POLICE: LOK‐ADALATPOLICE: LOK‐ADALAT

Lok  –Adalat  has  been  initiated  in  this  district  from  17.06.2012. District  Police  Authorities have paid a special attention for speedy disposal of  long pending cases and  it has yielded a positive result. 

Lok‐Adalat was organized in two courts of Ld. ADJ, 2nd court and Ld. ADJ 4th Court, Burdwan on 17.6.12 for speedy disposal of cases u/s 279/338 IPC and other MV cases. Out of 182 cases in which notices/summons were served, in all 164 cases were heard of which 93 cases were disposed off with realisation of Rs, 77,100/‐ as fine. 

Lok‐Adalat of MV Act cases held on 01.07.2012 (.) 431 notices  for 406 cases were   served.  People  from Hooghly, Howrah  , Nadia & South 24 Pgs Districts also  turned up after getting notices.    33  cases  of  Kanksha  could  not  be  held  due  to  cease‐ work  by  the  lawyers  in Durgapur Court. Hearing held  in  120  cases  and  108  cases were disposed  of  in  4  different courts of Ld. ADJ, Burdwan and fine at the tune of Rs. 50,410/‐ was realized.

Lok‐Adalat was held on 22.7.2012 in 4 different Courts of ADJ Burdwan Court. Total notice were served – 264. 111 cases were disposed off. Total Rs, 44,550/‐ was realized as fine.

***  In some cases where notices were served but  the persons could not attend  the Court on  the date  fixed but  they appeared in good number on the other days and fine at the tune of Rs. 6,00,000/‐ could be realized.  The number of cases disposed off in this connection can be reflected after receiving the copies of orders from the Court.

Kalna P.S. Case no-13/12 Dt-14.01.2012 U/S- 468/471/472/420/120B IPC & 20 of Indian Teligraph Act, 1885 was started on the Suo-moto complaint of SI Amit Kr. Mitra, O.C. Kalna P.S to the effect that, on 14.01.12 at 13:15 hrs. receiving an information that, one Jahangir Sk of Sankati village P.S. Kalna was selling a good number of SIM Cards with Xerox fake Voter Identity Card had been to Sankati village, along with other officers and force being led by the SDPO, Kalna and conducted search in the mobile shop being run in the house of one Jahangir Sk S/O- Lt. Khoda Box Sk. at Sankati P.S. Kalna Dist- Burdwan and seized (1) 944 (Nine hundred forty four) number of photo of different persons in 16 (Sixteen) strips (2) 900 ( Nine Hundred) Xeroxed Voter ID Card of different persons , (3) Total 285 (Two hundred eighty five) SIM Cards of several companies (4) One Black colour TVS Apache Motor Cycle without number Plate as none could produce any valid documents in support of those articles and on interrogation the above noted person stated that, one Tapan Malakar S/O- Lt. Suren Malakar of Kutirdanga more, Samudragarh, P.S. Purbasthali Dist- Burdwan and the son of Tapan Malakar namely Tomojit Malakar gave the above noted articles to him to sell locally. During a follow-up raid held in the house of Tapan Malakar Police seized 705 (Seven hundred five) numbers of SIM Card of several companies (Reliance-614 Nos, Uninor- 23 nos, Airtel- 23 nos, Idea- 01 No, Vodaphone-01 No, Tata Docomo- 43 Nos) from the possession of Tapan Malakar and that, the involvement of one Sayan Communication located at Madhupur Bazar owned by one Sumit Ghosh also came up but the same was found closed . 2 persons were arrested.

Kalna P.S. Case No 141/12 Date 12.04.12 U/S- 379 IPC & Kalna P.S. Case No 156/12 Date 16.04.12 U/S 399/402 IPC & 25/27 read with section 35 Arms Act. Kalna PS Police arrested 06 veteran criminals of Hooghly District & Kolkata and recovered different appliances valued Rs. 12 Laks (iron and brass) which were previously stolen from the Godown of a Railway contactor engaged and entrusted with the construction work of Ambika-Kalna-Nabadwip-Dham-Double-Line-Project,Howrah Division of the Indian Railways. One improvised fire arms and ammunition were also seized from their possession.

