Evolving demand in metrology
= Traditional areas of industry- becoming more complex- requiring broader measurement ranges and lower
uncertainties
= New areas of technologye.g. nano-technology or biotechnology
= Areas in which the value of metrology is increasingly being recognised, e.g. chemistry, clinical medicine or food safety

= Feasibility Study (2002/2003)
= Can the European “metrology dilemma” be addressed through closer collaboration?
= How to address the evolving needs with national metrology budgets that are not growing at the same rate as demand?

MERA Summary
= Evolution not revolution
= Technical competence is the Unique Selling Point for the NMIs
= Local delivery of services and expertise is valued - devolution not an issue for most NMIs
= Arrangements are needed to enable strategic planning of longer term R&D collaboration with enhanced mechanisms for shorter-term collaboration
= Scope for improved planning and sharing of facilities
= EUROMET to evaluate its own structures

Beyond Europe
Understand in which circumstances it is appropriate to collaborate with researchers beyond Europe, and to evolve the mechanisms to do so
T2.7 Beyond Europe – addressing wider collaboration(DFM Denmark, CMI, NPL, PTB)
• European metrology does not operate in isolation–“Avogadro” project to replace the mass artefact
• The task team will determine whether collaboration beyond the boundaries of Europe is appropriate for other major metrological challenges.

Article 169
“In implementing the multiannual framework programme, the Community may make provision, in agreement with the Member States concerned, for participation in research and development programmes undertaken by several Member States, including
participation in the structures created for the execution of those programmes.”

Metrology and Article 169
= Article 169 included in the “formal” FP7 proposal= Metrology is one of the top candidates= In kind contribution is acceptable…….we hope!= Based over 7 years= Article 169 open to those with a metrology R&D Programme plus
those committed to launching one= Legally open to Member States only, but normal FP derogation -
so accession countries, associated countries can participate with funding
= Legal structure almost certainly needed (EC favour EEIG…..but there are issues)
