General InformationOverview of ILEARN Test Administration

The Indiana Learning Evaluation Readiness Network (ILEARN) measures student achievement according to the Indiana Academic Standards. ILEARN is the summative accountability assessment for Indiana students in grades 3 through 8, as noted in the table.

The Testing Program for Grades 3 through 8

Each ILEARN assessment contains standards-based multiple-choice, constructed-response, gridded-response (paper-and-pencil format only), and technology-enhanced items (online format only) developed to measure Indiana Academic Standards.

ILEARN assessments are administered to students by a Test Administrator (TA). This document provides directions for the administration of the ILEARN grades 3 through 8 assessments. ILEARN assessments will be administered online to all students. The online assessments for English/Language Arts and Mathematics are computer-adaptive, while online assessments for Science and Social Studies consist of fixed test forms.

NOTE: A small quantity of paper-and-pencil test forms are available for students with documented paper-and-pencil testing accommodations and students who, for religious reasons, object to the use of such technology.

American Institutes for Research (AIR) is the test vendor for ILEARN and provider of the online testing platform and responsible for the scoring of all tests. AIR is working with Measurement Inc. (MI) to handle the printing, shipping, delivery, scoring and processing of all paper test materials.

Student Participation

Consistent with the ILEARN testing plan, all students, including students with disabilities, English learners (ELs), and ELs with disabilities, should have equal opportunity to participate in the ILEARN assessments.

The ILEARN Accommodations and Accessibility Guidance is a comprehensive framework for all students, including those with special assessment needs. A variety of innovative digital accessibility tools will be embedded in the test delivery engine as well as a variety of designated supports and accommodations. All students enrolled in grades 3 through 8 are required to participate in a statewide assessment. A Case Conference Committee may determine that Indiana’s Alternate Measure (I AM) is the most appropriate assessment utilizing the criteria for determining eligibility to participate. More information regarding participation in the alternate assessment can be found on the I AM website: https://www.doe.in.gov/assessment/iam.

School personnel should follow federal and state policies regarding student participation.

Scheduling the Tests

Test Administrators should plan testing to help all students do their best. Here are some points to remember:

• The online ILEARN 3 through 8 assessments will be accessible to students 7:00 a.m. to 7:00 p.m. ET each weekday (Monday through Friday) throughout the established test window.

• Allow time for questions related to test administration before beginning the test session. Make sure that the students understand how to launch the test on their devices.

• Monitor students to be sure each student is on task while testing and receives only allowable accommodations, if needed.

• Consider the suggested testing times as shown in the Anticipated Average Testing Times chart, above. If you are confident that all students have completed an assessment before the test session is scheduled to end, you may call time.

• Avoid testing just after the students have had strenuous physical activity.

• Schedule each test session using Indiana Department of Education’s (IDOE’s) Anticipated Average Testing Times chart (see page 8), as appropriate.

• Schools must not administer all tests to students in a single day.• Schedule breaks so that a comfortable pace and a relaxed

atmosphere are maintained. Be sensitive to the fatigue level and attention span of the students. Balance your sense of their attention span against your knowledge of the length and difficulty of the various assessments. Check with the School Test Coordinator (STC) or Corporation Test Coordinator (CTC) and adjust the schedule, as necessary.

• Eliminate distractions such as bells, telephones, or announcements over the public-address system.

• Use a “Testing In Progress—Do Not Disturb” sign on the door of the testing room or area.

Timing the Tests The testing window for all ILEARN assessments is April 22–May 17, 2019. The ILEARN assessments are untimed. AIR and IDOE set forth suggested testing times to assist corporations and schools when defining local testing schedules (see Anticipated Average Testing Times on page 8) and allocating resources (e.g., computer labs, classrooms). Students must complete all grade-level assessments by the last day of the established four-week assessment window. Most students will likely be able to complete test segments within the time frames noted in the table. However, schools may schedule additional test sessions on subsequent days for students who need more time to complete any remaining test segments.

Signal to the students when they should begin testing. Check to make sure students continue to work according to instructions or until time is called based on the local testing schedule provided by your STC or CTC. Allow students to go back over any questions within a test segment before time is called. You may end the test session earlier than anticipated if all students have completed their test segments before the end of the scheduled session.

Students who finish testing early must “submit” the test segment to be scored. Local protocols may allow these students to leave the testing room upon finishing their test segments, provided their exit from the room does not disrupt other students. Test Administrators (TAs) must collect all secure materials (e.g., scratch paper) from these students before they leave the testing room.

Timing Options Schools have flexibility when scheduling student test sessions. Students may start and finish a test segment in a single day, or students may start and finish a test segment over the course of multiple days. For example, the TA may have students begin a test segment on Day 1 and allow students to finish the test segment on Day 2, if needed. See pages 10 and 11 for information about the Pause Rule.

Pause Rules Corporations and schools may find it necessary to pause a student’s CAT or fixed-form test to accommodate a short break (e.g., student restroom visit) or an unexpected test irregularity (e.g., sudden illness, weather emergency, unplanned fire alarm). The student must pause his or her test each time he or she leaves the room during any given test session. The pause rule applies only to the CAT or fixed-form (Non-PT) test segments.

During the Non-Performance Task segment (Computer-Adaptive Test and Fixed-Form) of the assessment:

• If the Non-Performance Task segment is paused for less than 20 minutes, the student can return to previous test items or pages and change the response to any item he or she has answered within that segment.

• If the student pauses a Non-Performance Task segment for more than 20 minutes, please note the following:

○ The student must log back in to the student interface. ○ The student will be presented with the screen in the test delivery

system containing the item(s) he or she was working on when the test was paused (if the screen contains at least one unanswered item) OR with the next screen containing a new test item (if all items on the previous page were answered by the student before the pause).

○ The student is NOT permitted to review or change any previously answered items, even if they are marked for review (with the exception of items on the screen that contain at least one item that was not yet answered by the student).

○ The student may change any answers on the screen if the screen contains both answered and unanswered items. The student may not go back and return to previous screens and cannot change answers to items on previous screens.

• Example: A single test screen in the test delivery system has items 4–10. A student answers items 4–7 and pauses the test for more than 20 minutes. When the student resumes testing, he or she can change answers to items 4–10 but cannot return to items 1–3 on an earlier screen.

• Example: A page contains items 8–11 and a student answers all of those items before pausing the test for more than 20 minutes. When the student resumes testing, he or she will begin on 12 and cannot return to items 1–11.

○ The system considers any random information entered into an item as a response, which may limit a student’s ability to return to that item in the case of system/technology issue (e.g., power outage or network failure) or if exceeding the pause limit. Students should be reminded to provide their best attempt at the answer prior to marking the item for review or pausing their tests.

During the Performance Task segment(s) of the assessment:

• Students may pause their Performance Task (PT) segment of the test for breaks and re-enter the test segment at the point where they left off, and continue entering their responses. With the exception of the ELA PT (see details below), the students must start and finish a PT in a single day.

• For the Mathematics and Science PTs, any highlighted text and notes on the digital notepad will not be saved when a test is paused, regardless of how long the test is paused.

