PRESIDENT’S MESSAGEDr. Elaine Csupak

As I near the end of my term of service, I can honestly say that it has been an honor to serve as your President this year. This has been an interesting and exciting year with many challenges and opportunities. I have enjoyed meeting some of the finest doctors in the province and honouring a few of you with awards. But it is the many excellent physicians in the province who may never be given award, yet selflessly give of themselves every day, that I also wish to honour and recognize. Thank you to all of you for the wonderful and noble work you do every day.

This year has been very busy. The MCFP held a board retreat at which time we reviewed our goals and objectives to ensure they are relevant to our members and that we continue to stay on track to meet those goals. We have successfully achieved many of those goals and continue to strive towards achieving many more.

Our locum and job finder has been very active and well used, connecting members to jobs and helping to find locums for those who need them. We have established a regular meeting schedule with the new Minister of Health and continue to meet regularly with Manitoba Health to ensure involvement in the future of Health Care in Manitoba. This continues to be a very strong and respectful relationship.

We weathered the storm of Statement 190. It has been a pleasure to see major stakeholders appreciate the important role family physicians play in our complex health care system. While Statement 190 added much controversy to the end of 2015, MCFP stepped forward and took a leadership role in bringing all major stakeholders together at one table to examine the issue of after-hours care in Manitoba and identify the strengths and shortcomings of our current health care system. The outcome will be a stronger, more robust health care system for the future.

Supporting the educational needs of our members is a primary focus of the College. We have had a very busy and full year of CPD sessions and sold out programs in our expanded board room. You told us what you wanted and we ran with it. Our ASA last year was sold out with a waiting list. We have had inquiries about when registration will open months in advance. We will provide you with another excellent ASA program this year, the ASA committee’s hard work will be apparent. Understanding that not everyone can attend the ASA, we have continued to offer ASA Rerun sessions as requested and these have been very well attended. Our goal is to continue offering these educational opportunities along with sessions by the Peer to Peer Network, and Manitoba Public Insurance.

Our International Medical Graduate networking group has had several meetings which have been well attended and many ideas have come forward from these meetings. The First Five Years in Family Practice group is continuing to do amazing work. The finance committee has worked hard to ensure the college is in a good financial position and allow us to move forward each year with new projects to better support our members.

In closing, I have been amazed with how many of you have tremendous gifts and talents in education, research, leadership and practice. I would encourage you to consider sharing those talents as a member of the board, or a committee with the MCFP. We are a member driven organization and you, our members are also our future. As Ghandi once said, “Be the change you wish to see”. Have a wonderful year.

TOMORROW AND BEYOND – A VISION FOR CONTINUED GROWTH AND PROGRESS…The Manitoba College of Family Physicians continues to strive to become a most important and valuable organization for our members enabling them to provide the highest quality of medical care to Manitobans. We focus on achieving this through our various Strategic Goals and Initiatives. In November 2015 we had a retreat in which we revisited and revised our Goals and added some new areas on which to focus.

Advocate for the role of Family Physicians to all stakeholders. Family physicians supported by a strong primary care system are fundamental to the entire health care system. High quality primary care delivered by family physicians in the context of PMH will reduce burden of illness overall in our communities and will enhance the entire system from primary care all the way through tertiary care. The key to improving the health care system as a whole is to focus first and foremost on supporting a strong primary care system.

Advocate for all Manitobans to have access to highest quality medical care in Patient’s Medical Home. The Patient’s Medical Home vision has several key pillars that were reflected prominently in our previous Strategic Goals – namely advocating for access to family physicians for all Manitobans and advocating for policies and funding models that promote effective development of team based care. These are basic tenets of the PMH and we continue to promote these loudly and clearly. Advocating for all pillars of the PMH will continue to be a priority and focus. We believe that this will improve the health of all Manitobans. We look forward to continuing to work with stakeholders at all levels – provincial, regional, and at the community level - to ensure that access to a family doctor truly reflects access to high quality care aligned with the vision of the Patient’s Medical Home.

Engaging and mobilizing our members. Member engagement continues to be a key priority. We are absolutely thrilled with the success and positive feedback we have received on our CPD sessions in our MCFP Boardroom. We are pleased that so many of you have been able to benefit from these educational opportunities. It reinforces the decisions we

made several years ago to expand our Boardroom and facilities so that we could offer and accommodate such sessions. Our IMG Networking Group is gaining traction. Look for exciting and valuable events from this group! Our First Five Years of Practice group continues to be active and engaged. There is great opportunity for these two groups (IMG and FFYP) to collaborate on events as there is lots of overlap We are interested in becoming more active in our Road Trips. We are interested in personally visiting as many clinics/practices as we can – contact us at [email protected] to schedule your clinic visit! We have had a lot of discussion about public and patient engagement as well. This is an important area of focus that will continue to develop.

