Regional Pond 5B (13.02-acres) was not evaluated during our Level 1 investigation but does encompass Proposed Ponds 3A and 3C, both risk ranked “Medium”. Tierra received notification of the final pond site in April 2015. The Level 2 Scope of Services was reviewed and approved by Mr. Jeffrey James, FDOT District 1 DCIC on May 22, 2015. The Draft Level 2 FSR dated July 16, 2015 was submitted and reviewed. Comments were received on August 25, 2015 and Tierra’s RTC Memo was generated and submitted August 28, 2015. 1.0 INTRODUCTION The proposed new road construction project along State Road (SR) 82 in Collier County begins approximately 0.5 miles west of Gator Slough Lane and extends approximately 3.2 miles southeast to the intersection with SR 29. A Project Location Map is presented on Sheet 1 in Appendix A. A total of eighteen (18) Proposed Pond Alternatives, located onsite within the existing right-of-way (ROW) or offsite along the proposed alignment were evaluated during the Level 1 PSR-CSER. Initially, Ponds 2A, 3A and 4A were selected as Preferred Pond Sites. Based on a Regional Pond Site Analysis, one final pond site was selected for further review. Regional Pond 5B (13.02-acres) was not evaluated during our Level 1 investigation. However, it encompasses Proposed Ponds 3A (3.06-acres) and 3C (3.01-acres). Both were risk ranked “Medium” based on historical presence of row-crops. To the east of Pond 3A was a farm equipment-staging and possible chemical/fuel mixing area, which was observed with one unlabeled empty 55-gallon drum, four 5-gallon buckets (two appeared to be filled with water and two were empty), rubber hosing, and a concrete-pad (approximately 36 square feet in size), and an irrigation well. This area is now part (northeast corner) of Regional Pond 5B. This report provides Level 2 soil and groundwater field screening results for the Regional Pond identified for final review. The Level 2 contamination screening evaluation has resulted in the Post-Level 2 risk ranking for the final pond site:

Located in the southeast corner at the intersection of SR 82 and Lamm Road, approximately 1 mile east of Gator Slough Lane. Historic row crops/citrus groves with a farm equipment-

staging area situated in the northeast corner.

Undesirable buried debris was not encountered in the borings performed during the Level 2 field activities.

Level 2 field screening indicated an elevated alpha-BHC (pesticide compound) concentration in: one soil sample,

SS-1 (0.001 mg/kg), above the Leachability SCTL (0.0003 mg/kg) but below the RDE (0.1 mg/kg); and one

groundwater sample, TW-1 (0.018 ug/L), above the GCTL (0.006 ug/L) but below the NADC (0.6 ug/L).

The remainder of the samples tested were detected below the laboratory method detection limits (MDL).

For sites ranked “No” or “Low”, no additional work is recommended at this time. Should a facility’s permitting or regulatory status change between now and the time acquisitions are initiated, additional screening should be conducted. For those sites with final risk rankings of “Medium” or “High”, Tierra recommends further Level 2 testing by the Contamination Assessment and Remediation (CAR) contractor if required by the District Contamination Impact Coordinator (DCIC).

2.0 SCOPE AND METHODOLOGY The field screening activities at the Regional Pond site were conducted in June 2015 and were based on the site specific Level 2 Scope of Services that included the boring locations, number of soil/groundwater samples, and analysis testing, which was reviewed and approved by the DCIC in May 2015, prior to initiating the field activities. Two potential contamination concerns were addressed: impact to soil/groundwater from possible chemical/fuel storage/mixing area in the northeast corner of Pond 5B; and residual impacts to soil from historical use of herbicides/pesticides, including arsenic based products, for vegetation, weed, parasite, pest control on farmland such as row crops throughout Pond 5B. Level 2 soil and groundwater screening activities were performed to provide information on the presence or absence of a tested contaminant at the sample locations. The sample locations are indicated on the Boring Location Plan presented on Sheet 2 in Appendix A. Global Positioning system (GPS) coordinates for the borings were recorded and are presented on Table 4 in Appendix F. Equipment decontamination, sample collection, field documentation, sample custody, and laboratory analyses were performed in general accordance with the latest version of the “Florida Department of Environmental Protection (FDEP) Standard Operating Procedures (SOP) for Field Activities.” All field services were conducted and overseen by Tierra personnel. All samples collected for analytical testing were stored in ice and shipped under chain of custody (COC) to a Florida certified NELAP environmental laboratory (Pace Analytical services, Inc. FL Certification # E84809). The full laboratory analytical report and COC are included in Appendix C. Level 2 field screening activities were conducted in general accordance with the FDOT PD&E Manual, Chapter 22 and analytical results compared to contaminant Cleanup Target Levels defined by Chapter 62-777 FAC. Typically, testing for arsenic in soils at each pond location is required to identify areas of elevated arsenic levels (above the Soil Cleanup Target Level [SCTL]), to establish proper management techniques and to determine disposal options of impacted soils. • Soils that are identified to contain less than 2.1 mg/kg total arsenic Residential Direct Exposure

