Working Group: Long-nosed fur seals in the

Coorong and Lower Lakes

Communiqué No. 12

The thirteenth meeting of the working group was held on 25th May 2017 in Adelaide. The following

COMMUNITY ENGAGEMENT AND COMMUNICATIONS

MONITORING THE ABUNDANCE AND MOVEMENT OF LNFS

• DEWNR conducted monitoring for the distribution and abundance of LNFS’ in the northern lagoon of the

Coorong on the 23rd February, 6th April and 4th May 2017 (See Figure 1). A total of 42, 32 and 33 LNFS’

were counted on these days, respectively. The majority of LNFS’ were seen at Goolwa and Tauwitchere

barrages. The numbers have increased compared to the previous months and reflect the seasonal

fluctuation in LNFS numbers in coastal waters observed last year and elsewhere in the state, i.e. numbers

peak during winter and then decline prior to the commencement of the breeding season in summer. The

number of LNFS’ in the Coorong is expected to increase further over the coming months

• DEWNR is looking for trends in the abundance and distribution of LNFS’ in the northern lagoon of the

Coorong throughout the year. Anyone is welcome to come along on a monitoring trip. Please register

your interest by phoning 0429 487 814.

• SARDI is planning to deploy up to seven satellite tags on LNFS’ from the Coorong starting as soon as

modifications have been made at the fish way at Tauwitchere barrage to better catch and tag the LNFS’.

MANAGING SEAL-FISHER INTERACTIONS

• The third and fourth set of trials with the power haul net by SARDI and commercial fishers were held in

March and April 2017 to test the suitability of this method for the commercial Lakes and Coorong

Fishery. Outcomes from the three set of trials will be presented at the next LNFS working group meeting.

• It is anticipated that SARDI and a commercial Lakes and Coorong fisher will conduct another trial with

the double-winged fyke net, which has been modified further, in June 2017 to also test the

appropriateness of this net for the Lakes and Coorong Fishery.

• DEWNR has met with SafeWork SA and is in the process of designing the permit application process for

the safe use of the underwater seal deterrents in frightening seals. DEWNR was working towards a single

agency approach using inter departmental delegation, but this is not possible for several reasons. The

proposed system of ‘twin applications’, whilst administratively slightly more burdensome, will be

distributed in early June and the underwater seal deterrents can then be rolled out. Only fishers with a

fishing licence for the Lakes and Coorong Fishery are eligible to apply for the two permits and use the

underwater seal deterrents. The permits will be valid for 12 months. Training on the use of the

underwater seal deterrents will be provided.

• Through discussions with Safework SA, a flexible solution to on site bulk storage of the underwater seal

deterrents has been developed. Fishers who choose to store a larger quantity of the underwater seal

deterrents will be able to apply for a specialist storage permit from SafeWork SA enabling bulk storage at

their own facilities. Safework SA have advised that security and storage requirements are easily

accommodated and are likely to be achievable by commercial fishermen. SafeWork SA has offered to go

and look at any facility that fishers may be considering for bulk storage.

(2) SPORT & RECREATION 2.1 Murray Coorong Trail Work still ongoing to develop Stage 1 (Meningie to Seven Mile Road) and Stage 4 (Tailem Bend to Wellington loop). Waiting on finalising signage and then construction can begin. Rubble has been laid in Mowantje Willowar Reserve (Stage 4) that makes this easily accessible for mountain bikes and prams as well as walkers. Murray Coorong Trail management group working on partnership with DEWNR that will hopefully align the trail with the new focus within the State on nature based tourism. 2.2 Tailem Bend Railway Terrace Upgrade Concept plans have been created by Outerspace Landscape Architects. 2.3 Tailem Bend Football Club Connectedness Program Sheridan ran a session with football club president Terry Connolly targeted at committee and leadership group that looked at culture and leadership. A follow up session will occur in early July that will outline strategies to strengthen the connectedness of members through strong leadership and good culture. The club will also host a Suicide Prevention Day on Saturday July 1 and will utilise the services of Tracey Wanganeen from Standby Response Service to run a session aimed at players and supporters to “Watch out for your mate”. 2.4 Tailem Bend Combined Sports Clubs TBCSC will hold a strategic planning session run by Hans van Bavel of Delta Training on Sunday June 25. Session funded by Murraylands Starclub. General Business: Request for Sheridan to send updated Forward Plan to group. Clarification on hub meeting procedures Tracey queried the ongoing co-ordination of the meetings. There was confusion around who was taking minutes at last meeting and who was responsible for coordinating the meetings. In the past it has been the responsibility of the host site, however, it was thought that it would be more effective if one person was responsible for the dissemination of information pertaining to the meetings. Sheridan offered to take on this role for the next 12 months and then re-evaluate. Dates for future meetings are as follows:

