This innovative initiative on the part of TRAM was most enjoyable while supporting a truly praiseworthy cause. It also must be noted that TRAM’s three-day fall exhibition was a great success with the quality surpassing itself from year to year. The addition of most creative works by our talented local secondary school students was a joy to behold. BRAVO! The more challenging part of 2006 had to be the transition to our reconstituted municipality and dealing of the new regime of the Agglomeration Council with the imposition of two tax bills. Since mid-August, Council along with senior staff have been preparing the 2007 budget, which is a priority at this time of year. We will present a balanced budget and, hopefully, one which will maintain stability with the present year. Every effort will be made to cushion the effects of the new assessment roll. On behalf of Council, I wish each and every citizen of our Town happiness, peace and serenity for the Holiday Season and especially throughout the New Year 2007. As we approach the wonderful Holiday Season and the dawning of the New Year, it is appropriate that Town Council bring you another issue of its Information Magazine. The Town of Mount RoyalCouncil Meeting is usuallyheld on the last Monday of each month, except in the event of a legal holiday.In that case, the Meeting is usually held the next day.The meetings are held at 19:00, at Town Hall, 90 Roosevelt Avenue.

FLASH ON TOWN COUNCILCOMMITTEESWe are approaching the end of 2006, a year that really marked a new era for our Town.

The new Planning Advisory Committee ( CCU ) got to work with great determination and 2006 is a remarkable year in terms of residential development. Up to November 1, 2006, the Townissued 625 construction and renovation permits, which represents a 20% increase over the previousyear for an estimated 30 million dollars in development costs.

Among the files handled, 18% involved enlarging backyards or new construction, 34% involvedreplacing an architectural component on the façade, 18% involved adding a full or partial floor andthe rest involved various renovations.

The CCU also reviewed requests for minor derogations. There were 5 in all, down from 2005.

Several projects had to be studied several times, in order to allow the proposals that were submitted.Over 28% of the files submitted to the Committee were the object of more than one work sitting,compared to 34% in 2005. Adjustments to regulations, PIIA information sessions and theimplementation of online by-laws should, no doubt, enable that proportion to be even further reduced.

The number of commercial and industrial files decreased by approximately 20%, but the estimatedcost of the work remains the same, at about 20 million dollars.

To finish things off, 226 new families settled in our Town. We welcome these new residents and we also thank all those involved, closely or from afar, in our Town’s development.

The Committee will of course pursue its sustainable development policy in 2007, particularly in the area of architectural and urban development.

Committee

The Joint Committee on Town Centre ended itsmeetings by making a number of recommen-dations to Town Council. The committeemembers had the opportunity to meet withseveral merchants and business people, withwhom they exchanged opinions and ideas.

Revitalizing Town Centre will require com-mercial development that reflects the opinions ofthe consumers, as surveyed by the Léger Marketingfirm, in particular increasing the number andvariety of business establishments in the retail andfood-service segments.

The committee members addressed this need byproposing specific short and long-term measures. I hope that Town residents appreciated theflowerpots we had installed on the Town Centre

bridges. I would like to thank the committeemembers and their guests for helping to buildbridges—in more ways than one—between theresidents of our Town’s east and west sides.

Lastly, as we approach the most festive and joyfultime of the year, I want to take advantage of thisopportunity to wish our fellow citizens a holidayseason filled with wonder and delight.

The Finance Committee has held three meetingsthis year. As Chair of the Comittee I have thepleasure to work with members motivated andinterested in the quality of the various financialaspects of our Town. The members are: Mrs.Minh-Diem Le Thi, Vice-President, Mr. NicolaeCalinoiu, Mr. Hy London, Mr. Derek Speirs, Mr. Michael Weinerman, Mrs. Nathalie Rhéaumeand Mrs. Ava Couch.

The following highlights some of the subjectsdiscussed and action taken by our Committee:

- High level end-of-year forecasts are nowprepared after the preparation of the June results.

