Notes from IDU team meeting Cairo, Egypt 10 October 2018
Present in the meeting: SafiatouAlzoumaNouhouSeyniNafoLawrenceAgbemabieseNiclasHällströmVivekMittalCarolineSipallaPurpose of the meeting: OverviewofworkundertakenbyIDUsofar,includingaccountsfromeachIDUmember/consultantontheirwork.Contributiontohand-over/transitionprocesswithopportunityforclarificationsoftheon-goingworkunderthedifferentworkareasforthenewDirector.LAWRENCE AGBEMABIESE Anoverviewoftheworkundertakensincethestartingdateofthecontract(23May2018)wasprovided.ItwasplannedforformerIDUmemberProf.YacobMulugettatoalsoresumecomplementaryworkinMaywithcontractreadyandsignedbytheAREI/AfDB.Duetounforeseenworkloadconstraints,ProfMulugettadecidedintheendnottobecontracted(andrathercontributetotheIDUonanon-paidbasisforthemoment).
Mapping tools and database development Prof.Agbemabieseexplainedsomeofwhathehasdoneintermsofdatabaseandmappingtoolsdevelopment:
• DevelopmentofcoredatabasestructuretogetherwithProf.LadoKurdgelashvili(subcontractedbyProfAgbemabiesesinceProfKurdgelashvilicouldnotbedirectlycontractedbyAfDBduetohisnationality).
• Developmentofspecificationsandrelationalstructureofoveralldatabase.• Developmentofuser-friendlysystemsforenteringdata(byIDUaswellasbythosesubmitting
projectsforattributionand/ormappinginformation)intheimmediateterm,beforethecoredatabaseisfinalised.
o QuestionnaireintheQualtrixsystemo DatabaseinQuickbase
• TheQuickbasesolutionwasdevelopedtoensureavailabilityofauserinterfaceanddatabasetocatertoimmediateneeds,withsimultaneousdevelopmentofthecoredatabasefromgroundupspecificallyforAREIneeds(usingopenandaffordableformatssuchasMySQL).

o TheQuickbasesubscriptioncostswouldbequitesubstantialifscaleduptomanyusersovertheyears(areasonforavoidinglock-intooneproprietaryformat).Fortheimmediateneeds,atime-limitedsubscription(withcostsintherealmofUSD1000)maybepurchasedasaone-offpayment.
• TheAREIdatabase/mappingistocovermanyrelevantdimensions:projects/programmesbutalsoinitiatives,actors,policies,trends,etc.andshallhaveuniqueAfricanownershipandqualitativedimensions.
Recommendationsbythemeeting:• Itwasrecognisedtheremaybeproceduralchallengesforsuchpurchasesofdatabase
subscriptions/feesthroughAfDB.ItwasdecidedthatMsSipallaexplorehowtoproceedonthisandsimilarmatters.
• Theimportanceofmakingthesystemsaccessibleontheweb,andthatallinterfacesbeconsistentwiththeAREIgraphicprofile(i.enotconfusewithotherlogos)wasemphasised.
Project and programme assessment
• TheBoardapprovedCriteriahasbeenoperationalisedtoenablesystematicassessmentofsubmittedprojectsagainsttheessentialrequirements.
• Assessmentdatarequirementsincorporatedintothedatabase/webinterfacestructurestoenablingsystematicenteringofmissingdataforsubmittedandfutureprojects.
• Projectshavenotyetbeenformallyassessedduetolackofdata(thefirstbatchofprojectsweresubmittedbeforetherewasanycallsorclearformsinplace)
• Thosewhosubmittedtheprojectswillbeapproachedandaskedtoprovidethenecessaryinformation.Provisionofthisdataandsupportingdocumentationshouldbestraightforward.
• Anexplanatorylettertoaccompanytherequestforinformationhasbeendrafted.• Oncethemissinginformationissubmitted,assessmentshouldnotbetoodifficult.• Substantialworkhasalsobeenundertakenonfurtherqualityassessmentofprojectand
programmesbasedonAnnex1and2oftheAREICriteria(includingapproachesforparticipatoryweighing/multi-criteriaanalysis).
Recommendationsbythemeeting:• Itwasagreedtherewillneedtobeanassessmentmodalityforensuringtransmissionrelated
projectsareonlyjustifiablewhentheyhavedirectandspecificrenewableenergybenefits,inaccordancewiththecriteria.
• Itwasrecognisedthatwhilethefirstbatchofprojectsandprogrammesweresubmittedbyinternationaldevelopmentpartners,itisimportantthatAfricangovernments/entitiesareactivelyengagingandprovidingtheirpriorityinterventions/projects/programmes.
VIVEK MITTAL MrMittalwascontractedbyAmb.NafototaketheworkonthemappingoftheoverallAfricanpipelineofbothCategoryAandBprojectsandprogrammesforward.