• During the ELA PT, the notes within the embedded universal tool, Global Notes, are retained from Part 1 to Part 2 so that the student may return to the notes even though the student is not able to go back to specific items in Part 1. While the embedded Global Notes is the preferred mode for note-taking during the ELA PT, students may use scratch paper to make notes or develop draft responses.

English/Language Arts Performance Task: Required Scratch Paper Directions

Test Administrators must follow these directions for any students using scratch paper during the ELA Performance Task:

• Distribute blank scratch paper to students before beginning the first ELA PT test session.

• Each student must write his or her first and last name on each piece of scratch paper used during the first PT test session. Collect all scratch paper at the end of the first PT test session and provide it to the STC/CTC, who must securely store all used scratch paper until the following day.

• Redistribute the scratch paper to students at the beginning of the second PT test session.

• Collect ALL used scratch paper at the end of the second PT test session and provide it to the STC/CTC for secure destruction.

NOTE: Once a student moves on to Part 2 of the ELA PT, he or she will not be able to review or revise items in Part 1.

Test Timeout (Due to Inactivity)

As a security measure, the system will automatically log students out of the test after 20 minutes of inactivity in either the Non-PT or the PT segments. Activity is defined as selecting an answer or navigation option in the assessment (e.g., selecting “Next” or “Back” or using the Marked for Review drop-down list to navigate to another item). The system does not recognize moving the mouse or selecting an empty space on the screen as activity.

Before the system logs the student out of the assessment, a warning message displays on the screen. If the student does not select “OK” within thirty seconds after this message appears, he or she will be logged out. Selecting “OK” will restart the inactivity timer. Please note that students will not be able to return to Non-Performance Task items from previous segments, even if the responses were marked for review. The student who logs back in after a test timeout must complete the unfinished test segment he or she was working on before starting the next test segment in the same content area.

Caution: As a security measure, the system will automatically log TAs out after 30 minutes of inactivity in the session, which will result in the closing of the test session. (Moving the mouse or selecting an empty space on the screen is not considered activity.) If this occurs, the TA will have to create a new session and the students will have to log in to the new session to resume testing. When starting a new session, the TA should give the students the new Session ID so that they can log in and resume testing. Testing will likely not be able to continue until the next day.

Test Expiration for Online Assessments

All assessments (Performance Task and Non-Performance Tasks) must be completed before the end of the established test window.

A student’s Non-Performance Task segment remains active until the student completes and submits the test or until the established test window elapses. It is recommended that students complete the Non-Performance Task segment of the test within five days of starting the designated content area. Students must start and complete the Performance Task within a single school day. The exception to this is the ELA Performance Task which must be administered to students over two consecutive days. Once a student begins the ELA PT, it will expire in 72 hours (3 business days). All segments (Performance Task and Non-Performance Task) must be completed before the end of the established test window.

Students Absent During Test Administration / Make-up Testing

Upon return to school, the student must begin testing with rest of the class per the testing schedule. The school must then administer any remaining test segments in the content area the student missed while absent before starting a new content area assessment. The student must complete all his or her test segments before the end of the test window.

Additional Scheduling / Timing Notes

• A constructed-response item is considered answered if the student has taken any action within the response area. This includes random keystrokes (e.g., “sdkjfasdgi”), one or more spaces using the spacebar, and clicking anywhere on any open-ended item (e.g., Short Answer, Table Input, Hot Text).

• Students who pause their tests for more than 20 minutes will no longer have access to the item’s digital notepad. The students will still have access to global notes they have recorded in the test delivery system for the test segment.

• In the event of a technical issue (e.g., power outage or network failure), students will be logged out and their tests will automatically be paused. The students will need to log in again upon resuming their tests.

• Students must complete a paused test segment before starting the next test segment in the same content area (e.g., Mathematics, ELA).

• A student’s test remains active until the student completes and submits the test or until the established test window closes.

Important Information

Test Administrator Preparation

Before administering the assessment, you should become thoroughly familiar with the testing schedule and the directions for administration provided in this manual. Study the information and share it with Proctors or other individuals who will help administer the assessments. The following guidelines and procedures are suggestions to help you plan and administer the assessments:

• Complete test administration, test security, and test accommodation training provided by your CTC or STC.

• Complete the Test Administrator Certification Course, available on the Indiana Assessment Portal. TAs who have not completed this course will not be allowed to initiate sessions.

• Review the Indiana Testing Security and Integrity Agreement (you should have already signed this document).

• Rehearse the administration procedures and associated scripts, as applicable.

• Confirm with your STC that any necessary accommodation(s) have been assigned in the Test Information Distribution Engine (TIDE) to any students needing the accommodation(s) before testing begins.

• Review IDOE’S Accessibility and Accommodations Guidance (https://www.doe.in.gov/assessment/ilearn-policy-and-guidance) if administering the assessment to students with accommodations.

• Read the directions for administering the assessments in advance of the test sessions.

• Confirm that you have the appropriate user role in TIDE. Immediately contact your STC for assistance if you do not have an account in TIDE.

• Confirm that you can log in to the Test Administration Interface using the device that you will be using on test day. See Accessing the TA Interface on page 31.

• Ensure that all student testing devices and related peripherals (e.g., headphones, keyboards, mice) are in working order and fully charged or plugged into a power source.

• Verify that the Indiana Secure Browser has been downloaded and installed on all devices to be used for testing before students enter the testing room.

• Discuss any questions about test administration with the STC or CTC in advance of scheduled test session(s).

• Obtain the correct Student Test Numbers (STNs) for your students from the STC or CTC in advance of the scheduled test session(s).

• Documents (e.g., Student Access Cards, student rosters) containing student names and STNs should be stored securely when not in use.

Use of Proctors State law requires that the ILEARN assessment be administered by a Test Administrator who holds a current instructional, administrative, or school services license granted by the Indiana Department of Education. Proctors who do not have one of these licenses may not serve as a Test Administrator and may not administer the assessments. Proctors may, however, assist the Test Administrator before, during, and after the test administration.

Parents, students, and school volunteers are not permitted to serve as Test Administrators or Proctors. Test Administrators and Proctors must be corporation or school employees or contractors.

The number of Proctors needed for a testing period depends on the grade tested and the level of the students’ test-taking experience. As a general rule, one Proctor for every 15 students is recommended. Familiarize Proctors with administration procedures before testing.

Before Testing. Proctors should help prepare the room (ensuring there are no unallowable resources or reference materials posted on the walls or throughout the testing room) for testing and assist in distributing student logins or student materials.

At the Beginning of Testing. Proctors should be introduced to the students for whom they will be responsible during the testing period.

During Testing. After testing has begun, follow the guidelines noted below.

Proctors should adhere to the following guidelines:

• Make certain that each student is working in the correct place in the assessment.

• Prevent talking or sharing of answers.• Do not suggest the correct answer to the students. (If a student

asks, “Is this right?” the Proctor should give a neutral response such as, “Decide what you think is correct and then go on.”)

• Inform the Test Administrator if any unusual problems arise.

At the End of Testing. Proctors should assist the Test Administrator in confirming that all students exited the test.

Preparation of the Students

Test Administrators must provide each student an appropriate testing environment during every testing session.