Funds remaining in Coorong District Council budget for 2016/17 financial year Tracey raised the budget allocation for items in the Forward Plan and questioned what money still remains to be spent. Sheridan noted the following:

$2,200 – Branding and Signage $4,000 – Marketing and Information $2,000 – Mobile Kiosks $7,000 – Expanded use of tablets for online library services (2017/18 timeline)

Branding and Signage Sheridan tabled signage options with a discussion around these options. The group agreed on the following signage options: Fence mesh signs, Small directional signage, Decals for doors, A-Frame signs. Sheridan to request quotes on these options. Marketing and Information Sheridan discussed the option of creating the following marketing options which were agreed upon by the group. Social media and online video marketing

Development of local video for use in social media and online video marketing. Will trial the effect of video development in appealing to a new generation of people in an effort to increase library membership. Video will be used to showcase the benefits of being a one-card member, in particular the online services available and how you can access crucial information on the go. It will also highlight access to magazines for ‘down time’ after the rush of the day. Cost for the video and online marketing will be approximately $1,000.

E-newsletter. Develop a template for a quarterly e-newsletter. CDC will be responsible with assistance of library staff to source content, edit and publish the newsletter. The newsletter will be delivered via existing networks and will encourage viewers to click through to library services to remind them of what is on offer as well as upcoming events.

Joint promotional material Library bags – generic branding using Coorong Libraries logo, web address and town

names Bookmarks – Coorong Libraries, web address. Look in to possibility of having opening

hours included. Pamphlet – generic pamphlet.

Mobile kiosk There was a discussion regarding the mobile kiosk. General consensus had been that there wasn’t a high need for the use of a mobile kiosk. Tracey noted that she didn’t see how Coomandook would use the mobile kiosk.

Wendy noted that she couldn’t see it working in Tintinara. There was a discussion around whether signage in the street would be more beneficial, however, it was agreed that the $2,000 could be best spent else where. It was agreed to leave this on the table until after quotes for signage had been received. Expanded use of tablets for online library services. Question raised with regards to the allocation of money relating to the I-pad buy back scheme. Sheridan noted that this was marked in the Forward Plan for 2017/18. Query raised regarding the need to spend the allocated $7,000 within this financial year. Sheridan to clarify. Drone Procedures Tracey requested procedures for use of the drone. There was a general discussion regarding use of the drone and it is noted that there is still some doubt as to the benefits of the drone for the libraries. Sheridan provided a response that the drone has been purchased to enable footage to be taken that promotes the libraries and the region. As well as being able to be utilised within the library this footage can also be used to promote the libraries at other locations such as: school front office, medical centres, community centres, council offices. Sheridan encouraged every one to contact her to discuss any ideas for drone use as all requests will be taken in to consideration. Other Business Wendy suggested that the Community Information Stream (CIS) could be used to print hard copies of the library e-newsletter Question was raised as to whether there is any money on budget to be able to put towards screening drone footage? Question raised regarding E-Smart Vision Statement. Wendy noted that Jo was going to put the vision statement under Public Libraries. Angie to forward an e-mail relating to this to the group. Bernie was going to look at the vision statement. Everyone is meant to be working through e-smart accreditation. Angie asked the group how they deal with unaccompanied children in the library after school and are there any guidelines relating to this. Mary has been directed to contact the child’s parents and suggested that you need to consider staff and child safety. Also, as public libraries have more staff, guidelines that relate to public libraries may not relate to school community libraries. Angie will contact Jo and Sue to seek further clarification on this. Tracey tabled letter from DECD sent to Principals. Attached. Angie asked how Bernie is going with this history project as Tailem Bend are interested in a similar project. (4) YOUTH PROGRAMS OPAL program ceases on June 30, after five years of activity in the Council. Key achievements of the program include:

