We have read the Vopak Road Handling Guide with attention and interest.It may be unusual for the intended audience to write the foreword for a guide like this, but in this case it makes a great deal of sense. The relationship between the terminal and the carrier, and clearly defined agreements between the two parties, are very important.

Vopak’s ultimate goal, and ours, is to load and unload cargo as quickly as possible. Our clients are entitled to high-quality service from both the terminal and the carrier. We are also deeply committed to human and environmental safety.

In this Carriers’ Guide, Vopak describes the way in which the company safeguards its objective of rapid and correct interaction. Naturally, the Guide covers the situation in effect today, and as such we assume it will be updated to reflect any adjustments and changes to the situation.

Safety


Basic safety rulesThere are a few basic safety rules that are important to follow. First of all, onsite motorized vehicles, including forklifts, should only be operated if:• Thevehicleisappropriateforthe

purpose and has been inspected and confirmed to be in safe working order.

• Seatbeltsarepresentandwornbyalloccupants and other appropriate safety devices are used as intended.

• Loadsaresecuredanddonotexceeddesign specifications.

• Thelocalroadsafetyregulationsarefully complied with.

Moreover, drivers must be fully trained, qualified and medically fit to drive and operate their vehicle. Drivers are allowed to enter Vopak Terminals if they:• Areabletounderstandandspeakone

of the three official ADR languages (English, French and German) or the local language (Dutch).

• HavesuccessfullycompletedtheVopakSafety Induction, see next page.

• Arewearingtheminimumrequiredpersonal protection equipment, see next page.

It is important for drivers to follow all the safety instructions of Vopak employees at all times. The use of mobile phones is restricted to inside of the office building(s) at Vopak terminals.

Smoking is not allowed at Vopak Terminals, except for clear indicated dedicated zones.

Safety inductionDrivers who pass the safety induction are granted access for a period of one year. This safety test is available in Dutch and the three official ADR languages (English, French and German). The induction brings safety to the drivers’ attention. The induction is also an objective measure-ment of the language skills the driver needs to have for basic communication between our staff and the driver in case of an emergency.

The figure on page 10 explains the safety induction process.

This picture represents the desired process. This process will be imple-mented in the short term at Vopak’s Dutch locations. The Belgian terminals are already using this process.

Terminal safety regulations passAfter registration in the system, the driver will receive a copy of the terminal safety regulations.

The figure on page 11 shows an example of a safety regulations pass.

Personal Protective EquipmentAt the terminals, the minimum required Personal Protective Equipments (PPEs) are a safety helmet, safety glasses, safety shoes and covered or protected arms and legs. The driver is responsible for providing the required PPEs. On teminal Vlaardingen the use of High Visibility clothing or vest is obliged.

There is a tolerance zone (where no PPEs are required) at each terminal near the traffic department, to allow drivers to get into and out of their trucks comfortably when retrieving the required documents after loading. Signs using the pictographs on the next page indicate the operational zone, and it is also clearly marked on the ground.

For certain dangerous goods products, full-protection chemical safety suits are required in addition to the standard PPEs. When a driver receives the loading documents, a product information sheet is attached that indicates the required PPEs for loading that particular product. Please note that the safety measures at our terminals may be more stringent than

prescribed by the ADR legislation. If required, a product information card can be provided by the terminals at any time.

It is recommended that chemical safety suits meet the following specifications:• EN14605:‘protectiveclothingagainstliquidchemicals’,type4‘spray-tightconnections‘(formerindicationsEN465andEN1511).

• EN1149:‘protectiveclothing:electro-static resistant’.

• EN531:‘protectiveclothingforprotection against heat’. n


Safety sign overview

A safety helmet is compulsory onsite and at jetties, building sites and loading bays.

Safety glasses are compulsory onsite and at jetties, building sites and loading bays.

An overall/safety jacket is compulsory onsite and at jetties, building sites and loading bays.

Safety shoes are compulsory onsite and at jetties, building sites and loading bays.

Safety gloves are compulsory onsite and at jetties, building sites and loading bays.

The maximum speed limit onsite.

Safety belts are compulsory onsite.

The safety barrier must be in place on top of the vehicle. When working on top of the tankcar / container the safety railing must be raised. At Botlek, TTR and Chemiehaven it is not allowed to work on top of a vehicle without terminal fall protection in place.

High visibility clothing are compulsory onsite and at jetties, building sites and loading bays.

Mobile phones are not allowed.

Access is not allowed without permission or when accompa-nied.

Indicates an assembly point. When the alarm signal sounds, gather at the assembly point.

In general there are two different types of truck planning. • FCFS:FirstComeFirstServedisaservicepolicywherebytherequestsforcarrier

loading are handled in the order in which they arrive at the terminal, without other biases or preferences.

