Google launches tool to help curb online hate speech @ Perspective Tool
Google has launched an artificial-intelligence tool that identifies abusive comments online, helping publishers respond to
growing pressure to clamp down on hate speech. It is a freely available software named as Perspective, and is being tested
by a range of news organisations, including the New York Times, the Guardian and the Economist, as a way to help
simplify the jobs of humans reviewing comments on their stories. “News organisations want to encourage engagement
and discussion around their content, but find that sorting through millions of comments to find those that are trolling or
abusive takes a lot of money, labour and time,” said Jared Cohen, president of Jigsaw, the Google social incubator that
built the tool. “As a result, many sites have shut down comments altogether. But they tell us that isn’t the solution they
want.”
Perspective helps to filter abusive comments more quickly for human review. The algorithm was trained on hundreds of
thousands of user comments that had been labelled as “toxic” by human reviewers, on sites such as Wikipedia and
the New York Times. It works by scoring online comments based on how similar they are to comments tagged as “toxic”
or likely to make someone leave a conversation.
Google is not the first to attempt to curb trolling online. Earlier this month, Twitter stepped up its efforts by making
tweaks to hide abuse from its users, rather than remove content from the platform completely.

Following the launch of an augmented reality-equipped art gallery, the Department of Science and Technology (DOST)
announced its newest mobile app that aims to give library researchers an enhanced experience.
DOST's Science and Technology Information Institute (STII), the information and marketing arm of the department, will
soon launch its STARLib app, or the Science and Technology Augmented Reality Library.

Obituary
It is very sad to inform you all the sad demise of Mr. Subrata Deb on 9th of February, 2017. It is a great loss to the library
community. He was the Librarian of Shri Mata Vaishno Devi University (SMVDU) Katra, Jammu and Kashmir, before that
he worked for TERI. His contribution on Mycorrhiza information communication is well appreciated. The ILA joins in
conveying the heartfelt condolences to his family members and pray God to give them strength to bear the loss. May God
rest his soul in peace.
Superannuation
After distinguished service, Prof. A. Amudhavalli (Dept. of LIS, University of Madras) attained superannuation after
decades of long academic journey. Prof. A. Amudhavalli is an Outstanding Academician, an ardent researcher and a world
class professional in LIS. She is known for her upright honesty, academic integrity and has
contributed enormously for the development of LIS profession.

Report of 62nd ILA Conference-2017 62nd Indian Library Association Conference was organised under the title “Gearing up for the Future: Library Initiatives for Digital India” from 9th to 11th February, 2017. The conference was hosted by Department of Library and Information
Science, Karnataka State Women’s University, Vijayapura, Karnataka. It was attended by a galaxy of senior library
professionals, resource persons, delegates and members of Indian Library Association including the President, Secretary
and all the Vice Presidents of ILA.
The inaugural session of the conference was presided over by Prof. Sabiha, Vice Chancellor, Karnataka State Women’s
University and the chief guest of the occasion was Prof. B.A.Viveka Rai, former Vice Chancellor, Karnataka State Open
University. The Keynote address was delivered by Prof. B.S.Maheswarappa, Retd. Professor, DLIS, Gulbarga University,
Kalaburagi. Prof. Muhammad Mezbah-ul-Islam, Professor & Chairman DISLM, University of Dhaka, Dhaka, Bangladesh
and Dr. Satish Kumar S. Hosamani, Director, Department of Public Libraries, GOK, Bengaluru were Guests of Honour.
Prof. Sabiha expressed her fright as to how library profession has been keeping pace with the changing digital
environment of libraries and simultaneously appreciated the library science professionals who scan through the whole
gamut of knowledge to retrieve relevant contents to serve the library users. Prof. Rai advocated for the formulation of
national policy for establishing digital libraries in India which will help in creating network of well-connected digital
libraries, but had his reservations about the availability of Internet services in every nook and corner of the country. He
asserted that digitization should first go to primary health care and primary education sector, as India is still witnessing an
increase in child mortality rate. Dr. Satish Kumar S. Hosamani expressed his concerns about the extension of public
library services in rural areas. The proceedings of the conference as well as a book by Dr. Pardeep Rai and Dharam Kumar
were released during the inaugural session. Dr. D.V. Singh was awarded as the Best Librarian’s award 2016. The three day
conference included 8 technical sessions with 11 invited talks and 97 presentations.