Education and Research: Increased involvement of community based family physicians in the continuum of education and research. At our November retreat we added involvement in research to this goal. This includes promotion of all of us participating in Continuous Quality Improvement (CQI) initiatives within our own clinics and practices – again a pillar of the PMH. We are interested in promoting involvement at all levels of research and scholarly activity. The full spectrum, from being a consumer and user of knowledge all the way to being a researcher are important and valid. We continue to have a role in the Manitoba Primary and Integrated Healthcare Innovation (PIHCI) Network with myself being the Clinical Lead. We are committed to offering a wide range of CPD sessions in our Boardroom. We have continued to enhance our ASA program and are confident that you will all find it extremely valuable and useful to your practice. We continue to have a strong collaborative relationship with the University of Manitoba CPD Department which have enhanced CPD programming in both organizations. We continue to have a strong relationship with the University of Manitoba Department of Family Medicine regarding supporting the promotion of strong clinical teachers of Family Medicine.

Collaboration with other organizations towards common goals. Supporting and advocating for the provision of high quality patient care is a noble goal that intersects on various levels with missions and scopes of several organizations. We enjoy strong collaborative relationships with many organizations and are a well-respected source for consultation regarding family medicine. The Manitoba College of Family Physicians regularly meets and sits at tables with many of these players and will continue to do so in furthering our cause. It is important to keep all these conversations going and deliberately making advances in this regard.

Social Accountability, Advocacy and Equity – We are interested in developing and implementing initiatives in this regard. We have many excellent ideas and look forward to further development of specific initiatives.

As I reflect back over the past number of years we have really grown and expanded our scope of activities. We are excited to continue to do so and look with anticipation as to what comes next!

TREASURER’S REPORTThe Manitoba College of Family Physicians’ Balance Sheet and Income Statement provide a summary and insight into the College’s financial position from November 1, 2014 to October 31, 2015. A complete copy of the financial statements as issued by Booke & Partners Chartered Accountants is available upon request.

Our financial statements for the fiscal year end of October 31, 2015 reflect the following; • The College follows the Canadian accounting standards for not-for-profit organizations in preparing its financial statements. • It is the opinion of Booke & Partners that the College is not exposed to significant credit, currency, interest rate, liquidity,

market or price risks arising from its accounting practices. • The MCFP adopted the recommendations of the Chartered Professional Accountants Canada Handbook effective October 2,

2012. The adoption of this standard does not have an impact on the College’s financial statements. • The Annual Scientific Assembly expense over revenue was a profit $40,777 due to an increase in attendance for the ASA

and MainProC Saturday • Items of Significance to note: - Increase in ASA revenue due to an increase in ASA and MainProC Saturday attendance - An increase in boardroom CPD revenue over originally budgeted - A slight increase in membership dues as we continue to maintain and grow our membership with increased value

to members - An increase in audit expense due to the change in our yearend to comply with the Corporations act which required one

month fiscal year to make the adjustment to our yearend - A significant increase in the educational activities of the First Five Years in Practice members and the International Medical

Graduate members - An increase in telephone and internet expense to accommodate the increased boardroom CPD - The President’s Awards and Recognition banquet had higher expenses that were offset by higher revenue as the

attendance for this event increased dramatically

These financial statements reflect the sound financial decisions made by the Finance Committee, Board of Directors and Management of the MCFP.

Our financial position remains strong into 2016 which has allowed us to expand our offering of member benefits such as boardroom CPD sessions. Changes to the Annual Scientific Assembly program structure has created a program of greater value to our membership. Your acceptance of these changes is apparent in the attendance increase in 2015. MainProC Saturday was a highly sought after day of education, and very well attended.

The Manitoba College of Family physicians next year end will be October 31, 2016.

The financial committee meets quarterly to review in depth the financial position of the college beyond the monthly review done by the board of directors. The purpose as stated in the Terms of Reference for this committee is to assist the board of directors to carry out governance responsibilities related to monitoring the financial management of the college and ensuring that the allocation of financial resources are aligned with the college’s strategic initiatives and priorities.

In closing as the Treasurer, I am pleased to report that the Manitoba College of Family Physicians is financially well positioned to meet and expand its strategic objectives for 2016 and into the future.
