1. Introduction of the project

Mong Duong Thermal Power Plant complex with a total combined capacity of 2’200 MW, is

located in the Mong Duong Ward (Cam Pha town, Quang Ninh province). It is situated along

Highway 18, 300 km northeast of Hanoi and 18 km from the Center of Cam Pha town. The

Project site is located at the mouth of the Mong Duong River and includes one ward (Mong

Duong) and one commune (Cam Hai). The objective of building this Plant is to increase the

capacity of the thermal electric power source and contribute to the stable supply of electricity

throughout the year and especially in the dry season when the hydro plants do not generate

much of their maximum capacity.

The Mong Duong Thermal Generation Plant complex needs a large amount of fresh water

from Quarter Four, 2013. It is calculated that, the combined Plant needs 15.000 m3 of fresh

water per day. A fresh water supply system therefore must be constructed to serve the project.

The system consists of the reservoir, the pumping station, the 10 KV power supply to serve

for the pumping station, the water pipe line, and the access road.

Of which, only the Reservoir area and the Water Pineline area relate to land acquisition and

resettlement.

2. Objectives of Income and Livelihood Restoration Planning

The IRP focuses on the APs as a result of involuntary acquisition of land for the Project. The

land acquisition process is considered as involuntary when project affected people (APs) or

communities do not have the right to refuse land acquisition resulting in displacement. Land

acquisition in a project might lead to displacement for the local communities. For the ADB,

there are two types of displacements: physical and economic. Physical displacement is

defined as the actual physical of the people leading to relocation, loss of residential land, or

loss of shelter, whereas the economic displacement refers to loss of reproductive land or

assets, access to reproductive assets, income sources, or means of livelihoods (Source: SPS,

2009).

This project requires moving both physically and economically. Therefore, Income

Restoration Plan (IRP) was prepared in order to (i) ensure entitlements for Project affected

persons (APs) are prepared in a transparent, consistent and equitable manner;(ii) identify

severe APs that require assistance other than cash compensation to restore their livelihoods;

(iii) design and implement the measures for income and livelihood restoration; and (iv)

establish monitoring and evaluation mechanisms on IRP implementation.

The aim of this IRP is to minimize the adverse impacts of the Project and to ensure that

income and livelihoods of AHs will be restored and improved better or at least equal pre-

project levels.

3. Entitled People to participation the IRP

People who are entitled to participate in the IRP are the severely affected households due to

loss from 10% or more of productive land (such as agricultural and, aquaculture ponds,

gardens, etc) or loss from 10% or more of income source from livelihood activities, relocated

households and the vulnerable households (such as poor HHs, HHs with heroic Vietnamese

mothers, invalids or martyrs families, HHs with disabled persons, single woman headed-

household, ethnic minorities who are specified in the 2003 Land Law, Decree 197/2004/ND-

CP of the Government of Vietnam and the compensation, assistances and resettlement

policies of Quang Ninh Province(refer to entitlement matrix table in the RAP 2012).

In the scope of the IRP, a fund for the development and implementation of specific programs

is established based on the need assessment to participate in the economic development

models of the affected households or group of affected households. In the meantime, the

Program also takes into account the priority on programs to improve income and livelihood

for the vulnerable households.

The survey result showed that, of total affected households, there are 186 households are

entitled to participate in the income restoration program. These are the households whom

losing 10% or more of productive land, of which, 37 resettled households and 20 households

belong to vulnerable group ( include: the household who lose 10% or more income source,

and relocation, the ethinic group, the poor household, the woman lead of affected households

impacted by the project)

4. Policy Framework

This section outlines the principal policy and legislative framework that pertains to land

acquisition and involuntary resettlement in Viet Nam. It provides a summary of the relevant

ADB policies and Viet Nam Government policy. The ADB policies facilitate the resettlement

of property owners without the undesirable conditions imposed upon them by local legislation.

Both the local and international legal frameworks provide adequate compensation, support to

affected private and public parties in a transparent manner even when expropriation procedures

are used and the land is acquired through public interest. In other words, the international and

national policy/legal frameworks complement each other in providing residents of affected

settlements resettlement options. They also ensure that those who opt against resettlement

benefits would receive compensation at replacement cost.

4.1 National Policy Framework

The current documents directly related to the policy of livelihood support policies and income

restoration due to land acquisition and resettlement include:

Decree No.197/2004/ND-CP, on compensation, rehabilitation and resettlement in the

event of land recovery by the State.

Circular No.14/2009/TT-BTNMT dated 1/10/2009, guiding to implement Decree

197/2004/NĐ-CP.

