Traceability => measurements can be compared

• Under both repeatability and reproducibility

• Even different measurement quantities

Uncertainty => declared measurement quality

• ’Fit-for-purpose’

• Quantified risks of decision errors

Metrology – quality-assured measurement

This gives processes and products which have:

• Interoperability

• Improved communication

• Can be traded, are safe and lie within

specifications

Traditional areas of industry- becoming more complex

- requiring broader measurement ranges

and lower uncertainties

Growing demand

for Metrology

NMI budgets limited

Need for collaboration

• New areas of technologye.g. nano-technology or biotechnology

• Areas in which use of metrology is

increasingly recognised e.g. chemistry, clinical analysis, food safety, the

Grand Challenges,…• Setting priorities

• Balancing needs & resources

• ’Good’ arguments for decision-makers &

programme owners

100+ organisations (NMI, DI)

• employ about 5000 persons

• circa 2000 persons work on R&D activities

• spending about 200 M€ per year (50% of total budget) on R&D activities

This document has been prepared by

EURAMET as a guide to the operation of

National Metrology Institutes (NMIs). It aims

to provide information for the top level

management of a NMI and those persons who

are responsible in the respective ministry for

the national metrological infrastructure.

Depending on the size of a country and the

specific metrological needs of industry, society

and the scientific community, the scope of a

NMI will vary, but key elements for the

structure and the operation can be identified.

The information contained in this guide reflects

the experience of larger and smaller European

NMIs obtained over recent years and reflects

the growing

need for European and international

cooperation.

EU Research & Innovation

Working together to deliver on Europe 2020

Particular features of national metrology which work together in support of this

effective leveraging of funds are:

• All partners – NMIs and governmental programme owners – share

common, well-defined mission

• Most partners know each other and have cooperated

internationally for many decades

• Metrology relies on obtaining consensus amongst different

laboratories

• National metrology considered in all countries as public mission

rather than commercial concern: area of „Market failure‟

Strengthening Europe's science base and European Research Area

Work better with our international partners:

• Opening access to our R&D programmes

• While ensuring comparable conditions abroad.

• Common EU front where needed to protect our

Each EMRP Call:

Stage 1

• Potential research topics

• Open to any interested party

Stage 2

• Joint research projects and associated researcher grants

• Subject to eligibility criteria

Stage 3

EMRP Researcher Grants:

• Researcher Excellence Grants (REG)

aim to enlarge the number of organisations with capacities “closely relating to metrology” within

EU Member States and FP7 associated countries.

• Researcher Mobility Grants (RMG)

aim to develop the capacity of individuals in Metrology.
