• ISO 50001 within the context of ISO standards ingeneral and how they can contribute to solvingglobal problems

• A description of ISO 50001 and its benefits

• How the standard was developed, who wasinvolved and how they overcame challenges

• What ISO 50001 can do for developingcountries.

ISO Secretary-General Rob Steele comments:“Energy is critical to organizational operations andcan be a major cost to organizations, whatevertheir activities. An idea can be gained byconsidering the use of energy through the supplychain of a business, from raw materials through torecycling.

“Individual organizations cannot control energyprices, government policies or the globaleconomy, but they can improve the way theymanage energy in the here and now. Improvedenergy performance can provide rapid benefits foran organization by maximizing the use of itsenergy sources and energy-related assets, thusreducing both energy cost and consumption. STANDARDS & SPECIFICATIONS

ISO has just published a catalogue, Developingtalent, describing some 30 technicalassistance and training programmes it offers

to national standards bodies that are members ofthe organization.

Both developed and developing

country members of ISO need to keep

up to speed with of the evolution of

international standardization. This is

not only valid for the staff of national

standards bodies, but also for their

experts (internal and external) and

stakeholders who contribute to the

development of standards, or who use

and implement them.

The 160+ ISO members have different

needs and expectations due to various

factors such as institutional and legal

frameworks, the size of the

organization and its place in the

national economy, the resources at

disposal, buy-in from stakeholders,

level of involvement in ISO technical

work, etc. Developing country members, who

represent three-quarters of the ISO membership,

constitute a special group with more specific

support needs.

ISO has therefore developed technical assistance

and training packages tailored to the variety of

needs of its members. Developing talent describes

these various packages and to whom they are

addressed.

ISO Secretary-General Rob Steele comments: “The

technical assistance and training provided by ISO

is absolutely critical for keeping the ISO system

primed and operating to the maximum efficiency.

We owe this not only to our members, but also to

the international community who expects us to

provide quick, credible and consensus-based

solutions to an increasingly complex world.”

ISO members from developing countries benefit

mostly from technical assistance activities

delivered by ISO in the context of the

implementation of The ISO Action Plan for

developing countries 2011-2015 thanks to

financial support provided by donors and other

ISO members. In accordance with

the objectives laid down in the

Action Plan, awareness-raising

and capacity-building as well as

support to participate in the

technical work of ISO are the

most important outputs.

ISO members from both

developed and developing

countries, who have the resources

and who participate fully in the

technical work of ISO, make the

most of the various training

courses that are provided in order

to operate efficiently and

effectively, using the most

relevant information technology

(IT) tools and eServices. This

ensures timely release of much-

needed ISO deliverables.

Developing talent – Catalogue of ISO’s technical

assistance and training programmes for ISO

members, published in English and French, is

available free of charge from the ISO Central

Secretariat through the ISO Store

http://www.iso.org/iso/publications_and_e-

It can also be obtained from ISO national member

institutes http://www.iso.org/iso/about/iso_members.htm

with contact details). The brochure can also be

The Diagnostic Tool Of Choice ForSinusitis

Ultrasound is increasingly replacing radiography inthe diagnosis of sinusitis – and for good reason.clinical examination is also less than reliable indiagnosing acute maxillary sinusitis; studiesindicate that only half of patients clinicallydiagnosed with maxillary sinusitis have actuallybeen found to have fluid in their sinuses followingan ultrasound examination.

This means that the number of antibioticprescriptions written for patients in primary carein this category could be reduced by half, in theoryat least – saving both money and helping reducethe unnecessary use of antibiotics, which is seeinga growing number of antibioticresistant bacteriaemerge.

Ultrasound offers a fast, reliable, and radiationfreemethod for diagnosing sinusitis, and has been usedsuccessfully in Finland for around 20 years. Morethan 50% of diagnoses are based on ultrasoundtoday, only one third on clinical examinations, andthe remainder on X-ray examinations.

