INSHORE AND OFFSHORERACING SAILING INSTRUCTIONS

Effective from 1st September 2018 DEFINITIONS CLUB Cronulla Sailing Club Limited (CSC) incorporating Port Hacking Ocean Yacht Club. RACE COMMITTEE The Sailing Committee of the club plus the Race Officer. CLUB NOTICE BOARD AND ELECTRONIC COMMUNICATIONS Located outside the door to upper level in the clubhouse. Notices to competitors will be posted on this noticeboard by the Race Committee and also will be published at www.cronullasc.com (the Club’s website) and in addition notification vis SMS. Competitors are responsible to ensure their contact details are current and up to date. AUSTRALIAN SAILING RACING RULES Yachting Australia ( YA ) has been replaced by the new branded name of Australian Sailing ( AS ) . 1. RULES

All races will be governed by the rules as defined in the ISAF Racing Rules of Sailing (RRS), the prescriptions and special regulations of Australian Sailing (AS), the rules of each relevant class for boats racing in class divisions, (except as any of these are changed by these sailing instructions) and by these sailing instructions. 2017 -2020 Racing Rules of Sailing can now be downloaded and kept in the minimum form of storage on a smart phone, this meets the required minimum for each category.

2. RACES BETWEEN SUNSET AND SUNRISE Boats racing between official sunset and official sunrise shall display navigation and stern lights in accordance with the International Regulations for Preventing Collisions at Sea. These regulations shall replace the relevant rules of Part 2 of the RRS, except on the occasion of a race starting in the Estuary after sunset when the RRS shall apply until a line from the Glaisher Point navigation light to Hacking Point is crossed.

3. DISCLAIMER OF LIABILITY It is the competitor’s sole decision to enter a club\ race and to start and or to continue to compete. By way of entering, competitors acknowledge and agree that participation in the event can be dangerous and accept their participation is at their exclusive risk in every respect. Further, by way of entering competitors shall hold harmless the organising authority, its officers, members, servants and agents and all other competitors in respect of all liability for injury to their person and or loss or damage to their property howsoever arising from their participation or intended participation in the event and acknowledge and accept that the organising authority, its officers, members, servants, agents and other competitors accept no responsibility in respect to loss of life, personal injury or loss or damage to property which may be sustained by reason of a competitor’s participation or intended participation in the event or arising for whatever reason in connection with the event. Attention is drawn to RRS Fundamental Rule 4 - Decision to Race and AS Special Regulations Part 1, 1.02 - Owner’s Responsibility.

4. ALTERATIONS TO SAILING INSTRUCTIONS (a) In accordance with rule 89.2(c), prior to the warning signal, temporary alterations that affect only the immediate race may be made to these sailing instructions by the Race Committee. Such temporary alterations shall be signified by the Race Committee boat displaying Flag L (yellow and black quarters). All boats may come within hail to receive oral and/or written instructions or contact the start boat via radio. Notice may also be displayed on the Club Notice Board. Provided Flag L is displayed, all boats in that race shall be deemed to be advised of the alteration. (b) Alterations to the sailing instructions that are to be permanent shall be posted on the Club Notice Board under the heading “Alterations to Sailing Instructions” by 48 hours prior to the day they will take effect, and will also be posted on the Club’s website and SMS broadcast.

5. RACE ENTRIES (a) A boat is eligible for entry in Club races provided that: (i) the boat is owned or chartered by a financial member of the Club (ii) the crew members comply with 6 - Crew Eligibility and 30% - Number of crew (iii) the race fee has been paid prior to race start. (iv) the boat is registered with the Club, and (v) the boat has a current annual AS Special Regulation’s Equipment Compliance Form for the appropriate race category and complies with its requirements. (b) Change of ownership will be regarded as a completely new entry in any point score. (c) Casual entries may be accepted for a race conducted by the Club provided that: (i) an entry fee of thirty three dollars ($33) is paid to an officer of the Club on or before the day of the race. (ii) the boat satisfies the AS Special Regulation’s equipment requirements for the relevant race category, and (iii) the appropriate handicapper is notified at lease twelve (12) hours before the race starting time. Casual entries will not be eligible for trophies nor finishing place points in Club races. (d) Races for Divisions will be conducted in accordance with the relevant Racing Program, provided that a minimum number of three (3) entries are in each division, subject to the discretion of the Sailing Committee. Should a Division fleet fall below two (2) starters over three (3) consecutive races in any series, the Division may be abandoned.

6. CREW ELIGIBILITY (a) The AS prescription to Rule 55 requires that any crew member that sails in more than three (3) races in any one sailing season shall be a member of a Club affiliated to a member State/Territory yachting authority (MYA) and a member of a MYA and Australia Sailing (AS). Additionally, the Club requires that after three (3) races in a season at Cronulla the crew member shall become a member of the Cronulla Sailing Club (CSC). (b) For a boat to compete in Etchells Class races, the crew members shall also be financial members of the class association.

7. SCHEDULE OF RACES (a) The date and the approximate time of starting signal will be as stated in the Club Racing Program, Appendix 6, contained in these sailing instructions. (b) Where a scheduled races is abandoned or postponed and is to be re-sailed, the Race Committee shall give not less than seven (7) days notice and post the date and time of warning signal of the new race on the Club Notice Board and club website. This will also be backed up by SMS broadcast on the day of posting. (c) The handicap time of boats in handicap start races shall be posted on the Club Notice Board not later than 48 hours on the day prior to the start of the race and will also be posted on the Club website.

8. COURSES (a) Courses will be described in Appendix 1 and subject to amendment at the discretion of the Race Committee. (b) For courses laid in Bate Bay, the approximate compass bearing from the starting line to the first mark may be displayed by the Race Committee boat. (c) Course to be sailed shall be as indicated by flags flown on the Race Committee Boat.

