First Rate Storage - Rossmore Lane is planned as a ist class self-storage facility located on 5.55 gross acres on a yet to be addressed parcel to the east of Rossmore Lane. The property is encumbered with 3.25 acres of easements for PG&E poles/overhead transmission lines and roadways. The net buildable acreage is 2.30 acres. The overall property will be comprised of a 2-story building housing the office (1st floor) & resident manager apartment (2nd floor) fronting Rossmore Lane, controlled site access gates adjacent to the Office/Residence building to the north and southm, a 3-story building with storage units located adjacent to the office/entry gates and a paved drive aisle within the PG&E easement. The property will be enclosed by decorative metal fencing.

The project will consist of the following:

A) OFFICE/RESIDENT MANAGER APARTMENT:

The building - a two-story wood-framed structure housing the storage office and resident manager's onsite apartment - will be approx. 3,324 sf (1st floor office = 1,609 sf & 2nd floor apartment = 1, 715 sf). The office will be used to handle the business affairs of the self-storage business which will include new storage unit rentals, tenant customer service and retail sales of boxes, locks, and other moving & packing supplies. The primary manager of the business will occupy the upstairs apartment.

B) STORAGE UNIT BUILDINGS:

The storage area will consist of one (1) three-story building designed to fit within the existing site context. The average heights of the buildings will be 35' with a maximum height 40' for the proposed architectural projections. No mechanical equipment will be housed on the roof except for a possible solar panel array. The building will consist of the following:

• Ground floor drive-up units and entrances to interior units and elevators serving the 2nd & 3rd floors will be accessed from the perimeter drive aisles designed to accommodate fire lane widths and turning radii per El Dorado Hills Fire Department requirements.

C) CONTROLLED SITE ACCESS:

Access to the site will come from the southwest portion of the site off Rossmore lane. Tenants will access the storage area thru gates with admittance controlled by a unique gate code for each tenant. Each storage unit will have an individual alarm, which will be activated if the proper gate code is not entered upon entering or exiting the facility. All gate, gate code, and unit access activity are monitored and recorded. In addition, there will be approx. 16 CTV cameras on the property that record upon motion.

2) OPERATION STANDARDS

• Professionally managed by an on-site resident manager.

• Office hours of operation will be Monday - Sunday 9:00 am to 6:00 pm. Gate access hours of operation for existing tenants will be Monday-Sunday 6:00 a.m. -10:00 p.m.

• Storage units cannot be inhabited or used to conduct business operations onsite.

• No maintenance or washing of vehicles or equipment is allowed onsite.

3) OFFICE & SITE LIGHTING

• Exterior lights shall not blink or flash intermittently.

• All area lighting, including parking lots, walkways, landscape, and building lights shall be directed downward with no lighting directed off-site. All light sources pointing down from above shall be designed to prevent illumination beyond the property lines.

• Overall lighting levels shall be compatible with the El Dorado County code. Colors shall be uniform throughout the development.

• Soft, indirect lighting shall be employed where feasible.

• Lighting pointing upward shall not be bright and only be used to highlight a building, signage or a tree.

• Night lighting of building exteriors shall highlight unique features and shall add interest as well as identity.

• The overall height including the poles, lights, and pole base shall not exceed the height of the buildings.

• All exterior mechanical and electrical equipment, service areas and trash dumpsters shall be concealed from view from public streets and neighboring properties. All screening shall be an architectural element, building projection or walled enclosure compatible with the project.

4) LANDSCAPING

• Site frontage along Rossmore to be landscaped with similar plantings as the neighboring parcels to provide a cohesive promenade.

• Entry area greetings tenants and potential tenants to have welcoming ground shrubbery and some trees.

• Indigenous species of landscaping will be used whenever possible, non-indigenous landscaping may be required along Rossmore to match existing plantings.

• The remaining site perimeter will be designed to adhere the Water Efficient Landscape Plan requirements of El Dorado County Zoning- Chapter 130.33 - Landscaping Standards.

Over the last 15 years the self storage industry has evolved as the internet has become more dominant in our marketing and customer service with our existing and prospective tenants.

In past our only means of advertising was the Yellow Pages and customers would frequently visit the property several times to obtain information and pricing before renting a storage until. Existing tenants had to either mail their payment or pay in person at the store monthly.

With the internet most customers can obtain most of the information they need thru our website, reserve a unit online and sign a lease agreement the day they are moving in, saving them a trip to our store before moving in. In addition, customers can now pay thru automatic debit, thru our website or thru our call center. Payments can still be mailed. The frequency of customers coming to the store to pay is the exception.

Each tenant has a unique gate code to enter our facilities and the date and time every time · their code is used is recorded. Thus, we can determine the exact number of trips a facility

generates. Attached is a spreadsheet in which we tabulated the weekly activity for the months of September, October, November and December during the time frames of 6am to 9am, 9am to 6pm, and 6apm to lOpm. Tenants cannot access the facility from lOpm to 6am.

We determined based on our gate activity in Woodland, and adjusting this data for our proposed project that the average trips per day would be as follows:

6am to 9am - 4.69 -4.43 trips 9am to 6pm - 46.29-43.76 trips 6pm to lOpm - 10.82 - 10.22 trips Total-61.79 to 58.41 trips per day

For our proposed project we would anticipate renting on average 25 units I month. Let's assume that one half of these rentals make a trip prior to renting the unit= 13 trips month. let's also assume that of the projected 900 units that we will have to rent, 10% of these customers will make a special trip to pay their monthly rent = 90 trips per month.

Based on these additional assumptions we would need to add 13 trips I 30 days = .433 trips I day and add 90 trips I 30 days = 3 trips per day. These trips would occur during office hours of 9 am to Gpm.

Based on this, the revised average trips per days would be as follows for the proposed project:

6am to 9am - 4.69 -4.43 trips 9am to 6pm -49.72-47.19 trips 6pm to 10pm - 10.82 - 10.22 trips Total - 65.22 to 61.85 trips per day