(RDE) SCTL are unrestricted in the reuse and placement. Soils exceeding the RDE of 2.1 mg/kg but below the Commercial/Industrial Direct Exposure (CIDE) of 12 mg/kg cannot be used in places outside the pond site locations or project corridor. Soils should be handled in accordance with best management practices for arsenic concentrations exceeding SCTLs. Roadway Plans must have detailed notes for handling contaminated soil with arsenic levels greater than 2.1 mg/kg, even if used in existing ROW.

The methodology of the field screening activities at the final pond site identified for this project is described in the following sections.

2.1 Boring Installation and Soil Sample Collection Utilizing direct-push technology services provided by National Environmental Technology, Inc. (NET) and a stainless-steel hand auger, a total of twelve (12) auger borings were completed within the designed pond boundaries. The pond-bottom design depth is reportedly 20 feet below land surface (bls). Boring locations are illustrated on Sheet 2 in Appendix A. The Soil Analytical Summary for SS-1 through SS-6 is presented on Table 2 in Appendix B. The full laboratory reports and copies of the COCs are included in Appendix C. Field notes describing the soil lithology; any buried debris or petroleum odors were documented on Boring Logs and are included in Appendix D. The actual location of each boring was determined in the field based on ground conditions and accessibility. GPS coordinates for each boring was recorded and are presented on Table 4 in Appendix F. • Borings B-1 through B-9 were advanced to a maximum depth of 20 feet bls to visually check for

buried debris. These borings were randomly spaced across the pond site to address potential impacts to soil from historical use of herbicides and pesticides.

• Borings B-10 through B-12 were advanced to maximum depth of 10 feet bls to visually check

for buried debris. These borings were placed in the northeast corner of the pond site and to address potential impacts to soil from possible chemical/fuel storage/mixing area.

From borings B-1 through B-9, soil aliquots were collected at 1-foot intervals, from a depth of existing grade to the water table (~ 2 feet bls). Aliquots of three borings were grouped, then combined and mixed in a stainless steel bowl for composite sampling of: SS-1 (from B-1, B-2 and B-3), SS-2 (from B-4, B-5 and B-6), and SS-3 (from B-7, B-8 and B-9). • Three (3) soil samples (SS-1, SS-2 and SS-3) were collected in laboratory provided containers,

stored in ice, and shipped under COC to the laboratory for analysis of: Arsenic by EPA Method 6010, Organochlorine Pesticides by EPA Method 8081, Organophosphorous Pesticides by EPA Method 8141, and Chlorinated Herbicides by EPA Method 8151.

From borings B-10 through B-12, soil samples were collected at 1-foot intervals and field screened for organic vapors using a Mini-RAE 3000 Photo-Ionization Detector (PID) Organic Vapor Analyzer (OVA). The depths of the samples selected for laboratory analysis were at the highest OVA readings from each boring location or from the capillary zone if no readings were documented. The OVA Summary is presented in Table 1 of Appendix B. • Three (3) soil samples (SS-4, SS-5 and SS-6) were collected in laboratory provided containers,

stored in ice, and shipped under COC to the laboratory for analysis of: BTEX & MTBE by EPA Method 8260, PAHs by EPA Method 8270 and TPH by the FL-PRO Method.

Organic vapor analysis is a useful screening method in the identification of likely contamination "hot spots". It can aid in determining the extent of the contamination and serves as a guide during a sub-surface investigation program. OVA screening yields a value that represents the amount of organic vapors present in the soil sample tested. It does not provide an accurate determination of hydrocarbon contamination levels, nor do OVA measurements correspond to any one specific analytical parameter. Also, the presence of methane can interfere with OVA readings. Therefore, high OVA readings may only indicate that the soil tested has a high organic content. The presence or absence of hydrocarbon contaminants should be confirmed by laboratory analysis of a specific parameter.