Easy to use and accurate

A specialist in developing, manufacturing, andmarketing medical technology devices fordiagnosing ear, nose, and throat diseases, ENTlabentered the ultrasound field early on.

Its latest product, the Ultramax SinusUltra, is ahandheld, cordless sinus ultrasound devicedesigned to produce safe, reliable, and highlyaccurate results when used by primary caredoctors and nurses.

Featuring a bright organic lightemitting diode(Oled) display, the SinusUltra can detect fluid, air,and even a cyst in the sinus, and send the result toa PC wirelessly. doctors can then write up their

diagnoses and comments, including test data, savethem, and print them out for the patient. Thebright Oled display makes reading off the resulteasy, whatever the ambient light conditions. FlUIDor AIR is displayed, depending on what is revealedby the ultrasonic beam. This beam is reflectedfrom the posterior wall of the sinus when the sinuscontains fluid (pus), and from the anterior wallwhen the sinus contains air.

ETTlab also offers the Ultramax A3 as a fast, inexpensive, safe, and efficient ultrasound devicefor detecting sinusitis. Featuring an LED display, functional design, and compact size, this alsodelivers excellent accuracy.

EU guidelines recommend avoiding the use of X-ray examinations on a routine basis for diagnosingconditions such as sinusitis wherever possible, particularly in the case of children under five –primarily to avoid exposing patients tounnecessary radiation.

Studies have shown that ultrasound offers asensitivity of 92% and a specificity of 95%,compared to radiography, in diagnosing sinusitis. With practice and training, primary care physicianscan perform sinus ultrasound examinations asaccurately as specialists. All of which is makingultrasound the diagnostic tool of choice for moreand more physicians in detecting sinusitis.

Finland and ENTlab have been at thecutting edge of developing and using sinus

ultrasound. Physicians and nurses candiagnose sinusitis very effectively with the

help of ENTlab’s Ultramax units andeliminate a large proportion of unnecessary

antibiotic treatment.

ENTlab’s Ultramax units can make the use of X-ray examinations to detectsinusitis largely redundant.

Oilon’s expertise in environmental and energy technologyhas seen the company establish a significant position foritself on numerous markets worldwide over its 50-year

history. Today, Oilon manufactures and supplies burners fordistrict heating plants, ships, power plants, hazardous wasteincineration plants, and industrial processes, as well as heatpumps and solar heat collectors for heating applications.

Oilon’s Geopro RE ground source heat pumps, introduced in2009, for example, have been designed as reliable, low-maintenance, high CO P-value units for offices, commercialproperties, and apartment buildings. Featuring manycomponents used in Oilon’s other proven Geopro designs, theynow offer cooling as well as heating, enabling them to provideboth domestic hot water and air duct-based cooling.

Stepless heat capacity adjustment enables units to reactrapidly to changes in demand. Thanks to a comprehensiveautomation package, units can be combined with other energysources, such as solar collectors and oil/bio-oil or pellet-firedunits, to create a hybrid system

Ultra Low-NOx natural gas burners

Oilon has always prioritised high efficiency, reliableoperations, high-performance combustion, and low emissionsin its burners.

In response to the trend towards everlower emissions, thecompany has recently launched a new power plant andprocess burner capable of meeting the most stringent NOxemission limits envisaged in upcoming legislation such as theEU’s industrial emissions directive.

The advanced design is the outcome of both laboratory andfull-scale testing, complemented with CFD computersimulation. Thanks to staged combustion, fuel and air flowswithin the burner create optimal air envelopes inside andaround the flame, resulting in low NOx emissions and acompact flame geometry. Inner flue gas recirculationguarantees very low emissions. The burner also offers lowlevels of ambient noise.

More sustainable heating andcooling

Reducing emissions andincorporating higher levels

of intelligent automationare important priorities forOilon – and the company’s

extensive research onemission control issues has

resulted in a broad rangeof eco-friendly products.