• Slotbooking:time-slotbookingisaservicepolicywherebycarriersarerequiredtobook a pre-specified time slot for loading or discharging in advance. Carriers are free to pick any available slot.

The terminals in Belgium make use of the FCFS process, whereas the terminals in the Netherlands make use of the slot booking process. The choice of process type is primarily based on customer and carrier preferences and terminal layout. n

Important points of attentionThere are some points of attention that are important for drivers arriving at Vopak terminals: • Usechemicalnamesinsteadofbrandnamesoncleaningcertificates.Thecompartmentsmusthavebeencleanedareclearlymarked.

• Peopleundertheageofeighteen,petsandfamilyarenotallowedtoentertheterminal.

Ontheentryform,thedriverfillsoutthetruck’scompartmentsizestobeused.Thestatedcapacitieswillbeusedtocalculatethemaximumquantitiesthatcanbeloadedineachcompartment.Attheloadingdock,theoperatorcomparestheworkinstructionwiththecapacitiesindicatedonthetruckandchecksoffachecklist.Ifthecompartmentsizesdonotcorrespondwiththecapacitiesonthe

work instruction, the truck will not be loaded and will be sent back to the traffic department for recalculations, thus increasing the truck turnaround time. We would like to emphasize that it is very important drivers know the equipment they are using.

For ADR products, it is important to know whether there are baffle plates in the truck/container because the minimum or maximum weight to be loaded may depend on it. ADR products should be loaded to more than 80% or less than

20% of the compartment’s gross capacity (if the compartment volume is greater than 7,500 liter), unless baffle plates are present, which do not require a specific fill percentage. If this key information is unknown, the truck turnaround time will increase. n


Equipment


Manhole requirements for top-loadingFor trucks that are loaded via top-loading, a minimum manhole diameter is required for safety reasons. All loading arms contain a liquiphant to make sure loading stops immediately when compartments have reached the maximum fill percentage. If the loading arm cannot be lowered far enough into the manhole, the liquiphant may not be completely inside the truck, thereby losing its purpose. Though the operator checks whether the compartment capacity corresponds with the capacity the driver has filled out on his entry form, the liquiphant is considered as safety-critical equipment for truck loading.

This places some requirements on the size of the manholes:

• Thediameterofthemanholeshouldbeat least 450 mm.

• Insidethetank,theremaybenoobstacles, such as baffle plates under-neath the manhole.

• Theraisededgeofthemanholeshouldbe less than 100 mm high.

• Aroundthemanhole,thereshouldbeafreeareaofatleast650mm.

Single-compartment trucks are safer and more efficientWhere possible, single-compartment trucks should be used. The turnaround time for single-compartment trucks is shorter for the following reasons. • Theorderprocess:calculatingthe

maximum fill quantities takes less time for single-compartment trucks.

• Theloadingprocess:onlyonemanholehas to be opened by the driver and the loading arm does not have to be replaced after filling every compartment separately.

• Thepotentialdeviationbetweenthenominal and loaded quantities is lower for single-compartment trucks.

• Theevenspreadofproductinsingle-compartment trucks: in multiple-

compartment trucks, the loading sequence must be monitored in order to balance the truck.

• Theneedforfewermanipulationsreduces the potential risk of accidents/incidents.

Maximum number of compartmentsPer product, a maximum of four different compartments will be accepted. Trucks with more than four compartments to load for a single product will be rejected for loading.

Compartment temperature before loadingThe maximum temperature of a compartment before loading depends on the product to be loaded. Drivers will be informed onsite of the maximum

temperature. Compartments with a higher temperature than the local maximum temperature (which is often less than 40º C) will be rejected for loading.

Fall protectionContainers and trucks must be equipped with a handrail. There are mobile fall protection stairs available for use at the terminal, but these stairs cannot reach all areas of the terminals. As a result, the use of handrails is compulsory.

ChassisChassis with a gap behind the container will not be accepted due to the danger of tripping and the difficulty manipulating thehoses.Loading/unloading20’containers on 40’ chassis is possible, as long as the container is placed at the end of the chassis. If placed in the middle, the container will only be loaded if the chassis has a fully covered platform.

Handling flexibagsThe handling of flexibags must be agreed upon with the terminal well in advance. In order to handle flexibags safely, the following conditions must at least be met:• Thechassisatthebackofthecontainer

needs to be long enough and covered, so that it can be used to safely make the required connections/ manipula-tions.

• Itmustbepossibletoconnectthehoseto the bag without entering the container.


• Driver(+extrahelp)mustmonitorthisoperation.

Grounding Grounding ensures that all exposed conductive surfaces are at the same electrical potential as the surface of the earth. Connection of the grounding cable is mandatory. The driver connects and disconnects the grounding cable to/from the metal connection point on the truck and the operator checks whether the connection has been made properly (‘greenlight’).