Burdwan P.S. case No.373/12 dated 15/05/12 u/s- 5 of I.T.P. Act & 363/366A/366B/376(f)/372 I.P.C. read with Sec. 14 foreigners Act. Burdwan PS Police arrested one Md Alamgir Hossain(32 yrs) S/o Nuhu Nabi of Viil & P.O- Coolgachi, P.S. Damulhuda, Dist- Chuadanga, Bangladesh and recovered the victim girl namely Munni Akhtar Tania (14 yrs.) D/o Abdul Hauqe Munna of Vill. Rajganj, P.S.- Nageswar, Dist- Kurigram, Bangladesh who was trafficked to India from Bangladesh with a view to sale her to another one in Delhi.

Khandaghosh PS case No. 113/12 dated 1.7.12 u/s 7(i)(a) Act of (x) 55 E,C Act .In a conjoint raid held by Sambit Kumar Jash, Inspector, DCF& S Burdwan , and local police , at Pathanpara, under PS Khandaghosh ,a truck bearing registration No. WB-41E/4330 loaded with 660 gunny bags containing 25 Kgs of Raw-rice per bag(.16,5 MT ) was seized as the driver failed to produce any document viz. release order issued by DCS& Sm Bankura. FIR named 2 and others. Arrest -01.

Memari PS Case No. 262/12 dated 23/07/12 u/s 420/471/120B IPC. Memari PS Police arrested 3 persons viz. 1) Sourav Das S/o- Saroj Das of village Kanchra (2) Sk Matihar S/o- Sk MajherAli of Dhap Dhara both of PS- Jamalpur Dist- Burdwan (3) Himangshu Sekhar Manna S/o-Gayaram Manna of Binogram, PS- Tarakeswar, Dist- Hooghly and recovered/seized one MarutiVan bearing registration No- WB-02F/7761 and one million U.S. Dollar including all connected documents.

In 2011-12, 13030 houses were constructed with an expenditure of Rs. 67.72 crores against Rs. 67.90 crores received .In 2012-13, 14042 number of houses under IAY already sanctioned, with expenditure of Rs. 19.90 crores, out of Rs. 27.04 crores received so far by the District as 1st installment of central share. Construction of 8843 houses have also started.Burdwan district got two full installments in 2011-12, along with one additional installment of Rs. 2.65 crores. In 2012-13, claim for 2nd installment shall be sent in August 2012.

Some of the best performing blocks like Bhatar and Mongolkote have already crossed its Annual Labour Budget target of 2012-13, creating more than 21 lakhs person days in three month period . Burdwan was highest expenditure incurring district in the country in 2011-12. In terms of creation of Person-days, Burdwan was 9th in India and 1st in Eastern India.

Under Jal Dharo Jal Bharo programme, in 2011-12, 2102 no.s of ponds , the traditional water sources were re excavated, while in 2012-13, new 340 ponds have been re excavated under this scheme.

ACTION PLAN FOR THE NEXT 3 MONTHS

• 15 Lakhs saplings to be planted throughout the district, in July –September, 2012, out of which  , 5 Lakhs  shall be Fruit bearing plants, under Go­green project.

• Special  thrust  is  given  for  more  numbers  of  schemes  to  be implemented in convergence mode, with Line departments.

• Special attention on   Individual Benefit Scheme (IBS) and SocialForestry.

• Empowering Sub Divisional Officers for monitoring the progress  of the Scheme.

• Fortnightly  Video  conferencing with  Programme  Officers  have been continuing for extensive monitoring. 

• Renewal of Job cards.

•In 2011‐12, fund for construction of houses has been released to 146 beneficiaries   under Nija Griha Nija Bhumi Scheme.

• At present, further 26.56 acres of land is ready for distribution among  717  numbers of beneficiaries in the district .

In 2012-13, 3 no. of roads, with total length of 20.15 km has already been completed with an expenditure of Rs. 303.405 lakhs.In 2011-12, while 22 schemes were taken up, 15 roads of 71.365 km length were completed with expenditure of Rs. 2049.98 lakhs.

Work order has already been issued in 2012-13, for 14 no. of schemes, having 59.875 km length, with awarded cost of Rs. 2507.159 lakhs.

In 2012-13, DPR for ADB RRSIIP, for 1000+ habitations has been sent for 19 no. of schemes with length of road 56.900 km. DPR for PMGSY (phase-X) has also been sent for approval for 19 no. of schemes with length of road of 45.825 km. CUPL for 1000+ habitations has already been submitted to P&RD for 18 no. of schemes with length of road of 211.987 km.