The valedictory function was presided over by Prof. Sabiha, Vice Chancellor, while the valedictory address was
delivered by Prof. S.L.Sangam, Visiting Professor, DRTC, ISI, Bengaluru. The chief guest of the function was Shri. Girish
Dhanakshirur, Distinguished Engineer and CTO, IBM, Bengaluru and the guest of honour was Prof. T.D.Kemparaju,
Special officer, Bangalore North University, Bengaluru. Prof. B.D.Kumbar, DLIS, Karnatak University, Dharwad and Dr.
N.S.Harinarayana, Associate Professor, DLIS, Mysore University, Mysuru, gave their remarks as the Conference Director
and Rapporteur General respectively.
While congratulating the organizing team for the success of the conference, Prof. Sabiha expressed the paramount role of
libraries in building and shaping the societies. Prof. Sangam mentioned that although the digital environs pose a lot of
challenges for the library professionals but at the same time are providing great opportunities to work and excel. The
conference director paid the good wishes and congratulated the organising secretary and the ILA team for organising the
conference with such a wonderful and information laden deliberations.
The meetings of the ILA Council and that of General Body were held under the chairmanship of Prof Shabahat Husain,
President ILA on 9th and 10th February, 2017.

Report of two days International Conference organised by the Department of Library and Information
Science, AMU, Aligarh The Department of Library and Information Science, Aligarh Muslim University organised an International Conference on
‘Knowledge Generation, Discovery and Networking’ (KGDAN-2017) under the UGC SAP DRS-I programme and co-
sponsored by ICSSR, New Delhi on 15-16 February, 2017.
The conference was inaugurated by Brigadier S. Ahmad Ali, Pro-Vice Chancellor, AMU. The Chief Guest of the inaugural
session was Prof. P. B. Mangla (Former Tagore National Fellow, Govt. of India, Ministry of Culture; Member, National
Knowledge Commission). Prof. N. Laxman Rao, President, Telangana Library Association, Ex-Professor Emeritus, Osmania
University, Hyderabad and Dr. Gopal Bhushan (Director, DESIDOC, New Delhi) were Guests of Honour. Prof. Gabriel
Gomez (Professor, Chicago State University, Chicago, USA) delivered the Keynote Address and Prof. Shabahat Husain
(Organizing Secretary, KGDAN-2017 and Chairman, Deptt. of LIS, AMU, Aligarh) delivered the opening remarks and
welcome address. Prof. Naushad Ali, P.M (Convener, KGDAN-2017) proposed the vote of thanks. During the inaugural
session, a conference proceeding in two volumes was released and a LIS E-Learning Portal was also launched.
In his opening remarks, Prof. Husain welcomed all the dignitaries and delegates of the conference and initiated the tone
for the intellectual discourse by mentioning the discovery and generation techniques of knowledge and knowledge based
products. He said that there are treasures of knowledge hidden in the best brains of humankind accumulated through the
vast experiences of life and developing systems of pulling out and expressing the learned knowledge is the need of the hour
and thus the theme of the conference. By giving some of the examples of knowledge systems developed for doctors and the
patients and the experiences therein can be of immense help for the newer generations in the field and similar systems can
be reflected in other subjects.
While congratulating the organising secretary and the DLIS for organising such a theme based conference, honourable
Pro-Vice Chancellor, Brigadier S. Ahmad Ali (Veteran) advocated that knowledge is the essence of life and collecting the
explicit knowledge and brewing the tacit knowledge is all the very hectic process. There is a reservoir of information
hidden in the treasure of human minds which very often remains untraced and unexpressed. The libraries can play their
role in order to unhide the hidden.
There will be always a proportionate ratio between what is known and what is unknown; and the curiosity of human
mind to know the unknown will be always there, expressed Prof. P. B. Mangla during his inaugural address. In his
Keynote address, Prof. Gabriel Gomez opined that the knowledge and information discovered should be utilised for
undertaking different projects for the welfare and wellbeing of poor people in our society. He shared his experiences of
some of the knowledge projects for socially marginalised people with new ideas and innovations.
There were six technical sessions of the conference in which more than 26 high quality research papers were presented by
the delegates from India and abroad along with 10 invited talks, which was followed by a highly informative and fruitful
panel discussion.
