Old Business • College Entrance Exam at High School
February 11, 2016: State Board issues statement on procurement for a new college entrance exam for Illinois SPRINGFIELD – In July 2015, the Illinois State Board of Education (ISBE) released a request for sealed proposals for a new college entrance examination because ISBE’s previous contract with ACT expired on June 30, 2015. The procurement process was conducted in accordance with the Illinois Procurement Code. A Notice of Award was posted that identified the College Board (which administers the SAT examination) as the successful proposer. A protest to the procurement process was filed, and the protest was denied. ISBE will now begin the process of negotiating a contract with the College Board. ISBE reaffirms its appreciation for the legislators who continue to support this commitment and who are working to find solutions for school districts during this critical time in our state. DLM Updates • Due to the data lockdown that has occurred today, districts will need to
have their district test coordinators contact DLM for the following issues: – Add new teacher accounts – Activate inactive/pending accounts – Add students – use the secure site – Create or edit rosters – Issues with First contact survey – Missing students
• DLM will only make changes based on the district test coordinators contacting DLM.

• Mandatory (federal requirement) • Grades 5 and 8
– 5th and 8th grade students take the grade-level assessment. • Grades 9-12 - High School biology (NEW 03/01/16: FIRST YEAR BIOLOGY STUDENTS ONLY)
– 03051A000 Biology – 03052A000 Biology – Advanced Studies – 03056A000 AP Biology – 03057A000 IB Biology
– Students WITHOUT A FULL CREDIT FOR BIOLOGY I, FROM AT LEAST ONE OF the above courses will test ISA this year.
– Future years, students repeating a course that generated their only ISA score would test again.
• PNP data will not be collected – Accommodations/Accessibility Features (AAF) will available to all students – AAF details will come later
• Online only • Dates TBD – targeting a window middle to late April through May

• Grades 9-12 - High School biology – (NEW 03/01/16: FIRST YEAR BIOLOGY STUDENTS ONLY) – ISBE is filtering students based on passing grades for a full credit in one of the four
courses. Students meeting this criteria will be removed before the rostering process is executed.
– Also, districts may use the “Reason for No Valid Test Attempt” code 06 (Not in Valid Course) during data cleanup for those that were missed during the initial rostering process.
• All grades – Mobility impacts to testing ISA – Students that have started/completed a test, then move to a new school, will NOT
start/continue to test at the new school. We are working with the test vendor to communicate the student’s test status during the rostering process.

Test Irregularity Reports
• School staff has 5 business days to submit a test irregularity form to the Student Assessment Division at the Illinois State Board of Education. Please provide details of the incident and what steps school staff took to correct the incident. School staff do not need to report minor technology issues that staff are able to resolve and continue with student testing (e.g., students not initially assigned the correct test accommodations in the online test format). Critical Warnings in Pearson Access Next (PAN) Student data are loaded directly from ISBE’s Student Information System (SIS) into PAN. SIS sends BLANK for fields in PAN that are either not collected in SIS or not identified in the PARCC Pre-ID file. Please note the following condition for the three fields in PAN: Gifted and Talented – SIS sends BLANK for all students since this is not collected; this produces a “Critical Warning.” Title III Limited English Proficient Participation Status – SIS sends BLANK for all students since this is not collected; this produces a “Critical Warning.” Students with Disabilities – If IEP Accommodation IEP or Accommodation 504 is identified in the PARCC Pre-ID file, this field is populated. For all others, SIS sends BLANK and this produces a “Critical Warning.” Therefore, all students loaded by SIS will have at least two “Critical Warnings” in PAN, and those who do not have IEP or 504 accommodations will have three. Critical Warnings for these three fields will not affect testing and can be disregarded.

Additional Orders (AOs) • Please inventory and double check your initial
shipment before you place an AO – Original shipments arrive 2 weeks prior to the test start date – Based on the test start date uploaded by SIS on Jan. 22 – If the test start date was not entered in SIS by Jan. 22,
March 7 was sent as the default test start date • Pages 30-31 in the Test Coordinator’s manual. • Pearson has already received several orders that
appear to be duplicates of shipments that are in transit.