Engaging with over 3000 participants in the program Attendance at over 90 events Partnering with over 50 organisations Involvement in 16 infrastructure projects

OPAL farewell events have been run in Tailem Bend, Tintinara and Meningie.

(5) ARTS & CULTURE 5.1 Creating Coonalpyn- Art Animate award presentation to be held on Tuesday 20th June in Canberra. Overall Award for excellence will also be announced the same day. 5.3 Mosaics Project- The Coonalpyn mosaics group are working steadily on the final two panels of the design. Council is in the process of selecting a contractor to build and install the preformed concrete wall for the mosaics. 5.3 Hospital Mural Project The mural is now complete. It is a strong contemporary mural that translated children’s ideas and commentary about their Tailem Bend Community, their hospital and rural environment. Further independent and related works were installed at the Community Centre, Council Chambers and the Primary School. All works are designed to last a minimum of 10 years and involved children in the making of each site work. This is a child friendly Art project for health, wellbeing, knowledge using creative development with the rural community.

Discussion about the role of the arts group. Tintinara currently has a Hall committee and Tinti Under the Stars committee which organizes performances and events for the community. Patsy said recent performances staged through Shows on the Road have been very successful. That structure is currently working well and the arts group would likely be linked to the development of public art in Tintinara. Ideas discussed included sites for public art, developing a cohesive plan for public art in Tintinara, opportunities for interactive artwork, art embedded into the Tintinara Nature Play Space (although this is a large project in itself and best viewed separately) 5. 6. Project Development and Funding-How it all works Public art can be by commission-ie selecting an artist to develop a work for a particular site or through a community arts and cultural development process where by the artist works with the community through consultation to develop a concept and design for a work at a particular site, then involves the community in the fabrication and installation of the work, up-skilling the community in the process. Developing partnerships are an important part of the process. Community Arts projects offer the opportunity for people to creative expression and skills development in a wide range of areas. Projects can be tailored to meet the needs and interests of different groups within the community. Projects need to outlined in a brief (ie. Site and arts practice identified) then matched with an artist/artist team before seeking funding. Sponsorship or partner funding may also be sought. Coorong District Council arts staff can advise and assist in this process. Generally, funding bodies expect that there will be an applicant contribution to the project. The arts group could start identifying locations for public art works prior to the next meeting. 7. Next Meeting: Wednesday 28 June, 5:30 pm-Chairperson and minute-taker

8. ‘Magic of Music Hall’- opened on the 5th of May as part of the state wide History Month celebrations. The exhibition resulted in a successful community participation, visitation and as a promotion for the upcoming annual Music Hall performance in August. The exhibition transports visitors through its 35 years of rich musical time-lines of costumes, photos and talent that lies within the Music Hall community. Exhibition concludes 14th of July.