Prof. Amitabha Chatterjee, Former Head, DLIS, Jadavpur University, Kolkata, who was the director of the Conference,
congratulated the organising team for the success of the conference.
The conference concluded with the Valedictory Session that began with a welcome address by Prof. Shabahat Husain,
Organizing Secretary and Chairperson, Department of Library and Information Science, AMU. Prof. Husain in his address
appreciated the national and international delegates for their wholehearted participation in the conference. Prof. N.
Laxman Rao, Chairman of the Valedictory session of the Conference in his presidential speech emphasised the need for
library education to be more pragmatic and suited to the present competitive environment. The report of the conference
was presented by the Rapporteur General, Dr. M. Masoom Raza, Associate Professor with the Department.
The conference was attended by celebrated resource persons including Dr. Sangeeta Kaul, Dr. Shantanu Ganguly, Prof.
Nasiruddin, Dr.P.K.Battacharya, Dr.M.Madhusudan, Dr. Kailash C Garg and Dr. Nabi Hasan. During the conclusion, Prof.
Naushad Ali proposed the vote of thanks.

Report of National Seminar on “Issues and Challenges of Library Professionals in Digital Era”
A two days UGC sponsored National Seminar organized under the aegis of the Alokesh Chandra Barua Central Library,
Pramathesh Barua College Gauripur, Assam in collaboration with Gauripur Sakha Sahitya Sabha on the topic “Issues and Challenges of Library Professionals in Digital Era” on 20th and 21st January, 2017. Dr. Asit Kumar Das, Principal of the
college chaired the inaugural session. The seminar was inaugurated by Ganga Shankar Pandey, former Principal of the
college, by illuminating the lamp and garlanding the portrait of Professor Alokesh Chandra Barua and Dr. S R
Ranganathan. Dr. Partha Sarathi Mukhopadhyay of Kalyani University took part as a Keynote speaker. Dr.Sanjay Kumar
Singh, Professor & Head, Department of Library and Information Science, Gauhati University, Dr.Badan Barman, Assistant
Professor, Department of Library and Information Science, Gauhati University, Dr. Subal Kumar Barui, University Deputy
Librarian, University of Calcutta were present as resource persons. Dr. Prasanta Kumar Deka, Librarian, KC Das Commerce
College and Secretary of Assam College Librarian Association was present as a special guest. On the second day of the
seminar a panel discussion was also organized on the topic “Issues and challenges for establishing Digital Library in the
Colleges in Assam” chaired by Dr. Sanjay Kumar Singh, Professor and Head, Department of Library and Information
Science, Gauhati University. A total numbers of 45 participants from various parts of the country were present in the
seminar. After two days of fruitful discussion on the topic, the seminar ended successfully with the valedictory function.
Maulana Azad Library opens “Library Museum” A “Library Museum”, containing rare manuscripts and artefacts was opened on 12th February 2017 in the MA Library by
Dr. Frank F. Islam, former advisor to the USA President Obama and an Alumnus of the Aligarh Muslim University. On
this occasion, a host of dignitaries including Vice-Chancellor, Lt. General Zameer Uddin Shah, Pro Vice-Chancellor, Brig.
Syed Ahmad Ali, their families, Alumnus Dr. Nadeem Tarin from KSA, Dr.Ali Rizvi from Dubai, etc. were present.
Maulana Azad Library is the largest library in the country and the second largest in Asia and now with this beautiful
museum of rare manuscripts and artefacts, it has attained the unique distinction of being first of its own kind, perhaps in
the whole sub-continent as despite academic library system, it has now these rare possessions on display. Notably of these
are; 1400 hundred year old Quran by Hazrat Ali on parchment, Translation of Upanishads by Dara Shikoh, Persian
translations of Bhagwat Gita, Mahabharat and Ramayana, Telugu Manuscripts on Ayurveda, Mughal period shirt having
full Quran, Sword of Aurangzeb, Nobel Prize awarded to Prof. Abdus Salam, Rare paintings, original Farmans/Decrees of
Mughal Emperors, etc. The Kanni/Trowel used by Pt. Jawahar Lal Nehru, the first Prime Minister of India for laying the
foundation of MA Library, Kanni used to lay the foundation of the University Swimming Pool, Scissor of Sir Syed,
Miniature paintings, Mughal possessions, etc have also been showcased. The “Library Museum” is the result of the hard
work of day & night of all the staff members who are committed to sacrifice everything in the interest of the MA Library.
