IN 12 Contractor’s Proposals for Protective Clothing SLL will ensure as per the contract documentation that where:

the nature of the place where any duties upon which the Contractor’s employees shall be engaged in the provision of services, and/or

the Council’s policies, rules and procedures require the wearing of any special or protective clothing or footwear, that SLL will supply such clothing and footwear and will ensure that it shall be:

provided and worn by his employees checked regularly, and maintained and replaced when it is deemed as not fit for

purpose as necessary by SLL SLL will be mindful of the requirements for protective clothing to conform to the North Hertfordshire District Council’s ‘house style’. SLL’s commitment to providing protective clothing and footwear is stated within its health and safety policy as follows: ‘10. Where appropriate on health and safety grounds, to ensure that employees are provided with, and use, suitable personal protective clothing or equipment. Also to make adequate arrangements for the storage and maintenance of such personal protective clothing and equipment. Procedures will be in place to monitor that employees correctly use the personal protective equipment’. It is also formalised as a defined policy within its health and safety system in conjunction with Right Directions (please see below). This policy is available for all staff to view on SLL’s Corporate Documents folder (available to all on PC’s) or as a hard copy at each centre. The Centre Manager must ensure specific risk assessments have been completed prior for all relevant tasks or activities being undertaken, and ensure Personal Protective Equipment (PPE) identified within the risk assessment is:

Available for all staff Suitable and acceptable to all staff with various sizes supplied to accommodate all staff Stored in suitable storage facilities adjacent to relevant hazards which will protect the equipment

from damage and/ or contamination. Training for staff will vary dependent upon the complexity and performance of the kit, but will include initial training and refresher training as required from time to time. The Divisional Operations Managers must ensure all staff who are required to wear PPE have received adequate training in its use prior to undertaking the relevant process, and communicate all hazards to staff which require the use of PPE. Under no circumstances, shall PPE (Personal Protective Equipment) devices alone be relied upon to protect against hazards; but, will be used as part of a centre’s risk reduction and normal operating plans in conjunction with any necessary equipment guards, engineering controls, and sound work practices and methods of working. SLL will undertake relevant risk assessments (please see IN.14) to establish the need for protective clothing and footwear which will be issued in accordance with the Personal Protective Equipment at Work Regulations 1992 (as amended). Where tasks that require the need for PPE to be worn, a written Work Instruction will identify this need and clearly state what PPE is to be worn. All staff are trained in the Work Instructions that are relevant to their role, and an example of a work instruction can be seen on page 8. In conjunction with the regulations, SLL will ensure that all PPE:

Is properly assessed before use to ensure it is suitable Is maintained and stored properly in line with manufacturer’s schedules and recommendations Is provided with instructions on how to use it safely: and Is used correctly by employees

Notices will also be displayed at each centre where PPE is to be worn and SLL will ensure that replacement PPE is always available. The Centre Manager must ensure all PPE is checked and maintained on a weekly basis by a competent member of staff, in accordance with the manufacturing instructions. The checks must consist of the following:

Safe operation, including expiry dates Defects Cleanliness Appropriate for use Correct amount of PPE.

The use, condition and quantity of the PPE on site at each facility shall be checked on a weekly basis to ensure that the required levels are adhered to. These checks will form part of each centre’s Health and Safety checks and will be formally recorded. This will highlight the need for replacement PPE equipment orders. An example of this check sheet can be found on page 12.

IN 12 b) Type of clothing to be issued As highlighted in the introduction, the type and number of staff affected and type of clothing and footwear to be issued will be decided through a process of risk assessments by suitably trained staff, and the provision of suitable protective equipment, including clothing and footwear, will be based upon the following considerations. Employees will have the equipment readily available, or have very clear instructions on where to find it and how to use it:

1. The workplace – what sort of hazards remain to be controlled, how big are the risks which remain,

Does the protective equipment prevent or adequately control the risks involved without increasing the overall level of risk, what machinery or processes are involved, what parts of the body are potentially endangered The nature of the job involved- the demands it places on the worker. This will involve the physical effort required, the safe methods of work, how long the PPE needs to be worn and the requirements for visibility and communication

2. The work environment – what are the physical conditions (temperature, humidity, ventilation, size and

movement requirements)

3. Performance data for PPE

4. Appropriateness- is the PPE appropriate for the risk involved and conditions at the place where exposure may occur

5. The needs and reactions of the wearer –

Fit and level of comfort to the wearer bearing in mind the physical dimensions of staff involved

Acceptability, giving the wearer some choice of suitable equipment will improve the chance of it

being used. Training, users will know why PPE is necessary and how to correctly use it and when

Interference and Compatibility – PPE will be selected so that it does not interfere with the individuals

needs such as the wearing of some respirators and the users own or company provided glasses.

Their individual state of health Based upon the factors above an overall assessment of the needs and requirements for individual protective clothing would be made, and staff who use the equipment would be actively consulted about current and potential items of equipment, and PPE would be an important part of the regular health and safety meetings.