2.2 TW Installation and Groundwater Sample Collection Two (2) soil borings (B-6 and B-10) were chosen, based on their location and potential contamination concern, to be converted to temporary monitoring wells (TW-1 and TW-2). The locations are indicated on the Boring Location Plan presented on Sheet 2 in Appendix A and the GPS coordinates are included on Table 4 in Appendix F. • TW-1 installed at B-6 to 10 feet bls, was located in the central portion of the pond site to

address potential impacts to groundwater from historical use of herbicides and pesticides. • TW-2 installed at B-10 to 10 feet bls, was located in the northeast corner of the pond site to

address potential impacts to groundwater from possible chemical/fuel storage/mixing area. Construction of the temporary monitoring wells (TW) consisted of 1-inch diameter, flush-threaded, schedule-40, PVC piping with 10 feet of 0.010-inch slotted screen “pre-packed”, and 4 feet of riser. The borehole annulus was filled to existing grade with 20/30 silica-sand filter material. Each TW was developed, purging a minimum of one well volume, prior to the sampling event. The water level was then allowed to equilibrate at atmospheric pressure and a static depth to water measurement was recorded. Copies of the Boring Logs and Well Construction and Development Logs for TW-1 (B-6) and TW-2 (B-10) are included in Appendix D. Groundwater samples were collected, one from each well installed, utilizing polyethylene and silicone tubing, and a peristaltic pump. In accordance with FDEP well stabilization criteria, the last three turbidity readings prior to collecting the groundwater sample were ≤ 20 NTUs or within 10% of the previous reading. The samples were collected in laboratory provided containers, stored in ice, and shipped under COC to the laboratory for analysis. • TW-1 was analyzed for Arsenic by EPA Method 6010, Organochlorine Pesticides by EPA

Method 8081, Organophosphorous Pesticides by EPA Method 8141, and Chlorinated Herbicides by EPA Method 8151.

• TW-2 was analyzed for BTEX & MTBE by EPA Method 8260, PAHs by EPA Method 8270 and

TPH by the FL-PRO Method. The Groundwater Analytical Summary is presented in Table 3 of Appendix B. The full laboratory report and a copy of the COC are included in Appendix C. The purging data and stabilization of field measurements were recorded on Groundwater Sampling Logs; copies are included in Appendix D. At the completion of the groundwater sampling event the temporary wells were removed/abandoned and the boreholes back-filled with sand. No investigation derived waste (IDW) was generated during field screening activities.

3.0 FINDINGS Tierra analyzed the data collected to determine whether levels of target analytes exceeded the FDEP’s Soil Cleanup Target Levels (SCTLs) and Groundwater Cleanup Target Levels (GCTLs), Natural Attenuation Default Concentrations (NADCs) and Leachability based on the guidelines contained in Chapter 62-777 FAC. The results of the laboratory analysis were compared to the SCTL for both RDE and CIDE limits. The sample locations at each boring are indicated on the Boring Location Plan presented on Sheet 2 in Appendix A. The OVA Field Screening Summary, Soil Analytical Summary and Groundwater Analytical Summary are presented in Tables 1, 2 and 3 respectively, of Appendix B. The full laboratory reports and copies of the COCs are included in Appendix C. The Boring Logs and Groundwater Sampling Logs are included in Appendix D. 3.1 Soil Sampling and Analysis A total of six (6) soil samples (SS-1 through SS-6) were collected for laboratory analysis. Composite soil samples SS-1, SS-2 and SS-3 were collected between 0 and 2 feet bls then analyzed for Arsenic by EPA Method 6010, Organochlorine Pesticides by EPA Method 8081, Organophosphorous Pesticides by EPA Method 8141, and Chlorinated Herbicides by EPA Method 8151. • The laboratory results indicate the presence of alpha-BHC in exceedance of the Leachability

SCTL (0.0003 mg/kg) but below the RDE (0.1 mg/kg) for one sample: SS-1 (0.001 mg/kg). SS-1 was a composite sample of soil aliquots taken from B-1, B-2 and B-3, which were generally located within the long portion of the pond that adjoins Lamm Road.

• The remaining laboratory results did not indicate the presence of the tested analytes in exceedance of its respective SCTL. All were reported below the laboratory’s Method Detection Limits (MDLs).

Composite soil samples SS-4, SS-5 and SS-6 were collected between 1 and 2 feet bls then analyzed for BTEX & MTBE by EPA Method 8260, PAHs by EPA Method 8270 and TPH by the FL-PRO Method. • The depth of the sample collected was based on the highest OVA readings, or if no readings

were detected the sample was collected from just above the measured water table (2 to 3 feet bls): SS-4 (2.4 ppm) at 4-5 feet bls, SS-5 (0.0 ppm) at 1-2 feet bls, and SS-6 (0.0 ppm) at 1-2 feet bls. The OVA Field Screening Summary is presented in Table 1 of Appendix B.