• SomeoverlapandjointinterfacewithProf.Agbemabiese’swork.• InteractionsinceMayandinteractionattheJuneteammeetinginAbidjanhaveresultedinjoint
workanddesignofdatabasetohandlebothattributionandgeneralprojectmapping.Manyprojectswouldbeenteredaspartofthemapping,andatalaterstagebeformallysubmittedforattribution(theprojectwouldalreadybeinthesystem,butadditionalinformationwouldberequestedtoallowforproperassessment).
• Itwasclarifiedthatthispartoftheworkisaboutgeneralmapping,anddoesnotconcludewhetherprojectsarecompatiblewithAREI:ImportanttobeclearinAREIcommunicationthat

projectsinthemappingareonlypartofacompilationandmaynotmeetAREIcriteria/qualityrequirements.
• Itwasconcludedthattheadditionof10GWofrenewableenergyby2020willbeexceeded.Oneproblemishoweverthatthisislargelyconcentratedtoonlyafewcountries.Secondly,notatallclearthattheseprojectsarecompatiblewithAREIcriteria.
Interaction with partners
• 21interviewshavebeenconductedovertelephonewithrepresentativesofinternationaldevelopmentpartnerstogatherinformationwhetherthereisnew/updatedinformationfortheprojectmappingandexplorepossibilitiesforsharing/drawingonsomeofthisdata.
• Updatedlistsofprojectshavebeenreceivedfromthreepartners(France,GermanyandSweden),totalling150projects.
• Theinterfaceforsubmittingcomplementary,essentialprojectdatawillbethroughthedatabase.• Keypointsfromtheconversationswithpartnerswere:
o ThecontributionsfromGermanystandsout.Consistentwithearlierinteraction,GermanyshowstheyaretakingAREIveryseriously,andaremakingeffortstoaligntheirbilateralclimate/energy/developmentassistancewithAREIasaframework.TheirupdatedresponseswerebuildingontheformprovidedbytheIDUforclarificationofpledgesinAugust2017,affirminghowGermanyiswellontopoftheAREImaterialsandmodalities.
o ItwasconcludedthattheGermanexampleshouldbehighlightedininteractionwithotherpartners.
o Francehasprovidedthelongestlistsofprojects,butwiththeleastinformationforeachproject.
o Swedenhasprovidedanadditional53projects(butwithoutdetailedinformation).o TheimportanceofdirectlyengagingwithUKwashighlightedsincetheywerepartofthe
originalsignatoriesoftheUSD10bnpledge,buthasnotbeenasactivelyengagingwithAREIase.g.Germany,France,EUandSweden.
o ItwasnotedthatCanadahascommittedtoprovideCAD150millionthroughIFC,andtherehadunderDrSokonaalsobeendiscussionsondirectlysupportingtheIDU.
o TherewereextensivediscussionsonthepotentialforGCFfunding,andhowtheIDUcouldsupportcountriesinaccessingthese(bothreadinessfundsandlargerproposals).
Recommendationsbythemeeting:• Thequestionwhethermappingallkindsofprojects(alsothosenotattributedasAREIcompliant)
isataskforAREIwasraised,tobeconsideredfurther.• ThepossibilityforAREItoharmonisetheformatforprojectdatabase/entriesofother
institutions/partnerstofacilitateuseofeachother’sdatawasmentioned,forfurtherconsideration.
• Arequestwasmadeforone-pagenotesforeachofthe21interviewswiththekeypointsfromeachdiscussion.
Engagement with countries
• Theworkhasbeenmostlycentredoninteractionwithpartners.ThesamedatabaseandprojectdataentryinterfaceshouldbeusedbyAfricangovernmentsandstakeholderstoaddtotheprojectmapping.
• Participantsinregionalconsultationshasbeenalertedthattheywouldbeaskedtoenterprojectdata.Withfocalpointsappointedineachcountry,requestsforprojectmappingdatawouldbeaskedfromallAfricancountries.

Recommendationsbythemeeting:• Itwasrecognisedthattheworkonidentifyingprojects,andtocollectandentertheproject
informationmayseemdauntingtosomeofficials,anditwassuggestedthatAREIconsidertowhatextentAREIshouldprovidededicatedsupport(throughfinancialresourcesand/orIDUpersonnel)tofacilitatethiswork.
• ItwasnotedthatPresidentCondéhasrecentlywrittentoallcountriesrequestingappointmentoftwoAREIfocalpoints(onefromenergy,andonefromenvironment/climate).ItwillbeimportantfortheIDUtofollow-uponthis,whichshouldfacilitatethesubmissionofbothprojectmappingandsubmissionforattributiondata.
