Inaugural Meeting of the Service Delivery Systems CoP

Objectives:

• Support countries to improve the effectiveness of social safety nets by promoting (a) better delivery systems, (b) human capital development, (c) better jobs and livelihoods and (d) household resilience.

• Support the development of multisectoral interventions to mitigate/fight current poverty while increasing human capital for workers of today and tomorrow; their productivity; and resilience.

Social Protection

• Social protection programs • have multiple outcomes • can cater to multiple policy objectives

• e.g. cct to improve human capital of children while reducing current poverty or reducing income constraints.

• Social protection policy objective could be enacted through several different programs. For example:

• ‘social protection for all’ could be an overarching policy objective that can be met through a cocktail of different interventions that cater to different population needs:

• universal health care; • income support for the poorest; • old-age pensions; • skills development for the unskilled and more.

Brazil – Progredir program

Progredir is a set of actions to promote autonomy, through the generation of employment and income, for the families enrolled in the social registry and are beneficiaries of the Bolsa Familia program.

Interventions: professional qualification, support for entrepreneurship and referral to the labor market, in order to contribute to strengthen individual capacities and generate socio-economic independence.

Protecting and promoting resilience and productivity to fight and mitigate poverty, and promote growth• As SP is multi-sectoral in nature

• SP programs and policies must account for coordination at central level, sub-national and local/field level; and with the different sectors, as well as with non-government partner

Summary• Social protection systems

• help individuals and families, especially the poor and vulnerable, cope with crises and shocks, find jobs, improve productivity, invest in the health and education of their children, and protect the aging population.

• help ensure equality of opportunity by giving people a chance to climb out of poverty, and become productive members of society.

• Social protection programs are at the heart of boosting human capital for the world’s most vulnerable. They empower people to be healthy, pursue their education, and seek opportunity to lift themselves and their families out of poverty.

• Universal social protection coverage includes: • providing social assistance through cash transfers to those who need them, especially children; • benefits and support for people of working age in case of maternity, disability, work injury or for those

without jobs; and • pension coverage for the elderly.

• Assistance is provided through social insurance, tax-funded social benefits, social assistance services, public works programs and other schemes guaranteeing basic income security.
