of civil works.

    Current programing has this site scheduled for completion by May 2016, however EDQ has the ability to accelerate this program if necessary.

    The Oonoonba UDA covers 83 hectares of land in the suburb of Oonoonba, about 3.5kms south of the Townsville City Centre.