9. MARKS (a) Unless otherwise prescribed in the sailing instructions, the marks will be yellow, green or blue buoys or yellow spars or as advised by the Race Committee. (b) Missing marks - If marks are not within 0.1 of a nautical mile of the published co-ordinates then boats may make a turn after crossing a radius of 0.1nm of the given co-ordinates as per GPS rounding in the handbook (below). (c) Procedure for rounding a GPS position Boats are to cross a virtual line defined by a circle of radius of 0.1 NM from the nominated GPS position. This amends Rule 28.1. (i) The GPS shall be set to the WGS84 datum and the lat. and long. of the GPS position shall be entered as a waypoint with an approach (alarm) ring of 0.1 NM. The track log shall be set to record (10 second intervals if possible). (ii) When the boat crosses the virtual line, she may make her rounding in either direction but only as permitted by the racing rules or the prevention of collision regulations if other boats are in close proximity. (iii) The boat shall record the position of her turning point and the co-ordinates shall be declared with the GPS finish time SMS within two hours of finishing. (iv) The Race Committee may review any boat’s turning co-ordinates and may rule a boat did not sail the course if the co-ordinates have not crossed the virtual line or if the co-ordinates have not been given. It is recommended that the boat’s turning co-ordinate and track are recorded and stored on the GPS as a documented record that can be made available to the Race Committee.

10. STARTING LINE (a) Unless otherwise prescribed in the sailing instructions, the Starting Line will be between the Race Committee Boat’s mast displaying the Club burgee and a moored mark at the port end. In addition, a Distance Mark may be laid at or near the Race Committee Boat end of the starting line, in which case boats shall pass between it and the outer mark when starting. A boat shall not pass between the Race Committee Boat and this Distance Mark. (b) For category 3 and 4 races starting in the Estuary, when the Race Committee Boat is on station, the pin-end mark will be a yellow mark with a red band. When the Race Committee Boat is not on station, the Starting Line will be an extension of the transit line from the Bass & Flinders Obelisk to the starboard lateral marker pile situated below the monument. Boats shall start on the southern side of the pile mark, leaving it to port. Even though there is no Race Committee Boat on station, a yellow/red buoy may be laid in the estuary as the rounding buoy for courses that turn in the estuary. (c) Boats whose warning signal has not been made shall keep clear of the starting area and of all boats whose warning signal has been made.

11. LONE STARTER Should one boat appear at the start alone, she will be entitled to sail the course and submit their finish time. They thereafter will be declared the winner of that race.

12. CREW START LIST For each Category 3 race and 4 offshore race outside Bate Bay, each boat shall submit a list of crew members providing details of the next of kin including address and phone number. The list shall be emailed to [email protected] prior to the race. Changes can be lodged in the CSC Club Letterbox or to the race Starter prior to the first warning signal. A copy of the email will be forwarded automatically to RMYC. Alternative a photo of the crew start list can be photographed and SMS to the Sailing Secretary 0425288650.

13. REPORTING In Category 3 and 4 races, each boat shall report to the Race Committee Boat advising the boat’s name, sail number and number of crew before the warning signal. The report may be made by radio using VHF Channel 73. If there is no Race Committee Boat on station, the required report shall be made via VHF Channel 73 to the starter who may be positioned at the Bass & Flinders Monument or be in another boat in the vicinity. The starter will acknowledge on Channel 73 and notify of any change in the instructions or an alternate course number. This is deemed to replace the requirements of code flag L in SI 4(a).

14. SIGNALS (a) Signals will be in accordance with ISAF Race Signals as amended by these instructions. (b) CLASS SIGNALS (i) Summer Season & Winter Season Offshore Division 1: White pennant Two Handed Division: Blue border, red square Inshore Division 1: Blue pennant

Inshore Division 2: Pink pennant Etchells Division: Class Flag Multihull Division: Yellow pennant Cruising & Non-Spinnaker Yellow pennant (c) STARTING SIGNALS Races will be started using Rule 26 unless otherwise prescribed and divisions will start in the order of the times specified in the Racing Program, Appendix 6. (d) NO RACE COMMITTEE BOAT (Amends Rules 26 and 29) In Category 3 and 4 races when the Race Committee Boat is not on Station, there will be no start or recall signal flags and the signals for starting the race will be deemed to have been made at their scheduled GPS times. The starter may assist by sounding a horn or by an announcement and giving a 10 second countdown on VHF channel 73 at the time of the usual start signals. The starter will also announce Individual and General Recall Signals if required. (e) HANDICAP STARTS (Amends Rules 26 and 29) For Handicap Start Races in which time is given at the start, the signals for starting the race will be in accordance with Rule 26. Thereafter, the elapsed time in minutes since the start of the race will be displayed by the Race Committee and the display of the number corresponding to a boat’s handicap shall be her starting signal. There may be individual recalls. (f) LATE STARTS (Amends Rule A4.1) A boat starting later than ten (10) minutes after her starting signal will be scored “Did Not Start”. (g) SIGNALS MADE ASHORE Signals made ashore will be displayed on the Club flagpole without sound signals. (h) HANDICAP STARTS LINE On handicap starts, no boat shall cross the start line from the direction of the first mark between the time of the first warning and the last boat starting.

15. RECALLS (Amends Rule 29) After an individual recall, the Race Committee may attempt to notify infringing boats. After signaling a general recall in Category 3 and 4 races, the Race Committee may announce the general recall on radio using VHF Channel 73.

16. RADIO COMMUNICATIONS Distress/Calling Frequency: VHF Channel 16 Race Communication Frequency: VHF Channel 73 All yachts inshore / offshore are encouraged to scan both frequencies.

(a) The Race Committee may broadcast it’s intentions for the day commencing 90 minutes before each race on VHF channel 73. In addition, the Race Committee may broadcast information regarding the course to be sailed, the starter arrangements and/or other information of interest to competitors, and at the appropriate time the names/sail numbers of boats judged to be OCS. The Race Committee may also transmit course information by Short Message Service (SMS). (b) All boats in Category 3 and 4 races shall monitor the radio on the Distress/Calling frequency whilst racing. (c) All boats in Category 3 races shall log in with either Marine Rescue Port Jackson (when racing north) or Marine Rescue Port Kembla (south) while in open water after sunset. The Marine Rescue services can be raised on VHF Channel 16 and they will have been supplied with a list of boats. Each boat should confirm with them the number on board and a mobile phone number for the boat. The Marine Rescue service will request that the boat reports in as she passes specific points. The boat shall ensure that she logs off before entering Port Hacking. Logging off can also be done by phone on 02 9337 5033 (Port Jackson) or 02 4274 4455 (Port Kembla). Should a boat fail to contact the nominated station, she shall call up any other boat in the fleet and report her position. (d) The use of pre-arranged signals, radio transmissions and the like for the benefit of individual competitors is prohibited, except that a request for the official weather report is permitted and will not infringe Rule 41.