CIPE and WCF have been working closely over the

past several months to develop a set of governance

principles that would serve as a reference point for

chambers and associations globally. With the input

of more than 60 WCF chamber members from

across the world, the principles are truly global in

scope and application.

Contributions were received, from economies as

diverse as Uruguay, Australia, Lebanon, Turkey,

Cyprus, Canada, South Africa, Sweden, Israel,

Bosnia & Herzegovina, Ghana, India, Jordan, and the

United Kingdom.

“From our work around the world we know that

good governance is the foundation upon which

successful chambers and associations are built,”

said John D. Sullivan, CIPE Executive Director. “We

are especially excited about our partnership with

WCF on this initiative and are looking forward to

future joint work to ensure that these principles

inspire a broad movement towards better

governance in chambers and associations globally.”

Inspired by Corporate Governance Principles issued

by the Organisation for Economic Co-operation and

Development (OECD) for companies, these

principles are designed to facilitate good

governance, evaluation, and reform within business

associations and chambers, whether they be public

law/private law, local, regional, or national. These

principles provide a starting platform for developing

and strengthening specific mechanisms related to

good governance.

“I hope that the ongoing partnership between WCF

and CIPE will continue to lead to new efforts and

programs that strengthen the chamber movement

globally. We believe that a serious commitment to

good governance outlined in these principles will

help position chambers and associations as leaders

in economic reform and job creation,” said Rona

Yircali, WCF Chair.

Although intellectual property has become an

essential competitive tool for businesses in today’s

economy, many companies do not understand how

to use IP in their business. Businesses membership

organizations are uniquely positioned to help bridge

this knowledge gap.

“Businesses nowadays have to rely on the effective

use of one or more types of intellectual property to

gain and maintain a competitive edge in the

marketplace,” said David Koris, Chair of the ICC

Commission on Intellectual Property. “Business

leaders and managers, therefore require a much

better understanding of the tools of the IP system to

protect and exploit the IP assets they own, or wish to

use, for their business models and competitive

strategies in domestic and international markets.”

ICC Chief IP Officer Daphne Yong-d’Hervé said:

“Because of the strong relationship with their

business constituencies, business membership

organizations are ideally placed to help companies

navigate this emerging field and to play an active role

in helping companies understand and use IP assets as

a competitive tool.”

Available in English and Spanish, the ICC-WIPO

handbook gives practical advice on how to set up

different types of IP services, such as training,

awareness-raising, consultancy, policy advocacy and

stimulating innovation. It features 30 case studies

representing real-life experience of business

associations and chambers of commerce around theworld, providing useful examples and illustratinggood practices.

“An increasing number of chambers of commerce arebeginning to appreciate the value of intellectualproperty to businesses and are providing IP servicesto their constituencies. This handbook will greatlyhelp chambers stepping forward into this field,”added Anthony Parkes, Director of the ICC WorldChambers Federation, which organizes the WorldChambers Congress every two years, and contributedthe chamber perspective to the handbook.

The ICC-WIPO handbook is part of a suite of toolsthat ICC is developing to support the provision ofbusiness-oriented IP services to help companiesboost their competitiveness.

ICC’s long-standing work in the area of IP isspearheaded by the ICC Commission on IntellectualProperty.

COUNTRY REPORT – ITALY

It is my pleasure to present the new country report

on Italy for the Abu Dhabi Chamber of Commerce

and Industry.

The UAE became a strategic partner for Italy and it

now represents our largest Middle East and North

Africa trade destination, with an exchange of

around 4,5 billion dollars in 2010.

In 2008 and 2009 the world economy has been

tried out by the international crisis, so we are

currently working hard with our Emirati friends in

order to shape the 2010-2011 recovery of

economic partnership.

In November 2010, the so-called “Missione di

Sistema”, Italian most relevant business and

institutional delegation, consisting of two

Ministers and more than 300 business people,

visited the UAE for the first time. The Italian

business sector also showed a strong interest in

the main relevant initiatives launched in the UAE

in the past months (i.e. Big Five, World Future

Energy Summit, Idex etc.). Moreover, a deep

political relationship developed through an

increasing cooperation and diplomacy at its

highest level.

