Incident Briefing (ICS 201)Incident SummarySignificant spring rains have combined to produce flash flooding throughout the area and very high water levels in the Roaring River and its tributaries. Weather reports indicate the high probability of more rain the next few days. If more rain comes, the Roaring River is expected to crest up to six (6) feet above flood stage.

Given the potential for significant flooding, the mayor of Central City, in collaboration with county emergency management officials, has requested Red Cross representation at the Emergency Operations Center to facilitate planning for an orderly evacuation of affected neighborhoods, including adequate sheltering, if necessary; and monitoring the water supply for possible contamination.

As predicted heavy rains fell throughout the night, the Roaring River crested overnight, earlier than expected, and several neighborhoods in Central City have been flooded. It is estimated that 2500 residents have been evacuated from their homes. Four Red Cross shelters are currently open with a combined population of 500. There were also two local church shelters opened with a reported population of approximately 45 residents. Several roads and bridges are closed and many swift water rescues are currently underway.

Weather, flooding and travel conditions will continue to deteriorate over the course of the next several days. Red Cross personnel continue to work to provide services for clients, to include the following activities:

Conducted Operational Briefing with 9:30 am Regional conference call. Chapter leaders are maintaining contact with Emergency Management

and local partners, evaluating volunteer/DAT availability and flooding response procedures, and monitoring weather forecasts.

Delivering Mass Care services of sheltering and feeding. Preparing for Damage Assessment activities. Preparing for Client Casework activities.

Saturday Night: Showers early then clearing skies. Overnight low temperatures in the upper 50s. West winds becoming Northwest at 10-20 mph after midnight.

Sunday: Mostly sunny and cooler. High temperatures in the 60s. Winds northwest 5-10 mph.
