Dear Mr. Darcey:

Reference is made to Rooster Oil & Gas, LLC's (Rooster) Right-of-way (ROW) relinquishment and decommissioning application dated September 30, 2016, received by our office on October 20, 2016, for ROW No. OCS-G28764, Pipeline Segment Number (PSN) 17166. Rooster requests to relinquish the pipeline ROW in its entirety and decommission PSN 17166 in place.

On April 17, 2017, this office sent a Request For Information (RFI) to Rooster and asked that Rooster amend the application to include the pigging ofthe line. In addition, the amendment should indicate that the pipeline will be flushed and filled with uninhibited seawater. On May 26, 2017, via a telephone conversation with Ms. Natalie Martin of Stokes and Spiehler (S&S), this office reminded Rooster to submit the amendment. On June 7, 207, this office issued a notice to Rooster to submit the amended application by June 20, 2017. Rooster still did not comply or contacted this office.

In accordance with 30 CFR 250.1751, Roosters application to decommission PSN 17166 in place is hereby denied. Rooster must submit a decommissioning application that addresses the deficiencies outlined by the RFI within 15 days from the date of this letter. If Rooster fails to submit the application, an Incident of Non Compliance (INC) will be issued.

Additionally, our records indicate thai the pipeline has been out of service since January 27, 2016. Since Rooster did not apply for and receive approval to maintain the subject pipeline Right-of-way grant in effect beyond tie 90 days provided for by a temporary cessation of operations, please be advised that pipeline ROW No. OCS-G28358 expired effective April 26, 2016, pursuant to 30 CFR 250.1014. Hence, Rooster's request to relinquish ROW No.OCS-G28358 cannot be addressed.

Rooster Oil & Gas. LLC (Rooster) hereby respectfully requests approval to flush, disconnect, and abandon in place 18.881" of one 4.5" oil pipeline (Segment No. 17166) and relinquish the Right-of-Way OCS-G 28358.. Rooster has terminated production from its Eugene Island Block 28 "A" facility.

The pipeline originates at Rooster's Eugene Island Block 28 (OCS-G 05479) "A" Platform and terminates at a 12" SSTI in Eugene Island Block 27 (OCS-G 23853). Please see the attached as­built for details related to the origination and termination points ofthe pipeline.

Rooster also requests the use of alternate compliance from 30 CFR 250.1751 (b). in order to Hush the pipeline in lieu of pigging. Rooster's procedure lo Hush the pipeline with 1.5 volumes of seawater will achieve results equivalent to pigging and will provide a level of safety and environmental protection that meets or exceeds current BSEE requirements.

Attached for additional information and included as part of this request is the proposed abandonmenl procedure for pipeline Segment No. 17166. Confirmation ofthe Pay.Gov application fee in the amount of $2.170.00 will be provided at a later date, due to the outage of fees for services as per fiscal year-end closeout

Proiect Summarv:

Rooster Petroleum has terminated production f-om its El 28 "A" Facility. Rooster plans to flush and abandon the 4" Oil Pipeline during a shared campaign with Crimson Gulf. Crimson is planning to begin abandonment of their 12" Segment 15083 in late September.

Pipeline Abandonment Plan:

Mobilize Liftboat to El 27 SSTI location.

Set up Liftboat at the El 27 SSTI over the 4" SSTI.

Using divers, locate and remove Submar nats off the top of SSTI.

Divers will locate the two 4" ball valves on P/L Segment #17166 from 12" Crimson Gulf P/L.

Rooster will mobilize a work boat with purrp equipment on board to flush from El 28 "A" to the SSTI

Set up Work boat El 28 A and tie in to the departing Riser downstream of Departing Check valve.

Once the pumping equipment is hooked up and leak checked, the flush operation will begin

Pumping crew will flush two pipeline volumes (538 BBLS) with inhibited Sea water to the SSTI.

Once two pipeline volumes is pumped divor will close the two 4" valve on the SSTI.

When the SSTI is fully closed the pressu "e will be bled down at the platform and confirm the SSTI valves are holding.

Rig down pump equipment and demobilize pumping equipment.

Divers will disconnect the P/L from the 4" SSTI and install a 4" 600 RTJ blind flange with W NPT Tap. A W Bleeder and plug will be installing in blind. (A pollution dome will be utilized during this operation)

Diver will make a cold cut approximately 2J;' from the SSTI on the 4" P/L and retrieve that section of pipe to surface.

A 4" plumbers plug will be installed on the ond of P/L and buried at least 3' BML. Sand bags will be installed on end of P/L and insure proper cover.

Survey shot will be recorded for end of pipe location.

Submar mats will be reinstalled over SSTI

Relocate Liftboat to El 28 "A".

Divers will locate Riser and Jet approx. 30' from Base of Jacket.

Diver will make a cold cut above the tube tum on the riser.

Divers will make a second cut on P/L approx. 25' from base of Jacket.

25" cut section of pipeline will be retrieved to Liftboat.

Plumbers plugs will be install on Riser and Pipeline (buried at least 3' BML).

Sand bags will be installed on End of P/L to ensure proper cover.

Demobilize Liftboat.