17. RETIREMENT Any boat failing to finish a race shall advise the Race Committee as soon as practicable.

18. FINISHING LINE AND FINISHING PROCEDURE (a) CATEGORY 3 & 4 RACES (i) Unless otherwise prescribed in the course description, the finishing line will be between the mast of the Race Committee Boat and a yellow mark with a red band laid nearby. (ii) If there is no Race Committee Boat on Station, the finishing line will be an extension of the transit line from the Bass & Flinders Obelisk to the starboard lateral marker pile situated below the monument. Boats shall finish on the southern side of the pile mark, leaving it to starboard. (iii) Each boat shall take note of the GPS time when finishing. She shall send a SMS message providing the boat’s name and 24hr. GPS finishing time, NOT ELAPSED TIME, to the Club’s Offshore mobile phone (0438 353 732) as soon as practical but within sixty (60) minutes of the last boat finishing. (iv) The Race Committee may request one or more boats to remain in the vicinity of the finishing line to record the elapsed time of other boats. (v) When finishing at night, the boat’s sail number shall be illuminated while crossing the finishing line. (b) CATEGORY 7 RACES INSHORE The finishing line will be between the nominated mark and the Race Committee boat’s mast displaying the Club burgee.

19. TIME LIMIT (Amends Rule 35) (a) CATEGORY 3 RACES There will be no time limit. (b) CATEGORY 4 RACES The time limit will be official sunset. If one boat finishes before the time limit, the time limit will be extended by thirty (30) minutes. Boats failing to finish before the time limit extension will be scored “Did Not Finish”. (c) CATEGORY 7 RACES INSHORE For days with more than one race scheduled for a Division, the time limit will be thirty (30) minutes after the first boat in the Division to finish. For non-sprint races, the time limit will be 3.5 hours from the start of the race or official sunset plus thirty (30) minutes, whichever is earlier. Boats failing to finish before the respective time limit will be scored Did Not Finish.

20. DECLARATIONS Declarations may be submitted after a category 3 race. A Declaration that a rule or other requirement may have been infringed in the race and including the boat’s name, in the prescribed format as shown in Appendix 4, signed by the Skipper and witnessed by another crew member, may be either lodged with the Race Committee Boat, or the Race Committee within twelve (12) hours of finishing the race. Note: An SMS message sent in accordance with 18(a)(iv) to the Club’s Offshore mobile phone (0438 353 732) is still required despite the lodgement of a declaration form.

21. PENALTY FOR BREAKING RULES (Amends Rule 44.2) (a) For an infringement of Part 2 of the RRS, a One-Turn Penalty will apply and Rule 44.2 is amended so that ‘one turn’ is substituted for ‘two turns’ and ‘one’ is substituted for ‘two’ wherever appearing. (b) A boat which infringes Rule 42 Propulsion by using her engine or being towed after her preparatory signal, but before starting, shall take a One-Turn penalty before she starts. (c) A boat which infringes Rule 42 Propulsion by using her engine to take urgent action to avoid or get clear of an obstruction shall take a One-Turn Penalty before continuing to race. In category 3 and 4 races, full details of any such occurrence shall be included on a Declaration Form and the Race Committee advised within the time limit for the lodgement of protests. The Race Committee may adjust the elapsed time of the boat at it’s discretion. (d) Unless otherwise prescribed, for an infringement of the sailing instructions or Part 4 of the RRS, a penalty of 20% of starters (rounding 0.5 upward) or one place whichever is greater, may apply instead of disqualification providing that neither the infringement resulted in serious damage nor the boat gained a significant advantage. (e) The Race Committee may penalise without a hearing a boat that acknowledges she has infringed a rule or sailing instruction in a Declaration lodged in accordance with Instruction 20. Amends Rules 63.1 and A5.

22. PROTESTS (a) Protests shall be lodged in writing, in the format of the RRS Protest Form, with the Starter, a Rear Commodore, or Handicapper within the following time limit of the finishing time of the last boat in the last race of the day: (i) For Category 3 races: twelve (12) hours (ii) For Category 4 & 7 races: two (2) hours (b) A protest fee of ten dollars ($10AUD) shall be paid at the protest hearing. (c) A protest committee of three (minimum) will hear protests. The Rear Commodore or his representative will advise the parties involved in a protest of the place and time of the hearing of the protest. (d) A protest involving CSC and RMYC boats will be heard in accordance with the protocol of the club to which the protesting boat belongs and that club will have the role to administer the protest as follows: (i) A member of the Race Committee of the administering club will notify the boat or boats being protested that a protest has been lodged. (ii) A copy of the protest form must be made available within 24 hours. (iii) The club administering the protest will in the first instance endeavour to mediate prior to formal protest procedure commencing. (iv) If mediation is unsuccessful, the club administering the protest will appoint 2 persons to the protest committee and invite the club of the protested boat to nominate a 3rd member. (v) Wherever possible, one of the persons appointed by the administering club shall be an independent chairman of the protest committee.

23. SCORING SYSTEMS (a) Unless otherwise prescribed, the Low Point System of RRS Appendix A, as amended below, will apply to all point score races for all Divisions. The nominated races for each point score series are specified in Appendix 5, Point Score Races. Of the scheduled races, 50% (round 0.5 upward) shall be completed to constitute a series. (b) A boat that starts and thereafter does not finish or retires after finishing shall score points for the finishing place one (1) more than the number of starters in her race. (c) A boat that finishes and is later disqualified shall score points for the finishing place two (2) more than the number of starters in her race. (d) All other boats including a boat that does not start shall score points for the finishing place three (3) more than the number of starters in her race. (e) Points will be awarded to the combination of boat and owner. Change of ownership will be regarded as a new entry in any series and all points scored previously shall not be transferred with the boat or remain with the owner. (f) A boat granted redress shall be awarded points equal to the average to the nearest tenth of a point (round 0.05 upward) of her total points after any discards in the point score series. The handicapper shall adjust the boat’s performance based handicap at his discretion. (g) Any boat that misses a point score race due to participation in a State, National or World Championship for the class, or a category 1 offshore race may request redress. The request shall be submitted in writing to the Sailing Committee within seven (7) days of the

missed race. (h) If a boat is nominated to provide assistance to the starter on a Club Race Day which prevents her from competing in the Club event, the Race Committee will award best three (3) results Inshore/Etchell, with no handicap adjustment for the missed race. Should the skipper or his appropriate representative not comply without prior acceptable reason, the Race Committee will award points for DNE. DISCARDS Each boat shall discard the points of her worst race or races in the following Point Score series as nominated: Refer to Appendix 5

24. RACE RESULTS Results of all races will be posted no later than 900 hours on the day following the race, and will be posted on the Club website.

