P169 DEVELOPMENT OF THE CERTIFICATE IV IN DRAFTING

Industry Validation and Feedback: Draft 2 Version 2 (D2V2) Following a meeting of the PSC on Thursday 30th January 2014, agreed changes or updates to the units and qualification were implemented. The units and qualification were then uploaded to the CPSISC website and industry feedback invited. The closing date for feedback to the D2V2 units was Friday 28th February 2014. Most of the feedback received was positive. All suggestions have been responded to in the Issues Register, including some suggestions that have been previously discussed at length by the PSC and determined including the name of the qualification, the decision to not split the units between residential and commercial and the use of BIM.

Those suggestions the PSC is asked to consider and determine include:

Revision of Packaging RulesFeedback received during the public validation phase of D2V2 units and qualification, revealed that the unit CPCCOHS2001A Apply OHS requirements, policies and procedures in the construction industry, (a proposed core unit of the Certificate IV in Building design drafting) was not appropriate for those performing the role of a drafter for a range of reasons, including requiring access to live building sites. Following consultation with all PSC members, it was agreed that the unit would be removed from the proposed core and the packaging rules amended as follows:

Update to Issues Register: Production of D2 V2 unitsFollowing a meeting of the PSC to discuss first draft units, work commenced on producing second drafts to reflect the agreed decisions of the PSC. As this qualification will be the first of those CPSISC qualifications to go through endorsement under the new standards for Training Packages, it was deemed prudent to have the second draft units evaluated by an NSSC QA panel member and to address any areas highlighted as requiring further attention. This was done, and work was commenced on further refining the second draft units. A technical sub-committee of the PSC was formed to provide technical advice on the content of the units and to ensure the correct balance was achieved of fulfilling NSSC requirements and meeting industry requirements. The prime changes to the units have involved:

Increasing specificity across each unit and its Assessment Requirements Increasing consistency across each unit’s Application, Elements and PCs, Range of Conditions and Assessment

Requirements Increasing consistency between the Performance Evidence and Knowledge Evidence in the Assessment

Requirements Improving the wording of the Foundation Skills to reflect the content of the unit.In the Assessment Requirements of each unit, there is now the common requirement to demonstrate competency across 3 building projects as defined by the Building Code of Australia, at least one of which must include a class 10 component:

One building selected from classes 3 to 9

At least one of the building projects must be 2 storeys and one building project must be 3 storeys or more.

This has ensured greater specificity and clarity regarding what constitutes competency and the corresponding Knowledge Evidence section has been revised to ensure it also provides the specificity and clarity for what knowledge must be assessed.

The Range of Conditions for each unit have been further scrutinised to ensure they contain only those items which ‘must’ be included in assessment and which apply across all projects and all jursidictions.

As a further update, the unit CPCPCM4003A Produce 2-D architectural drawings using CAD software is now replaced by CPPBDN5017A Produce 2-D drawings for building design projects using CAD software, which was endorsed on the 5th of December 2013.

Issues Register – first drafts

Summary of findings and advice

Feedback was received from 18 proponents and a high level of support was provided for the vast majority of units and the qualification. A small number of proponents (4 in total) provided detailed feedback seeking more substantial changes. These were from two officers of related industry associations, one RTO and one industry member. In many cases, their feedback has offered useful suggestions to refine units and the PSC will note that such suggestions have been recommended for acceptance. In other cases, some advice has been sought from the PSC regarding inclusions to units and such instances are prefaced in the Comment/Action column with ‘Seek PSC advice’.

The packaging rules:The PSC has to date, agreed with the selection of units for the core and elective pools of the qualification. The issues register shows some differing opinions regarding the composition of core and electives.

In providing the following comments it is recognised that these views are proposed by individual respondents. The PSC is in the best position to take a national overview and make a final decision.

One TAFE NSW proponent believes the core is not reflective of the role of the building design drafter and has suggested a proposed amendment to the core with the addition of several units.

Another proponent (from a WA TAFE), is content with the core but would like the number of electives reduced down to 2 or 3.

Whilst another WA TAFE proponent believes the following four core units of competency should be electives or combined to form two units of competency, presumably due to overlap:

Collect, apply and store building design project information. Set up software and files for building design drafting projects. Import or transpose information from external sources into digital building design drawings. Apply file management processes for safe and effective storage and retrieval of documentation

The PSC is advised that a number of comments were received regarding the need for additional units or their use in the ‘core’ of content about CAD and BIM applications. This matter was discussed extensively at the last PSC meeting and the fact that the use of CAD and BIM software is intrinsic to and embedded within a number of functional units. Comments regarding explicit units about software use are often made (in this and other projects) given their historic appearance in state-based curricula. What is clear, however, is that at implementation advice need to be provided to RTOs to inform them of methods to ‘unpack’ and interpret units of competency and plan classroom based delivery which will enable appropriate focus on the ‘enabling’ skills of CAD and BIM usage.