- The budget for the year 2007 is being preparedon a quarterly basis. Certainly in the first yearthere will be some growing pains with theintroduction of this procedure, but over time itwill allow us to better analyze the Town’s results.

- The Committee examined the informationdocument that was sent to residents with lastyear’s municipal tax bill and requested somechanges to make it more understandable tothose receiving it. The Town Staff will beimplementing these changes into the documentthat residents receive in January 2007.

- A revised Town of Mount Royal web site willbe introduced in early 2007. The Committee hasheld discussions on the financial informationthat should be included and what sort ofinformation would appear on the FinanceCommittee’s web page. During 2007 we expectthat the contents will evolve and theinformation will prove useful for our residents.

- At the request of one of the CommitteeMembers the staff verified that date of paymentof tax bills is the date received in the office andnot the post mark shown on the envelope.

Environment and sustainable development committee

It’s no secret that the earth is heating up and that our climate andour environment are currently evolving. Faced with that reality,it’s up to us, as citizens, to take proper action in order to lessenthe effects of this evolving crisis.

The Town of Mount Royal is aware of the urgency to act and istaking action. The Environment and Sustainable DevelopmentCommittee’s mission is to suggest new policies that will betterprotect our environment and our green heritage and to help the Town and its citizens make better use of our resources while respecting a new sustainable development approach.

Since this fall, the Committee has been working, in collaborationwith the Town’s experts, on developing new policies that we hopewill make a difference and thus preserve our community’s qualityof life. In this issue of the Info Town of Mount Royal newsletter,you’ll find a first « green » report offering you a few helpful hintsand concrete and easy courses of action to put into practice thatcan make a difference.

We should point out that the Environment and SustainableDevelopment Committee is made up of citizens who take the futureof our environment to heart. These citizens are Mrs. Judy Bock,Mrs. Marie Castonguay, Mrs. Joelle Pelletier, Mr. Jean Landry andMr. Jean-Marc Séguin.

Public security

committeeThe Public Security Committeeheld its second meeting this yearon September 19. Many issueswere discussed, among which apresentation by the Montrealfire department (SSIM) on firstresponders. This public servicewill be implemented in phasesover a three-year period, andwill be fully operational in 2009.

As far as the police departmentis concerned, a reduction inoverall crime rates has beennoted and the bicycle patrolresponse emphasized. Also,following complaints fromresidents, monitoring has beenincreased to moderate speeding.Although home invasions are down, the Committeesuggested that we remain vigilant.

Mr. Maratta has recently beenappointed as Public SecurityDirector after 31 years of policeservice in the Town. Manychallenges await him, and weare confident that he will be upto the task. He will submit hisplan of action for the PublicSecurity Department at the nextCommittee meeting.

I wish to express thanks to our members, Mrs. ColetteCharest, Mr. Desmond Clarke,Mr. Lew Greenberg, Mr. JamesHanna, Mr. Patrick Zachariaand all our staff for their invol-vement in the Committee.

The end of the year approaches with positive and concrete actiontaken by the CSRCS Committee that will have productive impactfor our community’s future. Given clear vision direction by themembers, both Chairs of the Committee undertook the intenseand detailed process of ensuring this conceptualization be appliedto the telephone survey/census. Their mission was to provide theCommittee with as much meat as possible from which to carveout their vision – short and long-term. This was only accomplishedthanks to the enthusiastic participation of all of you - the Committeeand Council thank you for your invaluable involvement. ( seetext p.8 ) Recommendations will be presented to Council for theirconsideration in investment in not only future programming butinfrastructure potential.

Many thanks to our Committee members for their patient guidancein vision and formulation of recommendation brief.

We take this opportunity to extend our best wishes of continuedblessing to all of our community this holiday season and in the new year.

