The application of currenthealth and safety regulations
Because of the problems identified in
the previous section, the health and
safety regulations were applied to the
use of ICT equipment in the workplace.
The Act in force which applies to t he
use of ICT equipment is called the
Health and Safety at Work Act 1974.
Under the Health and Safety at Work
Act 1974, employers have a duty to
minimise risks to employees in the
workplace. Employees need to have
a safe place to work and have a safe
system of work.
The Health and Safety at Work
Act 1974 is fairly general and more
specific regulations covering the use of
computer equipment are contained in
the Health and Safety (Display Screen
Equipment) Regulations 1992.
The regulations made it law for
employers to take certain measures to
protect the health and safety of their
employees who use ICT equipment.
The Health and Safety Executive
(HSE) are the government department
responsible for health and safety in
the workplace. Part of their job is
to promote good health and safety
practice in the workplace and they
produce many leaflets (both on-line and
paper) to this effect.
Computer screens should:
tilt and swivel
be at an appropriate height for the
user
display a stable image with no
flickering
have brightness and contrast
control
be free from reflections
be of an appropriate size for the
software application being run (e.g.,
CAD (computer-aided design) needs a
large screen because there is so much
displayed on the screen at one time).
There should be training of employees
so that they:
know how to make adjustments to
the screen (i.e., alter the brightness
and contrast)
understand the need for taking
regular breaks
adjust the size of text and other
screen elements so that they can be
read easily
understand the importance of
keeping the screen clean.
There is a tendency to slouch in chairs
when using computers and especially
when surfing the Internet. This
should be avoided because prolonged
slouching will almost certainly lead
to back problems in the future. Chairs
should be:
adjustable in height so that the
feet can be placed flat on the floor.
If this is not possible because a
person is short, then a footrest
should be provided
have seat backs which provide
proper back support (i.e., they
should have adjustable height and
tilt)
have five feet with castors for
stability and to ensure that it is
easy for the chair to be moved
closer to and further away from the
desk.
Desks or workstations should:
be big enough for computer
equipment and paperwork
have a matt surface to reduce glare.

interact most efficiently and
safely
RSI repetitive strain injury. A
painful muscular condition
caused by repeatedly using
certain muscles in the same way