25. DIVISIONS (a) Races will be conducted in the following Divisions, subject to Instruction 5(d): (i) Offshore Division I - Summer Point Score (ii) Two-Handed Division - Summer Point Score (iii) Inshore Division 1 - Summer Point Score (iv) Inshore Division 2 - Summer Point Score (v) International Etchells Class - Summer Point Score (vi) Multihull - Summer Point Score (vii) Crusing & Non Spinnaker - Summer Point Score (viii) Winter Division 1 - Winter Point Score (ix) Winter Division 2 - Winter Point Score (x) Winter Non Spinnaker - Winter Point Score (xi) Winter Multihul - Winter Point Score (b) Each boat shall nominate in which Division she wishes to race on the membership entry form. The allocation of a boat to a particular Division will be at the discretion of the Sailing Committee. (c) A boat shall give eight (8) days notice to the Sailing Committee of her nomination to a different division for a particular race.

26. BURGEE & PENNANTS All boats, which have a fixed backstay, shall carry the Club burgee either at the masthead or at the stern above the deck and in such a manner that is clearly visible. A boat shall not be penalised for infringing the requirements of this Instruction without prior warning and adequate opportunity to comply. In all races for inshore, cruising and non-spinnaker all boats shall carry a burgee on the backstay of the same colour as the burgee which is the starting signal for that boat’s division. A boat not displaying a burgee may not be recorded as a starter or finisher.

27. SPECIAL REGULATIONS EQUIPMENT (a) Each boat shall comply with the relevant AS Special Regulations, Part 1, and any additional requirements of the Club for the appropriate Race Category. (b) For all Offshore races, the Race Category will be specified in the Racing Program, Appendix 6 of these sailing instructions. All races for Inshore Division, Multihulls Division and the Etchells Class will be Category 7. The Race Categories refer to the Categories of Events of Part 1 of the AS Special Regulations. (c) Additional Requirements of the Club. (i) In order to comply with the NSW Maritime safety requirements, each boat in Category 7 races shall carry equipment as follows: Item AS Regulation Bilge Pump (if LOA > 8m) 3.20.6 Compass 3.21.1 Chart of the Area 4.10.1 Lifebuoy (without light) 4.21.1 Red Hand Flares (2) 4.22 Orange Smoke Signals (2) 4.22 Distress Sheet 4.27.1 Heaving Line 4.23.1 (minimum 15m x 6mm dia. attached to lifebuoy) Fresh Water (2 Litres per crew) Electronic Communications (minimum hand-held VHF). Emergency phone numbers are listed inside back page. (ii) Each boat in Category 3 and 4 races shall be equipped with a permanently installed VHF marine radio in accordance with AS Regulation 3.25. (iii) Bow-mounted Anchor: Whilst racing, the anchor shall not be mounted at the bow such that it could foul the lifelines or rigging of another boat in the event of a collision. (d) The Club recommends that all crew on boats equipped with a trapeze wear a personal floatation device complying with AS Regulation 5.01.1(c) whilst racing. (e) The Club reserves the right to inspect a boat at any time to determine the adequacy of her Special Regulation’s equipment. If a boat fails to comply with Instruction 28(a), her entry may be rejected or she will be liable to disqualification or an alternative penalty depending upon the extent of the non compliance. (f) A boat that has a valid Safety Certificate at the start of CSC Winter Racing Series; that Certificate will be considered valid for the entire winter series by CSC.

28. SPECIAL REGULATIONS EQUIPMENT COMPLIANCE FORM (a) Each boat shall have a current Special Regulation’s Equipment Compliance Form to be eligible to race with the Club. (b) All Special Regulation’s Equipment Compliance Forms shall expire on the 30th June at the discretion of the Special Regulation’s Committee. (c) All audits will be carried out at the Club on the special day nominated in the racing program. Other audits may be carried out at the absolute discretion of the Safety Committee. (d) All gear shall be laid out in order of inspection with storm sails bent on, radio transmitter

tuned, and ground tackle in sea stowage and secure. The boat’s representative and/or competent crew member fully conversant with storage and working of all equipment shall be in attendance during the audit. Boats inadequately prepared will not be audited. Category 1 (Rolex Sydney Hobart Yacht Race)

Category 2 (Minimum required for BWPS and Land Rover Sydney Gold Coast Yacht Race) Category 3 (Flinders Islet Race ) Category 4 (Minimum required for Offshore Racing ie. Racing for Trophies RWM, RP, OKA, MM ) Category 5 Category 6

Category 7+ (Minimum required for Twilight Racing and inshore Racing division, Bate Bay Racing). All inshore racing, including multi-hull and Etchells: must comply with with CAT 7+. In addition shall carry a minimum VHF hand-held, capable of dual scanning frequency. Ch 73 / 16.

29. NUMBER OF CREW (a) Unless otherwise prescribed in these sailing instructions, in Category 3 and 4 races, a boat shall have a minimum crew of three (3) of minimum age of eighteen (18) years. (1). Unless otherwise prescribed in these sailing instructions, in Category 3 and 4 races, a boat that has a functional autohelm installed shall be permitted to sail with a crew of two of minimum age of eighteen (18) years. (b) In Category 7 races, a boat shall have a minimum crew of two (2), one of minimum age of eighteen (18) years and the other of minimum age of fourteen (14) years. (c) In all races for the Two Handed Division, a boat shall have a crew of two (2) of minimum age of eighteen (18) years and no other person shall be aboard.

30. CREW WEIGHT (Amends IRC 2008 Rule 27.4.1) In races under IRC qualifications, the maximum total weight of crew in kilograms that may sail on-board shall not exceed the product of the crew number printed on her IRC Certificate multiplied by 90.

31. ADVERTISING ON BOATS For all Club races, boats shall comply with ISAF Advertising Code, Category C.

32. STRONG WINDS (a) In the event of a gale warning for the course area being issued by the Bureau of Meteorology (www.bom.gov.au) which is current within two (2) hours of the race start time, the race shall be abandoned or postponed to such other day as the Sailing Committee may determine. (b) For Etchells Class boats and inshore boats , if winds on the course area exceed a steady velocity of twenty-five (25) knots for a minimum of thirty (30) seconds or gust velocity of thirty (30) knots, the race set down for that day may be abandoned or postponed to such other day as the Race Committee may determine. Note: Notice of Cancellation of Race - The Racing Officer/Sailing Committee will endeavour to notify all skippers as early as practible before the start of a race, if that race is to be cancelled

due to weather.