IN12 c) Examples of Procedures for ensuring proper use of protective equipment

1. The uniform issued will be worn at all times unless directed by a senior manager.

2. Your uniform will be washed regularly, maintained and kept in a presentable condition. PLEASE ENSURE THAT YOU FOLLOW THE WASHING INSTRUCTIONS INSIDE EACH GARMENT.

3. You are to arrive for work in the correct uniform, which should be tidy and presentable.

4. Failure to comply with the above conditions will result in the said employee being sent home to

redress to the acceptable standard, during which time no pay will be given.

5. No alteration to the uniform is permitted with out prior written consent of the Centre Manager.

6. If any item of the uniform gets damaged through negligence or from being washed incorrectly the item of uniform will be replaced immediately at the employee’s expense.

7. PLEASE NOTE: NEGLIGENCE ALSO INCLUDES DAMAGE TO UNIFORM THAT OCCURS

WHEN PROTECTIVE CLOTHING IS PROVIDED AND SHOULD BE WORN.

8. All uniform issued will be returned freshly laundered in the event of you leaving the employee of Stevenage Leisure Limited. Your final payment may be with held until all items are returned.

IN12 d) ISO Standards SLL will ensure that any protective equipment supplied meets the necessary ISO Standards as detailed and developed under TC94.

IN12 e) Where Protective Clothing would be used

Protective footwear has been provided for specific tasks where they’re maybe a risk of

equipment or materials falling/dropping or crushing of feet. Whilst undertaking such tasks the protective footwear WILL be worn at all times. Please see NOPs & EAPs

Disposable gloves are available from the First Aid room and all cleaning stores, in the

event of any body fluid spillage or first aid incident the disposable gloves WILL be worn

The Plant room has specific risks & hazards (see NOPs EAPs COSHH, & risk

Assessments).Specific clothing has been provided for normal use and for emergency use.

NB - ONLY AUTHORISED STAFF ARE ALLOWED INTO PLANT ROOM

Protective clothing - Foot Wear

Toe Tec Trainers

Wellington Boots

Over Shoes

When moving heavy objects e.g. Sodium Hypochlorite barrels Staff are to ensure that they wear toe protector trainers.

When cleaning Chemical spillages in the plant room or when undertaking cleaning floor areas using chemicals, staff are to wear Wellington Boots.

Anyone going onto poolside wearing outdoor footwear will wear over shoe protection. Failure to comply with the above PPE requirements will result in disciplinary action being taken. The above example is used to demonstrate the use of PPE. A full risk assessment will be undertaken and relevant procedures for NOP’s and EAP’s will be written and implemented.

Protective clothing - Gloves

Heavy Duty Gloves

Latex gloves

Food hygiene gloves Disposable Gloves are to be used when general cleaning takes place. They are also to be used when dealing with first aid bleeds. These gloves are to be disposed of after use in the relevant bin.

Heavy Duty Gloves are to be worn when moving heavy items such as Sodium Hypochlorite Barrels or when cleaning up broken glass or moving items with sharp edges. Latex gloves are to be worn once only then disposed of, example of use are first aid incidents and spillages of bodily fluids

Food hygienic gloves are used for the serving of food, different gloves will be used for differing foodstuffs in order to avoid cross contamination

This equipment is to be checked prior to use to ensure that the equipment meets the required safety standard. Any item not meeting this standard is to be reported immediately to the duty officer and disposed of. Failure to comply with the above PPE requirements will result in disciplinary action being taken. The above example is used to demonstrate the use of PPE. A full risk assessment will be undertaken and relevant procedures for NOP’s and EAP’s will be written and implemented.

Protective clothing - Hard Hats/Skull Caps

Hard Hats

Skull Caps When staff undertake tasks that may involve them striking their heads, or where they may be struck by falling objects, they will wear either a Hard Hat or Skull Cap.

Such Tasks may include:

Entering wave tunnel.

Working under retractable seating.

Footing Ladders or standing under portable towers.

Working in confined spaces

Failure to comply with the above PPE requirements will result in disciplinary action being taken. The above example is used to demonstrate the use of PPE. A full risk assessment will be undertaken and relevant procedures for NOP’s and EAP’s will be written and implemented.

Pool Plant Room When entering the plant room PPE will worn appropriate to the task

If undertaking daily checks e.g.: meter reading air release or checking the control panel Protective clothing is required.

If clearing injector lines or dealing with any chemical spillage full PPE will be worn.

When undertaking such tasks two members of staff will be present. However if this is not feasible the duty manager will be in direct contact with the Senior Leisure Assistant via radio.

When receiving delivery of bulk Sodium Hypochlorite or Hydrochloric Acid, the

Duty Manager will oversee the delivery but the specialist contractor will undertake the delivery.

Prior to receiving the delivery the Duty Manager will ensure that a hose and absorbent

granules are available in case there is a spillage.

Failure to comply with the above PPE requirements will result in disciplinary action being taken. The above example is used to demonstrate the use of PPE. A full risk assessment will be undertaken and relevant procedures for NOP’s and EAP’s will be written and implemented. Suitable on site staff training will be given in line with the relevant guidance. Please see below for a site specific work instruction which details the type of PPE required to safely carry out the task of receiving chemical deliveries.
