    Dear Branch Treasurer

    2016 BRANCH INCENTIVE SCHEME

    Many of you, as Branch Treasurers, will have had personal contact with me, or one of my colleagues, at some me

    over the last three years. Perhaps I have visited one of your regular meengs to give a talk on the Sovereign Draw,

    or you may have stopped by for a chat at Conference? You might also be one of the forty plus lucky branches that

    have received a cheque from me towards your branch funds, as every Sovereign Draw winner also wins a donaonof £100 for their branch. Either way, the undisputed fact is that the Sovereign Draw is raising and donang ever-

    increasing sums of money to UKIP, either directly to Head Oce, or to branches such as yours.

    In 2015 we undertook a pilot scheme to see how branches might be able to partake in the Sovereign Draw Loery

    sales process in return for donaons to branch funds. Several lessons were learnt. We now know that some

    branches are very well established and solvent whilst others, perhaps only constuted in recent mes, are less

    nancially sound. Accordingly, the directors have decided to establish a scheme that will enable every branch in

    the country to benet from the Sovereign Draw, whether they have hundreds of subscribing members or are sll

    at the early stage of their development.

    The scheme will work as follows: for every twenty-ve players a branch signs up to play the Draw for a whole

    year, your branch will receive a donaon of £100. This will be paid upon submission of the simple pro-forma thatwill be supplied to you, along with branch-customised Loery Applicaon Forms. For some branches this is an

    opportunity to earn a considerable sum. For newer, smaller branches the immediate prospects may appear to be

    less aracve, but as the Sovereign Draw is open equally to non-members the potenal for all branches is equal.

    In addion, it is hoped that towards the end of the year, if the scheme is a success, a prot sharing bonus akin to

    a small dividend can be distributed to all parcipang branches. This would not replace donaons to Head Oce,

    but rather augment them. It is a concept that can be developed in the years ahead.

    Inially, I would ask you to signal your intenon, as a branch, to join the scheme by contacng me by the end of

    March. This will be acknowledged and a Sovereign Draw Account Number allocated to your Branch. That number

    will not change and further details of the scheme will be supplied to you at the same me. When emailing me,

    please put ‘Sovereign Draw Branch Scheme’ in the subject box and be sure to clearly indicate which BRANCH youact for.

    Two Directors of Sovereign Draw are available, when diaries permit, to visit parcipang branches to give

    promoonal talks and meet Treasurers.

    THIS IS THE START OF A BIG YEAR BOTH

    for our country and for UKIP as a party.

    We start o in good spirits and in goodshape. YouGov’s end of year poll hadUKIP on 17%, up from where we were atthe General Election.

    When it comes to the number one issuefor the British people – immigration and

     border controls – UKIP is now the mosttrusted political party in the countryamongst voters. This is signicant andshows how our argument for an Aus-tralian-style points system has won ustremendous support across the country.29% of people now trust us the most onthis vitally important issue, more thantrust the Conservatives or Labour.

    There is no doubt that establishing thelink between EU membership and opendoor immigration has been the biggest fac-tor in the growth of UKIP’s vote over thelast few years and that the issue will now become the biggest factor that will deter-mine the outcome of the referendum onour membership of the European Union.

    THE ARGUMENT HAS RECENTLY BECOME even more serious. No longer are we justtalking about the impact on people’s in-come caused by wage compression, or ofmassive pressure put on our infrastruc-ture and public services. Though theseremain important, when we talk aboutEU open borders we are now talkingabout our safety, our security and the cul-tural make-up of British towns and cities.

    I did try and warn with some of myspeeches in the European Parliament thatthe folly of the EU’s Common AsylumPolicy was a dangerous and grave error.

    That the idea of allowing anyone whowanted to come to Europe to be allowed

    to stay was madness. And indeed I alsopointed out that inevitably some of thosewho came would be Islamic State terror-ists. I warned that we should not, couldnot, aford to allow our compassion to im-peril our civilisation by allowing count-less amounts in without proper checks.

    SADLY WE NOW SEE THE RESULT OF THIS

    failed EU approach. British intelligenceocials now warn that Isis are activelyexploiting refugee routes to come to Eu-

    rope, with some determined to get intoBritain and do us harm.

    We see the chaos in Cologne that tookplace on New Year’s Eve with women

     being assaulted by a group of up to 1,000migrant men. Even top EU ocials nowadmit that the majority of those cominginto Europe are not refugees eeingdeath or persecution, but are economicmigrants.