Decree 69/2009/ND-CP of 13/8/2009 regulated on Land Use Planning, Land Pricing,

Land Acquisition, Compensation, Assistance and Resettlement.

Decree No.84/2007/ND-CP, which stipulates issue of LURC, land acquisition, land

use right implementation, procedure of compensation, and assistance in the event of

land recovery by the state and grievance redress.

Circular No.14/2008/TTLT/BTC-BTNMT guiding to implement some articles in the

Decree No. 84/2007/NĐ-CP

Construction Law 16/2003/QH11 on compensation and relocation of people affected

by ground clearance for investment projects.

Decision No. 1956/QD-TTg 27/11/2009, the Prime Minister approved "Vocational

training project for rural labors til 2020".

Joint Circular No 112/2010/TTLT-BTC-BLĐTBXH dated 30/7/2010 of the Ministry

of Finance and the Ministry of Labor-Invalids and Social Affairs guiding the

issuance, management and use of agricultural vocation training pilot cards fromthe

budget of national target Program of Employment and Vocational training and

Circular No. 128/2012/TTLT-BTC-BLDTBXH on amending and supplementing

Circular No. 112/2010/ TTLT-BTC-BLĐTBXH. (There are three types of cards: red

card for rural workers to be eligible for preferential policies, people contribute to the

revolution, the poors, ethnic minorities, the disabled, people who are recovered their

cultivation land are supported for short-term vocational training (vocational

elementary level and vocational training less than 3 months) with maximum support

level is 3 million dong per person per one training course

Decision 52/2012/QD-TTg dated 16/11/2012 issued by the Prime Minister, which

regulated on policies of vocational training and job creation support for labors who

are acquired their agricultural land. Accordingly, supported objects the labors who

directly participate in agricultural production which their agricultural land is

recovered by the State without compensation land to satisfy the conditions: permanent

residence at households with agricultural land recovered; people at working-age;

there is a need for vocational training, job change, job search, job creation loans.

Employees are entitled to support policies in a period of 3 years after the land

acquisition decision. The forms of support include support training (short-term,

intermediate, advanced levels); support the domestic job as well as foreign one. This

Decision takes effect on 1/1/ 2013.

4.2 Province Policy Framework

Quang Ninh Province People’s Committee Decision 499/2010/QD-UBND of 11/2/2010

(decision regarding compensation, support and resettlement when the state acquires land in

Quang Ninh Province) provides details for the application of compensation, assistance and

eligibility regimes set out in Decree 69/2009/ND-CP.

Decision 1221/QĐ-UBND dated 29/05/2013 issued by the PPC, approved the budget

allocationto implement the pilot project of agriculturally vocational cards providing for rural

laborers in Quang Ninh province in 2013.

4.3 ADB Policy Framework

The ADB Safeguard Policies applying to solve the negative impacts of the CSEDP

consolidates three existing safeguard policies: (i) involuntary resettlement policy (IR, 1995),

and guideline for implementation F2/BP (9/2006), (ii) Safeguard Policy Statement (2009).

Closely associated with two social safeguard policies is the Policy on Gender and Development

(1998), Ethnic Minorities Policy (EMP, 1999). The population of the commune mostly affected

by the project, Ward No. 10, is inhabited predominantly by members of the two ethnic

minorities living in this area, Dao and Tay, while in the area affected by the pipeline, the

majority is Kinh. It is evident that project impacts affect mainly representatives of ethnic

minority groups. Therefore it is justified - or required - to put emphasis on this aspect in the

entire implementation process of restoration programs

The objective of ADB Policy on IR is to avoid or minimize the impacts on people, households,

businesses and others affected by the acquisition of land and other assets, including livelihood

and income. Where resettlement is unavoidable, the overall goal of the ADB policy is to help

restore the living standards of the affected people to at least their pre-project level by

compensating for lost assets at replacement costs and by providing, as necessary, various forms

of support and assistance.

