Why specific modules exercises ?

• Different to “traditional” full scale exercises (which are bigger, involve planning of participants, financial contribution of organisers) –

• Focus on functions and on operational cooperation – procedures

• Train main principles, functions, interoperability etc.• Train registered teams which are likely to meet in a real

emergency• Cooperation of different kind of modules• Compatibility of equipment• Common understanding of safety and security

Second cycle of exercises was suspended. The exercises of the third cycle will be carried out from November 2012 to May 2013.

Main objectives of the last tenders• In 2009: Staff exercises for key personnel of civil protection

modules, TAST and European Civil Protection Team (EUCPT) plus two lots of three field exercises for defined type and amount of civil protection modules, TAST and EUCPT.

• In 2011 only two lots of three field exercises for defined type and amount of civil protection modules, TAST and EUCPT.

• Staff exercise shall ideally prepare the key personnel for the field exercises.

• The field exercises of each lot shall be organised in a similar way, to be able to use synergies and draw lessons learnt immediately.

• Staff exercise might be part of the tender again• Combination of modules in the field exercises• Requirements/experience for bidders – strong civil

protection focus needed, as well as close cooperation with civil protection institutions in Participating States

• Financial questions concerning financial capacities but also payment methods (including possible upfront payment for participating modules) will be evaluated and might be amended.