Heritage committee

This year has gone by quickly. Many projects ofwhich we spoke of within our initial campaignhave already begun; largely through the diligentwork of Council and all who work in our Townat every level. More are in the wings and will beeventually brought to fruition. As Chairman ofthe Heritage Committee I am privileged to workwith many groups and individuals who areinterested in developing and protecting thearchitectural, cultural and multicultural heritageof the Town. Within this time we have already

reviewed a future policy regarding the arts; wehave also discussed the possibility of publishinga repertoire of artists and cultural associations andof establishing sessions in the future that willinform old and new residents on the architecturaldistinctiveness of our Town.

I am also part of a collective vision that withinour four year term with the other members of Council I hope to attain. My challenge in the coming year will be to share this vision withour fellow citizens of Mount Royal on behalf of the good of all in our community.

Best wishes to all residents. May the magic of the holiday season provide you with an oppor-tunity to celebrate with family and friends.

New property assessment rolland defermentThe new triennial evaluation roll was tabled publicly on September 13, 2006, and will be effective January1, 2007. The increase on taxable property assessments in this roll is substantial. It represents an averageupward trend of 37.2% for the Town of Mount Royal and is comparable to the situation affecting the entireIsland of Montreal. These assessments were derived from sales transactions reflecting the true market valueas of July 1, 2005. The new assessment roll leads to uneven changes in property values in the Mount Royal area. Some sectors of the municipality will be subjected to an increase of over 50% compared to the previous triennial roll.

In order to attenuate the impact of the new roll coming into effect, Town Council has opted for thedeferment of changes in property value over a three-year period as permitted by the Act ConcerningMunicipal Taxation.*

Thus, the value used to set 2007 municipal taxes will be determined using the unit’s property value priorto the roll being tabled. Then, one-third of the newly tabled change in value will be added or subtracted,depending on whether the value increases or decreases. That value is known as the adjusted value.

In 2008, two-thirds of the change will be added or subtracted, as need be.

In 2009, the total change will apply; the roll value will determine the amount of municipal tax.

The following example illustrates the calculation of the adjusted value of two properties. One property’sroll value was reassessed upwardly, while the other decreased.

You can consult the new roll of property values in order to obtain the newly-assessed evaluation on yourhome by visiting the Town Hall at 90 Roosevelt Avenue during regular business hours. This roll is alsoavailable in electronic version in the evaluation section of the Direction de l’évaluation foncière de la Villede Montréal (D.E.F.V.M.) Website: http://services.ville.montreal.qc.ca/evaluation

If you do not agree with the assessment of your home

If you have serious reason to believe that the assessment for your property does not reflect its real marketvalue, you can request an administrative review by completing the appropriate D.E.F.V.M. form, which willbe available at Town Hall, located at 90 Roosevelt Avenue. The duly completed form as well as paymentof the required fee, which is not refundable, must be forwarded to the D.E.F.V.M. offices. However, beforetaking steps for a review, you may wish to consult with Mr. Stephan Jacques, the assessor responsible for the Mount Royal area.

Recently, you’ve probably noticed the appea-rance of «danger yellow» oval-shaped signs,unmistakably different from other local signs.

These new signs serve to mark out MountRoyal’s school corridors.

Since the Town of Mount Royal isalways committed to ensure the safety

of all its pedestrians, it decided to make a special effort for schoolchildren who walk tothe Town’s five elementary schools every day bysetting up a network of school corridors. Schoolcorridors are a network of streets chosen amongthose best suited to ensure the safety of thechildren who use them. To qualify as a schoolcorridor, a route must be studied from variousangles, including the children’s natural tendencyto use it, proper street lighting, the presence ofBlock Parent homes, surrounding traffic densityand crosswalk safety, for example.

With proper signs, school corridors will nowenable schoolchildren to better identify the safestroutes to use when walking to Town schoolseveryday. As for motorists, aware of the existenceof a school corridor, they can exercise morecaution and contribute even more to the safetyof the specially designed routes.

The creation and implementation of MountRoyal school corridors is the result of a collaborative effort made by the Town, its elementary schools, the Montreal PoliceDepartment and Mount Royal Public Security,each having contributed to identifying the safestroutes.

