The Indira Gandhi National Open University bill was passed by parliament in August 1985.

The act came into force on 20th September 1985.

Prof.G.Ram Reddy assumed office of the vice chancellor of the university.

Hundred acres of land have been acquired in South Delhi for the University.

The foundation stone for the construction of building was laid by the Prime Minister on 19th November 1985.

i. To provide greater equality of opportunity to access higher education.

ii. To provide educational opportunities for those who missed such opportunities when they were young and joined careers.

iii. To provide opportunities to those adults who would like to have access to higher education through out their lives ;and

iv. To help those who want to learn new subjects or renew or update their knowledge while in service .

1) Relaxed entry regulations2) Self – pacing3) Freedom and flexibility in choosing any

combination of courses.4) Transfer of credit from one programme to

another and from one university to another ; either conventional or non conventional.

Unlike the conventional universities the Open Universities adopts a multimedia approach to teaching its students.

It provides study material, prepared by highly competent and well qualified teachers.

To supplement the material, Radio and T.V lessons are broadcast by eminent men in their respective fields.

Audio visual aids are provided For doing experiments in science and

technology subjects kits are devoloped & provided.

much needed face-to-face personal contact with teachers as in formal system, contact programmes, work shops and seminars are organized at the study centre located in different parts of the country.

Attendance at those centres is optional unless made compulsary for the science and technology courses.

These study centres provide laboratory, library, radio and T.V., facilities ,audio visual equipments etc to help the students.

The jurisdiction of the university is the whole of India. President of India is the visitor of the university. The officers in the university are;

Vice chancellor Pro-Vice chancellor The directors Registrars Finance Officer Other officers may be declared by the

statutes to be the officers of the university