RIDFRIDFIn 2012-13, 13.25 km of road completed & expenditure made of Rs. 433.04 lakhs against fund received of Rs. 782.63 lakhs.In 2011-12, 3 no. of schemes were sanctioned and length of road completed was 22.95 km. Expenditure made in 2011-12 was Rs. 1070.05 lakhs against fund received of Rs. 1276.48 lakhs.

During 2011-12, 1719 new groups were formed and revolving fund provided to 3555 groups, amounting Rs. 367.715 lakhs.

During 2012-13, 360 new groups were formed up to June’12 and revolving fund of Rs 23.80 lakhs provided to 237 groups. 429 cases are under process which will provide RF of Rs. 42.9 lakhs.

Major achievements :

In 2011-12, 1283 groups were project-linked for starting economic activity, providing bank credit for them of Rs 3728.58 lakhs, in which Rs 1121.584 lakhs were Govt. subsidy.

In 2012-13, 26 groups have already been provided credit , amounting Rs 73.97 lakhs, out of which Rs 24 lakhs is Govt. subsidy. Credit facility for 382 groups, is under process, which shall provide credit amounting to Rs 1001.59 lakh, in which Rs 267.4 lakh will be Govt. subsidy.

Total six no.s of schemes have been completed under PWD in 2011-12, under plan head/RIDF/13th FC amounting to Rs.1595.683 lakhs Including widening and strengthening of Mahanchanda Road and white –topping work at Bolgona- Guskara Mankar Road.Setting up of SNCU (Rs.11.5 lakhs) and addition of 6th floor in Burdwan Medical college and Hospital OPD (Rs. 72.4 lakhs) are also among the works completed.

Two no.s of schemes have been completed by PWD Construction Board in 2011-12 amounting to Rs.132.58473 lakhs including two storied building for laboratory classes at Asansol Polytechnic. 14 Nos of major works are in progress amounting to Rs. 1412.46 Lakhs. A total length of 30.23 Km.s of roads amounting to Rs.1611 Lakhs are proposed for execution under various heads of 13th FC , State Plan RIDF-XVIII in 2012-13.

Six No.s of Schemes are under different stages of execution including new OPD building and construction of SNCU at Durgapur Sub Divisional Hospital, 1st Floor of administrative building at Indian Reserve Battalion at Durgapur and Trauma care unit at Asansol Sub Divisional Hospital under PWD Asansol Division.

Six No.s of Schemes amounting to Rs.1423.79 lakhs are under various stages of implementation under PWD(Construction Board).

The project of Burdwan ROB has been decided to be taken up by the Railway Authority for construction.

32 schemes have been completed under the three division of State Highway Circle No V, PWD roads Directorate in 2011-12, amounting to Rs. 5580.161 Lakhs. A bridge has been constructed for Rs. 185.62 Lakhs by Burdwan Highway Division III on Monteswar-Dainhat road. 85% of work has been completed under Durgapur ROB.

19 Nos of project works of Roads and Bridges are undergoing under PWD (Roads) in the district of Burdwan amounting Rs. 21187.81 Lakhs.

2.26 lakh ha Kharif crop under DVC Command matured. To boost up seedling transplantation, water discharge has started from 25th July, 2012. Indent for 1.44 acre-feet placed, likely to be reviewed based on rainfall progress.

Construction of new RCC Bridge Galsi I Block with a Cost of Rs 120 Lakhs completed. Another bridge at Burdwan II Block with a cost of Rs 130 lakhs completed. Both these schemes have come up recently .

Status RTE Compliance in Primary and Upper Primary Schools

• Boundary walls are required to be constructed in 1670 primary and 173 upper primary schools. Budgetary provisions have been made for 307 units. Sanction for 1536 units are yet to be received.

• 735 nos of additional class rooms are to be provided in 267 primary schools and 3351 nos of additional class rooms are to be provided in 635 upper primary schools. Budgetary provisions have been made for 3270 units. Additional budget proposal already been sent for remaining 816 units.

In 2011-12 financial year, 70,931 new KCC have been issued,

and 2,55,000 cases have been renewed, involving a credit

amount of Rs. 71128.38 lakhs.

In the first quarter of 2012-13, the number of KCC stands at

1,19,000 numbers,(Fresh issue: 8,000, Renewal : 1,11,000)

with a credit involvement of amount of Rs. 13453.69 lakhs.