Now, we are glad to welcome our UAE friends to

our Country! In Italy, June is going to be a month

focused on UAE events, from the opening of the

“Biennale di Venezia” UAE Pavilion, to the first

Dubai-Rome Airbus380 flight on 6th of June, as

celebration of the 50th Rome Airport anniversary.

On 10th of June, the Joint Economic Committee

meeting is going to be held in Verona at the

presence of the UAE Minister of Economy, H.E.

Sultan al Mansoori. The Minister of Foreign Affairs,

H.H. Sheikh Abdallah, is also going to visit Italy

and on the 11th the Dubai Royal Family

attendance is expected to the Endurance

competition on Garda Lake.

With regard to import-export sector, jewellery and

luxury are the main products that Italy trades with

the UAE, along with general equipments, other

special machineries, clothing, furniture, aircrafts,

engines as well as generators and transformers.

Oil-refining products along with plastic and metal

products are among the main goods exported to

Italy from the UAE.

The Abu Dhabi market is growing and there are

many projects we are interested to be involved in,

especially in the defence, energy and naval sector.

Moreover, in order to expand trade relations

between the two Countries, a Memorandum of

Understanding (MoU) in the SME sector is going to

be signed during the next JEC meeting in Verona.

The MoU would also promote training of young

UAE students in Italy and vice versa.

The Italian business community in the UAE is

increasing and now outnumbers 4500 permanent

residents.

The tourism sector between the two countries is

developing, more Italians are visiting the UAE, but

there is still room for growth. We wish that a

direct flight connection between Rome and Abu

Dhabi will additionally boost this positive trend. At

the moment we have mainly UAE business visitors,

but Italy also represents a great destination for

leisure tourism and we would like to see more

UAE tourists enjoying our landscape, lifestyle and

food!

ITALY

During the last two years Italian economy hasbeen tried out by international financial crisis. But,following a path similar to that of the other euro-area countries, it began to pull out of recessionand returned to growth. After contracting bymore than 6 per cent in the two years 2008 and2009, GDP grew by 0.5 per cent in the first half of2010 compared with the year-earlier period and isforecast to expand by about 1 per cent for theentire year. The speed of the recovery is in linewith the euro-area average even though still farbelow the pace that it would be needed foreconomic activity rapidly regain the pre-crisislevel.

The budget deficit is expected to be reduced from5.4% of GDP in 2009 to 2.7% in 2012 and 2.2%in 2013 thanks to strict measures adopted by thegovernment.

The inflation, after accelerating to an average of2% in the final quarter of 2010 and January-February 2011, is expected to rise further in 2011,mainly owing to higher commodity prices. However, towards year-end, it will start to ease, reflecting a more favourable baseline and weakeraggregate demand. This trend should continue in2012, so that from an annual average of 2.4% in2011, inflation is forecast to ease to 2.2% nextyear and to an average of 2% in 2013-15.

Fixed investment made a partial recovery in 2010as a result of a moderate improvement in businessconfidence after the crisis and a pick-up inexternal demand. However, growth will besubdued, as companies will remain cautious aboutincreasing investments.

Domestic and foreign demand growth isexpected to slow in 2011-12 and capacityutilization, at around 72% at the beginning of2011, remained below pre-crisis rates of 75-80%.The growth prospective of many Italian SMEs isonly under conditions of banks openness towardnew capital investments, since they have the

structural potential and a state-of-the-arttechnological know-how to compete in theinternational market.