Share the following test security reminders with students prior to testing and keep these reminders in mind as a Test Administrator as well:

• It is a violation of test security procedures for students to do the following:

○ Discuss, rephrase, or paraphrase test questions or materials (in person, by phone, via email, text, social media, or any other communication method) with anyone, including, but not limited to other students (“other students” not only refers to students within the same school, but also applies to students attending any school).

○ Access cell phones, smart watches, or any other unauthorized device during testing.

○ Take pictures or screen shots of any test materials (practice or operational). In addition, it is a violation of test security procedures to share pictures or snapshots of test materials with anyone.

○ Student-level consequences for any such violations will be determined by the local school corporation.

Testing Environment Before and During Testing

Prior to Testing

Test Administrators and Proctors must:

• Verify no unallowable resources are visible on the walls or elsewhere in the room. Reference materials must be covered or removed from the testing room.

• Ensure students have cleared their desks or workstations of any materials that are not directly related to testing.

• Verify students (and staff) do not have cell phones, smart watches, or any other device that is not being used directly for test administration purposes.

NOTE: The one exception to the cell phone policy for staff is if this is the school’s only means of communication regarding an urgent matter. Even then, the phone may only be used to communicate emergencies related to testing. This exception must be documented with the CTC.

• Review with students the reminders in the “Preparation of the Students” section on page 15 of this manual.

• Be thoughtful when scheduling the assessment to ensure there is sufficient time for giving instructions and completing the test.

During Testing

Test Administrators and Proctors must:

• Confirm only staff or students directly involved with testing are present in the room.

• Ensure the testing environment is free from noise and distractions.• Direct their full attention to student testing. Test Administrators and

Proctors should not be engaged in any other activities (e.g., grading student work, reading or writing personal communication, visiting webpages, reviewing documents, or reviewing any information unrelated to testing on their testing devices).

• Supervise and monitor students during testing at all times. Students should not be left unsupervised at any time.

• Verify students are not accessing cell phones, smart watches, or any other unallowable devices during testing.

• Ensure students do not talk to other students or disrupt other students.• Confirm students use only permitted testing materials.• Report any test security issues or irregularities to the STC.

Testing Cautions Please refer to the 2018–2019 Indiana Assessment Policies, Administration, and Security Manual at: https://www.doe.in.gov/assessment/indiana-assessment-policies for any questions regarding ethical test preparation or practices.

• Coaching. The Test Administrator or the Proctors may repeat the instructions as they are written in the Test Administrator’s Manual, but they may not rephrase instructions or answer students’ factual questions regarding test items or vocabulary. No one should provide assistance that will inadvertently indicate an answer; this is an assessment, not an instructional activity. Do not indicate in any way (e.g., facial expressions, gestures, or the use of body language) that an answer choice is correct or incorrect, should be reconsidered, or should be checked.

• Irregularities During Testing. Irregularities can result in individual or group performance that is not valid. Make a note of any irregularities involving individual students, such as answering questions in rapid succession without taking time to consider the answer options, experiencing sudden illness, having to leave the room, or becoming disruptive during test administration. Note any unusual interruptions or distractions that affect the entire group. Record the time the interruption occurs. Report all irregularities affecting individual and group performance to your Test Coordinator. These reports will be useful when interpreting test results or additional information is requested by IDOE. Your CTC must submit a Testing Irregularity Report to the Office of Student Assessment when an irregularity occurs.

Invalidation An assessment should be invalidated and a Testing Irregularity Report submitted when a student receives an accommodation for which he or she is not eligible, is provided another student’s assessment, or is otherwise impacted by an irregularity that affects the validity of the student’s assessment attempt. Notify the STC immediately following the administration of the test session if a student’s test needs to be invalidated.

Participating in the ILEARN assessments is an opportunity provided to every student by Indiana law. Any decision to invalidate a student’s assessment denies him or her the right to results and must be weighed very carefully. Whenever an assessment is invalidated, the school must inform the student’s parent(s) of the invalidation. The invalidation form (located on the inside back cover of this manual) provides a line for schools to document notification of the parents.

Once an assessment has been invalidated, the invalidation may not be reversed.

Test Administrator Roles and Responsibilities

The ILEARN assessments are managed and administered using a role-based system. Each user is assigned a specific role which has access to the different systems or features. CTCs, STCs, and NPSTCs will find the ILEARN Test Coordinator’s Manual more aligned to their roles.

Online Practice Test

Schools are required to administer the online practice test to students at least once before students take the online assessment. Test Administrators must allow students with testing accommodations ample time to practice with the appropriate accommodations, such as Text-to-Speech, before administering the online assessment.

Practice tests are administered using the same Test Administrator (TA) Interface and student Secure Browser used when administering the operational tests. Test Administrators should follow the same processes and testing guidelines for practice tests as they will follow for operational tests.

Before Test Administrators administer the online practice test and the online assessment, refer to the TDS User Guide for information regarding the responsibilities of the Test Administrator and the setup and administration of the online tests.

Paper-and-Pencil Practice Test

Schools are required to administer the paper-and-pencil practice test to students before administering the paper-and-pencil test. The paper-and-pencil practice test is located on the pages immediately leading up to the first test segment in each paper-and-pencil assessment book. Once students have completed the practice test, the Test Administrator must administer the first test segment. The Test Administrator may first provide a short break, but must administer the first segment to students on the same day as the practice test segment. Any subsequent segments in the assessment book may be administered to students as time allows throughout the test window.

Assessment Materials

This section provides information concerning all materials required for administering the online ILEARN assessments.Required Student Materials:1. A supported testing device with Internet access.2. Headphones/earbuds for all students taking an ELA assessment, all

students who require the TTS functionality, and any student for whom translated glossaries are activated prior to testing for Mathematics, Science, and Social Studies.

3. A pencil.4. Scratch paper. (Students may have access to scratch/blank paper,

including blank lined or graph paper. A sample of allowable graph paper is available under the Accessibility and Accommodations Guidance section on the IDOE’s website: https://www.doe.in.gov/assessment/ilearn-policy-and-guidance.)

Test Materials Required for Each Test Administrator:1. The ILEARN 3–8 Test Administrator’s Manual provides all essential

information about test content, administering the test, and suggested timing.

2. A computer, laptop, tablet, or other school-owned supported test administration device with Internet access. Cell phones are not allowable devices.

3. (Optional) Student Access Cards, which are printed paper slips with each student’s first and last name (middle name, if needed) and his or her 9-digit Student Test Number (STN). Student Access Cards can be generated in TIDE and assist students to enter their login information correctly. Students familiar with their STNs will be able to log in without a Student Access Card. The best use of Student Access Cards is determined locally.

Test Security All Test Administrators and Proctors must be trained in proper test security procedures, sign a Testing Security and Integrity Agreement, and adhere to test security procedures.

It is unethical and shall be viewed as a violation of test security for any person to:

• Capture images of any part of the assessment via any electronic device;

• Duplicate in any way any part of the assessment;• Examine, read, or review the content of any segment of the

assessment;• Disclose or allow to be disclosed the content of any segment of the

assessment before, during, or after test administration;• Discuss any ILEARN assessment item before, during, or after test

administration, unless the item has been released by IDOE;• Allow students access to any assessment content prior to scheduled

test administration;• Allow students to share information during or after test administration;• Read any parts of the assessment to students except as indicated

in the Test Administrator’s Manual or as part of an accommodation; • Influence students’ responses by making any kind of gestures

(for example, pointing to items, holding up fingers to signify item numbers or answer options) while students are taking the assessment;

• Instruct students to go back and reread/change responses after they have finished their assessments since this instruction may only be given before the students take the assessment;

• Review students’ responses;• Read or review students’ scratch paper; or• Participate in, direct, aid, counsel, assist in, encourage, or fail to

report any violations of these test administration security procedures.

