Enclosed is our analytical report for the above case. It is organized intoseveral sections: Analytical Request and Sample Descriptions, Organic,Inorganic, and Microbiological Results. All data were peer reviewed.

Analytical Request and Sample Descriptions: (General)Each laboratory assigned number, station, description, matrix, sample dateand locational data is reported. 'A table summarizes the tests assigned toeach sample. A glossary and qualifier code definition is provided. '

Inorganic Results:For requests assigned inorganic tests,, results are grouped by servicegroup, e.g., Metals. Sample results are reported; non-detects are providedwith the actual quantitation limit. Method description and quality controlprotocols are described in analyst narratives.

Organic Results: ., • . "for requests assigned organic tests, results are grouped by service group,e.g., Volatile Organic Compounds,. Only detected analytes are reported.Nominal Quantitation Limit (NQL) tables are.provided for each servicegroup. Specific information for the calculation of Actual QuantitationLimits (AQL) achieved for a given sample is included. Quality controlvalues are provided in summary tables with acceptance criteria. Method

' description and quality control protocols are described in analystnarratives.

Microbiological Results:For requests assigned microbiological tests, sample results and qualitycontrol values are incorporated into a single table. Method'descriptionand quality control protocols are described in analyst narratives.

1. The incorrect EPA Chain of Custody (COC) form (COC #3-16687) was shipped to -you with the samples for DAS Case Number R3299; the correct COC for thisshipment (COC #3-16688) was inadvertently shipped with samples toEnvirosystems, Inc. in Columbia, Maryland.

Samples analyzed in duplicate (method duplicates) are reported as the Mean and the Relative Percent Difference (RPD)of the two analytical values. Routine Quality Control (QC) performed includes preparation and analysis of auditmaterials; check standards; interference check samples (ICS-for ICP-AES only); method blanks; method spikes;analytical spikes; method duplicates; and analytical duplicates. Calibration standards for ICP-AES are prepared fromNIST stock solutions. Calibration standards for Furnace AAS are prepared from Baker stock solutions. Method blanksare prepared with each analytical set and are acceptable if they are found to be below the quantification level for thesample set Audit materials are analyzed at the beginning of each run to document proper instrument calibration. ForICP-AES the acceptable range is 90-110% recovery; for other techniques it is the 95% confidence interval generatedusing the True Values and algorithms from NERL-Cincinnati. Check standards are analyzed periodically (generally a1/10 frequency) throughout the run to document instrumental stability, and are acceptable at 90-110%. The ICS isobtained from NERL-Las Vegas and is analyzed at the beginning of each ICP-AES run to document proper selectionof analytical lines, background correction factors, and interelement correction factors; it is acceptable at 80-120%recovery. The remaining QC items are sample specific and are performed at a frequency of 1/10 samples for sample sets£ 10 and 1 per sample set for sample sets <10, except for analytical spikes for Furnace AAS which requires a passinganalytical spike or successful Method of Standard Additions for each sample. Acceptance limits for Precision (methodand instrumental duplicates) are generated for each element/matrix/analytical procedure using a Shewhart Chart and themost recent 25 duplicate values. Acceptance limits for analytical spikes for Flame AAS and for ICP-AES are generatedfor 95% confidence intervals for each element/matrix/analytical procedure using the most recent 25 spike recoveries.Acceptance limits for analytical spikes for Furnace AAS are set at 85-115%. Acceptance limits for matrix spikes are80-120% recovery; when matrix spikes fail an acceptable analytical spike must be prepared and analyzed.

NOTE: The qualifier code "E" was applied to the arsenic and potassium results for sample 960918-08, the potassiumresult for sample 960918-11, the arsenic result for sample 960918-12,the zinc result for sample 960918-13, the sodiumresult for samples 960918-14,960920-06, and 961002-07, and the potassium and zinc results for sample 960920-07because the value of dissolved metal exceeds a theoretically equivalent or greater value than the total metal. However,the difference is within the expected precision of the analytical techniques and is not statistically significant

The qualifier code "C" was applied to the potassium result for sample 960920-06 because the value of dissolved metalexceeds a theoretically equivalent or greater value than the total metal. The difference was outside the program limits.' Reanalysis was performed for the filtered sample using the original undigested sample. The purpose of this letter is to correct the following errors for the above referenced sampleshipment.

1. The incorrect EPA Chain of Custody (COO form (COC #3-16687) was shipped to \you with the samples for DAS Case Number R3299; the correct COG for this Vxshipment (COC #3-16638) was inadvertently shipped with samples to

. Envirosystems, Inc. in Columbia, Maryland.

On September 20, 1998, a copy of the correct COC (COC #3-16688) was faxed toyou by Scon Beeman of the Gannett. Reming, Baltimore Office. He requested thatyou send the original of the incorrect COC (COC #3-16637) back to me so that Icould forward it to Envirosystems, Inc.

I will forward you the original copy of COC #3-1 6683 when I receive it fromEnvirosystems, Inc.

2. As per your telephone conversation with Scott Beeman, four sample tags wereplaced on incorrect bottles in the above referenced sample shipment.

#3-16688, the tags numbered 3-2208149 and 3-2208150 were mistakenlyplaced on 1-L polyethylene bottles having labels on which RB1 was written.These tags should have been attached to the 1-L polyethylene bottles havinglabels on which FB1 was written.

The tag with mercury and metals analyses marked should have beenattached to the bottle whose label was marked HN03 for a preservative.The tag with chloride analysis marked should have been attached to thebottle whose label had no preservative indicated.

Similarly, for station number HN-RB1 (EPA sample number 29909 19RB1) onCOC #3-16688, the tags numbered 3-2208734 and 3-2208735 weremistakenly placed on 1-L polyethylene bottles having labels on which FBIwas written. These tags should have been attached to the 1-L polyethylenebottles having labels on which RB1 was written.