It will now be up to Mount Royal’s elementaryschools to provide their students with a map ofthe various school corridors that they can use.The five schools will also insist on the precautionsto take for a safe return home. To that end, theschools will partner up with Public Security andthe Police Department in a new effort to promotepedestrian safety awareness.

The completion of major reno-vation work finally enabled Mrs. Marie-Josée Boilard andMr. Armando Risa, the newoccupants, to display greatpride and emotion in showingMount Royal residents thechanges that have been made

to the prestigious building,originally built in 1787 andwhich is now accessible for allof our gourmet needs.

The launch followed a firstopening of the Caffe–Gelato,attached to the main building,last July. Once again, as was thecase last summer, the results ofthe renovations to the mainroom are spectacular and thecuisine proposed by ExecutiveChef Armando, originally fromRome, is absolutely exquisite.

La Villa Armando offers a variedmenu well suited for businessmeetings, family dinners orromantic evenings.

We should point out that thequality of the business proposalpresented by Mrs. Boilard andMr. Risa caught the attention ofthe Town of Mount Royal lastspring when a call for tenderswas made for the rental and useof the heritage-style building,which the Town has ownedsince the 1970’s.

Mrs. Erin Kennedy and Mr. Fouad Sahyoun,Town Councillors and co-chairs of theCommittee for Culture, Sports, Recreation andCommunity Services, wish to thank the 1001residents who agreed to devote a few minutes oftheir valuable time to answer the questions of theCROP pollsters.

The main goal of the survey, drawn up with thehelp of the Committee members, was tocharacterize current and future use of Townrecreation services. The survey also hoped to pinpoint the various clienteles and theirrespective priorities, both in terms of pro-gramming of activities and investment ininfrastructures.

Among the many significant results obtained asa result of this survey, the following points topthe list:

- The parks (42 %), the pool (36 %) and the library(25 %) are the most frequented facilities.

- Over two-thirds (68 %) of residents have takenpart in the Town’s recreation, cultural and sportsactivities programs over the past 12 months.

- Of all the activities that respondents and theirfamily have taken part in over the past 12months, sports activities programs top the list(42 %), followed by classes and training (14 %),library activities (14 %) and cultural activitiesprograms (13 %).

- The library enjoys a high rate of use (77 %) byrespondents. Of that number, 38 % point outthat they use the library on a regular basis. The loan/reservation/transfer department staff(97% satisfaction) and interior arrangement(91% satisfaction) are the most satisfying aspectsaccording to users.

- Among the priorities of action brought out byrespondents, investments for better access to anindoor pool (20 %) and for enlarging the library(17 %) top the list.

- 57 % of respondents say that they are in favourof building a community centre for arts and culture. If such a centre were to open, 60 % of respondents intend to frequent it. That percentage is higher among youngerrespondents and among new Town residents.

The many results gathered from the survey willenable the Town to continue to positionrecreation, cultural and sports activities asimportant parts of the Mount Royal community,both now and for many years to come.

The 2006 edition of this majorannual event provided anopportunity to spotlight theremarkable heritage features of the house located at 55Kindersley Avenue in MountRoyal.

Built in 1929 in an eclectic style,the house has been admirablypreserved over the years.

Distinctive features include a steeply pitched roof thatemphasizes the house’s height,casement windows with leaded

lights and decorative shutters,and a three-window dormerthat adds relief and flair to theroof. The chimney’s checkeredpattern contributes colour andcharacter to the main body ofthe house. Many activities are planned for the holiday schedule: HockeyGames, Movie Nights, Tobogganing, Scrapbook making, makinggingerbread houses, etc.

The youth council

December 2 was the very first meeting of this new project. The Youth Council is a group of teens formed from members ofthe Youth Centre. The group is led by a Youth Centre Animatorand will meet once a month to discuss things such as activities for the Youth Centre, special community projects, etc.