NICLAS HÄLLSTRÖM AnoverviewoftheworkundertakenfortheIDUundertheinterimDirectorAmb.NafosinceJune2017wasprovided.AsclarifiedintheBoarddocument“Implementationofapprovedbudget(June2017-July2018)”,workhasbeenundertakenfortheperiodJune2017-April2018forlaterreimbursement.Formalcontracting,effective2May,2018,hadbeenpossibleonlyafterapprovaloftheWorkPlanandbudgetandthecontractingoftheInterimHead.Anoverviewdocumentwithconcreteoutput/deliverables(annex1)wasprovidedasacomplementtothepresentation(annex2)whichexplainedthatthetasksofoverallcoordinationsincetheteamformedunderDrSokona,andlaterunderAmb.Nafo,includedmanyaspectsofAREI’sactivities:
Conceptualwork/framingwiththecoreteamWritingofAREIdocumentsCoordinationofgroup,intragroupcommunication,organisingofteammeetingsetc.PlanningofIDUoperations(workplan,contractdrafting,budgeting)Networkingandoutreach(partners,stakeholders,others)LegalworktosupportHeadandBoardProductionofAREI’scommunicationsmaterial(writtendocuments,web,video).Writing,layout,interactionwithtranslators,videoproducers,designersetc.Boardmatters(writing/preparationofBoarddocuments,minutes,communiuqués,meetinglogistics,boardmembersupportetc.)Organisingofmeetings(technicalworkinggroupmeetings,boardmeetings,teammeetings,sideevents,meetingswithstakeholdersetc.):Allpracticaldetails(untilCarolinejoined),directinteractionwithparticipants,materialsandagendasetting,facilitation(sometimes),reportwritingandfollow-upactivities.OccasionalrepresentationofAREIatexternalmeetingsSubstantiveworkunderdifferentworkareasAnpowerpointpresentationwithanoverviewoftheworkwaspresented(seeAnnex2).Worktasksincludedontheonehandgeneralsupportacrossworkareas,andontheotherhandspecificcoordinationofoneoftheclusters.GeneralsupportincludeddirectlysupportingtheinterimHead(intermsofideasandbrainstorming,planning,travelling,participationinmeetings,letterdrafting,preparationsofpowerpointpresentations/talkingpoints,preparations/draftingofreportsofactivitiesandothertasks)andsynchronisationofactivitiesandworkassignmentsbyotherclustercoordinatorsaroundmappingactivities,project/programmeassessment,WorkArea2activitiesrelatingtopolicies,incentivesandregulations.GeneralsupporttotheinterimHeadhadalsoincludedactivitiesinrelationtotherecruitment/ToRspecificationsforotherstaff,supporttothetechnicalexpertsmeetingprocessesandboardmeetingpreparations.During2018considerableworkhadbeendevotedtotheplanning,implementationandfollow-uptothefiveregionalconsultationswithinvolvementinallstagesoftheorganizing(fromplanningto

implementationandreportwriting).Onthespecificworkareasonsocio-economicandenvironmentalassessmentandmulti-stakeholderparticipationworkhadbeeninitiatedandearlierworkplansfurtheradvanced.TherewerecontinuedhighinterestinAREIfrommanystakeholdergroups,andastrongurgefortheoperationlisationofmoreformalinterfacesforengagementnowthattheworkplanwasapprovedandthegovernanceinplace.AfilewithprintedversionsofkeyAREIpublicationsandBoarddocumentationwasprovidedtotheIDUSecretariat.Anelectronicversionwithlinkstothedocumentswouldbecompiledforeasyreferenceandtransparency.AnewvideopresentingsomeofthecoredimensionsofAREIhadbeenproduced.IthadnotyetbeenlaunchedtoallowthenewDirectortoassumeofficewiththepossibilitytoaddaclipfeaturingher.Recommendationsbythemeeting:ThemeetingemphasizedtheimportanceofensuringthisandallthereferenceddocumentswerepublicallyavailableontheAREIweb,andhowimportantitistoshowalltheworktheAREI/IDUproducesontheweb.Materialsshouldbemadeavailablesoonestonthecurrentwebsite.Thenewwebsiteunderdevelopmentwouldprovideexcellentmeanstomakeinformationavailableinappealingandstructuredways.Theimportanceofanintra-netforinternalcommunicationanddocumentrepositorywashighlighted.ItwouldalsobegoodwithanarticleintroducingthenewDirectorontheweb.
CONCLUSION Theimportanceofinvoicingintimewasemphasised,sinceitisproblematicfortheAfDBtopayaftertheexpiryofcurrentcontracts.Itwasalsoimportantthatcontractextensionsbeexecutedintime,sincethiswouldalsobedifficultafterexpiry.Prof.Agbemabiesesaidhewouldaskforanon-costextensionofhiscontractinordertoconcludepartsoftheToRthathadnotbeenpossibletofinaliseyet.One-on-onecallbetweentheDirectorandeachoftheconsultantswerescheduledforthe17thOctober.ThemeetingwasconcludedbythenewDirectorwhothankedeveryonefortheircontributions.
