In keeping with ILO’s Guidelines, Guyana’s

Occupational Safety and Health Legislation

(Act #32) 1997 ( amended by Act #22 2009)

was implemented to support its national

OSH Policy.

National OSH Policy was Introduced in 1993,

revised in 1996 and is currently under

revision at present.

Occupational Safety and Health

Department and the National Advisory

Council on Occupational Safety and

Health; will revise its work plan to identify

and prioritise the development of OSH

Guyana’s Bureau of Standards has been

established since 1984.

This institution has been active in

publishing standards covering various

industries.

There will be a need moving forward for

technical and OSH standards relating to

At this stage it is expected that the

Guyana Bureau of Standards is revising

its work plan to

1. incorporate the adoption/development of

these standards as well as

2. manage the pace of generation of these

plans by the Labour Occupational

Safety and Health Department and the

Bureau of Standards.

That is, the standards being developed

should compliment and support the

regulation being developed.

Enforcement

The Labour Occupational Safety and Health

Department is tasked with enforcing the OSH

Act 1997 (as amended by Act #22 of 2009).

For effective enforcement, this body must

have:

Clear strategic direction

Adequate and competent staffing

Frequent Inspections

Timely investigations of matters; among others.

Competence

Competence is a recurring theme in all aspects of

this industry in order to create a safe workplace.

Competence of the work force including contractors

Competence of your standards developers

Competence of your enforcing officers

Competence of your trainers, coaches etc

attributes that contribute to enhanced employee

performance*

Competence

Effort must be made to provide opportunities to

Guyanese citizens to expand their knowledge

base and attain practical opportunities in the

application of this information.

Further to this, the persons involved in standard

development for this industry, must be

competent and experienced in the industry.

Same applies to the persons tasked with

enforcing the OSH Act 1997.

In June 2008, members of the Labour

Occupational Safety and Health Department

participated in a 5 day attachment with the

Trinidad and Tobago OSH Agency.

The purpose of this mission was to train new staff

within the Labour Occupational Safety and

Health Department as well as to practice

practical application of the training received.

Competence

This is a perfect example of what can be done in

the near future to improve the knowledge and

understanding of applying OSH within the

hydrocarbon industry.

It is strongly recommended that training on

process safety, varying quantitative risk

assessment methodologies, understanding of

hydrocarbon extraction process; incident

investigation for process or chemical incidents;

etc also be part of the developmental plan for

your enforcement officers.

Building on this foundation

OSH Management System standards are a good tool

to use to build on this foundation.

There are various OHS Management System

standards available:

OHSAS 18001 (soon to be replaced with ISO 45001), an OSH

management system standard;

ILO-OSH-2001 Guidelines on OSH Management Systems;

BS 8800 Guide to OSH Management Systems,

This standard comprises of 14 elements and is specifically

targeted for process environments and highly hazardous

substances inclusive of hydrocarbons.

Process Hazard Analysis

The element of PSM most critical to this developing industry is the Process Hazard Analysis element.

Specifically Facility siting and HAZOPs

OSHA's interpretation of facility siting includes the spatial relationship between the hazards of a process and the location(s) of people in the facility, particularly in occupied buildings such as control rooms.

Process Hazard Analysis

HAZOP (Hazard and Operability Study) is a tool

for Hazard and Risk Analysis.

HAZOP is used during the design stages of a new

process or project, for major process

modifications, and for periodic review of existing

operations

Other Elements of PSM important at this stage of development include:

Emergency Preparedness and Response

Can be used to guide national framework for spill response and contingency plans inc. response agencies

Mechanical Integrity

Definition of Equipment Standards; Equipment Inspection and Tests, equipment deficiencies, etc

Trinidad and Tobago Energy Chamber’s

Safe to Work (STOW) Program

Started in 2004 and is a certification program for the

OSH Management System of contractors against the

STOW Minimum Requirements Standard.

The STOW process became fully operational around

2009 and has made positive change to the industry.

This program was developed due to a need to

standardise the OSH requirements within the industry

and among the operators.

Trinidad and Tobago Energy Chamber’s

Safe to Work (STOW) Program

Since its inception, hundreds of companies have

undergone certification audits.

This program has had its success in raising the OSH

standards in the oil and gas sector- especially those that

were slow in complying with the TT OSH Act 2004.

The principle of this program is one that Guyana can

consider as a means of standardising requirements and

verification of conformance to requirements- whatever they

may be.

Conclusion

In closing, it is exciting to see the potential of what

Guyana is poised to do.

With the wealth of information available, careful

research and consideration must be given in defining a

clear path forwards grounded in risk based

management.

With the information presented today, it is evident that

Guyana has already taken progressive steps when it

comes to OSH.
