BUSINESS ARISING: 1, SOUTH MELBOURNE COMPENSATION TO SYDNEY FOOTBALL CLUB The General Manager advised that a letter requesting Compensation and outlining details had already been forwarded to Mr Alan Schwabb and that as yet no reply had been received. After discussion it was agreed that the draw would not be considered final until the matter had been settled. It was moved Doherty/ Aldridge that the General Manager request a decision from South Melbourne within 48 hours of the Sydney League mieting. CARRIED. MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS HELD SYDNEY BUSINESS CLUB, 204 PITT STREET, SYDNEY, on MONDAY 22nd FEBRUARY, 1982 AT 7PM.

It was noted that no official notification that Mr J. Coles (Balmain) had been appointed alternate Director had been received by the League Office and Mr Coles was asked to refrain·from voting.

The minutes of the meeting of February 2nd 1 82 were received on motion of Hammond/O'Brien.

BUSINESS ARISING: 1, SOUTH MELBOURNE COMPENSATION TO SYDNEY FOOTBALL ~UE CLUB --------------·----~

The General Manager advised that a letter requesting Compensation and outlining details had already been forwarded to Mr Alan Schwabb and that as yet no reply had been received. After discussion it was agreed that the draw would not be considered final until the matter had been settled. It was moved Doherty/ Aldridge that the General Manager request a decision from South Melbourne within 48 hours of the Sydney F~otball League mieting.

CARRIED.

Further discussion ensued re South Melbourne and the General Manager advised that Mr A Schwabb would like to meet the board at the meeting set down for March 8th, 1 82 (since changed to March 9th 1 82 at 6.30pm)

After some discussion, it was noted that th~only club with objections to the boundary recommendations from tha Development Committee was th~t of St George. A .letter outlining their object1ons was tabled.

It' was then moved Arm.st'r~ng/Doherty that the Development committee recommendation regarding boundaries be adopted.

Further discussion ~ook place concerning the Rockd~le Municipality and. Ramsgate A.F.C. It was agreed that the Ramsgate Club would continue to play.in the St George - Sutherland Associa~ion. The Newtown Director Mr Armstrong advised that the Newtown Club would give support to the Ramsgate Club now that it comes within the Newtown boundaries. GENERAL MANAGER

ST GEORGE - SUTHERLAND - HEATHCOTE.

Meeting took place Wednesday 3rd February, 6.00pm 303 Cl~veland Street, Redfern.

~ -Discussion took place amongst all those present. The decision of the Development Committee in 1980 was to admit Heathcote as a Under 19 Club only. The ramifications of this decision upon the Sutherland Club were once again aired and agreed to by their representative that the Sutherland Club needs to be moi:-e agressive in 'seeking new players. A need fer much bctt~r and closer communication between' the three clubs was most apparent and all present agreed to work harder in that a~ea.

A close look at the number of Juniors in the Heathcote area indicates that this club is not yet ready to attempt an open age club. It was recommended that Heathcote delay for another 12 months any further application for Sydney District Football Association senior affiliation. It was also pointed out to the Sutherland Club that it would only be a ~attzr of timz before Henthcote would qualify for. Senior Club Status and that they should be undertaking further steps to strengthen their number of playing members.

STAFFING~

Ms Heather Wilks has joined our staff. Her hours are 9.00am - 5.00pm Monday - Ft~day.

I am sure you will all a~sist Heniher during her initial weeks with us as she takes over from Judi~h. Judith completed her employment Friday 12th February. '82.

• UMPIRES ADVISOR AND ASSISTANT

Mr Ian Wallace has accepted the position of Umpires Advisor for Season 1982. Ian has had a substantial job promotion and is now available to give proper attention to this position. He has taken up his duties as from Friday 12th: February~ 1982.

JOhn Reid will once again be the Assistant to Ian Wallace and will be responsible for the fitness program for the Umpires throughout 1982.

Training has commenced at Haberfield and will transfer to Erskineville shortly.

The N. s. W. Ump.ires would welcome this. V.F.L. Umpire's will also be made available ·to conduct 1lectures to our

5. Payment of Umpires: As far as practicable ihe Sydnay Football League would pay the Umpires Association on a monthly basiso The Umpires Association to be responsible for distribution to members. ( Sydney Football League and Sydney District Football Assoication to be responsible for payment of casual umpires out of gate takings.) Moved Geoff Axford/ John Armstrong

6. Paperwork: Several deficiencies were discussed relative to report sheets etc. Umpires Association to submit details of suggested changes.

7. Ground Managers Duties: The duties pertaining to Ground Manager and "visiting side" official relative to receiving the "all clear" or "reports" from Umpiras'after matches were discussed. It was·agreed that all clubs be circularised with the necessary details by the Sydney Football League before the season starts.

8. Protection of Umpires: It is the responsibility of all Hbme Ground Clubs to provide the safe passage to all Umpires at all times. Each Club must assign a responsible person to ensure this duty is fulfilled each game. Th~ failtire of any Club at any time to

'provide this service will result in a hea~y fine being impo~ed upon them, within reasonable means. Moved by Barry Doherty/John O'Brien.

9. Umpires Association Sponsorship: At this stage of our development I recommend that the Umpires Association be allowed to negotiate their own sponsorship. I allowed this on a ·yearly basis~ with the Sydney Football League always retaining the right to resume that opportunity at anytime. All costs azsociated with the running of Umpires association other than Umpires Advisor and Assistant be responsible to their association. Moved by John Armstrong/Barry Doherty

10. Tribunal Hearings~ I ad~ised the Association that it was not this Boards policy to interfere with any penality handed down by the Tribunal. If, in the wisdom of any player who feels unfairly treated he has the right to appeal and accordingly any umpire feeling the same wa~ about a decision also has that right to appeal.