The MA Library is already known as the Taj Mahal of Aligarh and with this beautiful and presentable Library Museum, it
has become the biggest attraction for the Aligarh. These rare artefacts were earlier not available to public for viewing
except on Seerat/Ali Day. Now anybody after showing identity may visit the Library Museum during its opening hours. It
is also important to note that this library is regularly visited by people from the whole globe including VIPs like judges,
civil servants, ambassadors, etc. for research and curiosity. The library has a footfall of around 10,000 people per day for its
opening hours during 8am to 2am (next day – 18 hours).

Training Programme for School Librarians at NCERT A face-to-face five days training programme entitled “Try-out of the manual among school Librarians/In-charge Libraries of KVS/NVS/AWES/AEES/CTSA/Railway Board Schools” was organised by Library & Documentation Division (LDD) of
NCERT, New Delhi from 06th -10th February 2017. The programme was organised to try-out of the manual entitled
“Library Management: A manual for SCERT/SIE, DIET and school librarians” which was developed by LDD. Twenty
three participants from different organizations participated in this programme. These School Librarians were from
Atomic Energy Education Society (AEES); Navodaya Vidyalaya Samiti (NVS); Central Tibetan Schools Administration
(CTSA); Army Welfare Education Society (AWES); Kendriya Vidyalaya Sangthan (KVS) and Railway Board Schools.
The Inaugural session on ‘School library: as a learning resource centre, role and responsibilities of the School librarians
and implications of laws of Library Science’ was taken by Mrs. Madhu Bhargava, Dean of Libraries, G.D. Goenka World
School, Gurgaon followed by the session on ‘Policies and Infrastructure Planning Library Authority, Committee and
Organizational Structure; Rules and Regulations; Library Budget Library Statistics and Records’ by Dr. N.K. Bar, Sr.
Consultant, Prasar Bharti (Archives and Library) New Delhi.
Mrs. Roma Roy Director, Library Services, Bureau of Indian Standards, New Delhi delivered her lecture on ‘Types of
Information sources and their dissemination through different housekeeping operations, Role of standards; Need of
standards with special reference to Library standards.’ She emphasised on importance of Standards in providing quality
library services. Dr. Anil Singh from LDD, NCERT the Assistant Co-ordinator of the programme narrated different
activities and services of LDD through website presentation ‘Library and Documentation Division - An overview
(http://ncert.nic.in/ncert/index.html).’ Three different Sessions on ‘Automate your Library; SWOT Analysis with
Reference to Library Collection, Resource Sharing & Consortia’ and ‘Issues pertaining to IPR, Copyright & DRM’ were
discussed by Dr. (Mrs.) Moorttimatee Samantaray, Head LDD, NCERT.
Dr. Gayas Makhdumi, Former University Librarian, Jamia Milia Islamia, New Delhi, took the session on ‘Traditional
Library Services; Need of Information Literacy (IL) programme to enhance use of libraries.’ He stressed upon the
marketing of library products and services for wider dissemination of information. ‘Integrated Library Management
System; Digitization: Tools and Techniques’ delivered by Dr. Usha Mujoo Munshi, Librarian, Indian Institute of Public
Administration, New Delhi. She explained how to create institutional repository in schools.
Dr. Aerum Khan and Mr. Mohd Mamur Ali, Assistant Professors of CIET, NCERT made the participants aware about
various initiatives taken up by CIET in developing e-resources for school education. They described about ‘Web
Searching Techniques; E-Pathshala, Digital Archiving of Open Access Information Resources; NROER and SWAYAM
Portal.’
The valedictory session ‘Promotion of Reading Habits; Outreach Services and Best Practice’ was taken up by Prof.
Sandhya Sahoo Department of Education in Languages, NCERT. She explained about the importance of reading habit
and showed the best practices adopted by different organisations.
The programme was highly beneficial to the participants. The best part of the programme was networking among school
librarians of different types of schools. While knowing each other, it was explored that all the school librarians are
meeting the recommendations given in NCF (National Curriculum Framework), 2005 for school libraries and now
moving towards designing their websites. The programme was co-ordinated by Dr. (Mrs.) Moorttimatee Samantaray,
Deputy Librarian & Head LDD, NCERT.