The PSC is requested therefore to consider the core and electives of the qualification and provide confirmed feedback to the technical developers in preparation for the next iteration of the qualification.

Residential versus Commercial focusA small number of proponents (3 in total) commented on the need for a split between a residential and commercial focus, however our advice is to retain the structure of the units and qualification as they are currently.

It is the view of the technical developers that there is possibly a lack of understanding among some stakeholders that a unit of competency is not a training delivery tool. Training providers are required to ‘unpack’ units of competency and to deliver in some cases a range of subjects to cover the scope of a unit of competency. This lack of awareness is evident in, for example, the suggestion that the unit ‘Apply compliance requirements to technical construction documentation’ was too big to be a single unit and should be split to provide a residential and commercial focus. The technical developers believe that it would be perfectly feasible for an RTO to deliver the relevant parts of the NCC/BCA to cover legislation pertaining to commercial and residential building, in order to deliver the skills within the unit. It is recommended therefore that the unit remain a single unit however, the PSC is asked to discuss and confirm its position on this point.

The Issues Register table which follows, provides an opportunity for consideration and finalisation of this matter by the members of the PSC.

The Draft 1 Units of Competency

Foundation skillsThe technical writers and CPSISC will be meeting prior to the development of Draft 2 units to agree on the required consistent approach to addressing foundation skills. As a result, where feedback or comments have been received regarding Foundation Skills, the response has indicated that a consistent approach agreed to by CPSISC and the PSC will be finalised prior to work on the Draft 2 units. Other comments regarding inconsistency in the language used across some units’ Application has been acknowledged and again, the technical writers will address this prior to commencing writing of Draft 2 units.

Assessment requirementsDue to some comments received indicating insufficient or unclear assessment requirements, the PSC is asked to consider the adequacy of the assessment requirements and performance evidence including the frequency of tasks required to demonstrate competence, in the following units:

Apply compliance requirements to technical construction documentation.

Currently, Draft 1 of this unit requires:

‘A person demonstrating competency in this unit must be able to provide evidence of the ability to apply relevant construction codes and standards to documentation for a minimum of four building projects (two residential and two commercial or industrial)…’

Proposal by one proponent:It was suggested by one proponent that the two residential projects should include one single and one double storey dwelling, while the two commercial or industrial should include one Class 2, 3 or 4 & one class 5,6,7,8 or 9 Type C Construction under 2000m².

Collect, apply and store building design project information

Currently, Draft 1 of this unit requires:

A person demonstrating competency in this unit must be able to provide evidence of the ability to collect, apply and store information for three different building design projects, including:• applying and maintaining project file naming and storage systems, including systems for monitoring file removals

Combining units of competencyThree proponents (2 TAFE, 1 industry), believe that the following two units duplicate content and should be combined into one unit:

• Collect, apply and store building design project documentation• Apply file management processes for safe and effective storage and retrieval of documentation

One additional proponent (industry association) suggests that ‘Collect, apply and store building design project documentation’ should actually be one element in the units:

• Prepare documentation for building approval• Prepare documentation required for planning approval

The PSC is therefore asked to consider the above proposals.

4. 11-06-13 RTO, Vic I can’t provide specific comments on either the qualification or the units as they are outside my area of expertise. However, I am interested in how ISCs are approaching the new Standards for Training Packages, particularly the template for designing a unit of competency. I acknowledge that there are no clear guidelines for Foundation Skills

In relation to the wording used for Foundation Skills, this issue is recognised and will be addressed in a separate discussion with CPSISC prior to development of Draft 2 units.

(FS), so I can’t be too critical, however I notice there are some inconsistencies in the way FS are presented in different units. Whilst you state in most instances the identified FS are explicit in the performance criteria, some ISCs are actually numbering the performance criteria in which the FS is explicit, or found.

In respect to Range of Conditions, in some instances they appear to more along similar lines to Range Statement, so I question whether there has been detailed thought as to whether they are essential to operating conditions.

In respect to Knowledge Evidence, I would argue that in some instances what is listed is better defined as a skill rather than knowledge. I also feel that some of the knowledge listed is fairly general and it might be difficult for evidence to be provided.

Re Knowledge Evidence: the list of knowledge evidence will be reviewed by the editor and anything considered a skill or simply not knowledge, will be picked up in final draft.

5. 11-06-13 Industry Association (National)

After reviewing the information provided, the Spatial Information & Cartography Commission is of the view that the proposed Certificate IV is a national qualification in drafting for the architectural and building design sectors, and not readily applicable to the spatial information, cartography, GIS, photogrammetry and remote sensing fields. Whilst the tools (software applications) and skills base for this type of work are similar they are unfortunately not the same.If we were to request a “Spatial Certificate IV”, the requirements would need to be

1. 27-05-13 Regulator, Tas Given the accelerating development of Building Information Modelling technology, we recommend that the CPSISC PSC consider including an elective BIM unit(s) of competency in the qualification. It would also be of benefit if those units can be made available to other stakeholders via other qualifications in the Construction Training Package in view of the integrated nature of BIM for project delivery. BIM is both a technology and a process. As a technology, BIM helps stakeholders to visualise what is to be built in a simulated environment to identify potential design, construction or operational issues. of each course is how to represent a building in a set of drawings, based on their understanding of design principles, construction knowledge and computer drafting skills. Removing the design skills from the construction and computer skills will not improve the role of the drafter.