Cumulative coverage at present, is 4,56,581 KCC and Rs. 1180.91

crores credit has been advanced through the cards.

Procurement Status

702303 MT paddy (530420 MT by rice mills and 171883 MT by CMR agencies) have been purchased from farmers through 419 camps.

294803 MT paddy procured from May 2011 to June 2012 against target of 430000 MT.

Last year procurement was 2.17 lakh MT, FCI procured only 0.3 lakh MT.

2. Due to cancellation of around five lakhs Ration Cards, monthly district consumption has come down from 8730 MT to 8024.6 MT.

Percentage coverage by Piped Water Supply Scheme is 35.20% of total rural population in Burdwan District.

10 Nos. Ground Water Based Arsenic Free Water Supply Schemes under Katwa and Kalna Sub-Divisions have been completed and 1 No. Surface Water Based Piped Water Supply Scheme covering 62 Arsenic affected mouzas of Purbasthali-II has already been commissioned by the Hon’ble M.I.C., PHE. Deptt. Govt. of West Bengal on 28th May, 2012 . As a result, nearly 1,70,000 peoples are getting facilities from supply of Arsenic free drinking water under Kalna, Katwa & Purbasthali –II Block.

At present, in Burdwan, 90 nos. of running Piped Water Supply schemes are running successfully .18 nos. of on going Piped Water Supply Schemes are likely to be completed in a few months time .

1 (one) No. Mobile Treatment Unit has been procured in 2011-12 and placed in Burdwan to be utilized during unforeseen natural calamity i.e., flood, draught & cyclone etc.

149 Nos. Mark – II Tube well under 10 Nos. Block have been completed under jurisdiction of Paschimanchal Unnayan Parshad, in 2012-2013.

2 Nos. Piped Water Supply Scheme(Rayan and Yusufabad) sanctioned in 2011 are under process. 1 No. Piped Water Supply Scheme (Madanagar) sanctioned in May 2012 and 6 Nos. P.W.S.S. (Rejuvenation) were also sanctioned in 2011-2012.

An aggregate of Rs 165.44 crores of revenue was mobilized in the year 2011-12. This is an increase of Rs 19.35 crores over last year.

A total revenue of Rs. 40.89 crores has been realized in the first quarter of financial year 2012-2013 .

Enforcement collection in the financial year 2011-2012 is Rs. 22.64 crores, which is an increase of Rs. 9.74 crores against preceding year.

There are 10 No. ITIs in the district including 5 each in Government and Private Sector including one ITI for women.

Total intake capacity in the ITIs are 1080 + 136 + 76 + 72+40, totaling 1404 in the Government Sector and 250+250+240+250+50 totaling 1040 ,in the Private Sector.

Intake capacity in the Govt. ITIs has been proposed to be 250 at Rupnarayanpur, 148 at Kanyapur and 500 at Kalanabagram in the Government Sector.

There are 7 No. Poly -Technic Colleges in the district and total intake capacity is 1300 in the Government Section.

21. Horticulture

STATUS :STATUS :

Relief Fund: in 2012‐13, Rs. 50 lakhs has been released  to 14 flood prone blocks, for benefit of 5000 farmers affected by heavy rain of 2011 .

Convergence in ATMA programme: This year, 3 Demonstration centres on Organic vegetable, 4 centres on other vegetable  and 1 for Organic Flower conducted. 4 one‐day Farmers training has already been completed.

Schemes from State Budget: 60 Vermi‐compost Units and 4 Nurseries, controlled by SGSY‐SHGs have been set up, with a total expenditure of Rs. 5 lakhs.

Hybrid Vegetable Seed Mini‐kit Distribution: The Mini‐kits have been distributed to 3200 small & Marginal farmers in 12 Blocks, with expenditure of Rs. 4 lakhs.

RKVY Programme: With an involvement of Rs. 347.262 lakhs (including Rs. 93 lakhs, proposed  for  regulated market at Kalna‐awaiting administrative approval), construction  of  1  Vegetable  &  Flower Market  Complex  at  Kalna  RMC,  36  Poly Green houses  ,  installation of Drip  Irrigation  system  for Orchard  covering 20 Ha and Sprinkler Irrigation system for vegetable covering 10 Ha is under progress.