AGRICULTUREItaly's agriculture is typical of the divisionbetween the agricultures of the northern andsouthern countries of the European Union. Thenorthern part of Italy produces primarily grains, sugar beets, soybeans, meat, and dairy products, while the south specializes in fruits, vegetables, olive oil, wine, and durum wheat. Even thoughmuch of its mountainous terrain is unsuitable forfarming, Italy has a large work force (1.4 million)employed in farming.(US Department) Most farmsare small, with the average size being only sevenhectares. Italy is the biggest European producer ofrice, fruits and vegetables, and also the world'sbiggest producer and exporter of wine. Thecountry is one of the major agricultural powers inthe European Union. (FITA)

INDUSTRYItaly's fabrics industry is made up mostly of smalland medium family businesses. In this context, thecountry is suffering from a decline in globalcompetitiveness even though the emergingenterprises displayed a capacity for scaling-uptheir productiveness through technologicalrenewal and developing strategies forinternational expansion. So, they did reveal anability to react, indicative of a possible way out forthe Italian economy from a phase of slowdown ingrowth. Italian exports’ world market share is aclear sign of this economic upturn. The luxurygoods manufacture (haute couture, cars, delicatessen foods) represents a significant part ofthe Italian industry, although many companiesdeal also with precision machinery, chemical andpharmaceutical products, electrical items, fashionand clothing.

Page 58: ICN_June_2011

The UAE represents the Italy’s largest MiddleEast trade partner. It is by far the eighth countrysupplier and the third between European partners.Jewellery and goldsmith are the main productsthat Italy trade with the UAE, along with tools andmachinery for electrical energy production, machinery for special and more generalemployment, chemical, petrochemical, plastic, and metal products; aircraft and naval equipment;textile and apparel; agricultural and food products.

IMPORT-EXPORT

Italy is amongst the top 10 trade countries in theworld and trade represents almost 60% of theGDP. Manufactured goods account for more than90% of the country's exports. Before the biennialcrisis period, the country was the world's 8thlargest exporter (Cia FB). In 2007, Italy's totalmerchandise exports were at US$ 491.507 billion,of which US$ 118.261 billion for commercialservices (WTO). Italy has closest trade ties with the

other European countries, with whom it conductsabout 59% of its total trade. The Country has fewnatural resources: there are no substantialdeposits of iron, coal, or oil. Proven natural gasreserves, mainly in the Po Valley and offshore inthe Adriatic, constitute the country's mostimportant mineral resource. But, most rawmaterials needed for manufacturing and morethan 80% of the country's energy sources areimported.

FDI (Foreign Direct Investments) IN FIGURES

In relation to its European neighbors, Italy attractsa small amount of foreign direct investment (FDI).After their fall in 2008, under the effect of theglobal crisis, the FDI flows started to revive in2009. The country privatizationprogram, within the energy sector andtelecommunications marketsliberalization ,offer interestingopportunities to investors.

THE DESIGN INDUSTRY: VALUE ADDED FORITALY'S ECONOMIC GROWTH

Added value of over 140 billion euros andemployment for around 3.3 million people: this isthe snapshot, in figures, of the engine of Italy’smanufacturing system, driven by the country’sleading sectors – the so-called “4 Fs” of the Made-in-Italy industry: Ferrari cars and non-electronicmachinery and equipment, fashion and clothing, food and beverage, and furniture and woodproducts. This latter sector, in particular, produces a very large trade surplus in real termsfor Italian industry, higher, for instance, than thatgenerated by the British pharmaceutical or Frenchchemical industries. These figures place Italy infirst ranking among the European Union countriesfor furniture production and second worldwide, only after China, in terms of balance of trade inthe same sector. But above all, these are numbersthat mark out the country’s undisputed worldleadership in the sector, a position of dominanceforged throughout the course of the twentiethcentury on the back of a wealth of creativity and astandard of workmanship widely-recognized asdenoting excellence.

It is in this link between creativity and practicalapplication, between “ideas” and “hands”, thatmuch of what is commonly referred to as theItalian genius loci resides: the unique ability totransmit to a manufactured product the power toevoke the place and culture that have generatedit, the ability to infuse “products” – in this case, designed goods – with aesthetic and emotionalvalue that goes far beyond their raw value.