Other Comments: We appreciate that the new Certificate IV in Building Design Drafting is a ‘stand-alone’ course, where the graduate should have a broad understanding of all building types. However, in practice, we believe students that want to focus on the residential sector should not be denied design units. Also, an understanding of why design decisions are made (not just analysing them after they have been made), is still a critical skill for a drafter to develop.

Regarding the removal of design skills – the PSC has discussed this point at length and confirmed that the role of the draftsperson is to support the architect or building designer in the production of technical drawings, not to replicate their work as designer. The draftsperson works under the supervision of the architect or building designer.No further action required.

Our biggest issue with the course content though is with the planning and building approval units, both of which say we have to “prepare and produce documentation that complies with planning (and building) approval requirements for all types of residential, commercial and industrial buildings”. As this Cert IV will be a one year course of about 800hrs (in WA), it will not be possible to have students cover all project categories in the one year.

This course is replacing a residential drafting course so it has to remain at that level for this new course.

Past discussions with our Industry Reference Groups here in WA have requested a ‘residential’ Drafters’ course in the first instance leaving the commercial and industrial projects to the Diploma.

Residential job opportunities are where most of our graduates get a start in their working life. While some may go on to other project types, a good % will not so we need to adequately prepare them for this role; including other buildings in the limited course time will only reduce their exit level of expertise and training in what will be their

Assertion in the FIRST DRAFT Certificate IV in Drafting Specifically the ‘QUALIFICATION MAPPING INFORMATION - No equivalent qualification’ appears to be incorrect. From TAFE NSW (link attached to email) You will see that there are many courses aimed at the Architectural Draftsperson field (NB 11 listed)

Note that there are Nationally Recognised Training courses in: Diploma in Building Design, Vocational Graduate Certificate, Vocational Graduate Diploma.

Consultation also only appears to include Demolition and Concreting Sectors. Should Bricklaying, Roofing, electrical, plumbing etc be included?

The list of courses mentioned by this stakeholder are mainly accredited courses and are approaching their expiry date, hence the industry’s call for a national qualification to replace them.

RTO WA Description: In WA, the Cert IV in Residential Drafting course, possibly to be replaced with CPP40144) has supplied graduates for the mass housing market (ie large project home builders). These employers require higher developed skills in single residential developments in preference to class 3 to 9, 3 storey plus developments. The feedback we have received, to date, would indicate these skills would not be required by the main employers of our existing Cert IV graduates. In WA, we currently, have no licensing requirements for the drafting profession.

Core: We have concerns that under the current structure of the course with 10 core units and 5 elective units from other TP’s, none of the core units have outcomes directly related to production/content of drafting of industry specific project types. All units with these outcomes have been labelled elective units. In essence, a student could pass the Cert IV course without completing any drafting specific units. We are aware that we can select electives to suit our local industry, but under mutual recognition between RTO’s we will be required to recognise the Cert IV qualification from other RTO’s which may not include

This is a key Code for building designers which is not part of CPCCOHS2001A. The current unit is specifically applicable to work on a construction site and does not relate to the work of a building designer, much less for a building design drafter. I would certainly suggest we re-consider this as a core unit for

Within this unit you are asking the student to produce working drawings, it is my belief that if this was to be taught within this subject, the hours would be 130 hours. Should there be a separate subject to cover working drawings as a core unit?

Within the units you have mixed commercial and domestic – these are covered in 2 different volumes of NCC and it would be confusing to be covering both at the same time within the subjects.

There are outlines within the subjects regarding BIM 2D and 3D software packages. It is my belief that at least one of these should be covered as a core subject.

If I was to employ one of these students I would like to know that they had a basic understanding of how to use industry software, understand what I was talking about and know what to do when I said Planning Drawings and Working Drawings. I would take the brief from the client, detail the

Whilst 2D CAD is integrated into some of the current core units it is an essential skill for draftspersons to have a high level of ability with this and 3D CAD (which is non-existent in this course (other than by inference. RTOs can either expect prospective students have the required level or they will have to find funding to teach them if they include this unit into their Certificate IV program.

PSC#3 discussed the fact that there had been a question as to whether the 2D unit was required at all given that the use of ‘current industry software’ was embedded across all the units however it was decided to leave it in the elective pool as it would also allow for articulation into the Diploma.Recommendation: Leave this unit in the elective

pool

It would be beneficial to have the 2D Drafting unit included in the Core subjects rather than as an elective. There is some drafting in the other Core subjects but in the first instance new students to the course need to have a good understanding of and be taught basic drafting because, after all, the course is Cert IV Building Design Drafting!