(7) COMMUNITY HEALTH, DEVELOPMENT, ENVRONMENTAL & ANIMAL

PROGRAMS 7.1 Tintinara Community Men’s Shed Newsletter

Hi All, We’ve decided to send out a newsletter this month although we haven’t had a meeting. It didn’t seem much point as there isn’t a great deal to discuss The past couple of months have been quite busy, particularly with the Garden Beds. The order of 12 from the Naracoorte School has been finished and we now have 8 or 9 as a result of the Lions Auction Day, it really is fantastic, as income from the beds has allowed us to keep moving on with the Shed’s extension. And speaking of the Shed Extensions, they really are moving along well now. It was a real lift to finally get the Septic Tank buried and all the pipes in place. I must say though, I’m rather tired of picking rocks! But the area certainly does look good, all tidied up. Many, many thanks to Jim , Michael & Binita----for the use of their Back hoe and roller, Stu for his loader, and Geoff who seems to come up with all sorts of machinery when, and as it is needed. Since our last newsletter, the front door has been installed, the floor finished and sanded the toilet walls have arrived and the closing in of the sheds end is well on the way. I’m a bit worried though. As fast as we build the extensions, Jim, Terry and Co are removing the original corrugated iron shed wall. It is however all progress, as we endeavour to find enough rollable galvanized iron Speaking of Galv. Iron, we have a Hay shed to dismantle with some really new looking Galv Iron. We may need it to replace the cladding on the original shed the way the garden beds are going. WE also have to dismantle the Sun Shades at the bowling green (school Side). There will be 40 short 6 ft lengths of 1inch pipe and 8 foot Galv iron, so it will be worth getting. Many thanks to the Bowling Club, We really are the Kings of recycling! I’m very impressed with Malc’s rocking horse. I sit there and dream of the completion of the extensions so I can tackle some woodworking projects that I have had lined up for a couple of years. WE will get there. I think we can actually see an end, and I know that the work will be worth it. WE have the disc Golf Tournament this weekend and the area has been mown and it all looks good. Baskets have been shifted, new signs up and it is looking as we originally thought that it would. Good to see Frank back on deck after a stay in hospital, and also Charlie. I am still waiting to see how Charlie gets on with one bent leg and one straight one! Graham is now back on deck and it’s good to see him at lunch times.

7.2 Meningie Dry Area Survey for the Dry Area has closed. Advisory Group met on Wednesday July 14 to discuss key findings from the survey. An evaluation report based on community engagement will be presented at the July Council meeting.

(9) INDIGENOUS INTERACTION/PROGRAMS 9.1 Sista Girl-State Theatre Company performance held at Tailem Bend Town Hall, Friday 26th May-attended by 60 people. A good performance attended by public and students from Coomandook Area School. Followed by Q & A session afterwards. 9.2 Blackscreen- A Country Arts SA event held at Tailem Bend Town Hall on Friday June 2nd. Evening commenced with soups and damper-catering by Little Local Co. Uncle Moogy and Tal-kin-jeri dancers welcomed the audience to Ngarrindjeri country. This was followed by a screening of Indigenous films including 2 local films. This was a regional Reconciliation event supported by Coorong District Council, Rural City of Murray Bridge and Hepatitis SA. 9.3 Aboriginal Diggers Residency No.2 –There will be an information and community consultation session held Wednesday 21st June at Raukkan with resident playwright, Glenn Shae and creative producer, Lee-Ann Buckskin. This second residency will centre around the development of a script for a theatre production based on the life of Ngarrindjeri Digger, Roland Carter. Skill development workshops will be held for community in the disciplines of writing and acting. The outcome of the residency will be a script reading on ANZAC 2018. 9.4 Silk painting workshops will be held in Raukkan for the July school holidays program. The outcomes will be exhibited in the Alexandrina Council exhibition, Drawing on Country in November at South Coast Regional Art Centre. Thanks to the Tintinara Men’s Shed for making the frames.

9.5 NAIDOC Flag Raising Ceremony to be held on Wednesday 5 July at the Meningie Info Hub, followed by morning tea at Meningie Community Health Centre. There will be performances by Rita & Michael Lindsay and Rritjarukar (Willy Wagtails). The theme for this years NAIDOC Week is “Our languages matter”. There will also be events held at Raukkan on Thursday 6 July from 10am.