Following are the key principles in the Bank’s policy on involuntary resettlement:

a. Involuntary resettlement should be avoided where feasible.

b. Where population displacement is unavoidable, it should be minimized by exploring all

viable project options.

c. Preference will be given to land-based resettlement strategies when affected livelihoods

are land based

d. All compensation is based on the principle of replacement cost.

e. Each involuntary resettlement is conceived and executed as part of a development

project or program

f. Affected people should be fully informed and consulted on compensation and/or

resettlement options.

g. Institutions of the affected people, and, where relevant, of their hosts, are to be

protected and supported. Affected people are to be assisted to integrate economically

and socially into host communities so that adverse impacts on the host communities are

minimized and social harmony is promoted.

h. The absence of a formal legal title to land is not a bar to ADB’s policy entitlements.

i. Affected people are to be identified and recorded as early as possible in order to

establish their eligibility through a population record or census that serves as an

eligibility cut-off date, preferably at the project identification stage, to prevent a

subsequent influx of encroachers of others who wish to take advance of such benefits.

j. Particular attention must be paid to the needs of the poorest affected households and

other vulnerable groups that may be at high risk of impoverishment. This may include

affected households without legal title to land or other assets, households headed by

women, the elderly or disabled, and ethnic minority peoples. Appropriate assistance

must be provided to help them improve their socio-economic status.

k. The full costs of resettlement and compensation should be included in the presentation

of project costs and benefits.

l. Budget for relocation and rehabilitation comes from ADB loan financing for the

project, to assure timely availability of the required resources and ensure compliance

with involuntary resettlement procedures during implementation.

Other policies of the ADB should be applied in making and implementing resettlement plan

and income restoration program are (i) public information policy (3/2005) and implementation

guideline L3/BP (9/2005), and (ii) explanation mechanism (as showed in the implementation

guideline L1/BP guide, issued on 29th

October, 2003).

5. Socio- Economic Profile of the affected households

5.1 Labor and employment structure

Surveyed AHs in Mong Duong commune have a combined total of 224 members. Of these,

nearly 108 people are employment from 15 to 60 years old, and 10 People is unemployed and

2 others people are seeking empoyment. In Cong Hoa, among140 members who have

employment belong to the 15 to 60 age group. Surveyed AHs in Cam Hai commune has 71

members. Of the total, 24 people are employment between 15 to 60 years old. Around 6 people

are unemployed, while 1 person is seeking the job. Most of the labors in the project areas are

working for as farming workers for large farming owner, working in coal mining , storage and

trading, wood processing company etc. (see the table below).

5.2 Income Sources

The below table shows the structure of income sources of the afffected households (include the

primary income income sources of the household head and the other members of the

households. From this it is quite clear that the main income of the Mong Duong is from forest

plantation and agriculture (with 96 households get primary income from agriculture (30 hhs)

and acaciaplanting (66 hhs). Each AP household has 4.5 ha of Acacia on average (from 2.0 to

8.0 ha, depending on the number of family members), and one ha of Acacia trees can be sold at

a price of 30.000.000 VND after six years of growth. Beside the primary income, the affected

household in Mong duong ward add secondary income from other activities such as

acaciaplanting (25 hhs) agriculture (10 hhs) and also from the coal mining and business

In Cong Hoa commune, the most important primary income of the household is from business

(10 hhs among 38 households) meanwhile the highest secondary income is from acacia

Planting (7 hhs among 22 interviewed hhs). All the affected households are trying to restore

their production capacity to creatjobs for their family member’s. However, both of their

primary and secondary income are considereably affected

Cam Hai comune has higher main income sources from Acacia Planting/Forest (16 among 28

affected households). The fishing households who are affected by the project are trying to keep

their fishing activities in other sections of the Mong Duong river and other places. And they

have also trying co get income from the secondary income such as from agriculture (5 hhs),

acaciaplanting (5hhs) and other source of income (5hhs). In general, the main income of the

Cam Hai local will be decrease by the project impact.Structure of household income is shown

in the table below.

5.3 Monthly Income of Affected Households

On average, each AP household has an income of 4.050.000 VND/month (3.8 family members/

a household). In which, 40% of the surveyed household is average income per capita per month

form 651.000 VND-1000.000VND, 16.4% of the surveyed households is average income per

capita per month is from 1.000.000VND-2.000.000VND. Income less than 500.000 per capita

per month is 8.5% in N010 Mong duong ward, 10% in Cam Hai and6.4% in Cong hoa

Commune. The income level more than 2.000.000VND per capita per month focus in Cam Hai

with 10% and Cong Hoa8.5%

5.4 Vulnerable Groups

There are 20 households belonging to vulnerable groups, they are the poor, disabled persons,

single woman headed households with dependant, revolution or invalids person or loneliness

elderly, etc. These households will be entiled to join the IRP. Most of the APs belong to an

ethnic minority.

5.5 Gender

During the Individual Interview, 90% the affected household still not get their Land use rights

certificates (LURC). However, the household said that Land use rights certificates (LURC) for

residential plots will be registered under the namesof both husband and wife. LURCs for plots

at the resettlement site will also be registered under the names of both husband and wife.

