IFR Services Inherently Governmental Pres Clinton signed Executive Order 13180, Dec 7 2000, designating

air traffic services as an inherently governmental function Pres Bush signed Executive Order 13264, Jun 4 2002, deleting the

phrase “an inherently governmental function” from Exec Order 13180

DOT/FAA contract some towers but intend to maintain IFR and busier tower facilities as if they are inherently governmental

ANG/SCF asked AFFSA if ANG could contract IFR services or do we follow DOT/FAA lead AFFSA/XA drafted a letter requesting AF/JAG perform a legal review

-- No response to date AFFSA/XA’s position: based on Exec order 13264, AF/ANG should be

AEF Cycle 6 Waiver to 2-Hit/Teaming Posturing Policy Airfield Ops has historically operated under a waiver to the AEF Target

Base Alignment UTC posturing protocol, due to manning shortages and home station support requirements

Waiver allows MAJCOM FAMs to posture their bases’ UTCs across the full spectrum of AEF pairs (i.e., “multi-hit” or “peanut butter spread”)

Per XA tasker, MAJCOM FAMs recently completed a UTC posturing drill IAW the Target Base Alignment Template; data projects significant UTC shortages across the spectrum of AEF pairs

XAR is currently preparing the Cycle 6 waiver request for XOO coord, using the posturing drill, manning and AFWUS data; suspense to XOXW is 15 Jul 05

AFI 13-220 Revision Draft version of the revised AFI 13-220, Deployment of Airfield Operations,

was recently coordinated with MAJCOM Airfield Ops functionals

Most MAJCOM functionals concurred with the draft with little or no comment, but a couple had concerns with the overall scope and flow of the document (e.g., too much of an “AEF 101”; not enough actual detail regarding Airfield Ops involvement/role in deployed ops)

Way Ahead: XAR is coordinating an XAR/MAJCOM FAM working group meeting to work through the issues and formulate a revised AFI; planning on an early Aug meeting

Airfield Ops Combat Skills Training (CST) Per Apr 05 Airfield Ops Exec Session tasker, ACC and ANG functionals have

convened a working group to develop a proposal for a single Airfield Ops Tactical Readiness Center (AOTRC) that will provide CST to all active duty / ANG Airfield Ops personnel

Proposal deliverables include location (New London, NC, is the front-runner), equipment/facilities availability, curriculum, organizational structure, and resources (i.e., funding and manpower requirements)

Goal is to be able to “train as we deploy” by providing CST for AOF leadership, ATC, AM, TERPS, and DATCALS maintenance in both general session and/or functional environments

In recent years we have seen increases in support for CENTAF AOR

Caused by two major factors: new bases in SWA, loss of E&I at Keesler

meeting requirements now, siting requires most experienced techs, training at

home is falling behind, beginning to impact eval schedule

MACS support - XR has recently required lots of support for MACS testing

One tech TDY 140 days this year with 19 more days planned, another tech TDY

60 days for MACS

we can meet these needs now, but if requirements increase or the number of

days TDY is limited, it may have an effect on the regular eval schedule

Would like to make permanent one temporary civilian position that expires in

2007. Have asked the 11th Wing Personnel how to POM for an additional

position.

Wiould like to convert all SrA to SSgt Slots, this would greatly decrease training

requirements, improving our ability to perform the mission because it would

reduce the work load on our senior technicians

DASR Commissioning/Optimization:

We are now able to commission DASRs, five DASR systems are already

commissioned-some have had return visits for optimization

Optimization methods are still being worked so "comparing notes" we have

been doing with Raytheon and FAA will be required for the next year or two

- result will be an Air Force integral capability to optimize systems

Civilian promotions

Already upgraded 3 of 8 positions in XAE (2 GS-14s and one GS-13)

Packages for upgrading the other 5 positions (all GS-12s) were submitted

in late May. Waiting to hear the results of review by 11th Wing