    Events have caused the likes of journalistAllison Pearson (above) to conclude that toprotect British women, we must leave the

    EU and take back control of our borders.So during this EU referendum we must

    make these arguments. That we are safer,more secure, outside of the EU running ourown afairs with strong border controls.

    Though we in UKIP of course willhave our dierences with those in otherparties, when it comes to this vital issueof EU membership we must work withthose who genuinely want to leave theEuropean Union and are prepared to puttheir heads above the parapet to cam-paign for this country’s independence.Country must come before party.

    The meeting brought us together withConservative MPs Liam Fox, Peter Bone,

    Tom Pursglove and Philip Hollobone, aswell as Labour MP Kate Hoey, DUP MPSammy Wilson and was chaired by UKIPMEP Margot Parker.

    It was a magnicent day, a fantasticevent for all of us who believe in thisgreat cause to free our country from theshackles of the European Union.

    A huge thank you goes out to ArronBanks and Leave.EU who supportedthe event and helped make it the hugesuccess it undoubtedly was.

    I hope that in the weeks and monthsahead we will all go on doing what wecan to grab this golden opportunity, winthe referendum and free our countryfrom the European Union.

    ON FEBRUARY 19TH, DAVID CAMERON WILL emerge red-eyed and tousled from a marathonnegotiating session with the other EU grandees(they may give him more than 15 minutes thistime), and with his jaw set rm, declare that hehas wrested major concessions for reform of theEuropean Union.

    These ‘reforms’ will be some symbolic things

    we either already have or which can be ignored by the EU as soon as our back is turned – beingallowed not to be in the Euro, setting a ‘target’ forcutting red tape, and exemption from ‘ever-clos-er union’; and one we don’t want – the right towithhold some benets from migrants – as itwill make no dierence to the real problem thatthree-quarters of the UK want xed right now:uncontrollable mass immigration.

    You can simply note the information on a copy

    of the Electoral Roll, or use a computerised VoterID system (like the Caseworker system our targetseats used in the General Election). There areseveral of these systems available at modest cost,and we will provide details to the branches ofhow to get them.

    As Peter Bone said, it doesn’t have to be com-plex: just take a piece of paper to write down theaddress, and whether they are Leave, Remain orDK. Simples!

    GO! will be taking part in our Conference inLlandudno, providing insights and training tohelp our branches achieve this substantial task –

    and build a historic victory.

    More importantly, he will then almost certainlyannounce that the Referendum will be on June

    23rd, giving us the minimum possible time topoint out to the British people that this is hardlya ‘reformed EU’, and ensuring that the matter isgot out of the way before the Summer TrackingSeason really ramps up.

    In that event, there will be 16 weeks for us toget the win. Just 16 weeks to identify all thosewho will vote for us, and get the right messagesacross to all those who are undecided. Yes, 16weeks to knock on every door in the land, andask people to vote to get our country back.

    It’s a tall order. That’s why we are enthusiasti-cally backing a new group – Grassroots Out!, orGO! for short – which was launched in a blaze

    of glory (and a deafening silence from the bigmedia) at Kettering on 23rd January.

    A HARD-WORKING UKIP COUNCILLOR WAS SO  busy attending meetings that his family report-ed him missing to police.

    Two police ocers interrupted a meeting ofThetford Town Council in Norfolk onTuesday evening, January 26, searching forDenis Crawford.

    The UKIP councillor, who also serves on Nor-folk County and Breckland District Council,had been reported missing by his family after

    leaving home at 7am on Monday, January 25.He arrived back at his house at 10pm only to

    set o again at 7am the following morning.

    Little did he know that his daughter had been trying to track him down and eventuallygrew so concerned she contacted police.

    Two PCSOs were dispatched and trackedhim down to the council meeting.

    “It was a huge surprise. The rst thingI knew about any concerns was when twoocers poked their heads around the door andasked for me, Cllr Crawford said.

    “I was thinking ‘what’s wrong?’ but theocers explained they were looking for me

     because I hadn’t been seen at home for such along time.”

    Cllr Crawford said he had spent nearlyve hours in an adult social services meeting,followed by a Breckland planning consultationand an action group meeting on Monday.

    On Tuesday, he was at a children’s servicescommittee meeting, then a UKIP group meet-ing followed by the full town council meeting.

    He said: “It’s not an unusual schedule - Iguess it just highlights how hard people inlocal government work.