However, with regard to agricultural lands LURCs in the area are usually issued to women as

they directly involved in agricultural production activities.

During group discussions, DPs mentioned that household members rely on men’s decision

with regard to business decisions while women are responsible for household chores. Men are

more likely affected because they are the primary income-earners in the households. In Mong

duong commune, when we asked about shifting to a new job most of the interviewed said that

they are old and cannot work as hired labour. They are relying on their children for support.

Younger male said they will shift to seasonal construction work. Women have to take care of

their families, look after their children, etc.

6. Results of Consultation with Affected Households and Stakeholders

6.1 Identify Stakeholders

The potential stakeholders of the project include local affected people and organisation or

agencies, local authorities, none-government, and other representatives of the affected people.

Consultation and information disclosure is implemented in transperence which can not be

absent during preparing and implementing the IRP.

TPMB1 together with Cam Pha RC implemented public information by providing the project

information to local authorities and affected people. The community meetings for information

disclosure to local authorities, consultations with the stakeholders and the interviews were

organized during this process.

6.2 Consultation with Affected Households, Vulnerable Groups

Propagate the awareness of the importance of livelihood restoration and

opportunities to participate in livelihood restoration programs designed for the

Project;

Keep up the economic capacity and economic development after the land

acquisition;

Finding out about the needs and expectations of affected households in participating

the IRP

6.3 Consultation with local authorities and mass organizations

Update socio-economic policies including basic guidelines and instructions at the

province, city, ward or commune levels, and their implementation process;

Update the local status of socio-economic development and opportunities/challenges for

the development of livelihood restoration models, especially for affected households

and vulnerable groups;

Existing social support programs in ward or commune level

Assimilate experiences and guidance for building contents of livelihood restoration

programs in the project area.

6.4 Consultation with Relevant Partners (DOLISA, Department of Economics,

Agricultural Promotion Center, Provincial WU, Women Union Vocational

Schools, etc)

Learn experiences in the implementation of livelihood restoration models suitable for

those whose land are acquired;

Learn about the market demand for skills, careers and other agricultural products and

handicrafts;

Identify potential partners in the implementation of livelihood restoration programs in

detail.

6.5 Results of Community and Other Stakeholders Consultations

The consultation is deployed at various levels: municipal, city, commune and affected

household. The accessibility to affected households faced difficulties due to the fairly large

number of households (total of affected households who are entitled from the IRP is 186 HHs);

of which, some of them are working far from home or moved to another place for living, these

households do not directly do farming therefore it cause the difficulties to access them. This

also affects on registration to take part in the IRP of the AHs.

Survey result of need of participate in the IRP also showed that many AHs don’t aware the

important role of these activities and therefore they do not register to participate in the IRP as

well as not propose other options at individual level. Therefore, during the survey, the Project

has been continuous communicating to aware the necessary of the IRP. The Project considered

these communication activities as a part of income restoration activities. The households who

meet the conditions to join the IRP and have not been registered yet, can register if they will be

in-need later.

The consultation result showed that, the project area have advantage conditions to conduct the

productive activities such as cow rearing, Acacia cultivating, cow raising, pig breeding,

forestry trees, etc…In addition, the none-agricultural activities such as sewing embroidery,

handicraft production are also advantages inthe project area.

The households affected by the Project have been consulted and assessed on needs of

livelihood restoration. Their views and opinions about the restoration of livelihood after

resettlement are shown as follows:

Of 186 households who are the beneficiaries of income restoration program, there are 95

households (51.0%) responded to registration for income restoration models, 39

households (20.9%) are elderly households and 32 other households (17.2%) are no in-

need of participate-in the Program. 20 remaining households (10.75%) have not made up

their minds so they could not answer, these households will register in the future if they

will be in-need

Of 95 above-mentioned registered households, most of them are agricultural households

(breeding, growing), 30 households registered to rear cattle; 30 households registered to

Acacia cultivating, 35 households registered to join in “other activities”. All these

households look forward to join production technique training courses.

Of 95 above registered households, there are 40 members of households who are in-need

of vocational training courses such as driving, information-technology, mechanic,

tailoring, textile industry, electricity, electronic, welding, medical, house-working,

cooking).

After receiving the listof the affected households whom are in-need of vocational

training, TPMB1will support to contact with local institutions to facilitate the training for

the in-need affected households if neccessary.

7. Income Restoration Program

The Income Restoration Program includes many different activities as the follows:

1. Income restoration models:focus on the activities which help to recover the AHs’

income to be equal or better than pre-project.

2. Allowance for Living and Production Rehabilitation:Focus on support for livelihood

and production stablization assistances during the transition period to help the affected people

stabilize their lives after land acquisition.