Signs with instructions for the correct manipulation of the grounding cable are present at every loading dock. If the

instructions are followed carefully, the grounding cable can be easily and safely manipulated. n


ADR maximum degree of fillingThe maximum quantity of product to be loaded is calculated per compartment, based on the ADR rules, and may differ from the requested quantity. It is the responsibility of the carrier to present suitable equipment that meets both customer order and ADR requirements. If the equipment does not fulfill these requirements, the vehicle may be rejected by the terminal.

Maximum weightDepending on the countries to be traveled through, the maximum allowed weight may differ. The rule our terminals follow is that the lowest maximum allowed weight will apply to the loading operation.During preparation of the work instruction for loading, the traffic coordinator will check the total expected weight versus the applicable maximum allowed weight. If this maximum weight risks being exceeded when loading the requested quantity, the quantity to be loaded will be adjusted. n

Legislation


SurveyorDepending on the customer’s instruc-tions, the (un)loading process has to be supervised by a surveyor. The activities of the surveyor may be performed before and/or after (un)loading (e.g., inspection, sampling and analysis and so forth). If applicable, the driver will be informed by the traffic coordinator upon receipt of the work instruction for (un)loading.

CustomsDepending on the customs status of the product(s) delivered or to be dispatched, it is possible that customs or excise authorities must be notified of the vehicle’s arrival or departure, before actual (un)loading takes place. The authorities may have to formally witness and approve the (un)loading, possibly after a physical check of the documents and/or the product itself. This customs process might increase the truck turnaround time significantly. n

Third parties


Behavior


In general we expect that all third parties (drivers, contractors and surveyors) will respect the terminal regulations during their stay at the terminal, including the proper use and housekeeping of the sanitary installations for public use. We would like to ask all carriers to observe these regulations when entering our terminals:

• WearproperPPEasprescribed.• Useterminalequipmentonlywhen

authorized.• Donotuseelectricalapparatusinthe

operational zone without a proper permit (e.g., mobile phone, camera and so forth).

• Donotuseelectricalapparatusoutsidethe operational zone without a proper permit.

• Donotsmokeorcreateaflame.• Donotstaynearthevehicleduring

operational handling, unless instructed otherwise.

• AlwaysfollowinstructionsgivenbyVopak personnel.

• Leavethekeyintheignitionlock,while(un) loading the vehicle.

• Alwaysuseproperfallprotectionwhenworking at heights.

• Donotentertheterminalinanintoxi-cated condition (drugs & alcohol).

• Respecttheterminaltrafficregulations(e.g., speed limit).

• Donotperformcoldworkorhotworkwithout a permit.

• Donotenteraconfinedspacewithoutthe proper permit.

If the above regulations are not followed, Vopak Management will determine a sanction based on the nature of the violation and the person’s history of violations. For minor violations, the first sanction is a warning. After a severe violation and/or recurring violations, temporary blacklisting, from three weeks up to permanently, will be considered. n

The weighing procedure is illustrated by the three pictures. This procedure also applies to unloading operations.

Television screens have been installed at the gate house and at the traffic department to allow the driver to check the terminal entry status. These screens display the following information (one line per vehicle): • Loadingbaynumber.•Carriername.• Trucklicenseplate.•Gatecheck-intime.The information is displayed in three colors, with the following meanings:

- Green: access to the terminal had been activated; the vehicle should enter within the next ten minutes, or access will be deactivated.

- Orange: access to the terminal has not yet been activated, but will be activated within the next twenty minutes, the driver should prepare to enter the terminal.

- Red: access to the terminal has not yet been activated, which means that the maximum number of vehicles is already onsite for that bay. n

After receiving the customer’s Reference number and Product name, transport companies are requested to book a slot via the slot booking system. At Vopak Terminal Botlek, slots for the same day (afternoon) may be booked until 14h00. Slots for the following day (morning) may be booked until 19h00.Vopak guarantees up to two hours loading time for correctly booked slots. In addition, drivers should arrive at least thirty minutes before the start of their booked slot. In case of multiple orders per vehicle or a combination of vehicles, the guaranteed slot time will be extended proportionally. If drivers show up without a booked slot, the availability of open slots will determine (un)loading time. If there are no slots available, drivers will be asked to leave our premises. Drivers who show up late for their slots (i.e., less than thirty minutes before the start of the slot time) will only be served if a new (un)loading slot is available. If there are no slots available, drivers will be asked to leave our premises. Vopak does not guarantee loading time for drivers who show up less than thirty minutes before the start of their booked slot.

Upon arrival, all drivers must report to the gate house and complete the handling request form. They should make sure all required documents (e.g., identification, licenses, cleaning certificates) are

available upon arrival. Customer parcels are only released to the correct Product name and customer’s Reference number. All tank trucks and tank containers need to be clean, dry and odorless unless the customer has given written approval for the previous cargo. For clean containers a vacuum test certificate is required.