Additional security violations for paper-and-pencil testing include the following:

• Reading or reviewing any assessment book during or after testing;• Changing any student’s response in an assessment book;• Erasing any student’s response in an assessment book;• Erasing any stray marks in an assessment book; or• Failing to return all assessment books and other test materials

following each scheduled test administration session. Schools and corporations are required to maintain a secure check-out and check-in document process.

Test Administrators and Proctors may not assist students in answering questions. Test Administrators and Proctors may not translate, reword, or explain any test content. No test content may ever be discussed, copied, paraphrased, reviewed, posted, texted, emailed, or photographed before, during, or after test administration.

Use of Unacceptable Resources

Students are not permitted to use resources on ILEARN assessments that are not specifically identified in this manual or the Accessibility and Accommodations Guidance posted on the IDOE website at (https://www.doe.in.gov/assessment/ilearn-policy-and-guidance). The use of unacceptable resources during ILEARN testing is a test security violation and may result in the student’s assessment being invalidated.

Test Administrators and Proctors must monitor students while testing. If students are observed using unacceptable resources, including but not limited to unacceptable reference materials, cell phones, smart watches, or other electronic devices, the unacceptable resource must be removed and your Test Coordinator must be contacted as soon as possible. Allow the student to continue testing once the unacceptable resource has been removed.

Personal electronic devices, including but not limited to cell phones, smart watches, and other electronic devices, are major sources of test security violations. It is for this reason that students, Test Administrators, and Proctors are not permitted to have access to any personal electronic devices during ILEARN testing. Test Administrators must confirm personal electronic devices are not accessible to students during testing.

Universal Features, Designated Features, and Accommodations

Universal tools are available to all students participating in online testing. Subject-area tools are available to all students on certain segments of ILEARN assessments, both online and paper-and-pencil. Designated supports are available for students for whom a need has been identified by an individual who works closely with the student. Accommodations are available to students with a documented need noted in an Individualized Education Program (IEP), 504 Plan, Service Plan, or Choice School Education Plan (CSEP).

Test Administrators must know which students testing are eligible to receive accommodations. Providing undocumented accommodations to students who should not receive them will result in a testing irregularity and will likely result in a test invalidation. Test Administrators may edit a student’s designated features, if necessary, within the TA Interface prior to providing approval for a student to begin testing. If any student data (including accommodations) is incorrect, contact your STC or CTC for assistance. Changes to student data must be made in IDOE systems and will be imported into TIDE by IDOE. Students will be able to test the following day once updates are reflected in TIDE. The Test Administrator must work with the STC to complete and submit a Testing Irregularity Report to IDOE outlining any instance in which a student was provided the incorrect accommodations.

ILEARN Mathematics Calculator Policy

Students in grades 3, 4, and 5 may NOT use a calculator on the ILEARN assessment. Students in grade 6 may use the embedded online Desmos Four Function calculator provided during calculator segments only. Students in grades 7 and 8 may use the embedded online Desmos Scientific calculator provided during calculator segments only. Before ILEARN AdministrationTesting Students at Alternate Sites

The IDOE defined guidance for administering statewide assessments to students receiving instruction at alternate sites (e.g., home, residential care facility, hospital). Be sure to review the 2018–2019 Testing Students at Alternate Sites Guidance posted on the IDOE website (https://www.doe.in.gov/assessment) for more information. Contact IDOE ([email protected]) with any questions.

Preparing the Room

Test Administrators must prepare the testing room for test administration prior to the test date(s) for online and paper-and-pencil testing. Good lighting, ventilation, and the absence of distracting noises and interruptions are important for helping to maximize student performance. Test Administrators must remove or cover completely any reference materials, including formula sheets, displayed in the testing room that could assist students while testing. Arrange seating so that students cannot easily see others’ computer screens or assessment books and so that the Test Administrator(s) and Proctor(s) can walk by to monitor each student. Students’ desks and tables must be cleared of backpacks and any materials not directly related to testing prior to the beginning of the test session.

Preparing for Online Testing

Test Administrators should ensure the following:

• They have a digital or locally printed paper copy of the ILEARN 3–8 Test Administrator’s Manual and are familiar with testing procedures.

• They have a digital or locally printed paper copy of the ILEARN TDS User Guide. The ILEARN 3–8 Test Administrator’s Manual provides guidance regarding policies and scripts, whereas the TDS User Guide focuses on the technical aspects of using the online testing system.

• They have an appropriate user role in the Test Information Distribution Engine (TIDE) assigned by the Test Coordinator.

• They have completed and passed the Test Administrator Certification Course in TIDE.

• All testing devices (and headphones, keyboards, and mice) are in working order.

• Testing devices are sufficiently charged for testing or plugged into a power source.

• The ILEARN Secure Browser has been downloaded and installed on all devices.

Before students begin an ILEARN online assessment, all programs must be closed on each testing device, then the Secure Browser can be launched by selecting the ILEARN Secure Browser icon or the AIRSecureTest app.

In the event of technical difficulties with the Secure Browser, immediately contact your School Test Coordinator.

Test Settings and Accommodations

Students who require specific test settings or testing accommodations must have those set before beginning the test session. Test Administrators will be able to change Designated Features in the TA Interface prior to approving the student for an online test. Information on adding and updating accommodations and designated features can be found in both the TIDE and TDS User Guides.

Student Access Cards

Student Access Cards are an optional resource available in TIDE. Student Access Cards contain the information that a student will need to sign in to the Secure Browser in order to test. Student Access Cards are not session-specific.

The Test Coordinator or the Test Administrator may print Student Access Cards from TIDE or they may be generated locally, as determined appropriate by the corporation or school. Please refer to the “Working with Student Information” section of the TIDE User Guide for instructions on how to print Student Access Cards for students. Student Access Cards will generate in a PDF and default to display 10 Student Access Cards per page. Student Access Cards should be printed and cut in advance of the test session so that testing is not delayed.

*New for 2018–2019: Each Student Access Card is comprised of the student’s name and his or her 9-digit Student Test Number (STN). When combined, a student’s name and STN become secure information that must be protected per student privacy laws. Schools may compile this information locally or download from TIDE in advance of testing. Test Administrators must distribute the correct Student Access Card to each student to access the designated assessments and collect and securely store all Student Access Cards immediately following testing each day.

ILEARN is a standardized assessment. The Test Administrator must follow the directions exactly as stated in the section of this manual titled Online Testing Scripted Directions for ILEARN Grades 3 through 8. The scripted directions are formatted to guide the Test Administrator through the online test administration of each content area assessment and to help ensure proper testing procedures. Please review the directions in advance to become familiar with the scripted text and testing procedures. Read aloud to students only what is marked with a “SAY” and printed in the boxes.

