Group-I Issues and Suggestions

1.Chhattisgarh State has only 7 static and 4 mobile soil testing lab with total annual analyzing capacity of 1 lakhs soil samples. Total farm families in the state are 37.46 lakhs and net sown area 47.75 lakhs ha.

- Existing soil testing facility is not enough to cater the need of the state, hence establishment of new soil testing lab is needed not only in Government sector but also in private sector.

- Under soil health management component of NMSA 80% financial assistance is admissible for the establishment of soil testing lab under State Government sector similar financial assistance should also be made available for NGO and other private institutions.

2. Green manuring helps in improvement of soil health but availability of good quality green manuring seed inadequate quantity is the major constraint for area expansion under green manuring.

- It is suggested that under Soil Health Management Scheme provision should be made for production and distribution subsidy on green manuring seed.

Issues & Suggestions1. Under MNAIS Number of crop cutting experiments will be increased manifold

due to reduction in insurance unit area to village / village panchayat which requires more man power / infrastructure.

Suggestion :- State may be allowed to implement it at higher unit area level (Cluster of Villages / Revenue Circle) for initial 2 years and such states should also be permitted for reimbursement of expenses of crop cutting experiments.

2. Under NMAIS Premium rates are high as compare to NAIS.

Suggestion :- To make the schemes attractive and farmer friendly premium rate should be restricted to at par with NAIS.

3. This schemes is compulsory for Loanee farmer.

Suggestion :- It should be optional for Loanee farmers.

4. A new crop insurance scheme should be formulated which may provide risk cover against yield loss due to biotic and abiotic factors and also due to deviation in weather parameter.

Group-III Seed Rolling Plan

According to section 5 & 9(1) of Seed Act 1966 there is provision of certification of notified varieties only, but there is not any provision for certification of varieties released by State release committee.Suggestion :- Proposed to be mention in the Seed Act 1966.

Varieties recommended for the State according to zone-wise. Suggestion :- It is proposed that varieties recommended for the States should be according to the Agro Ecological Situation of the particular area of the State instead of zone wise recommendation by the GOI.For Example : Rice Crop Variety Indira Barani Dhan-1, is suitable for upland Plain Areas of Chhattisgarh.

Discouraging old varieties (more than 10 years) by gradually reducing subsidy.Suggestion:- Varieties though old (more than ten years) but suitable for the particular region of the state and farmers preferring such varieties due to superior traits/higher productivity should be considered for providing subsidy under various Govt. scheme.

B. Popularization of pigeon pea in rabi season. C. Promotion of moong and urid in rabi season and spring season. D. Promotion of cowpea and field pea in specific areas of low soil pHE. Promotion of low toxin improved varieties of lathyrus. F. Promotion of improved utera cultivation of pulse and oil seed crops like- Linseed, Lathyrus, Urid, Moong. G. Promotion of bund cultivation of Arhar, Cowpea, Niger, Sesame & Castor. H. Promotion of inter crop of Arhar/ Sesame with upland rice under aerobic conditions of Surguja and Bastar regions. I. Use of Mo @ 3g/kg seed as seed treatment to be popularized for better nodulation in pulse crops.