    “I went back into the meeting and asked

    the mayor if I could interrupt proceedings toexplain what happened.

    “Everybody took it in good humour butI’m sure I’ll get a bit of stick from my fellowcouncillors.”

    THE VAST MAJORITY OF OUR MEMBERS

    haven’t had the good fortune of meetingour Head Oce team in Devon. Thissmall group all work incredibly hard andtheir eorts are so often responsible forthe little things that we all know work,

     but don’t often give much thought to.On Christmas Eve I volunteered to

    divert the Head Oce phone number tomy oce in Leicestershire so that theycould begin their festive preparationsa little earlier; it was a well-deservedgesture and for my part an opportunityto learn rst-hand the sort of things thatprompt our membership to call in.

    Primarily the calls were good wishesfor Christmas, branch queries andrequests for contact details which I man-aged to bat through with little diculty,

     but it was the last call of the day I wantedto share with you.

    At 5:47pm on Christmas Eve a gentle-

    man rang our Head Oce saying that hewanted to re-join UKIP. I learnt that hismembership had lapsed a few monthsearlier and he’d decided not to renew fora variety of well-articulated reasons.

    Delighted that he’d chosen to becomea member again I was keen to knowwhat had prompted the call at such atime on Christmas Eve!

    He told me he’d just read an articleonline discussing the impendingreferendum. It outlined the variousgroups and sides that were being formedready for battle but made only a whis-

    pering comment about UKIP and ourleader Nigel Farage.

    My caller was outraged, and his nalcomment resonated such that I feltcompelled to share it with all of you:“This is UKIP’s referendum. UKIP did this

     for Britain and UKIP need to be leading thedebate, not just an afterthought. This partyis more important now than they have everbeen and I want to help make sure they staythat way.”

    Now there’s a New Year’s Resolutionwe should all share.

    2015 CLOSED WITH THE BY-ELECTION IN Oldham West & Royton. What anexperience it was for those of us fortu-nate enough to work with John Bickleyand his campaign.

    the referendumis so important

     John was an outstanding candidate forour party again and we all felt immensepride at being by his side as he draggedthe Labour Party through another vat ofhome truths in Greater Manchester.

    In any election that you don’t win,there is always a need to look at whatyou could do better next time and theparty has already begun that process butfor my part I wanted to take thisopportunity to say an enormous THANKYOU to every one of our members whotravelled up to support the campaign.

    Despite rain, gales, sleet and sleep-lessness, nothing seemed able to keep somany of you away from getting stuck into Jeremy Corbyn.

    The small team who worked therewith me every day played their part tooon a diet of exhaustion, uncomfortablechairs and spam fritters. They know who

    they are and I thank them all.SOMETIMES YOU JUST HAVE TO SAY THAT you were beaten by a bigger machineand in Oldham we were. What aidedLabour so well though was that dozensof local councillors were able to poundthe streets every day and they knewexactly where their voters were.

    Until we’re in a similar position inevery constituency in Britain then wewill always be starting the race from along way back.

    I’m now working with your Regional

    Teams to promote versions of Voter IDsoftware across the country so that wecan start to build our own database ofvoters in preparation for the 2020General Election.

    Local Elections in 2016 are going to be asimportant as ever for us. UKIP Councillorscontinue to work wonders across the UKand are showing just what we can do whenwe get into Local Government.

    Time and time again it’s proven that to be

    successful in a Westminster ConstituencyElection a party must rst succeed in anarea’s Local Elections. It is the foundationupon which future success is built and iswhy nding a maximum number ofcandidates should be a priority for us all.

    FINALLY I WANT TO MENTION OUR SPRING Conference in Llandudno. All Conferencesare important to UKIP; they help us to cometogether, to share our best practice and tohear some of our wonderful speakers butthis one perhaps is the most importantConference we have ever held.

    It could well be the last time our Partycomes together before the referendum andwith that on the horizon it’s important togather one last time and plan for battle.

    Alongside that is the fact that it’s takingplace in Wales. I’ve spent a good amount oftime in Wales recently and there is no doubtin my mind that our supporters and activ-ists there have created an environment thatis perfect for UKIP to capitalise onelectoral success in May. We need to showour support to them at this crucial time.

    So whatever you have in your diary forFebruary, make sure that our Spring

    Conference in Llandudno is a xed featureon February 27. I look forward to seeingyou there.