Breaks During a Test Segment

• Individual students are allowed to use the restroom.• Stretch breaks are allowed on an individual student basis, as

needed. Students may not talk, use their cell phones or smart watches, or leave the room during their stretch break.

Field-Test Items

In addition to grade-level assessment items, students may receive embedded field-test items. Students are encouraged to attempt and do their best on all items. Embedded field-test items are not used for students’ scores or used to measure student achievement, but do yield data that can inform use on future operational assessments.

Online Administration

The Test Administrator must use a school-owned device (computer or tablet) to manage the online assessment. The ILEARN TDS User Guide found on the ILEARN Assessment Portal (http://ilearn.portal.airast.org) provides guidance on how to start a test session, and describes the features available to monitor student progress throughout the session.

Test Irregularities TIDE allows Test Coordinators to indicate exceptions as irregularities (i.e., re-open test, re-open test segment) that occur to the standardized test environment to manage system access. IDOE is formalizing policy regarding the implementation of the test irregularity request process. This guidance will be communicated to Test Coordinators prior to the operational window. Formal documentation is required in addition to the TIDE submission. Forms are accessible at the following location: https://www.doe.in.gov/assessment/indiana-assessment-policies.

Corporation and School Test Coordinators and Test Administrators must discuss the details of a test irregularity to determine whether test invalidation is appropriate. Test Coordinators should submit a Testing Concerns and Security Violations Report when invalidating any student test in response to a test security breach or an Irregularity Report for any irregularity that compromised the integrity of a student’s test administration. An Irregularity Report may be submitted to address incidents which are not security related.

Additional Guidance During Online TestingThe following are common issues that arise during testing and how to resolve each issue.

The Test Administrator must reopen a new test session. Any student in “Pause” status must log back in and continue to test.

Accommodations not marked in TIDE

Student must select “No” when signing in to test to verify if all information is correct. Test accommodations must be added or updated in TIDE. This occurs during a nightly data feed from IDOE. Updates to data must be submitted to IDOE via RT/EM, Indiana IEP, and/or DOE-TA submissions. Students will be able to test with correct settings the day following updated submission.

Student starts test and accommodations are not correct

Student must “Pause” test, accommodations must be updated in TIDE, and students must log back in to a new test session and verify/select accommodations.

For any issues that prevent students from continuing to test, the Test Administrator must notify the Corporation Test Coordinator on the same day. All test irregularities must be reported by the Corporation Test Coordinator on the day of the occurrence.

Monitoring Testing

During the administration of ILEARN assessments, Test Administrators and Proctors must supervise the testing room at all times. Test Administrators and Proctors should move continuously about the room in an unobtrusive manner to ensure that students are using only appropriate testing materials and resources and progressing through the test. Students should be allowed to work at their own pace.

Test Administrators and Proctors may repeat test directions as they are stated in this manual but they must not answer student questions about test content.

Disruptive StudentsStudents who disrupt testing, refuse to participate, or otherwise engage in behavior not consistent with acceptable classroom behavior should be removed from the testing room as soon as possible to allow other students to continue to test undisturbed. Whenever possible, the disruptive student should be allowed to continue testing in a different location and be subject to the disciplinary procedures established by the school for such occurrences after completion of testing. If the student participated in activities consistent with cheating, invalidate the test and submit a Testing Concerns and Security Violations Report to the Indiana Department of Education and contact your Test Coordinator for guidance. The Indiana Department of Education recommends that the student’s parents or guardians receive written notification of the disruption incident and its consequences.

Students Who Leave the Room During Testing

Students should remain in the testing room during the entire scheduled test session. However, students may be allowed to go to the restroom during testing, if necessary.

• For online testing: The student must pause his or her test before leaving the room. The student will be required to sign in to his or her test when he or she returns to the room, and the Test Administrator will need to approve the student to enter the test.

• For paper-and-pencil testing: The Test Administrator must collect the student’s test materials before the student leaves the room. The Test Administrator must provide the test materials to the student once he or she returns to the classroom.

Students may not check their cell phones, smart watches, or any other electronic devices when they leave the room during testing.

Most students should have time to finish the test during the scheduled test session. Students who require additional time must pause their tests and be allowed to complete the test during one or more subsequent test sessions, as needed. Follow the procedures established by your Test Coordinator for those students who need additional time to complete the test.

Ending Online Testing

When a student has finished testing, Test Administrators should verify that the student has submitted his or her test and then collect any scratch paper. Test Administrators can verify that a test has been submitted by checking the Student Status column in the Test Administrator (TA) Interface for a status of “Submitted.” Refer to the TDS User Guide for more details on the statuses that appear in the TA Interface.

Follow the directions of your Test Coordinator regarding the return or secure disposal of all Student Access Cards and used scratch paper. Follow the directions provided by your Test Coordinator regarding the return or disposal of this manual.

Accessing the TA InterfaceSetting up TA Accounts

School Test Coordinators (STCs) are responsible for ensuring that every Test Administrator for the ILEARN 3–8 Assessments has an accurate email address in TIDE. Once your TIDE account has been created, you will receive a TIDE activation email. This email contains an activation link and a second link to request a new activation email. The activation link is only valid for 15 minutes. After that time, the activation link will expire, and you will need to select the second link to request a new activation email.

If you have not received the TIDE activation email, check your spam folder. Emails are sent from [email protected], so you may need to add this address to your contact list. If the email is not in your spam folder, please contact your STC to confirm that he or she created your account in TIDE. Contact the ILEARN Help Desk toll-free at 866-298-4256 or via email: [email protected] if this step has been completed and you continue to experience difficulty.

NOTE: Each Test Administrator will have his or her own unique login credentials. Test Administrators must NOT share their login information or password at any time.

After selecting the activation link, you will be asked to create a password that you will use to access all AIR systems.

Once you have created a password, navigate to the ILEARN Assessment Portal: https://ilearn.portal.airast.org/. Select the appropriate user role or assessment card. On the next page, select the system card used for test administration.

You will be prompted to change your password when logging in to the TA Interface site for the first time.

Your password is required to be at least eight (8) characters and must include all of the following:

• one lowercase alphabetic character• one uppercase alphabetic character• one number, and one special character (e.g., %, #, or !)

Type your password in the password field and then re-type your password to confirm your initial entry. Select ‟Submit” to save your new password.

Be sure to record your new password in a secure location.You need to request a password reset in any of the following situations:

• You forgot your password.• You didn’t activate your account within 15 minutes of receiving the

activation email.• The TIDE administrator locked your account.

To request a password reset, navigate to the TIDE login page and select ‟Forgot Your Password?” The Reset Your Password: Find Account page will appear. Follow the instructions on that page to reset your password. If for any reason you continue to encounter problems logging in, please contact the Indiana Assessment Help Desk via phone (866-298-4256) or email ([email protected]) for assistance.

Confirm Test Settings in TIDE

TIDE is the home for all student test settings. Before test administration, please ensure that all students have the correct designated features and accommodations set in TIDE. CTCs, STCs, NPSTCs, and TAs have the ability to edit designated features in both TIDE and the TA Interface (prior to approving students for testing). Immediately notify your CTC or STC of any incorrect or missing student information and/or accommodations. All incorrect or missing student demographic data must be updated in IDOE systems via RT/EM, Indiana IEP (special education accommodations), and DOE-TA (Section 504, ILP, and ISP accommodations). Changes will be reflected in TIDE the day following submission to IDOE. For detailed instructions to view and edit student test settings, please consult the TIDE User Guide on the Indiana Assessment Portal.

