    Issues and OpportunitiesThe following is asummary of the issuesand opportunities to bemanaged by IowaCitysext City ManagerFinancialManagementtheity isproperty tax dependent wth property taxescomprising approximately 68percent ofGeneral Fund revenuesHistoricallyassessed valuations have grown by fourpercent annually However in thiscurrent economcclimate noincrease is expected inassessed valuations during thenext twoyeas The City has not recentlyexperienced layoffs of City employeesand hasastrong financial position asevdenced by the fact that the City hasenjoyed anAaabond rating fromMoodysfor the last 34yeasThenext City Manager needs to pursuevarious strategies for maintaining theCtystrong financial condition includingobtaining federal and state grants productivity improvements examnation ofrevenueaternativesand increasing theproperty tax base through economcdeveopment