Particularly for developme~t.of Junior Umpir~s.

6. SYDNEY DISTRICT FOOTBALL ASSOCIATION MEETIN~:

Brian Apted and I attended a meeting of Sydney District Football Association delegates at Parramatta Bowlina Club Sunday 14th Fsbruary. In Tim Fleming's absence~ the Secretary reported on those items dis~ussed at the S.D.F.A. meeting.

7. CHEQUE SIGNING AUTHORITIES.

I recommend that any two of the following four people be authorised to sign cheques on behalf of the Sydney Football League:

Brian Apted Ken MacRae John A:cmstrong Reg Myers Greg 1'1civer.

It was moved Armstrong/Harmer that ~her than wages and expenses up to $500.00: Messrs Myers and Apted may sign cheques together, any further amounts should contain at least one signature of an honourary director.

8. SYDNEY BUSINESS CLUB LTD.:

This Club is seeking an amalgamation of the two bodies. The immediate requirement of this League would be to deposit $10,000 on Interest Bearing Deposits with the bank to allow the Club to continue trading. I would intend to use the $10,000 set aside for premiership payments in October. This amount to be taken from sponsorship money. In return this League would hold 5 positions on the Board of Directors of the Licensed Club with the strong chance of one of those 5 becoming President to hold balance of power.

The Sydney Business Club Ltd~~ has a total iodebt.ednee,s.o.f $37 ~ 465. 00 c approximately $5,625.00 of that is due to the landlord

. for rent in arrears. City Tattersalls Ltd.,

Estimates suggest that only 25 people extra per day are needed to make this operation viable. Sydney. swans will be taking thA floor immediately above this club and have given ah undertaking that they will promote it as the home of Aussie Rules in Sydney for their members.

Membership is ctirrently at $25.00 and is proposed to be offered to all Sydney Swans interested supporters.

All being well the Sydney Football League would change the name of the Club to suit its own needs.

An opportunity to utilize Australian Football followers not currently contributing to Sydney Football League is befbre us. If we take up the opportunity I beleive that this League could very well become self fina~cing within the next 2 years. I am a director of the Sydney Business Club Ltd., a~d next Friday 26th February an extraordinary meeting has been called to change the name of the club to Sydney Business and Football Club Ltd.~ ·a change that I expect will go through unchallenged. All members here are enthusia•tic. about the propesed moves and support it whole heartedly.

I recommend that this matter be discussed with your clubs and be decided at the next Board of Directors meeting Monday March 8th.

The executive is considering seV$ral options and will have a decision for the meeting set down March 8th, 1982.

UMPIRES ATTENDING TRIBUNAL • .... ·-···-·-..... _ .... ,-..... --Dicoatisf~ction wao expressed by various members of the board 9s to the fact that certain Umpires are not able to LJttend Tribunal on the set day and yet report players anyway. It w~s agreed that a solution to the problem must be found. It was agreed to inve~tigate the possibility of holdinq Tribunal hearings on a Tuesday night in:fuFure.

The General Manager advised the board that Citicorp 'had offered to sponsor the Sydney Football League Representative Team for 1982 for the amount of $6,000.00. It was moved Mciver/Doherty that the offer from Citicorp be accepted with thanks for their generosity.

FINANCE REPORT

The Secretary presented the schedule of Debtors and Creditors (attached) and stressed the importance of Clubs settling their 1981 accounts as quickly as possible. After some discussion it was agreed that Senior Clubs should be made ·responsible for controlling debts incurred by Junior Clubs in their area. It was also agreed that in future that any agreements made . by the Sydney Football League with suppliers etc, should be set down in writing.

N.s.w •. A~F.L. REPORT.

Mi> Armstrong outlined the chain of events resuiting from the N.S~W.A.F.L; Annual Generai Meeting. Mr Hammond endorsed Mr Armstrong's remarks and after further discussion it was moved Armstrong/Doherty that the Board should continue, to pursue their efforts to have N.S.W.A.F.L. Ltd recognised by the National Football League and Australian Football Championships Pty Ltd.,

CARRIED UNANIMOUSLY.

After discussion 1 it w~s moved Harmer/ Armstrong that the cost of the inccrporation of N.S.W.A.F.L. Ltd be paid by the Sydney Fbotball League as a loan to N.S.W.A.F.L. Ltd.,

CARRIED

It was moved Isaac/Armstrong that all monies received as prize monies from Australian Football Championships be used to contra the loan made to the N.S.W.A.F.L. Ltd by Sydney Football League.

CARRIED.

It was moved Doherty/Axford that the Sydney Football League will not accept responsibility for any more debts incurred by N.S.W.A.F.L. Ltd without prior approval by the board.

CARRIED·.

St Ives Submission: The board were reminded that no more objections or submissions by other clubs would be accepted after 28th February, 1982.

2. Mr Doherty, on behalf of North Shore tabled a letter re 1992 Draw. After discussion it was agreed that the Clubs North Shore and East Sydney should try and come to some arrangement with regard to their games drawn at the S.C.G. and repoct back next meeting •

NOTICE OF MOTION

It is proposed that the following notice of Motion be

placed on the Agenda of the Sydney Football League

Board of Directors Meeting scheduled for Tuesday

March 9th, 1982 at 6.30pm.

" That Campbelltown Australian Football Club be allowed

to change their uniform to the colours: Navy Blue with

White Monogram for Sydney Football League Competition

matches excepting whenever, wherever and forever they

play Western Suburbe Australian Football Club when

they will wear the reverse, ie. white with navy

monogram and that they confirm this in writing to

both the Sydney Football League and Western Suburbs

Australian Football Club.