3. Communications/capacity building:The consultation process showed that many

affected households are still not aware of the importance of the IRP. Therefore, awareness-

raising activities for the affected households have been implemented to help affected

households to aware of the importance of the program and the use of compensation, assistance

for the right purpose, help ensure sustainable livelihoods for the affected households.

Specific description of each income restoration activity is showed at the belows:

7.1 Income restoration models

Income restoration activities aim to restore livelihoods for the affected households who are lost

their income sources due to project implementation, including the households with severely

affected agricultural land and the households who are affected their income source from

business or production. All in-working-age membersof the severely affected household, if they

are in-need of vocaltional training, will be funded for vocational training as specified below.

At the same time, the households those are recovered less than 50% of agricultural land are

entitled to join one model of production, the households those are recovered from 50% or more

of productive land are entitled to participate in the models of agricultural/forestry production

suggested below (Acacia cultivating, livestock).

The activities/models are applied in this Project include:

7.1.1. Organizing vocational training courses and job recommendations for members of

the AHs in the working age;

7.1.2.Develop models of Acacia Cultivating to strengthen productive capacity in the

remaining land;

7.1.3. Develop the breeding models those are applied new breed and new technique to

rear the cattle.)

Details as the follows:

7.1.1 Organizing vocational training courses and job recommendations for members

in the working age of the AHs

Along with policies to attract employees to work for long-term in the facilities or works under

the Project, the Project support for basically vocational training (short term training courses

less than 6 months )will be given priority) and occupation recommendation for the members of

the APs.

Through discussions with the leaders of theDepartment of Labor, Invalids and Social Affairs of

Quang Ninh Province on the issues of human resources and solutions for the unemployment

situation, the results showed that the vocational school or training centers of the province are

focusing on training for the workers for some sectors which attract a lot of labors in the locality

such as coal and miningsector, civil electricity, electronic, driving, welding,mechanic, cooking,

tourism, hairdresser, etc.

Members in working-age of the affected households who are in need of vocational training

shall be admitted into the vocational training institutions in the province with free fee for one

training course (including the level of preliminary training , intermediate and vocational

colleges) (not applicable to the applicants want to learn at the vocational training centers out of

the province). At the same time, after completion, the project will coordinate with vocational

schools to introduce students to enterprises or companies which are in-need of recruitment.

The Program also consulted with the AHs to identify the needs of them.

From the result of consultation with the AHs, the Project identified some occupations which

are suitable for the members of the AHs and the trend of labor market, such as driving,

welding, mecahnic, civil electricity, electronic, cooking, hairdresser, etc.

Vocational training model is specified as the follows:

a. Object: Members of AHs at appropriate age (from 18 to 35)

b. Entitlements:support the school fee, transport and mealyassistance and job

introduction after completing the course.

c. Activities: Coordinate with the Vocational Schools or TrainingCenter in

QuangNinh province for the implementation ofvocational trainingsfromtheir

member'sexpectation: tailoring, engineering (agricultural machinery repairand

construction), motorcyclerepair, driving,electro mechanics, refrigeration, cooking,

and bodyguard, etc. The Vocational Schools/Training Centers is tent to sign

contract of vocational traing coorperation includes: Industrial and Construction

Vocation College of Quang Ninh Province , Mining College Hữu Nghị, Industrial

College of Cam Pha, Vocational Center of Cam Pha City,Provincial Women Union,

Vocational College belong to Mining Company on the basis of contract principles

between the project, the Vocational Schools or Training Centers will directly

organize propaganda and training in the communes.

Coordinatewith enterprisesandcoal mining companies in Quang Ninh

Province and the surrounding area for recruitment and training such as

Mong Duong Coal Mining Company, Cam Pha Mining Company, Hong

Cam and Huu Nghi Mining Company, etc to recommend the job

opportunities to the labors.

Establish database of households who are in need of job training, education

level, experience, skills and profession they want to follow.

Create and maintain relationships with Project Management Unit of

construction project, the business establishments, industrial parks and

factories, enterprises in the region to determine the employment needs of the

mentioned organizations(such as: number of people for recruitment,

required qualifications and recruitment plans) and reached an agreement to

provide personnel to these enterprises.

Design a program to provide information about available jobs they are

recruiting by posting recruitment ads in the affected communes as well as

job vacancies notified by local speaker in the commune.