33. HANDICAPS The methods of handicapping as defined by the Division Handicappers are set out in Appendix 2. The description of the system in the Appendix does not restrict the Handicapper from varying the system from time to time and the description in the Appendix is for information only.

34. SPINNAKER (Amends Rules 50.2 & 50.3) (a) Spinnakers must conform to the dimensions specified by either manufacturer of the boat, the Class Rules or the boat’s Rating Certificate. Otherwise, oversize spinnakers must be disclosed to the Handicapper. (b) Providing the spinnaker and spinnaker pole comply with the Class Rules or Rating Certificate of the boat, they will not Infringe Rules 50.2 and 50.3. (c) Fixed and retractable spinnaker poles and bowsprits not attached to the foremost shall be permitted for the purpose of setting asymmetrical spinnakers.

35. STABILITY (Amends Rules 51 & 52) (a) A boat may use movable and/or variable ballast for the purposa of increasing stability providing that the movable and/or variable ballast system complies with the AS Special Regulations for the Category of Race and, if so, it shall infringe Rule 51 Movable Ballast and Rule 52 Manual Power. (b) Boats which comply with AS Special Regulations Category 7 shall keep retractable keels and centreboards fully down and locked whilst racing.

36. GARBAGE No article of any description shall be jettisoned or allowed to fall from any boat whilst racing (e.g. bags, cans, etc.). This rule shall not prevent the necessary disposal or food scraps at see.

(a) (i) For Category 3 and 4 races, the course shall be one of those as designated for the day in the Racing Programme contained in these Sailing Instructions unless amended by the Race Committee in accordance with S.I. 4(a) Temporary Alterations, 7(b) Re-sail, 13 Reporting or 16(a) Radio Communications, or a separate Notice of Race. (ii) For Category 7 races, the course shall be signified for the purposes of the Sailing Instructions by numeral pennants displayed from the mast of the Race Committee boat corresponding to the course numbers in this Appendix. WINDWARD / LEEWARD COURSES

BATE BAY WINDWARD / LEEWARD Separate Start and Finish Lines will be laid to leeward in Bate Bay. The start line will be between the signal mast of the Race Committee Boat and a mark laid to port and the finish line will be between the signal mast and a mark laid to starboard. Up to three differently coloured top marks may be laid approximately 1.5NM to windward of the RCB to allow for varying wind directions and the RCB will indicate on a white-board before the start which one of the top marks will be Mark 1 for that race and give the approximate bearing to the mark. Each boat should check the top mark with the RCB before each race. The bottom Mark 2 will be laid approximately 100m to windward of the RCB. All divisions: Start to 1(p), 2(p), 1(p), to Finish. SPRINT / TRIANGLE COURSES Up to three differently coloured top marks may be laid to windward of the RCB to allow for varying wind directions and the RCB will indicate on a white-board before the start which one of the top marks will be Mark 1 for that race and give the approximate bearing to the mark. APPENDIX 2

HANDICAP SYSTEMS

OFFSHORE DIVISIONS

1. HANDICAP SYSTEMS (a) Three systems of handicapping will be used as follows: (i) IRC Time Correction Coefficient (TCC): As provided by a current, valid IRC rating certificate issued for the boat. The TCC shall be used for an IRC Point Score Trophy based upon the same races as the Ron Pert Tasman Sea Trophy. (ii) Rating Based Handicap (RBH): Derived from information on a valid IRC rating certificate for the boat. Where a boat has not been measured, the RBH may be based on information applicable to the same class of boat and may be adjusted for differences in performance or equipment as necessary, as determined by the Club Measurer. All Rating Based handicaps will be reviewed at the end of the season and may be adjusted based upon each boat’s performance. of the individual boat and will be adjusted after each point score race in accordance with the relative finishing place of the boat. The relevant PHS shall be used for the following trophies: F. E. 2. DECLARATIONS The skipper shall declare to the Handicapper any alterations to the sails, or the number of sails carried by the boat, or to equipment of the boat that could alter her performance.

3. ALTERATIONS TO HANDICAP All handicaps will be reviewed before the commencement of the season’s point score. The Handicapper may alter a boat’s handicap at his discretion: (a) if it is considered necessary after declaration above (b) if the present handicap appears incorrect (c) if the owner submits a written request for a review of the boat’s handicap for specific reasons.

4. HANDICAP ADJUSTMENTS A boat’s PHS time correction factor (TCF) will be reviewed after each race as follows: (a) The corrected time of each boat (CTb) in the race will be calculated by multiplying the elapsed time (ETb) by her handicap (TCF). (b) After each race, a post-race handicap is calculated by dividing the corrected time of the boat placed in the middle of the fleet (finishers divided by two, round 0.5 up) by the elapsed time of each competing boat. The post-race handicap is then averaged with the pre-race handicap to provide the new handicap. A maximum handicap change of 3.5% will apply to the new handicap of all boats. (c) There will be no change in handicap for boats that score DNS, DSQ or DNF. (d) In the Two Handed point score races, boats placed first, second and third will have a penalty of 0.025, 0.010 and 0.005 respectively added to their new handicap.

INSHORE DIV & DIV2, MULTIHULL DIVISION

1. BASE HANDICAP (a) Prior to the commencement of a new season’s point score, all handicaps shall be reviewed and each boat shall be allocated a base handicap. (i) Class Based Handicap (CBH): Derived from the performance of the class of boat compared to other classes. The CBH shall normally remain constant for the season providing no changes are made to the boat or her equipment outside class rules. (ii) Performance Handicap (PHS): Derived from the performance of the individual boat and her crew and may be adjusted after each point score race depending upon the boat’s finishing place on corrected time. (b) A boat racing with the Inshore or Multihull Division for the first time shall have a handicap similar to that of a boat of the same design or comparable performance. The handicap may

2. PERFORMANCE ADJUSTMENTS After each point score race, the PHS time correction factor (TCF) of each finishing boat shall be adjusted in accordance with the following method: As per Top Yacht Handicap and Result System.