Spring Break:

There will be a lot of youth activities this Spring Break, March 5-9. The Town will be offering a day camp with daily themes forchildren age 5 to 11. The themes this year include: Hawaiian Luau,Wild West, Secret Agent, Animal Kingdom, and Space Voyage.

Registration for the Spring Break camp will take place fromFebruary 12 to 16 at the Recreation Centre. There will also bespecial hours for the age 8-12 program and the Youth Centre, withplenty of fun activities to keep everyone busy.

Made up of ecological solutions specialist Frederic Abrahamand « green » patroller Simon Auger, our environmentalbrigade walked and biked the streets of Mount Royalthroughout the summer of 2006, offering residents soundadvice, free of charge, on how to protect the environment.

During that same period, the interventions targeted by our twostudents also provided an opportunity to offer greater support tobusinesses in the industrial sector when it comes to new recyclinginitiatives, as well as to continue the “Dragnet” operation, whichis the distribution and installation of nets that hold recyclablematerial in place in the recycling bins used in the residential sector.

The brigade was particularly active through its contribution to theefforts made by the Town of Mount Royal to promote sustainabledevelopment. The brigade was involved in information workshopsabout recycling, composting and the use of ecological methods asan alternative to pesticides. It was also on hand at special events,such as Summerfest and certain theme activities organized by theday camps.

It finally seems that awareness campaigns dealing with the use ofpesticides, which started in the summer of 2004, are starting topay off. During the beautiful season, although to a lesser extent,citizens continued to call upon the advice of the ecological solutionsspecialist in order to come up with alternatives to using pesticides.So the Town of Mount Royal’s “green” ideology not only stirs upreal interest, but also meets a very concrete need, a need that isfelt more and more by its residents.

Under the home watch service, the outside of your home is checked twice a day. During each visit,a patroller makes sure that your doors are securely locked and that everything is normal. As a preventive measure, your mailbox will be emptied and your mail will be kept at the PublicSecurity Department until your return. Newspapers and circulars, however, will be discarded. Also,to avoid attracting burglars’ attention, we recommend that you continue to have your drivewaycleared in case of snowfalls and to leave a light on inside the home to make it look lived in. As a fireprecaution, never leave your Christmas tree lights on.

Are you planning to be away from home during the Holiday Season?

Unless otherwise indicated, continuous parking for more than fourhours is prohibited in Town of Mount Royal. The by-law evenprovides for a presumption of continuous parking by the driver incases where the vehicle is used but parked again in the samelocation or on the same block.

That presumption is intended to ensure that emergency vehiclescan circulate freely at all times, facilitate street maintenance,improve the effectiveness of Public Security patrollers and policeofficers on patrol, and preserve Mount Royal’s character.

OVERNIGHT PARKING PERMITS:

The four-hour parking rule is enforced by Public Security patrollers.However, you may obtain a parking permit if you cannot park inyour driveway due to street work or if you have visitors.

Holder: The permit is issuedfor one vehicle and for onespecific address

Duration of permit:Three consecutive nights,valid between 0 : 00 and 8 : 00.

After 8:00, the four-hourparking rule applies.

By-law 1340 concerning the management and protection of cats and dogs stipulates that the custodianof a dog or a cat shall obtain each year a license for the custody and identification of each animal.

Important change made to by-law 1340 for 2007:

Following a recommendation made by l’Ordre des médecins vétérinaires du Québec, the owner mustprovide the Town with a valid certificate, signed by a veterinarian, attesting that the dog or cat hasbeen given a rabies shot.

The Town wishes to remind you that it is prohibited to keep more than two (2) dogs over six (6)months old and/or more than two (2) cats over three (3) months old in a housing unit. The By-lawalso provides for a fine of seventy-five dollars ($75) for owners of unlicensed pets.

Valid licenses for the period from January 1 to December 31, 2007 are now on sale at the servicecounter of the Town Hall located on the 2nd floor of 90 Roosevelt Avenue.

Note that the permit is free for guide dogs.