Print Size (Zoom Level)

The Print Size feature allows students to increase the size of text and graphics from 1 to 8 times their default size by using the Zoom In button. Text can be returned to a smaller size using the Zoom Out button. The default size for all tests is 14-point type. Prior to testing, a CTC or STC may choose to increase the default print size for a student’s entire test by setting the level in TIDE, or the Test Administrator can change the text size setting for each student in the TA Interface during the approval process.

Zoom levels 5 to 8 times the default size will require streamlined mode to be enabled for the student. Please note that the Print Size tool is not the same as magnification, which students can access using their own assistive devices.

About Text-to-Speech (TTS)

Students testing with Text-to-Speech (TTS) can listen to items and answer options, and passages/stimuli. TTS is only available for use through the Secure Browser. TTS is available through the mobile Secure Browser for iOS and Chrome OS, but the audio pause feature is not available on Chrome OS. However, on any device, students with TTS can select a portion of text and have the selected text read aloud.

For specific information about setting up TTS, see any of the Additional Configurations and Troubleshooting Guides documents for Windows, Mac, Chrome OS, Android, or Linux.

To listen to content with the Text-to-Speech tool:

• To listen to an item, students open the context menu and select a Speak option. Students can also select a segment of text to listen to, such as a word or phrase. To do this, students select the text, open the item context menu, and select ‟Speak Selection.”

NOTE: When listening to items, students can pause TTS and then resume it at the point where it was paused. However, this feature is not available on Chromebooks. Students testing on Chromebooks can resume a stopped TTS item by selecting the remaining text to be read aloud and selecting ‟Speak Selection” from the context menu.

• To listen to a question or answer options, students open the question context menu and select one of the following Speak options:

○ To listen only to the question, students select ‟Speak Question.” ○ To listen only to an answer option, select ‟Speak Option” from the

context menu and then select the answer option. Students could also right-click the answer option and select ‟Speak Option.”

Color Contrast Color Contrast is a designated feature that is available to students who need it, as determined by educators. By default, tests are presented with black text on a white background. Students who require a different combination of font color and background color should be assigned the appropriate combination in TIDE. The color contrast selected will apply to all tests for that student. The sample color contrast options shown here are Black on White; Black on Rose; Yellow on Blue; Medium Gray on Light Gray; and Reverse Contrast (White on Black). This feature is specifically designed for students whose IEP or Section 504 Plan allows for the test to be viewed with reverse contrast. If Color Contrast needs to be assigned for a student, please contact your STC.

Online Testing Scripted Directions for ILEARN Grades 3 through 8General Directions Please read these directions before administering the ILEARN

assessment. NOTE: The directions on the following pages will be used to administer BOTH the Non-Performance (CAT or Fixed-Form) and Performance Task segments of each content area test.

The material to be read aloud to the students is printed in boldface and is preceded by the word ‟SAY.” All other information is for the Test Administrator and should not be read to the students. To ensure reliable results, the specific directions for administration of test sessions should be followed exactly.

Scratch paper is allowed for the ILEARN assessment. Be sure that each student has some scratch paper before beginning the test. All scratch paper must be collected and securely destroyed by the School or Corporation Test Coordinator at the end of each test session.

Prior to starting a test session, verify that all students have appropriate accommodations and test settings in TIDE.

NOTE: Personal electronic devices, such as smart phones and smart watches, should not be present in the testing environment. This applies to both students and adults.

This test may be read aloud to students if their IEP, Section 504 Plan, or ILP (EL Plan) allows for such an accommodation. Items and passages measuring reading comprehension will not be read aloud. For online forms, this accommodation is provided through the Text-to-Speech (TTS) test setting. If a student requires a human reader, a paper book and script are required; the script will be made available in the TIDE system’s secure inbox. See the TIDE User Guide for additional information.

Directions for Logging In to the Operational Test

NOTE: All students taking the ILEARN 3–8 assessments must take the practice test at least once in advance of the corresponding operational test to familiarize themselves with the testing tools, resources, and platform prior to the day of testing. Practice tests are administered using the same TA Interface and Secure Browser (for students), and should follow the same steps as operational tests. Practice tests may be administered at any time, from any supported device with Internet access. Students may practice on their own by using the Released Items Repository, accessible on the ILEARN Assessment Portal.

Prior to testing, Test Administrators must have first and last names (middle names, if needed) and 9-digit Student Test Number (STN) readily available for each student participating in the ILEARN 3–8 assessments.

NOTE: Each student’s first name and STN used to log in to the test must exactly match the information for that student in TIDE. Before testing begins, Test Administrators may either sign in to TIDE before test administration and print Student Access Cards for their students that contain their legal names and STN or access this information from their local school data system. Test Administrators must collect and securely destroy all Student Access Cards at the end of the test session.

If a student’s information is missing or incorrect in TIDE, contact your School Test Coordinator (STC) or Corporation Test Coordinator (CTC).

Directions for Administering the ILEARN Grades 3 through 8

The Test Administrator must confirm that the Secure Browser has been installed on all testing devices before testing begins. The Secure Browser icon will appear on Windows, Mac, and Linux operating systems, and the AIRSecureTest app will appear on iOS, Android, and Chrome OS which have the applications installed. Chromebooks must access the Secure Browser app in kiosk mode. Please notify the CTC, STC, or Technology Coordinator if the appropriate icon is not present.

On the school-owned Test Administrator’s device, select and log in to the “Test Administration” card on the ILEARN Assessment Portal. This will launch the Test Administrator (TA) Interface. In the TA Interface, open a test session that includes each of the tests you are administering. Write the Session ID clearly on the board or somewhere else where students will be able to see it. Students must enter the Session ID exactly as it is written.

NOTE: A test will time out after 20 minutes of inactivity.

Bold text is to be read aloud to the students. Italicized text is for Test Administrator information only.

SAY Today, you will log in to the ILEARN assessment for [grade/content]. We will begin by logging into the Secure Browser.

If the Secure Browser sign-in screen is not visible, read the following directions for EITHER PCs or Chromebooks/tablets.

For students using PCs:

SAY On your desktop, locate the icon titled “IndianaSecureBrowser.”

For students using Chromebooks/Tablets:

SAY On your device’s home screen, locate the icon titled “AIRSecureTest.”

For all students, regardless of testing device, read the following directions:

SAY Select this icon and the application will launch. Once the application has opened, you will see the login page.

An example of the login page follows. Please be sure all students are on this page before proceeding with instructions. When first signing in to the Secure Browser, you may see an error message that says, “You cannot log in until the following programs are closed...” Note the programs that are listed in this error message. Exit the Secure Browser, close all the programs that were listed in the error message, and then open the Secure Browser again.

Students using the AIRSecureTest app may need to select the state and assessment program if the app is being launched for the first time. Instruct students to select Indiana, choose Indiana Assessment System, and select ‟OK.” If the wrong state is selected, instruct students to select on the four squares located in the lower right-hand corner of the screen to return to the AIR Assessment page to select the correct state and assessment program.