And, the cafe opposite the silos make the BEST steak sandwiches. Yummy. Also very tasty pancakes and waffles further down the road. Perhaps more silos throughout the state could be painted."

3. TINTINARA COMMUNITY MEN’S SHED NEWSLETTER 14 JUNE 2017 Hi All, Not long since the last newsletter, so this one will be shorter. The Committee decided to join the SA Men’s Shed Association when it starts. Geoff has volunteered to attend the first AGM at Elizabeth on June 24th. We probably need to join the SA Shed, but I sure hope the whole organization does not get too top heavy. The National Conference is at the Gold Coast in Sept. Geoff is also hoping to attend that. (Might have to stoke up that new car) The extensions are moving along well now. The window above the door has been replaced and locks on all the doors, so it’s now lockable. Well done to Geoff on those locks. I saw them all in pieces on the table, and wasn’t sure that we would see them work again. Replacing the last of the roofing iron is on the go. The boys were cutting new galv iron to length recently for the job. Definitely the news of the month is that Chris Johnson(Mt Boothby Pastoral Co.) called in and will be donating the wall lining for the West and North Walls, in the new kitchen area. This is a very substantial donation, for which we are extremely grateful. We can now go ahead with the kitchen area as we finish off the Shed instead of waiting for finances (grants etc) WOW! The Committee decided to have a go at making 1000 wooden blocks. Frank’s nephew has offered a couple of days help for Geoff with the windows and the toilet walls. Might be a few weeks away and we will need a few volunteer gofers when this takes place. It was disappointing to hear that the Tintinara Development Group has decided to call it a day. Tintinara will definitely be the loser, as they were the movers and shakers of a number of significant developments that happened around Tinty. Tintinara Development Group was the instigator and group behind the formation of our Tintinara Community Men’s Shed. The Committee decided that the Shed will liaise with the school in organizing Anzac Day and Remembrance Day. We have to keep remembering that the Shed is not a Service Club, but these are two days that we think we can handle. You wouldn’t believe it , but both of our Milwaukee drills have stuffed up. Both have been repaired on warranty (phew.) Apparently they had been dropped on their nose! So please be careful with the drills as there are no more warranty claims. The Charger also decided it had had a enough, so 2 new batteries with a charger thrown in is on the way.

Our finances are in good order, but as the extensions near completion the coffers are starting to empty out. I find it exhilarating to see how far the Shed has come without entering financial hardship. While on finance, please note that Subs are now due. I know we have members who don’t attend the Shed, so please, to those people, join up again and keep supporting the Shed. Another year should see the building near completion. Terry is to be our delegate on the Lake Indawarra Committee. Thanks Terry. Sorry to hear that Herb has had another health set back, so hope you feel better soon Herb. Last months park was Avenue of Honour Tailem Bend

This is the Coorong’s newest park, with lawn sections and trees planted just 12 months ago. Each of the 12 Claret Ash trees represents a local serviceman who did not return from WW1. The Claret Ash was chosen because it is on South Australia’s heritage icon list, the cultivar being first discovered in South Australia in 1910 in the Mt Lofty ranges. This avenue is to be listed on the National Register of Avenues of Honour and will become an attraction in its own rite to people who seek out these living memorials to those who gave their lives for their country. Future plans include a partnership with the community to place memorial plaques at each tree for the serviceman they represent. The Avenue of Honour is a linear park connecting the Rotunda to the Railway station, RSL monument and the Willow street precinct, tailor made for a stroll and some contemplation of the Nation’s history.

Meningie Columbarium Wall

Work has commenced on the new

Columbarium Wall at Meningie

Cemetery.

The footings and pathway are in, and

construction of the brick work has

commenced.

Pangarinda Toilet

The building slab and septic tank are

installed. Water is connected.

The physical erection of the building is

anticipated to be completed by the

end of the month.

Meningie Stormwater The contractors will be mobilising and

setting up their works compound during

the course of the next couple of weeks,

with physical construction set to

commence on 3 July. Variable Message