• None of the laboratory results indicated the presence of tested analytes in exceedance of their

respective SCTL. All were reported below the laboratory’s MDLs. Neither buried debris nor odors were encountered in any of the borings (B-1 through B-12) completed during Level 2 field screening activities. The Boring Logs are included in Appendix D.

3.2 Groundwater Sampling and Analysis A total of two (2) groundwater samples (TW-1 and TW-2) were collected for laboratory analysis. The Groundwater Analytical Summary is presented on Table 3 in Appendix B. The full laboratory reports and COCs are included in Appendix C. • The laboratory results indicate the presence of alpha-BHC in exceedance of the GCTL (0.006

ug/L) but below the NADC (0.6 ug/L) for one sample: TW-1 (0.018 ug/L). TW-1 was installed at B-6 in the approximate center of the pond site.

• The remaining laboratory results did not indicate the presence of the tested analytes in exceedance of its respective GCTL. All were reported below the laboratory’s MDLs.

In accordance with FDEP well stabilization criteria, the last three turbidity readings prior to collecting the groundwater sample were ≤ 20 NTUs or within 10% of the previous reading. Groundwater Sampling Logs are included in Appendix D. 3.3 alpha-BHC Hexachlorocyclohexane (HCH), formally known as benzene hexachloride (BHC), is a synthetic chemical that exists in eight chemical forms called isomers. One of these isomers, alpha-Benzene Hexachloride (α-BHC), an organochloride, is a byproduct of the technical-grade insecticide mixture known as Lindane. Although Lindane has not been produced or used in the US since 1976, it is still available in imported products. In 2009 it was classified as a Persistent Organic Pollutant (POP), due to its ability to persist in the environment, bioaccumulate, biomagnifyg, and long-range transport capacity. Information was obtained from the Agency for Toxic Substances and Disease Registry’s (ATSDR) “Toxicological Profile for alpha-, beta-, gamma-, and delta-Hexachlorocyclohexane”, dated August 2005. Elevated alpha-BHC concentrations were detected in one soil sample and one groundwater sample collected for laboratory analysis: SS-1 (0.001 mg/kg) exceeds the Leachability SCTL (0.0003 mg/kg); and TW-1 (0.018 ug/L) exceeds the GCTL (0.006 ug/L). Although detected at 0.001mg/kg, this compound is not considered above leachability criteria unless verified by further testing (SPLP methodology or similar). This level is a total, indicating that additional testing should be performed by SPLP (or similar) to determine if the compound is truly above the Leachability Soil Cleanup Target Level.

4.0 CONCLUSIONS • OVA screening did detect organic vapors in one of the soil samples tested. The highest

recorded reading was from SS-4 (2.5 ppm) at 4-5 feet bls, which is below the water table. However, the OVA readings most likely represent a high organic content in the soil and do not indicate the presence of hydrocarbon contamination.

• One contaminant of concern exceeded the SCTL in the soil sample at the tested location for:

alpha-BHC in SS-1 (0.001 mg/kg), which exceeds the Soil Leachability of 0.0003 mg/kg. However, it is below the RDE of 0.1 mg/kg and CIDE 0.6 mg/kg.

• One contaminant of concern exceeded the GCTL in the groundwater sample at the tested

location for: alpha-BHC in TW-1 (0.018 ug/L), which exceeds the GCTL of 0.006 ug/L. However, it is below the NADC of 0.6 ug/L.

• No undesirable buried debris was encountered in the borings installed during Level 2 field

screening activities at the Regional Pond site.

Sample SS-1 was a composite of soil aliquots from borings B-1, B-2 and B-3. It is probable that if a soil sample from each of these borings were analyzed separately, for alpha-BHC, that one or more would return elevated levels. There is the potential for residual impacts to soil and/or groundwater from the historical use of herbicides/pesticides, including arsenic based products; in other locations throughout Regional Pond 5B that were not tested during the field screening activities, which are discussed in this report. Based on the methodology and findings discussed in this report, Level 2 field screening indicates there are low-level contaminants of concern within the soils and groundwater in the tested locations at the final pond site. Therefore, the post-Level 2 risk ranking for Regional 5B is “High”.

5.0 RECOMMENDATIONS For those sites with final risk rankings of “Medium” or “High”, Tierra recommends further Level 2 testing by the Contamination Assessment and Remediation (CAR) contractor if required by the District Contamination Impact coordinator (DCIC).

6.0 LIMITATIONS This study was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale.