SAY On the sign-in screen on your device, enter your legal first name (middle names, if needed), your Student Test Number (STN), and the Session ID that I have written on the board.

Does anyone have any questions or need help finding the information you need to enter?

Answer login questions the students may have.

SAY Select “Sign In” to log in to the Secure Browser.

This will log the students in to the Secure Browser. As the students log in to the Secure Browser, each student’s personal information will display. The next step is to have the student verify his or her personal information.

SAY Now, you will see a window that displays your personal information. Please review this page carefully and confirm that your personal information is correct.

The information you should review includes:• your first and last name• your 9-digit Student Test Number (STN)• your grade• your date of birth• your school

Please raise your hand if any of the information on your screen is not correct.

If the student information displayed does not belong to the student testing, or the name and STN do not match, the student may not continue. Select ‟No,” return to the login page, and check the student’s login credentials. If necessary, you can look up the student’s information using the Student Lookup function on the TA Interface. Provide the student with the correct Name, STN, and Session ID and have the student log in again.

If any of the student’s information is inaccurate, please note the inaccuracy and then notify your STC. Such student(s) should be dismissed from the testing room at this time. The student(s) may continue testing the following day once any inaccuracies have been corrected in the IDOE systems and the student information reflects accurately in TIDE. If the student tests using the wrong information, the student’s test will be invalidated.

SAY If all of the information on your profile page is accurate, please select “Yes,” but do not go on to any other screen.

Students will see the Test Selection screen, which lists the tests that are available for the student to take.

Once students are logged in to the Secure Browser and viewing the test selection screen, collect any Student Access Cards from students. Then read the following instructions:

SAY You are currently viewing the Test Selection screen.

Locate the test called ILEARN assessment for [grade/content/Non-Performance Task or Performance Task]. This is the test you will be taking today. Select the name of the test.

Pause to allow students to locate the test. Note that there are two parts to the ELA Performance Task, identified as Part 1 and Part 2. If administering a practice test, instruct the students to locate the ILEARN assessment for [grade/content], rather than the assessment. NOTE: The ILEARN Assessment Online Practice Test Scripts can be located in Appendix A (page 44) of this manual.

SAY After you select your test, you should see a screen that says, “Waiting for Approval.” Please wait for your test to be approved by me and do not continue with the sign-in process until I ask you to do so.

In the TA Interface, you will see an “Approvals” box in the upper-right corner that tells you which students have signed in and are waiting for your approval.

Students cannot proceed without the approval of the Test Administrator. Verify that appropriate test settings are in place before approving students.

To confirm the appropriate test settings and approve the student for testing, select the “Approvals” box. Confirm test settings by selecting the button in the “See Details” column. If test settings are correct, students may be approved individually by selecting the green check in the “Action” column. All students may be approved simultaneously by selecting the “Approve All Students” button.

To deny a student access to testing, select the red ‟X” in the “Action” column. Students may only be denied individually. You should deny students entry into the session under the following circumstances:

• The student is not supposed to enter this session.• The student selected the wrong test in the session.• The student’s demographic information is incorrect.• The student’s required accommodations are incorrect.

Ensure that all students have received approval before continuing.

All students will see an Audio Playback Check page to confirm audio output settings and adjust volume. Students with Text-to-Speech will see an additional sound check box to confirm audio output settings and adjust volume, pitch, and rate. For more information on TTS limitations and configurations, consult the Additional Configurations and Troubleshooting Guide for the appropriate operating system.

SAY We are almost ready to begin the test. All students will see an Audio Playback Check page before starting the test. This page allows you to adjust the volume. If you have Text-to-Speech enabled for this test you will also see the Text-To-Speech Sound Check box before starting the test. Please plug in your earbuds or headphones and select the audio icon to make sure you are comfortable with the settings before leaving this page.

SAY Now you should see the “Test Instructions and Help” screen, which you may review to understand what test settings are available and how to navigate through the test.

Math Grades 6-8 Non-Performance Tasks Only The Mathematics grades 6 through 8 Non-Performance

Task is segmented due to the availability of online tools in the Test Delivery System. At grades 6 through 8, the ILEARN Mathematics Computer-Adaptive Test (CAT) segment consists of non-calculator items and calculator items. Once students complete the non-calculator items, the TA must approve the students’ requests to proceed to the calculator-allowable items. Students will not be able to review their responses to the non-calculator test items once they proceed to the calculator items in the segment.

If you are satisfied with your non-calculator responses, please proceed to the next part of the test containing calculator-allowable items. Once you enter the next part of the test, you will not have a chance to go back and review your responses to the non-calculator questions. To proceed with the calculator-allowable questions, select “Next” in the global menu.

Please wait for my approval after selecting “Next.” Once approved, please continue testing. When you complete your test, you will reach the end of calculator-allowable questions. To review questions in this part of the test, select a question number. If you are satisfied with your responses, select “End Test” and select “Yes” in the confirmation message that appears. On the End Test page review your answers or select “Submit Test.” On the Confirmation page select “Yes.” You have now ended the test.

Remember, read each question carefully and follow all directions given as you respond to each test item.

When you complete your test, raise your hand and I will make sure you have correctly submitted your test. You are now ready to start the test. Select “Begin Test Now” to start.

Move around the room during the test session to make sure that everyone is following directions. Be sure to monitor students during the entire test session. In the “Test Status” column of the TA Interface, you can see each student’s status as they progress through the test. A student’s status will change to Completed when he or she submits the test. Note that the table in the TA Interface refreshes at regular intervals, but you can also refresh it manually by selecting the refresh button in the upper-right corner.

As students raise their hands indicating they have completed the test, walk over to their workstation and verify that they are finished. Their screens should display the “Your Results” screen, which confirms that the test has been submitted. Students who have submitted the test should select “Log Out” to return to the Secure Browser sign-in screen.

If a student has already signed out of the test, you may also check his or her status in the “Test Status” column of the TA Interface to make sure the test was submitted successfully.

If the student has answered all the items but did not submit the test, ask him or her to log back in using the same Session ID. If necessary, you may help the student to submit his or her test.

Test Administrators must collect all test materials before students may leave the testing area.

Direct students to remove their headphones as they complete the test.

Most students should have had enough time to finish the test during the allotted time. At the end of the test session, identify those students who require additional time to complete the test. Verify that these students have their test in “Pause” status. Verify that all other students have submitted their test.

SAY The test session is now over. If you have not finished testing, you will be allowed to continue working, but select ‘Pause your test’ at this time. If you have finished testing, reviewed your answers, and selected “End Test” you may select “Submit Test” now. This concludes the test session.

Follow the procedures established by your Test Coordinator for students who need additional time to complete the test.

When testing is resumed at a later time or on a subsequent day, the TA will start a new test session and provide a new session ID. When instructing the students to log-in, TAs should follow the same log-in instructions and read aloud the scripted portions of the Directions for Administering [assessment] that were used when students started testing. When students resume their tests, they will be brought to the first unanswered item. Please note that if the first unanswered item is on a page with other test items then students will be able to make changes to those items as well.