Coordinate and establish relationships with contractors who build the

reservoir and pipeline to give priority in recruiting labors of AHs. The labor

standards and labor safety laws need to be guaranteed. There is no

discrimination in remuneration for men and womenof the same type of

work, at the same time, do not use child labor for the construction and

maintenance of the construction

Build and maintain relationships with the vocational training center to

organize training courses in accordance with the preferences of the affected

households.

d. Economic Benefits: After participating in vocational training and job stability, the

member of the affected household will have a stable income (expected income is

around 2.5 million - 5 million VND/month) to cover for their life and support their

family.

e. Social benefits / social impacts: Creating jobs for the main labor of the household,

focusing on those who have good health and education level, ability to acquire

knowledge.

f. Theconditionsfor the development of local models: Locality with training centers

or vocational school is capable of providing training and job placement. There are

several industrial parks, export processing zones in neiboring areas with high labor

demand, capable of receiving the objects who have completed vocational training

programs.

g. Model replication and guide for implementation. This modelis supportedby

TPMB1, the Vocational Training Centers or schools in Cam Pha City, business

establishments, industrial parks, factories and enterprises in the region.

Along with vocational training and job recommendation for the members of AHs, the Project

conducts the activities/models of productions or business for the members of AHs in the aging

from 30 or more. Details as the follows:

7.1.2 Develop the models of Acacia cultivating to strengthen productive capacity in

the remaining land.

These are the closed models, ensuring from production stage to consumption stage, help the

people feel safe of the output and help to bring sustainable income for them. These models is

applied for the communes Cong Hoa Comune, Cam Hai Comune and Mong Duong Ward, etc

wherereas the conditions on productive land are available and the AHs are in-need of

participate in the models.

The Project with coorperate with the Agricultural Extension Centers and Department of

Economics to implement the training courses on application of technics and the guidelines on

capacity and productivity improving, using the high quality Acacia trees

a. Objects: Members of AHs at the age from 30 to 60

b. Benefits: Communication program about the program on the basis of Agricultural

Extension information. Enrolling in model introduction course and model

implementation skills. These households will be supported the Acacia cultivating

experience from the Service Centers

c. Activities:

Organization programs to introduce the models and techniques of Acacia

cultivating or high quality growing support to provide seeds/ new breed;

Coordinate with Agricultural extension center of the Province and city,

Agricultural extension associations and another organization that have been

successful in their model and get experience sharing.

Technical Support for AHs during production: IRP Implementing Unit

establishing by Quang Ninh PPC will sign a Contract of Technical Support

with the Economic Department and the Center of Agricultural Extension

whom will be in charge of technical supports to the AHs. Technical supports

include the guidebook, technical training of growing and taking care of

vegetables or rice and pilot growing, monitoring the progress of pilot

growing and technical support during whole the production process.

d. Economic benefits:

Low fixed costs (AHs normally have available land for production

development in their home);

Low operation costs due to taking advantage of labor power of the member

in the family;

Big and stable consumption market in the locality and neigboring regions.

The estimately expected income 400,000 – 700,000 dong per person per

month. This meant they could have better income comparing to Pre-project.

e. Social benefits/ impacts:

Create jobs for unemployed labors. Old people may join this program to

improve their income;

This model does not require much time, and farmers might undertake other

jobs at the same time;

Suitable climatic conditions and soil

Have little environmental impacts compared to other models;

g. Model replication

For the new models, they will be chosen from a number of projects and

Provincial Farmers Association at the localities and be able to replicate to

about 30% of households who have little remaining land area in Cam pha

city; through learning experiences from Agricultural Extension Centers and

Agriculture and Department of Economics in Campha city, these models

have been applied in the locality which appropriate with land condition and

bringing a high effectiveness;

Farmers Association and City and Provincial Extension Centers to

encourage farmers to adopt the models and encourage farmers to implement

the model.

7.1.3 Develop the breeding models training those are applied new breed, new

technique (to rear the cattle such as cows)

Breeding households will be join the breeding technic training courses to learn how to get a

high economy effectiveness, ensure hygiene and food safety. These households will get the

experience by specialist. With this assistance and job transition support which they had

received earlier, they will have the basic knowledge to implement the model and restore

income lost by the project. Thus, with this model, households can fully restore their income

lost by the project, even higher than Pre-project.