3. OTHER ADJUSTMENTS (a) The skipper of a boat shall notify the Handicapper of any alteration to the boat or her equipment that could affect the boat’s performance and the Handicapper may alter the boat’s CBH and PHS at his discretion. (b) The Handicapper may adjust the PHS of a boat at the handicapper’s discretion should it appear there has been an anomaly in setting the handicap. (c) There will be no change in this handicap for boats that score DNS, DSQ or DNF.

WINTER HANDICAP START RACES COMBINED (CSC & RMYC) POINT SCOREAll boats will be handicapped on a time adjustment handicap system as follows:

1. BASE HANDICAP (a) Each boat will be allocated a handicap start time (HCP) expressed in minutes. The time will be derived from the boat’s performance handicap and adjusted for the nominated elapsed time for the slowest boat in the fleet. More than one boat may have the same handicap and the slowest boat will have a handicap of zero. (b) The winner shall be the first boat to finish and each boat shall score in order of finish. (c) The nominated elapsed time shall be 150 minutes for Division 1 and 120 minutes for Division 2 and will be the approximate race duration and shall not be grounds for protest or redress.

2. PERFORMANCE ADJUSTMENTS (a) After each race, a revised HCP for each competing boat is calculated by adjusting the starting HCP As per Top Yacht Handicap and Result System. (b) Boats placed first, second and third will have an additional penalty of 3, 2 and 1 minute respectively added to their new HCP.

3. OTHER ADJUSTMENTS (a) After the application of the performance adjustments above, the least handicap may be adjusted back to zero and the handicap of all other boats will be adjusted by the same amount. (b) The handicapper may adjust a boat’s handicap at their discretion should it appear there has been an anomaly in setting her handicap or if the boat does not compete. (c) Changes to a boat’s sails and equipment within class or measurement rules shall not affect her handicap. (d) Except for the adjustments above, there will be no change in handicap for boats that score DNS, DSQ or DNF.

4. CLUB POINT SCORES Race results for all boats will be calculated using Class/Ratings Based and Performance TCF Handicaps and the race time of the boat in the Combined Point Score races above, where

Adjustments will be made to the Performance TCF of the boat after each race in accordance with the provisions for the Summer Point Score series.

TWILIGHT SAILINGSAILING INSTRUCTIONS

1. EVENT SCHEDULE Twilight sailing will be conducted on Friday evening, commencing the Friday after the start of Daylight Saving and ending the Friday preceding the finish of Daylight Saving.

2. RULES The Club’s current Sailing Instructions shall apply, as amended by these special instructions

3. ENTRY & SAFETY To be eligible to enter the series, an “Entry Form and Safety Declaration” sheet on the Club notice board shall be signed for each boat. All boats shall comply with the safety requirements of the NSW Maritime Authority.

4. COURSE The start and finish line is between Mark 2 and Mark 3, laid at the northern end of Gunnamatta Bay. Mark 1 will be laid at the southern end of the bay. The course shall be three laps with all rounding marks left to port. See sketch. Start to 1, 2, 3, 1, 2, 3, 1, to Finish.

5. MOORINGS The areas bounded by moorings in the Bay are prohibited and shall be treated as obstructions for the purposes of the Rules. A boat that sails within one (1) boat length of a moored boat or causes another boat to do so will be automatically disqualified. A second offence during the season will be grounds for cancellation of club membership.

6. SAILS (not applicable to dinghy classes) No sails may be set forward of a mast which are not normally carried forward of that mast when working to windward. Any sail set forward of a mast shall be properly attached to a stay in the center line of the vessel and only one sail may be boomed and only to windward.

7. TIME OF START The start shall be a handicap start commencing at 1800 hrs. The GPS time shall be deemed to be the correct time for starting. There may be no starting signals. Premature starters will not be recalled.

8. HANDICAPS All boats will be allocated a handicap in minutes and shall start at the appropriate number of minutes after 1800 hrs. Handicaps may be adjusted each week and will be posted on the Club Notice Board at least 30 minutes before the start.

9. TIME LIMIT 2000 hrs or official sunset, whichever is earlier, and only boats that have completed the course by this time will be considered as having finished.

10. PROTESTS The Club wishes to discourage the need for protests during twilight “fun” sailing. It looks to participants to enter the event in the right spirit, be meticulous in observing the rules and complete a One-Turn Penalty (or retire) immediately an infringement occurs.

11. PRIZES Prizes will be awarded to 1st, 2nd, 3rd and last place as soon as practical at the conclusion of the race. Any prize not collected at that time will be forfeited to the next placed boat.

1. CRUISING DIVISION The Cruising Division shall comprise those boats participating in organised cruising events of the Cronulla Sailing Club Ltd. (incorporating Port Hacking Ocean Yacht Club), hereinafter the club, and complying with these instructions.

2. DISCLAIMER OF LIABILITY All those taking part in a cruise organised by the club do so entirely at their own risk. The club will not accept any liability for material damage or personal injury or death sustained in connection with or prior to, during, or after a cruising event conducted by the club. Organised cruises do not rank as races.

3. SAFETY Each boat participating in a club cruising event shall carry the appropriate safety requirements of the NSW Maritime Authority.

4. DIRECTION Cruising events shall be conducted under the direction of the Cruising Chairman or his nominee who will be responsible for event schedules and liaison with other clubs.

5. PROGRAM Advice of proposed events may be published on the club noticeboard and on the club’s website www.cronullasc.com as applicable.

OFF THE BEACHRACING SAILING INSTRUCTIONS

Effective from 1st September 2018 DEFINITIONS

CLUB Cronulla Sailing Club Limited (CSC) incorporating Port Hacking Ocean Yacht Club.

RACE COMMITTEE The Rear Commodore Centreboard Divisions, the Class Captains and the Race Officer.

CLUB NOTICE BOARD Located opposite the sailing office door. Notices to competitors will be posted on this noticeboard by the Race Committee and also will be published on the club website www.cronullasc.com (the Clubs website) and SMS to all club members.

1. RULES All races will be governed by the rules as defined in the ISAF Racing Rules of Sailing (RRS), the prescriptions and special regulations of Australian Sailing (AS), the rules of each relevant class for boats racing in class divisions, (except as any of these are changed by these sailing instructions) and by these sailing instructions.