Appendix B: ILEARN Grades 3 through 8 Paper-and-Pencil TestingGeneral Rules for Paper-and-Pencil Testing

The ILEARN English/Language Arts (ELA), Mathematics, and Science paper-and-pencil assessment books contain the following segments:

• Practice test segment• Non-Performance Task segment• Performance Task segment(s)

The ILEARN Social Studies paper-and-pencil assessment books contain the following segments:

• Practice test segment• Non-Performance Task segment (NOTE: The ILEARN Social Studies

Assessment does not contain any Performance Task segments.)

English/Language Arts, Mathematics, and Science paper-and-pencil assessment books display the Non-Performance Task segment separately from the Performance Task segment(s). Students may not return to a test segment once it has been completed.

Student regular print assessment books, accommodated print assessment books, and read aloud scripts are secure. Maintaining the security of all test materials is critical to obtaining valid and reliable test results. Therefore, test materials must always be maintained in locked storage, except during test administration. All individuals who administer ILEARN assessments must follow security procedures.

Follow the Final Receipt Instructions that were included when paper-and-pencil materials arrived in corporations for distribution.

Preparing for Paper-and-Pencil Testing

Test Administrators should ensure the following:

• They have a copy of the ILEARN 3–8 Test Administrator’s Manual.• A secure read aloud script to administer tests to students requiring a

read aloud accommodation and non-secure script with instructions for administering tests to all other students.

• They check out test materials from the School Test Coordinator at the beginning of each day of testing, including ILEARN assessment books.

• Student Pre-ID labels are to be affixed to assessment books before testing.

○ The School Test Coordinator is responsible for preparing test materials prior to distribution for administration. Student Pre-ID labels can be printed from TIDE.

○ If any student expected to take an ILEARN assessment is missing a Student Pre-ID label or the label is incorrect, immediately contact the Test Coordinator to obtain the necessary Student Pre-ID label before administering any ILEARN assessment.

○ Students should not be permitted to test without a Pre-ID label or with an incorrect label.

Immediately contact your STC or CTC if a Pre-ID label is missing from an assessment book or if you believe that an incorrect Pre-ID label is affixed to a studentʼs assessment book.

Please complete the following steps prior to a student testing:

• Before testing, ensure that a student Pre-ID label is affixed to the cover of the subject and course-level assessment book in the box labeled ‘Place Student Pre-ID Label Here.’

• If a Pre-ID label is not available, immediately contact the STC.• A Pre-ID label must be affixed to each student assessment book

prior to shipping the paper-and-pencil materials back to the scoring vendor for processing.

• Ensure that all Pre-IDʼed assessment books are distributed to the correct students.

Ending Paper-and-Pencil Testing

When a student has finished testing, Test Administrators should collect the student’s assessment book and any scratch paper. Confirm that the student’s handwritten name is on the assessment book cover and matches the name on the Student Pre-ID label.

Once the student has completed testing and turned in their assessment book, no student or adult can go back and review, change, or correct the assessment books for any reason. This includes checking for missing responses, duplicate responses, etc. All assessment books will be returned for scoring as completed by the student.

Returning Test Materials to the Test Coordinator

All ILEARN assessment books are to be returned to the School Test Coordinator at the end of testing each day. Test Administrators should arrange the assessment books facing up. Paper clips or rubber bands must not be used to bind these materials as they may damage their edges.

After Testing After testing has been completed, prepare materials and return to your STC according to school security policy and the Final Return Instructions that were included from the scoring vendor when paper-and-pencil materials arrived in corporations for distribution.

Remove scratch paper from the inside of assessment books. All used scratch paper must be collected by the STC at the end of testing each day and securely destroyed. Do not dispose of scratch paper by placing it in the trash or recycling bin. Please see pages 11–12 for specific

information about the distribution and collection of scratch paper when administering the ELA Performance Task segments.

Only one assessment book per student/content area may be submitted. If multiple assessment books are identified for students, make sure that all responses have been transmitted into one assessment book.

Ensure that all testing materials are marked as either scorable or non-scorable as directed in the Final Return Instructions.

Instructions for Administering Braille and Large Print Tests

Test Administrators must provide users of both braille and large print versions of the test with sufficient time to complete the test. The STC should provide Test Administrators with braille and large print kits as appropriate. The following materials are included in the braille and large print test kits.

Student Identification

On the cover of the braille or large print assessment book print the student’s name, STN, Corporation ID, and School ID.

If the student has questions concerning test directions, refer to the directions provided in the regular print assessment book. The Test Administrator must not read or interpret any test questions for the student. The regular assessment book is not to be copied or used for any purpose other than to transcribe the test.

Timing

The Test Administrator must provide users of both the braille and large print versions of the test with sufficient time to complete the test.

Transcription Guidelines

The following guidelines must be followed to ensure accurate and fair transcription of student responses:

• All test materials and student responses are to be considered secure and confidential.

• Only persons who read and are proficient with braille should transcribe students’ braille responses.

• Transcribers should be impartial and have no vested interest in student scores.

• Transcriptions of student responses must be identical to what the student provides, including grammar, pronunciation, and spelling. If a student provides an incomplete response, the transcription must match that incomplete response exactly.

• Transcriptions should be proofread by a second impartial party to confirm accuracy. For cases where students have provided a graphic in a response, two transcribers should collaborate to transfer the response.

• When transcription is complete, student responses must be securely destroyed.

• Do NOT dispose of student responses by placing them in the trash.

The Test Administrator must provide written affirmation to the Test Coordinator that the student responses have been transcribed with fidelity. Under no circumstances should a student’s answer be altered or edited — to do so is a direct violation of test security.

All responses must be transcribed into a regular print assessment book. Any responses that are not transcribed cannot be scored.

Preparing Braille, Large Print, and Regular Print Assessment Books for Return

Transcribe all responses into the assessment book enclosed in the braille or large print kit. The STC/CTC must ensure that the correct Pre-ID label is affixed to the front of the regular print assessment book. Note that when large print assessment books are used, responses must be transcribed into a regular print assessment book to be scored.

Keep the transcribed assessment book with the student’s other used assessment books and return these to your STC/CTC with the rest of your class’ scorable materials.

Collect all braille or large print assessment books. Return these to your STC/CTC with the rest of your students’ non-scorable materials.

Paper-and-Pencil Irregularities

The Test Administrator will communicate to the Test Coordinator which assessment books should not be scored due to either a test irregularity or an invalidation. The Test Administrator must work with the STC/CTC, as needed, to ensure that Testing Irregularity Reports have been submitted to IDOE.

Paper-and-Pencil Testing Administration Precautions

• Do not allow students to use ink, colored pens/pencils, or markers, in their scorable assessment books. Students can use a No. 2 pencil or highlighter for notes or underlining.

• Do not allow students to use correction fluid on the scorable assessment books.

• Do not allow students to make any marks near the timing marks on the edges of the scorable assessment books.

• Do not allow students to use extra paper or ink to write their ELA Performance Task responses. Only responses that are written in pencil on the pages designated “Final Draft” will be scored.

• Do not use “sticky” notes, paper clips, tape, staples, or glue on the scorable assessment books.

• Do not insert loose papers into the scorable assessment books.• Do not tape or glue additional paper into the scorable assessment

books.• Do not photocopy the assessment books.• Do not disassemble or pull pages from the assessment books.• Do not erase any duplicate responses, or any other student-created