The Project with coorperate with the Agricultural Extension Centers and Department of

Economics of Cam Pha to implement the training courses on application of breeding technics.

a. Objects: Members of AHs at the age from 30 to 60

b. Benefits: Communication program about the program on the basis of Agricultural

this program to improve their income;

This model does not require much time, and farmers might undertake other

jobs at the same time;

Take advantage of available field for growing and rearing;

g. Conditions for the localities to develop the models:

Suitable climatic conditions and soil

Have little environmental impacts compared to other models;

Farmers can use natural grass growing under storey of perennial trees as

animals’ food. They also can plant elephant grass along borders of industrial

farms;

Available source of foods such as cassava, maize, sweet-potato are available

to fatten animals.

h. Model replication

For the new models, they will be chosen from a number of projects and

Provincial/City Farmers Association at the localities and be able to replicate

to about 30% of households who have little remaining land area in project

areasthrough learning experiences from Agricultural Extension Centers and

Agriculture and Department of Economics, these models have been applied

effectively in the locality.

Farmers Association and City and Provincial/City Extension Centers to

encourage farmers to adopt the models and encourage farmers to implement

the model.

7.2 Allowance for Living and Production Rehabilitation:

This is a basic activity as the first condition to help the households to restore their income. The

assistances for each specific beneficiary as the follows:

a) Assistance for households with agricultural land

For households:

Loss less than 10% of total production land householding: Cash compensation

for agricultural land at 2,000,000 VND/ m2 in maximum; forest land at 500

VND/m2; annual crop land, perennial tree land, aquaculture land, and other

production land: 1,500 VND/m2.

Loss from 10% - 30% of total production land holding: rice subsidy by 90 kg of

rice/member for all members of household who will not have to relocate; 180 kg

of rice/member for all family members in case where household who will have

to move to areas with difficult socioeconomic conditions; 360 kg of rice/

member for all family members in case where household will have to move to

areas with difficult socio-economic conditionsLoss more than 30% - 70% of

total production land holding: rice subsidy by 180 kg of rice/member for all

members of household who will not have to relocate; 360 kg of rice/member for

9. Implementation Arrangement

9.1 The principles for the implementation

a.Clearness and transparence

• The policies and entitlements of livelihood restoration programs should be

publicized widely for affected people through the local media, the local

administrative system and the local seminars;

• The self-governing boards of the livelihood restoration programs elected by the

community must provide beneficiaries with related documentation and information,

funding and spending for livelihood restoration programs in full as well as provide to

those who carry out coordination and assessments as required.

b. Community consultation

• The livelihood restoration programs proposed in this report are mainly resulted in

the consultation with the organizations and agencies in Cam Pha city. However,

household consultations continue during the project implementation to ensure the

compliance with the requirements, conditions and current conditions of people.

• In addition, the consultation will continue in the mid-term review of livelihood

restoration activities to understand people’s feedback and demand for support as well

as for the adjustment of the project management in a more effective way.

c.The priorities

(i)At first, priorities are deemed that in addition to the benefits and entitlements from the

RPs was approved by ADB and the City PC, affected households are given with

preferences (but not limited to) the participation in the following cases:

• Access to assistance funds from the project (such as sanitation revolving fund,

v.v.);

• Join the livelihood restoration models sponsored by the Project;

• Participate in capacity building programs, visiting models and priorities in the

training and recruitment;

• Other cases.

(ii) Secondly, priorities will be given to affected household upon their degree of impact

on the production land and houses (i) vulnerable levels of affected households (ii) and

affected households with highly feasible livelihood restoration models which have positive

impact to other affected households.

9.2 Implementing Arrangement

9.2.1 GENCO 3

Genco 3 is the Executing Agency, responsible for approving project documents, providing

funds and guidance to TPMB1 and for overall implementation and coordination of the

project, including IRP, land acquisition and resettlement and UREMDP activities.

9.2.2 Thermal Power Project Management Board 1 (TPMB1)

Thermal Power Project Management Board 1 (TPMB1)(Client) prepares and implement

the IRP with support from the consultant and City PC. Institutional arrangement for

implementation IRP as the follows:

9.2.3 Assigned Compositions of the parties involved

TPMB1: (i) responsible for prepare IRP and estimate costs for it to submit to the

ADB and PPC for approval; (ii) reponsible for implementing the IRP; (iii) internal

monitoring and reportregularly of the results and progress to the ADB.

Cam Pha City PC: Cam Pha City PC is responsible for support to implement

income restoration program.

A "Steering Committee of IRP Implementation” will be establishedafter being

approved under TPMB1. This Steering Commiteeincludes:

- Representatives from TPMB1

- At level city: Representative of the City’s leadership, City RC, the related

agencies (Farmer’s Association, Women’s Union, Agriculture Expansion

Station,Economic Department);

- At ward or commune level: Representative of ward or commune, Farmer’s

Association, Women’s Union, Land Officials, village leaders.

