WELCOME MESSAGE It is my great pleasure to welcome you to Kuala Lumpur on behalf of the IEEE Circuits and System Society Malaysia Chapter to attend the 10 th biennial the 2010 IEEE Asia Pacific Circuits and Systems Conference (APCCAS2010). In this conference, we offer all delegates an exciting technical program that showcases the recent development in the field of circuits and systems. In addition, we hope all delegates find time while exchanging ideas to have fun, fun for enjoying the country which is also known as truly Asia. The IEEE Circuits and System Society (CASS) is a friendly and congenial Society that is open, equitable, and accountable to all members. The CASS is already attracting researchers from the new and emerging areas, such as biotechnology and the life sciences. The IEEE APCCAS is a major international forum established by the CASS for students, engineers, scientists, educationists, and executives, to exchange their latest research. This year we have received 410 submissions from 35 countries in APCCAS2010. The Technical Program Chairs, with the inestimable assistance of Track Chairs and Reviewers, have completed a rigorous selection process leading to the selection of 304 papers for oral presentation at the Conference Program. This program is complemented with the contribution of ten distinguished experts from academia and industry who will speak about both foundations and emerging applications of circuits and systems. There will be 10 parallel sessions consisting of 304 oral presentations and one industrial session. The success of IEEE APCCAS 2010 is indebted to a very long list of individuals, committees, and organizations. I would like to express my highest appreciation to all the authors who have submitted their papers to the conference and to all delegates, tutorial speakers and keynote speakers who have come to Kuala Lumpur to interact and share their thoughts during the Conference days. I would like to put on record my sincere thanks to Members of the Technical Program Chairs, Track Chairs and Reviewers, who have put in tremendous efforts to produce a wonderful technical program resulting in not only an IEEE social gathering but also an important forum for knowledge exchange. All my colleagues in the Organizing Committee, the Conference Secretariat and Dream Catcher have been working very hard on this event for over a year and their efforts have made it possible for us to meet here to-day. These people need special appreciation. The timely support from Altera, Multimedia development Corporation (MDeC), Agilent Technologies and Exhibitors in sponsoring APCCAS 2010 is highly acknowledged. Finally, without the support and endorsement of the APCCAS International Steering Committee, IEEE CAS Malaysia Chapter, IEEE Malaysia Section, and IEEE CAS Society, the IEEE APCCAS 2010 would not be hosted in Malaysia. Thank you very much for coming to IEEE APCCAS 2010. Enjoy the shopping and entertainment hub surrounded by an exciting potpourri from Truly Asia, consists of Malay, Chinese, Indian, Eurasian and European in Kuala Lumpur. Finally, I on behalf of APCCAS 2010 would like to take this opportunity to express our sincerest thanks to each and everyone involved for their tremendous efforts and tireless work in organizing this conference.