2. DISCLAIMER OF LIABILITY It is the competitor’s sole decision to enter a Club race and to start and or to continue to compete. By way of entering, competitors acknowledge and agree that participation in the event can be dangerous and accept their participation is at their exclusive risk in every respect. Further, by way of entering competitors shall hold harmless the organising authority, its officers, members, servants and agents and all other competitors in respect of all liability for injury to their person and or loss or damage to their property howsoever arising from their participation or intended participation in the event and acknowledge and accept that the organising authority, its officers, members, servants, agents and other competitors accept no responsibility in respect to loss of life, personal injury or loss or damage to property which may be sustained by reason of a competitor’s participation or intended participation in the event or arising for whatever reason in connection with the event. Attention is drawn to RRS Fundamental Rule 4 - Decision to Race and AS Special Regulations Part 1, 1.02 - Owner’s Responsibility.

3. ALTERATIONS TO SAILING INSTRUCTIONS (a) In accordance with rule 89.2(c), prior to the warning signal, temporary alterations that affect only the immediate race may be made to these sailing instructions by the Race Committee. Such temporary alterations shall be signified by the Race Committee Boat displaying Flag L (yellow and black quarters). All boats may come within hail to receive oral and/or written instructions. Notice may also be displayed on the Club Notice Board. Provided Flag L is displayed, all boats in that race shall be deemed to be advised of the alteration. (b) Alterations to the sailing instructions which are to be permanent shall be posted on the Club Notice Board under the heading “Alterations to Sailing Instructions” 48 hours prior to the day they will take effect, and will also be posted on the Club’s website and SMS communications.

RACE ENTRIES (a) A boat is eligible for entry in Club races provided that: (i) the boat is owned or chartered by or on loan to a financial member of the club (ii) the crew members comply with Instruction 5 - Crew Eligibility (iii) the appropriate race fees for have been paid (iv) the boat is registered with the Club, and (v) the boat complies with the AS Special Regulations Part 2 for “Off the Beach Boats”. (b) Casual entries may be accepted for a race conducted by the Club provided that: (i) the boat complies with the AS Special Regulations Part 2 (ii) the Race Committee is notified at least two (2) hours before the race starting time (iii) an entry fee of ten dollars ($10) per crew member is paid, at the discretion of the Race Committee, and (iv) the boat is not eligible for trophies or finishing place points in the race. (c) Races for classes will be conducted in accordance with the Racing Program, provided that a minimum number of two (2) entries are in each class, subject to the discretion of the Sailing Committee. Should a class fleet fall below two (2) starters over two (2) consecutive races in any series, the class may be abandoned.

4. CREW ELIGIBILITY The AS prescription to Rule 55 requires that any crew member that sails in more than 3 races in any one sailing season shall be a member of a club affiliated to a member State/Territory yachting authority (MYA) and a member of an MYA and Australian Sailing. Additionally, the Club requires that after 3 races in a season at Cronulla the crew member shall become a member of CSC.

5. SIGNING ON & OFF (a) The skipper or crew of each boat shall sign on at the Clubhouse before the start and sign off within one (1) hour of their finishing time, being at the discretion of the Race Committee. (b) Sign-on and sign-off sheets will be available for each Class/Division in the clubhouse. (c) If any boat can not sign on and off at the Club then, at the discretion of the Race Committee, such boat may sign on and off by reporting to the Race Committee Boat prior to the Warning Signal for that race and after finishing. It is the responsibility of the skipper to ensure that his reporting to the committee boat is heard by the race officials. When reporting, the boat shall keep clear of all other boats. A boat reporting in accordance with this Instruction will not be penalised without a prior warning. (d) Failure to sign on or sign off could result in the boat being penalised a ten percent (10%) time penalty to her elapsed time for that race. If there are subsequent infringements to this rule, the offending boat may be penalised without a hearing by the Race Committee and scored Did Not Start. (Amends Rules 63.1 and A5)

6. SCHEDULE OF RACES (a) The dates of all Club races will be as stated in the official Racing Program, Appendix 6, contained in these Sailing Instructions. (b) Where a scheduled race is abandoned or postponed and is to be re-sailed on another day, the Race Committee will not give less than seven (7) days notice and post the date and time of warning signal of the new race on the Club Notice Board.

7. COURSES (a) Courses will be as described in Appendix 2 and subject to amendment at the discretion of the Race Committee. (b) The course to be sailed will be signified by numeral pennants and/or signal boards corresponding to the course numbers in the Appendix, displayed by the Race Committee Boat not later than the Warning Signal for the first race.

8. MARKS Unless otherwise advised, the marks will be green, red, pink or yellow buoys. When a separate finishing line is laid, the finishing line mark will be blue.

9. STARTING LINE (a) The Starting Line will be between the Race Committee Boat’s mast displaying the Club burgee and a mark laid at the port end. In addition, a Distance Mark may be laid at or near the Race Committee Boat end of the starting line, in which case boats shall pass between it and the outer mark when starting. A boat shall not pass between the Race Committee Boat and this Distance Mark from the direction of the first rounding mark of the course after her Preparatory Signal. (b) Boats whose warning signal has not been made shall keep clear of the starting area and of all boats whose warning signal has been made.

10. BRIEFING A briefing may be given prior to the start of any race. No information given verbally at a briefing shall override these Sailing Instructions.

11. LONE STARTER Should one boat appear at the start alone, she shall be entitled to sail the course and thereafter be declared the winner of that race.

(b) HANDICAP STARTS (Amends Rules 26 and 29) For Handicap Start Races in which time is given at the start, the signals for starting the race will be in accordance with Rule 26. Thereafter, the elapsed time in minutes since the start of the race will be displayed by the Race Committee and the display of the number corresponding to a boat’s handicap shall be her starting signal. There will be no individual or general recalls. (c) LATE STARTS (Amends Rule A4.1) A boat starting later than ten (10) minutes after her starting signal will be scored Did Not Start.

14. RECALLS (Amends Rule 29) Individual recalls will be signalled in accordance with Rule 29.1. The starter may also hail the sail number of an infringing boat.

15. FINISHING LINE (a) The finishing line will be between the flag mast of the Race Committee Boat and the nominated mark. (b) The Starter may shorten the course by finishing any class at a rounding mark subject to Instruction 16(c). Flag S and a blue flag will be displayed on the Race Committee Boat. (c) In any Club Championship race, one (1) lap must be completed before the course may be shortened.

16. TIME LIMIT (Amends Rule 35) The time limit for all races, other than sprint races, will be two and one-half hours except that if one boat finishes within the time limit, the limit for all other boats in that race will be extended by one-half hour. The time limit for sprint races will be thirty (30) minutes after the first boat finishes. A boat which finishes after the time limit or its extension as applicable, will be scored DNF.