The Steering Committee is resposible for inspecting, supervising, monitoring: (i) to

implement the IRP, (ii) to quarterly report on the IRP implementation and (iii) to

participate in solving the issues of implementation process.

9.2.4 Responsibilities

TPMB1plays a key role in the program implementation, TPMB1 is responsible for:

(i) survey, colect data and making the list of participant meeting the criteria and the

real conditions, making the detailed cost estimate and submitting it to the ADB for

approval to implement; (ii) prepare the estential procedures to choose and sign

contract with the organizations/agencies/individuals with expertise in the delivery

of input services such as vocational training, technical training for production

(plants, crop, animals, breeding construction in accordance with the current

regulations and forms of the Laws; (iv) take a final account of IRP implementation

cost and site clearance cost; (v) quartely report on implementation to the ADB.

Steering Committee members at the ward/commune level: shall be responsible for

coordinating with the TPMB1 with support from the consultant in survey, data

collection and make a list of participants in the program according to each model

and checking, monitoring the implementation of the program in the location.

9.3 Implementation Procedures

- Step 1: Preparation. (within 20 days since the ADB approved the IRP)

TPMB1 consults with the City PC to set a Steering Commitee of IRP

implementation;

TPMB1 held a meeting of Steering Commitee of IRP, to disseminate the content of

IRP of the Project and assign specific tasks for the members; conduct community

meetings to disseminate, instruct the affected households to regist the Program and

make the list of participant by each model in the location.

- Step 2: Submit cost estimation for approval

Based on the surveyed list and the support level for each household by each model

in the location, TPMB1 make a detailed cost estimation to implement;

- Step 3: Implementation.

Based on cost estimation, the TPMB1 conduct selecting and sign contract with the

service providers of vocational training, technical training of prodution, materials

and breeding, food, etc according to the national criteria.

Implement the contracts of service providing meet the objectives and progress of

the Program

The Steering Commitee conduct checking, supervising, monitoring and supporting

based on its functions and responsibilities to the model implementation.

- Step 4: Acception and Final accoument .

The TPMB1 will host the acceptance of training result, service providing for the

model, completing by each contract; payment and final account of the contracts in

accordance with the regulations.

Gather documents for transfering the budget, payment and final account of IRP

implementaion budget.

9.4 Activity mechanism of the Steering Committee of the IRP

The Steering Committee members participate in the IRP implementation on a part

and dissolve upon completion of the Program Implementation. Allowances of

members and stationeries of the Steering Committee are included in the cost

estimate.

Starting time of the Steering Commitee is from the first quarter 2014 until

completing the Progam.

11. Monitoring and Evaluation

The coordination and evaluation of livelihood restoration programs may be in the

qualitative and quantitative forms of the reporting system or independent evaluation

programs. The assessment can be done by the self-management boards under the

assistance of the supervision consultants and by the external monitoring agency.

Monitoring and report on implementation of the IRP will be conducted and submitted to

the ADB every quarter.

To ensure the objectivity in evaluating impacts of programs while respect the feedback

from households in the programs, the participatory evaluation method by in-depth

interviews and group discussions will be applied;

The assessment and evaluation indicators maybe (but are not limited to) the following:

The outputs of types of crop and livestock before and after participating in a

program;

Total number of persons who have been trained and had jobs;

The percentage of people who have job stability in the total number of trained

people;

The number of sessions of propaganda/training and impact assessment;

The number of employees recruited by contractors;

Economic models (new sectors, types of new production and business) to be

introduced compared to previous models;

Testimonials of people about program impacts;

Changes of scale, output for each specific program (shrimp, catfish, livestock,

poultry, other farming);

Participation rate of poor/vulnerable households in the complex/cooperation

models

The percentage of the poor/vulnerable households approaching project loans

The poverty rate of poor/vulnerable households compared to the previous

indicators (updatedsurvey data in 2012).

Assessment of income restoration extent of affected households after benefiting

from the program compared to the baseline;

Appendix 3 Comparison between pre-project income and expected incomes gained from proposed

income restoration programs mentioned above

To illustrate better the possibility to restore the income of affected households who have

the remaining land which is still viable to cultivate, it is assumed that the household has

the income from 2,000 m2 of paddy planting, they will be acquired the land in different

scenarios like 10%, 30%, 50% and 70%, their expected income correspondingly after

successfully participating in the income restoration programs will be presented in two

tables below. According to results of income restoration assessment, almost all severely

affected households registered to participate in high yield paddy cultivate program,

husbandry program, and one young member of their family participating in vocational

training. Therefore, in general they can have three income sources from Income

Restoration Programs as the follows:
