Mr. Naveed Qamar, Federal Minister ofDefence visited IDEAS yesterday, thethird day of the event as the Chief Guestof the day. While on his visit he went tothe pavilions, halls and stalls and metdelegates, country representatives andexhibitors. He showed particular interestin the exhibits displayed at the stalls ofM.B.D.A, Thales, City links, IntegratedDynamics (ID), DIEHL, RussianHelicopters, Kestral and PakistanMachine Tool Factory.

While at the outdoor display Mr. Qamarshowed keen interest at the PakistanAeronautical Complex (PAC) where he

was briefed about the latest technologicaladvancements the company has beenundertaking. Mr. Qamar was briefed aboutJF 17 Thunder, the backbone of the PAFfighter fleet, while being seated in the

displayed plane.

Speaking to the media, Mr. Qamar saidthat Pakistan is having serious talks withmany countries regarding import andexport of defence products, especiallywith Turkey. Additionally, he spoke of themassive leaps of developments that havebeen taking place in the Unmanned Aerialvehicles (UAV) industry, �Pakistan�s UAVindustry has seen a lot of upgrade. Atthe moment the drones being developedare more focused on surveillance andreconnaissance, but constant testing istaking place to increase the applicationsof the UAV products,� added Mr. Qamar.

PAC Aircrafts Become theCentre of Attention

Two types of planes developed and manufactured byPakistan Aeronautical Complex (PAC), namely the SuperMushak, a trainer plane and a third generation fighterplane JF 17 Thunder are receiving the most internationalattention. Potential sales and work orders worth fortymillion US$ are under negotiation and on the processof finalization. These orders are mostly being put forthby countries from Africa and the Middle East.

At the moment PAC is preparing Pakistan Air Force�srequirements for making squadrons and fulfilling PAF�sneeds, once that is done within a year or two, it will turnits attention towards commercial exports. �Once ourbirds are ready for Pakistan�s own needs and replacingits older versions of aircrafts, we will be commencingour export activities,� said Air Cdre (R) Suhail Salim,Director Sales and Marketing of PAC Kamra.

JF 17s potential orders are more than a hundred innumber, as it is proving to be the lowest cost fighteraircraft of the third generation internationally. Here atthe IDEAS 2012 more than 19 official delegates fromvarious countries have shown keen interest in purchasingthe plane and discussions are in order. PAC hascountless potential orders lining up, and �There is arising demand which we are gradually absorbingaccording to our capacity,� Air Cdre (R) Suhail adds.

Though everyone knows of the presenceof drones in Pakistan, most are onlyaware of the existence of Americanmanufactured drones that are aiding thePakistani Military to ward off terrorism.Pakistan�s expertise in designing andmanufacturing the Unmanned AerialVehicles; UAV itself still remains largelyunnoticed. Although Pakistan may notbe able to compete with its foreigncounterparts in this faculty at the moment,but for a comparatively new industry ithas already come a long way. Theincreasing pace of development in thearena will bring Pakistan�s UAV industryin the forefront in the years to come.

Pakistan�s UAV industryrevolves around both itspublic and private sector,with both actively workingon mas te r i ng t hetechnology and churningou t new p roduc tscontinuously. Pakistanw h i c h w a s o n c ed e p e n d e n t o ninternational assistancefor the technology ofU n m a n n e d A e r i a lVehicles is now beinggradually recognized asa reliable and affordableoption for the purchaseof UAVs. The publics e c t o r c o m pa n i e spresent in Pakistanproducing drones arePakistan AeronauticalComplex; PAC, AirWeapons Complex; AWC, GlobalIndustrial and Defence Solutions; GIDSand National Development Complex;NDC. The forerunner in the public sectorhas been the PAC, with its Uqaab dronein use by the Pakistan Army. Other PACUAVs include the Baaz, and Ababeel.PAC has begun manufacturing Falco

UAVs in collaboration with the Italiancompany Selex Galileo as well. Initiallydesigned solely for aerial reconnaissanceand gathering information, PAC now hasplans to upgrade the vehicles toaccommodate weapons systems too.

GIDS, is also one of the largest public

defense sector companies whichamongst other departments has a highlystructured UAV division, and produces awhole range of operational and trainingUAVs. GIDS�s popular UAVs are theHuma-1, Shahpur and its own versionof the Uqaab.

Other prominent UAVs of the public sectorare AWC�s Bravo+ also in use by thePakistan Air force (PAF). The EWI�s

Heliquad UAV is designed to performcovert operations and can do it efficientlyowing to its small size and Whisper Watchsignals intelligence package, which iscapable of picking up radio and other

communication signals.

Apart from its public sector, Pakistan�sprivate sector is fast prospering into ahighly developed UAV industry andcomprises of avant-garde companieswith cutting edge technology. Amongstthem is (ID) a full-service UAV systemsprovider based in Karachi, Pakistan. Itdesigns and integrates UAV systemsprimarily for the Government of Pakistan,the Pakistan armed forces and for exportpurposes. The UAVs they produce servescientific and defensive purposes whichare used to save lives and monitorpotential ly hosti le environmentsimpossible for human personnel to

access.

The usage of Pakistan�s drones are notlimited locally, rather are also beingexported to several countries. Forexample ID exports its UAVs to Australia,Spain, South Korea and Libya and eventhe United States. Its surveillance droneknown as The Border Eagle is beingused by the US homeland securitydepartment for border patrol duties. Asignificant characteristic of these dronesis that apart from being state of the art,they cost only a fraction of the cost ofc o m p a r a b l e p r o d u c t s m a d einternationally. ID UAV prices start from

about $ 20,000 whilec o m p a r a b l e U AVproducts made in theWest start from about $200,000. Another suchcompany is Satuma,(Surveillance and TargetUnmanned Aircraft). It isa small UAV specialistcompany based nearIslamabad, Pakistan. With international collaborations and

massive investments Pakistan�s UAV

program is already fast progressing. It

may be the killer drones of America that

are being noticed the most, but Pakistan

too is gradually coming out of the

shadows and into the limelight with

drones that have more constructive and

peaceful applications. Pakistan�s drones

may currently be incapable of taking the

place of the �Predator�, but they are fast

catching up and adopted locally and

internationally.

Monitoring (ESM) System

Designed by UKRSPECEXPORT, a soleUkrainian state intermediary agent forexport and import of military and specialpurpose products and services, theKolchuga ESM System acts as an earlywarning radar in the interests of the AirDefence System of a country. It alsoprovides data support for combat armsof the Army and operates in the frequencyrange of 130-470 MHz with a bearingerror of 0.30- 0.50 .Within a distance of600km, it plots point by point up to 200moving airborne targets within a circularsector and line of sight limit. It includesa built in supply unit of GEKO 15001,

ED-S/MEDA/KUBOTA EP183TDE. Allthe data collected using ESM can bestored on a database and printed ortransferred to a higher rank commandpost.

The foundations of the historical bondagebetween Pakistan and China were laidas early as 1950 when Pakistan becameone of the first nations to recognize thePeople�s Republic of China (PRC).Friendship between China and Pakistanhas withstood the pressures of time, andespecially has adapted to the changingglobal and regional environment.Favorable relations with China are a pillarof Pakistan's foreign policy and bothnations fully support each other on alldomestic, regional and globalissues. China and Pakistan alsoshare extremely close militaryrelations, with China supplying arange of modern armaments to thePakistani defense forces and bothnations jointly developing a numberof advanced military projects.Recently, both friends have alsodecided to cooperate in advancingand improving Pakistan�s civiliannuclear power sector in spite ofChina facing criticism from theWest. Their alliance has withstoodthe test of times and grows strongerevery day.

This strategic relationship is extremelyimportant in the world's geo-strategicalliances and the strong defense ties arehelpful in countering the influence of otherregional and global players. In recentyears this relationship has strengthenedthrough ongoing defence projects andagreements between Pakistan and China.

The ever steady Chinese assistancehelped Pakistan establish munitionfactories, providing technologicalassistance and modernizing existingfacilities. Both countries are involved inthe joint ventures of several specialmil i tary projects, which includecollaborating in the development of JF-17 Thunder f ighter aircraft, K-8Karakorum advance training aircraft,space technology, AWACS systems, F-22P frigates with helicopters, Al-Khalidand Al-Zarrar tanks and the Babur cruisemissile. Beijing also built a turnkeyballistic-missile manufacturing facilitynear the city of Rawalpindi and helped

Pakistan develop the 750-km-range,solid-fueled Shaheen-1 ballistic missile.Additionally, both armies frequentlyorganize joint military exercises and theirspecial forces are regularly involved intactical training maneuvers.

The JF-17 Thunder is a potent exampleof this friendship, and a key part ofPakistan�s plans to upgrade its aging fleetof American-supplied F-16s and French-made Mirages while countering the air

prowess of its archrival neighbor-India.China and Pakistan are also discussingplans for Pakistan to buy China�s moreadvanced FC-20 fighter, also known asthe J-10 which will make Pakistan thefirst country to acquire this advancedthird generation craft.

The relationship between the two armedforces is solid too, which has beenstrengthened by frequent high-level visits,jo in t exerc ises and enhancedtechnological cooperation. In April 2012,a commissioning ceremony of PNSAzmat, Pakistan�s first fast attack craft(missile) was held at the XingangShipyard in Tianjin, China. The visitingPakistan Chief of Naval Staff was thechief guest of the ceremony, who termedit as a milestone in defence and strategiccooperation between Pakistan and China.The vessel is equipped with state-of-the-art weapons and sensors, includingsurface-to-surface missiles and hasstealth features. The construction of thefirst craft was completed in China and

the second craft of this joint venture willbe completed in Pakistan by the end of2012.

China has played a major role in thedevelopment of Pakistan's nuclearinfrastructure, especially when stringentexport controls from West made itimpossible for Pakistan to acquirematerials and uranium enrichingequipment. The Chinese decision toassist Pakistan in developing its civilian

nuclear power sector has facedsevere censure from Westernpowers and India. However, theChinese are determined to furtherthe arrangement and substantialwork is in progress. Pakistanintends to install two atomic powerplants with a combined capacity of2,000 MW with Chinese assistanceat the Karachi Nuclear Power Plantcomplex to address the country�senergy need.

Pakistan and China have also beenclosely cooperating in the war onterror with the Chinese providing

It provides Pakistan withanother port and its related economicbenefits, and presents China with thepossibility of accessing the energy richregions of Middle East and warm watersof the Indian Ocean via Pakistan.

The special bond between Pakistan and

China is an all-weather and time tested

relationship and extremely beneficial and

significant for both the countries. The two

countries have provided vital support to

each other on various issues and this

friendship is bound to prosper in the

future.

Innovative FirefightingPVE Showcases its Tender Fire Crash

With more than 40 years of experienceand 4,000 vehicles delivered nationwide,Pakistan Vehicle Engineering (PVE) isthe largest manufacturer of specializedvehicles in Pakistan. Its highly diversifiedproduct line caters to five major marketsegments that include fire and rescue,defense, aviation, municipal andcommercial. The company has a stateof the art R & D department, whichenables it to provide complete turnkeysolutions to its clients.

Here at the IDEAS one of PVE�s mainproducts in the limelight is the TenderFire Crash. Tender Fire Crash is the firstfully automated fire tender in Pakistan.Research on the Tender Fire Crash wasinitiated in 2009 with the goal of providingan optimized fire fighting solution in thecountry. Development of the prototypewas done in merely six months andcomplete tests and trials were completedwithin just three months after theproduction.

In contrast with its closest counterparts,Tender Fire Crash boasts a superiorquality of design and functionality. It isequipped with four fire fighting mediums

which are water, foam, CO2 and N2 toensure complete control over variousclasses of fire. The vehicle contains awater tank with the capacity of 5,000liters of water and an integrated foamtank of 500 Liters. Both these tanks havebeen manufactured from high-gradestainless steel.

Additionally, the world�s best fire pumptechnology from Rosenbeaur has beenincorporated in the vehicle by installingthe high and low pressure multi stagefire pump which is capable of operatingat 3,500 LPM at 10 Bar and 400 LPM at40 Bar. In order to make it further robust,it has been installed with two joystickcontrolled monitors within the driver�scabin, one at the roof and the other onthe bumper. The Task Force Tips (TFT)monitors ensure highest grade ofreliability when in operation with apulsation option and vertically slidingaluminum shutters allow convenience ofa smooth operation. Control panels havebeen furnished on both right and left sideswith a wide range of options for the firefighter. Tender Fire Crash also featuresa 240 Kg CFT N2 cylinder with a hosereel and gun, in addition to the 45 KG

CO2 cylinder with hose reel anddischarge horn.

The Tender Fire Crash provides highgrade of safety for the fire fighters as thenecessity of stepping out of the vehicleis immensely reduced due to its joystickoperated monitors. Additionally thevehicle can also be engaged in operationwhile in motion and at a suitable distance.This way both the safety of personneland equipment is ensured. This featurealso aids in better firefighting efforts asthe vehicle can maneuver around thetarget to ensure an efficient and effectiveeffort. The company also ensures thatall its vehicles are kept in operatingconditions at all times and a mobileworkshop with well versed technicianstravels wherever there is a break downor any other operational issue.

Due to its reliability and atomization thisvehicle is being used at various air basesin Pakistan. The Tender Fire Crash canundoubtedly be the right solution for trickyfires and rescue situations through whichthe fire can be extinguished effectivelyand without putting the fire righter inharm�s way.

On 2nd April 1954, Pakistan and Turkeysigned a treaty of friendship andcooperation and thus laid the foundationof a reliable and trust worthy relationship.Turkey has openly supported Pakistan'sstance on the Kashmir conflict andmaintained political and military supportduring its wars with India. Pakistan hasreciprocated by expressing all out supportfor Turkey's policy on Northern Cyprus.The sister countries have substantiallycontributed towards each other�s growthand development.

Turkey has actively been involved withtraining Pakistani officers and supplyingmilitary equipment and arms to Pakistan.Pakistan and Turkey have also pledgedto maintain long termcooperation in the fields ofsecurity, defense, ande d u c a t i o n . B e s i d e sinc reased t rade andinvestment in Pakistan,Turkey has helped Pakistanduring calamities like the2005-earthquake and 2011-floods and has immenselycooperated in counterte r ro r i sm opera t ions .

Although an elaborateframework of cooperation indefense production, defenseimports/exports, militarytraining, joint defenseexercises and strategic leveldialogues exists, bothcountries have always worked to improvetheir relations and take it to exceptionalheights through enhanced cooperationin a range of areas, including defense.Pakistan and Turkey have had HLCC(High Level Cooperation Council)meetings and Turkey has offered militaryhardware and assistance in infrastructurebuilding. The HLCC is especially usefulto steer this unique partnership and aidsin furthering cooperation between thetwo allies. With the Pakistani sidefollowing the strategy of formulatingstrong defense industrial relations withpredominantly Muslim countries, thealready sound partnership is headingtowards greater heights. Significantly,both the allies also wish to boost defense

exports to Islamic countries as analternate to expensive Westerntechnology.

Recent defense ventures between thetwo countries have focused on thedevelopment of tactical unmanned aerialvehicles. Furthermore, Turkey hasupgraded Pakistan's F-16 fighter aircraftand supplied the country with Kaan-33fast attack craft, AH-1F/S Cobra attackhelicopter parts and artillery simulators.On their part, Pakistan has played a majorrole in the substantial expansion of BeijingAnkara Military-Industrial collaborationover the last seventeen years.Additionally, when under US criticism forhuman rights abuses against Kurds using

US supplied weapons, all weapon salesand military technology transfers toTurkey were restricted and all grants andloans earlier offered were cut off; Pakistanfacilitated Turkish-China cooperation tofill the void. Turkey was then provided allessential military support by China andTurkey responded by aiding China intheir fighting against terrorist Uyghurnationalist organizations and their leaders.

Recently talks held between the militaryand defence officials and counterpartsfrom Pakistan and Turkey elaborated onhow to enhance collaboration in defensedevelopment and production activities.During the eighth Pakistan-Turkey "high-level military dialogue group meeting"the two countries agreed to boost defense

industrial cooperation through partnershipa n d j o i n t v e n t u r e s .They also agreed to establish two workinggroups under the existing bilateral forumto explore opportunities for furthercollaboration in military and defenseindustrial activities.

Furthermore, Turkey joined Pakistan,China and six other countries in the regionto make joint efforts for the developmentof space technology. This was a bigbreakthrough in strengthening regionalcooperation for peaceful use of outerspace. Pakistan and China played apioneering role in establishing theorganization, first of its kind to expandand intensify cooperation in space

activities in the Asia-Pacificregion. Also both countriesare support ing mutualresearch and developmentfor 3D surveillance radartechnologies, Fire controlradars, Warhead links,Rocket engines and rocketfuels for air defence missiles,etc.

Talks areunderway for the co-production ofweapons like armored vehicles and newgeneration corvettes.