PARCC Notes for Districts Testing Students in Grades 9-12
• Pearson will send paper manuals to all districts/schools, as long as students were in the PARCC Pre-ID file when it was sent to Pearson on January 22, 2016.
• PARCC tests are assigned by course enrollment, so ensure that courses are entered for each student (SIS enrollment).
• New for 2015-16: SIS removes grades 9-12 students from the PARCC Pre-ID report and from PAN when their semester 1 grades are entered (in SIS enrollment).
• To ensure continuity in the PARCC Pre-ID report and in PAN, add semester 2 courses immediately after entering semester 1 final grades.
• Check the PARCC Pre-ID report to make sure all students you plan to test are included.
• As needed, place an additional order via PAN for paper manuals and/or paper test materials.

Assessment Session Location (ASL) • The Assessment Session Location (ASL) PARCC Pre-ID field will
auto-create sessions only the first time it’s received at Pearson, and only if a student is not already in a session.
• SIS sent ASL to PAN automatically for all districts for the last time the weekend of March 4. This action created test sessions only if they weren’t already created.
• Now that SIS has stopped automatic transmission to PAN, you may
set up test sessions in two ways: 1) Set up Test Sessions directly through PAN 2) Contact SIS to request they transmit a file to PAN on your behalf

Student Mobility After March 4 • Student Information System (SIS) and PearsonAccessnext (PAN):
– SIS stopped automatically sending student update transmissions to PAN after the weekend of March 4, 2016.
– Districts should continue to enroll new students in SIS and, beginning on March 7, must carefully enter new students directly into PAN for testing, as needed.
– See “STUDENT REGISTRATION/PERSONAL NEEDS PROFILE TRAINING MODULE” for guidance, linked from https://parcc.tms.pearson.com/, or contact PARCC Support at 1-888-493-9888.
– If your district has a significant number of students to transmit to PAN on or after March 7, contact the SIS Helpdesk for assistance at 217-558-3600, option 3.

Moving Students Between Sessions - Correction
• Students can be moved between sessions – Before session is started – After session is started – After a student has “Completed” a unit – If a student is in “Exited” status
• The only time a student cannot be moved is when a student is “Active” actually working on test questions.

Pre-caching
• Pre-caching will be available NO LATER than February 29 (Previously we were told February 22)
• Before you pre-cache think about: • Mobility in your school/district • When your testing will begin • When you will print your Test Tickets • This is a secure process cannot be done using
Chrome OS • Verify that all tests are cached

Users - Training and Live • Pearson put a fix into place
– User Log In or Administrator action now resets the clock
– All “System” disabled users were enabled 2/24 – However any “Active End Date” was NOT reset
• Former users may need to click “Forgot Password” – Build in a process so your users check that
they can access Live PAN before they start the test.

Voiding Student Tests in PAN • STEPS TO VOID
– Open the student’s Test Session, select the student, and “Mark Test Complete”
– Enter reason (e.g., incorrect or missing accommodation)
– Go to “Manage Student Tests” and “Void” the applicable test • Void Code 01-Incorrect Accommodation • Void Code 02-Other
– Use “Create Student Tests” to add a new test with the correct accommodations
– Recache – Add student to a new Test Session – Print new Test Ticket, and Test

Ship Report District Code/Ship Report School Code in PearsonAccessnext (PAN)
• Hard copy Individual Student Reports (ISRs) are shipped to the “Responsible School” (Home School in SIS) unless a different school is indicated in PAN.
• Ship Report District Code/Ship Report School Code-used to ship hard copy ISRs to a location different from the Responsible School location.
• Serving Schools must get permission from the home school to redirect ISR shipments.
• Home Districts still have access to ISRs in PAN if a hard copy is desired.
• Students appear on School and District rosters based on Home School.