17. RETIREMENT Any boat failing to finish a race shall advise the Race Committee as soon as practicable.

18. PENALTY FOR BREAKING RULES OF RRS PART2 (Amends Rule 44.2) A One-Turn Penalty will apply and Rule 44.2 is amended so that ‘one turn’ is substituted for ‘two turns’ and ‘one’ is substituted for ‘two’ wherever appearing.

19. PROTESTS (a) Protests shall be lodged in writing, in the format of the RRS Protest Form, with any member of the Race Committee within one hour after the Starter returns to the club-house after the finish of the race. The Race Committee may extend the time limit at its discretion. (b) A protest fee of ten dollars ($10) shall be paid at the protest hearing. (c) A Protest Committee of three (minimum) will hear protests. The Rear Commodore or his representative will advise the parties involved in a protest of the place and time of the hearing of the protest.

20. SCORING SYSTEMS (a) CLUB CHAMPIONSHIP SERIES The Low Point Scoring System of RRS Appendix A will apply and each boat shall exclude her worst score. The nominated races for the series are specified in the Racing Program, Appendix 6. Of the scheduled races, 50% (round 0.5 upward) shall be completed to constitute a series. (b) CLUB POINT SCORE SERIES The Low Point Scoring System of RRS Appendix A will apply, amended as follows - See Appendix 3 (i) The Rear Commodore, after consultation with the Class Captain, may declare a scheduled race for the class to be non-point score due to other commitments. (ii) A boat which starts and thereafter retires or does not complete the course, shall score points for the finishing place one (1) more than the number of starters in the Class in the race. (iii) A boat which finishes and thereafter is disqualified shall score points for the finishing place two (2) more than the number of starters in the Class in the race. (iv) A boat which does not start shall score points for the finishing place three (3) more than the number of starters in the Class in the race. (v) Any boat that misses a point score race due to representing the club at a sanctioned Class Association regatta or because the Club has scheduled “Off the Beach” racing on the same day as “Offshore” or “Inshore” racing, may request redress. The request shall be submitted in writing to the Sailing Committee within fourteen (14) days of the race missed. If sought and justified, the Race Committee will award the average of points scored in all Point Score races for the missed race and the boat’s handicap may be adjusted. (c) Points for Championship and Point Score events will be awarded to the combination of boat and owner/skipper. Change of ownership will be regarded as a new entry in any series, and all points gained previously shall not be transferred with the boat or remain with the owner. (d) If a boat is nominated to provide assistance to the Starter on a club Race Day which prevents her from competing in the club event, the Race Committee will award first place points with no handicap adjustment for the missed race. If the skipper or his appropriate representative does not comply without prior acceptable reason, the Race Committee will award non-discardable points for DNF with the handicap adjustment for first place.

21. CREW ELIGIBILITY (a) In any one season, a boat shall not be entitled to change the skipper except in exceptional circumstances. Where these exist, application shall be made in writing to the Race Committee at least two (2) hours before the advertised starting time of the race by the new skipper who shall be a regular member of the crew. The decision of the Race Committee will be final in any such application. The handicap of the new skipper/boat will revert to scratch. This paragraph will not apply to a club training boat which has been allocated to two or more skippers.

(b) Only skippers who have competed in fifty (50) per cent or more of the Class Association or club’s programmed events shall be eligible for being awarded places in club championship and season point scores. A member may appeal to the Management Committee to have this paragraph waived where exceptional circumstances have prevented the participation in the required number of programmed events.

22. ADVERTISING ON BOATS For all club races, boats shall be comply with ISAF Advertising Code, Category C.

23. HANDICAPS Handicaps for each Class will be determined by the Race Committee. The methods of handicapping are set out in Appendix 1. The description of the system is for information only, and does not prevent the Race Committee from varying the system at it’s discretion.

24. STRONG WINDS (a) In the event of winds on the course area with a steady velocity in excess of twenty-five (25) knots for a minimum of thirty (30) seconds or gust velocity of thirty (30) knots, the race set down for that day will be abandoned or postponed to such other day as the Race Committee may determine. (b) In the event of a gale warning being issued for the course area by the Bureau of Meteorology (www.bom.gov.au) which is current within two (2) hours of the race start, the race set down for that day will be abandoned or postponed to such other day as the Race Committee determine.

25. MOORINGS The areas bounded by moorings are prohibited and shall be treated as obstructions for the purposes of the Rules. A boat which is racing and sails amongst moored craft or collides with or causes a collision with moored craft will be subject to protest.

26. COMMERCIAL VESSELS A boat shall not manoeuvre in such a manner as to cause a ferry or other commercial vessel to take avoiding action when operating within her normal commercial lane.

TRIANGLE COURSES The marks will be laid in the Estuary in the configuration shown below. Mark 1 will be laid approximately 0.8NM to windward of Mark 3. RISK WARNINGThis RISK WARNING is issued jointly by the Cronulla Sailing Club Ltd. and the NSW Maritime Authority, pursuant to the Civil Liability Act 2002 to all persons wishing to participate in the sailing activities conducted by Cronulla Sailing Club Ltd.Participants are warned that, regardless of the precautions, which might be taken byreasonable and experienced persons, sailing can be a dangerous pursuit and participants areexposed to significant risk of property damage, physical harm and possibly death.As an indication, these risks may include, but are not limited to:

• The extremes of weather and sea conditions.• The potential that control of vessels may be lost, resulting in collision with objects and

other vessels.• The sudden movement of the vessel at any time and the possibility that participants may

fall or be thrown overboard, resulting in drowning.• The possibility that participants may be injured by equipment on the vessel.• The absence of immediate medical care and the likelihood that significant delays may

occur before medical care is available.• Exposure to the elements for extended periods.

Cronulla Sailing Club Ltd. and the NSW Maritime Authority also warn participants that regardless of their best intentions, they may be unable to render assistance to participants who are in distress. Participants are warned to consider the above risks and all other risks before deciding to participate in any sailing event with Cronulla Sailing Club Ltd.Participants are also advised that although Cronulla Sailing Club Ltd. is covered by third party liability insurance, this cover DOES NOT extend to participants. Any participant who considers they have a need for insurance must make their own private arrangements with an insurer. A personal accident insurance policy is available with subscription to membership of Australian Sailing.
